Eiropas Komisijas programmas «Eiropa pilsoņiem» projekts Ieviešanas laiks: 13.09.2015. – 12.09.2017. Projekta vadošais partneris: Recklinghausen rajona pašvaldība (Kreis Recklinghausen), Vācija Projekta partneri: Wodzislawski reģiona pašvaldība (Powiat Wodzislawski), Sörmland apgabala pašvaldība (Sörmlands museum i Landstinget Sörmland), Jelgavas novada pašvaldība (Latvija) Projekta mērķis: iegūt zināšanas, kā partneri darbojas ar sociālās daudzveidības jautājumiem - “teritorijas attīstības” koncepta izmantošana iedzīvotāju līdzdalības veicināšanā. Veidot/optimizēt saistību starp vietējām politikām/personām, uz ko tās attiecas/ organizācijām un iestādēm - iekļaujoša sabiedrība. Pārnest ES mērķus un ES politiku pozitīvo ietekmi šādos tematiskajos mērķos – iekļaušana, apkārtnes attīstība un līdzdalība

Novada līmenī darbojas nacionālā projekta ieviešanas grupa, kurā iesaistās dažādas mērķgrupas un kura turpina starptautisko semināru diskusijas un labās prakses nodošanu uz vietām.

Multikulturālas sabiedrības veidošana (Vācija, Recklinhausen, septembris 2015) bēgļu jautājums, atbalsta programmas bēgļu ģimenēm Vācijā, izglītības, integrācijas un sociālie jautājumi, piemēram, darbs ar bezpajumtniekiem Vācijas pieredze rāda, ka bēgļi (politiskie) nav
bubulis, no kuriem jābaidās. Jau vairāku desmitu gadu izstrādāta un uzlabota integrēšanās programma pierāda, ka bēgļi labi integrējas sabiedrībā, papildinot darba spējīgo rindas. Tā kā arī Latvijā ir aktuāla sabiedrības novecošana un jauniešu aizceļošana, būtu vērts pārskatīt savu attieksmi par bēgļu jautājumu un veidot Latvijai atbilstošu integrēšanās programmu. Pēc Vācijas brauciena esmu pārdomājusi savu attieksmi par bēgļu jautājumu.

Diskusija par deinstitucionalizāciju (Glūdas pagasts, 2015.gada 1.decembris) valsts pārvaldes iestāžu, pašvaldības, valsts sociālo aprūpes centru, bērnu ilgstošās aprūpes centra, sociālā dienesta, dienas centru, Bāriņtiesas, audžuģimeņu un citu ieinteresēto grupu viedokļi par deinstitucionalizācijas būtību, aktualitāti, iespējamiem risinājumiem, resursiem Diskusiju atzinīgi
novērtēja klātesošie Labklājības ministrijas pārstāvji, jo Jelgavas novads ir viens no pirmajiem, kur šāda diskusija tiek organizēta, turklāt iesaistot tik dažādas grupas un meklējot risinājumu sadarbībā, nevis katram atsevišķi

Cilvēku ar invaliditāti integrēšana sociālajā vidē. Sociālās un starpkultūru aktivitātes vietējā un Eiropas līmenī (Polija, Wodzisław, maijs, 2016) cilvēku ar īpašām vajadzībām iekļaušana sabiedrībā, vides pieejamības veidošana, sociālā uzņēmējdarbība un nodarbinātība, kā arī vietējās iniciatīvas kopienas dzīves uzlabošanai
Patīkami pārsteidza Polijas prakse darbā ar cilvēkiem ar īpašām vajadzībām. Uzmanība tiek pievērsta ne tikai invalīdu primāro vajadzību apmierināšanai un veselības aprūpei, bet arī to integrēšanai darba tirgū, iesaistīšanai sabiedriskajās aktivitātēs, darbs ar sabiedrību, lai cilvēki ar īpašām vajadzībām tiktu pieņemti, apgūtu sev vēlamo profesiju u.c.

