1. Purpose

The purpose of this Noise Monitoring Management Plan is to outline the responsibilities and

actions for monitoring noise emanating from the Rasp Mine. It has been developed in

accordance with the Project Approval No. 07-0018 Conditions. The Noise Monitoring

Management Plan in conjunction with the Blasting Monitoring Management Plan satisfies

schedule 3, condition 20 of the Project Approval. The breakdown of the sections between

each plan is outlined in the table below.

15. Construction activities associated with the project shall only be undertaken between 7:00am and 7:00pm on any day. Note to Condition 15: • Construction activities include, but are not limited to, all construction work, front-end loader on the ROM pad, rock breaking and primary crushing in the process area, conveyors in the process area, flat-bed road truck haulage from the process area to the rail load-out area, locomotives at the rail load-out area and forklift at the rail load-out area.

16. Operational activities associated with the project are permitted to occur at any time, subject to compliance with the noise limits specified in this approval, and subject to the following restrictions: (a) deleted; (b) shunting of concentrate wagons shall only occur between 7:00am and 6:00pm on any day; and (c) production rock blasting shall only occur between 6:45am and 7:15pm on any day.

Section 8.2

17. The Proponent shall ensure that the noise generated by the project does not exceed the criteria in Table 7.

Blasting Limits

18. The Proponent shall ensure that basting on the site does not cause exceedances of the criteria in Tables 8 and 9.

20. The Proponent shall prepare and implement a Noise Management Plan for the project to the satisfaction of the Secretary. This plan must: (b) be prepared in consultation with EPA, and submitted to the Secretary for approval by the end of June 2011; (c) describe the noise mitigation measures that would be implemented to ensure compliance with the relevant

conditions of this approval, including a real-time noise management system that employs both reactive and proactive mitigation measures; (d) include a noise monitoring program that: • uses a combination of real-time and supplementary attended monitoring to evaluate the performance of the project; and • includes a protocol for determining exceedances of the relevant conditions of this approval; (e) describe the blast management measures that would be implemented to ensure compliance with the blast criteria and operating conditions of this approval; and (f) include a blast monitoring program that: • evaluates the performance of the project, including compliance with the applicable criteria; • uses a combination of roving blast monitors (at least 1) and fixed blast monitors (at least 6); and • includes a protocol for determining and responding to exceedances of the relevant conditions of this approval.

L4 Noise limits L4.1 Operational activities associated with the project are permitted to occur at any time, subject to compliance with the noise limits specified at condition L4.2 and subject to the following restrictions: a) Shunting of the concentrate wagons must only occur between 7.00am and 6.00pm on any day; and b) Production rock blasting must only occur between 6.45am and 7.15pm on any day.

L4.2 Noise from the Rasp Mine premises must not exceed the limits presented in the table below at the monitoring locations listed in column 1.

Section 2.3

L4.3 Noise from the premises is to be measured at the most affected point within the boundary of the nominated premises, or at the most affected point within 30 metres of a dwelling where the dwelling is more than 30 metres from the boundary, to determine compliance with the noise level limits in Condition L4.2 unless otherwise stated. Where it can be demonstrated that direct measurement of noise from the premises is impractical, the EPA may accept alternative means of determining compliance. See Chapter 11 of the NSW Industrial Noise Policy. The modification factors presented in Section 4 of the NSW Industrial Noise Policy shall also be applied to the measured noise levels where applicable.

Section 6.2

L4.4 The noise limits set out in the Noise Limits table apply under all meteorological conditions except for the following: a) Wind speeds greater than 3 metres/second at 10 metres above ground level; or b) Stability category F temperature inversion conditions and wind speeds greater than 2 metres/second at 10 metres above ground level; or c) Stability category G temperature inversion conditions. For the purposes of this condition:

a) Data recorded by the meteorological station identified as EPA Identification Point(s) 55 must be used to determine meteorological conditions; and b) Temperature inversion conditions (stability category) are to be determined by the sigma-theta method referred to in Part E4 of Appendix E to the NSW Industrial Noise Policy.

L5 Blasting

L5.1 The overpressure sound level and ground vibration peak particle velocity from blasting operations carried out in or on the premises, excluding Block 7, for the period 7am to 7pm must not exceed the limits in the table below unless expressly provided by a condition of this licence.


L5.2 The overpressure sound level and ground vibration peak particle velocity from blasting operations carried out in or on the premises at Block 7 for the period 7am to 7pm must not exceed the limits in the table below unless expressly provided by a condition of this licence.


L5.4 The overpressure level from blasting operations at the premises must not exceed 105dB (Lin Peak) for the period 7pm to 10pm at any noise sensitive location


L5.5 The overpressure level from blasting operations at the premises must not exceed 95dB (Lin Peak) for the period 10pm to 7am at any noise sensitive locations.


L5.6 Conditions L5.1, L5.2, L5.3, L5.4 and L5.5 apply at any point within 1 metre of any noise sensitive location including residential premises, school, hospital or any blasting monitoring location specified in this licence.