Kā dažādas politikas (ES, reģiona, vietējā) ietekmē dzīvi un daudzveidību pašvaldībā (Vācija, Recklinhausen, maijs, 2016) diskusijas par projektā iesaistīto valstu problēmām un izaicinājumiem sociālajā jomā caur četru projekta mērķgrupu prizmu – ģimenes ar bērniem, cilvēki ar invaliditāti, bēgļi un migranti, seniori
Esot Vācijā un pastaigājot pa pilsētu, biju pārsteigta, redzot lielo invalīdu skaitu, kas pārvietojās motorizētos ratiņos un ar tehnisko palīglīdzekļu palīdzību, iesaistoties sabiedriskajās aktivitātēs un dzīvojot pilnvērtīgu dzīvi. Pārsteidza sakārtotība un vides pieejamība, sarūpētās uzbrauktuves un pacēlāji dzīvojamajās ēkās, pavisam nelielās iestādēs, veikalos un kafejnīcās. Man žēl, ka Latvija šajā jomā ir tikai ceļa sākumā…

Seminārs “Sabiedrībā balstītu pakalpojumu attīstība” (Zaļenieku pagasts, 2016.gada 7.jūnijs) biedrība “Vecāku atbalsta grupa “Saules Bērns””, “Rīgas pilsētas Rūpju bērns”, Resursu centrs Zelda un Latvijas Samariešu apvienības pārstāvji informēja par piedāvātajiem pakalpojumu veidiem, piemēram, atelpas brīdis vecākiem, dienas centri, atbalsta centri, grupu mājas personām ar garīga rakstura traucējumiem, darba prasmju apgūšana specializētās darbnīcās u.c.
darba grupas, lai aktualizētu pakalpojumus deinstitucionalizācijas mērķa grupām, kuri būtu nepieciešami un attīstāmi Jelgavas novadā

Tīklošana starp iesaistītajām pusēm (Zviedrija, Sörmland, septembris 2016) ieskats tādos jautājumos kā migrantu integrācija Zviedrijā, starpkultūru sadarbības jautājumi politiķu un NVO izpratnē, senioru iekļaušana, demokrātijas un iekļaujošas sabiedrības veidošanās Sormlandes reģionā, informācija par Patvēruma meklētāju, Migrācijas un integrācijas fondu (AMIF) bēgļu un migrantu integrācijai Zviedrijā
Apciemojot Dienas centru Zviedrijā, man ienāca prātā Elejas pagasta centrā vecā poliklīnikas ēka, kura gan nav pašvaldības īpašums, bet ir pašā centrā un gana lielas šosejas malā, nepavisam labs skats paveras, līdz ar to iedomājos, ka būtu jauki kaut ko tādu izveidot eksperimentāli šajā ēkā. 1.stāvā seniori, varbūt pat telpas šajā ēkā varētu rast arī ģimenes ārsta prakse (zinu, ka ģimenes ārstei telpas ir stipri par mazu), 2.stāvā ģimenes ar bērniem. Šobrīd, strādājot Elejas pagastā, ļoti daudzi iedzīvotāji ir man jautājuši par šo ēku, vai nav kaut kādi plāni, līdz ar to tas būtu mūsu – pašvaldības labais piemērs un darbs

Seminārs “Garīga rakstura traucējumu ārstēšana un sociālā aprūpe un sociālā rehabilitācija” (VSIA “Slimnīca “Ģintermuža””, 2016.gada 9.novembris) ilgu gadu pieredze garīgās veselības jomā un līdz ar to sniegtā informācija bija īpaši vērtīga – zināšanās un praksē balstīta
veidota speciālistu izpratne par personu ar garīga rakstura traucējumiem slimību izpausmēm un to uzvedības un saskarsmes īpatnībām, pārrunāti jautājumi saistībā ar deinstitucionalizācijas procesa riskiem un ieguvumiem