BHOP Statement of Commitments:

2 NOISE BHOP understands that intrusive noise levels are a concern

for community members and can affect their standard of

living. In recognition of this concern BHOP have made a

number of commitments to mitigate noise levels from the

Project including:

Re-locating the processing plant to the north-

eastern end of the site, away from residential

dwellings to the south.

Constructing noise barriers, approximately 4 m

high bunding, along the southern side of the haul

road and the southern perimeter of the ROM pad

mine truck haul route.

Prohibiting production rock blasting between

7:15pm and 6:45am seven days a week.

Restricting construction activities to day shift.

Cladding the primary crusher and installing noise

abatement bunding to the north and south of the

crusher.

Installing a building around the flotation facility

providing shielding of the SAG and Ball mills.

Covering conveyors and transfer stations prior to

the grinding circuit.

Installing two overlapping bunds at the northern

side of the wagon stockpile area to shield Crystal

Street residences.

Installing ventilation fans at Shaft 5 and 6 underground to minimise noise levels at surface.

Constructing a brick wall at Shaft 5 surrounding the ventilation fans to act as a noise barrier preventing fan and other mining noise from propagating up the Shaft.

Conducting noise monitoring at the nearest noise receptor to Shaft 5, post fan and wall installation, to check predictions are met.

Maintaining operational noise levels within criteria as outlined in the Project Approval MOD3 and the Rasp Mine Environment Protection Licence.

Maintaining rock blast vibration levels within criteria as outlined in the Project Approval MOD3 and the Rasp Mine Environment Protection Licence.

The noise control measures and monitoring shall be addressed in relevant management plans to comply with conditions of the Project Approval.

2. Scope

This Program applies to Broken Hill Operations Pty Ltd (BHOP) and the activities at its Rasp

Mine for the duration of the mining operations to 31 December 2026, including extraction,

production and transport of extracted material. The following Project Approval Conditions are

applicable to this Noise Monitoring Management Plan.

2.1 Schedule 3, Condition 15 Construction Noise Restrictions

Construction activities associated with the project shall only be undertaken between

7:00am and 7:00pm on any day.

Note to Condition 15:

Construction activities include, but are not limited to, all construction work, front-end

loader on the ROM pad, rock breaking and primary crushing in the process area,

conveyors in the process area, flat-bed road truck haulage from the process area to the

rail load-out area, locomotives at the rail load-out area and forklift at the rail load-out

area.

2.2 Schedule 3, Condition 16 Operational Noise Restrictions

Operational activities associated with the project are permitted to occur at any time,

subject to compliance with the noise limits specified in this approval, and subject to the

following restrictions:

a) Crushing shall occur 24 hours on any day;

b) Shunting of the concentrate wagons shall only occur between 7.00am and 6.00pm

on any day; and

c) Production rock blasting shall only occur between 6:45am and 7:15pm on any day.

2.3 Schedule 3, Condition 17 Noise Limits

The Proponent shall ensure that the noise generated by the project does not exceed the

criteria in Table 1. It should be noted that as a consequence of the ‘Preferred Project’,

some of these noise assessment locations are no longer expected to be exposed to site

noise operation.

Receiver Locations are as identified in the noise assessment presented in the EA and PPR.

Noise limits to be measured in accordance with the NSW Industrial Noise Policy:

a Day is defined as 7:00am to 6:00pm Mondays to Saturdays and 8:00am to 6:00pm on Sundays and public holidays:

b Evening is defined as 6:00pm to 10:00pm on any day; and

C Night is defined as 10:00pm to 7:00am Mondays to Saturdays and 10:00pm to 8:00am public holidays.

2.4 Schedule 3, Condition 20 Noise Management Plan

The Proponent shall prepare and implement a Noise Management Plan for the project

to the satisfaction of the Director-General. The plan must:

a) Be prepared in consultation with DECCW and submitted to the Director-General

for approval by the end of June 2011.

b) Describe the noise mitigation measures that would be implemented to ensure

compliance with the relevant conditions of this approval, including a real-time

noise management system that employs both reactive and proactive mitigation

measures.

c) Include a noise Monitoring Management Plan that:

Uses a combination of real-time and supplementary attended monitoring to

evaluate the performance of the project.

Includes a program for determining exceedances of the relevant conditions

of this approval.

Licence Conditions

L4.3 – Noise from the premises is to be measured at the most affected point within the

boundary of the nominated premise, or at the most affected point within 30 meters of a

dwelling where the dwelling is more than 30 meters from the boundary, to determine

compliance with the noise level limits in condition L4.2 unless otherwise stated.

Where it may be demonstrated that direct measurement of noise from the premises is

impractical, the EPA may accept alternative means of determining compliance.

L4.4 - The noise limits set out in the noise limits table (Table 1) apply under all

meteorological conditions except for the following:

Wind speeds greater than 3 meters/second at 10 meters above ground level;

Stability category F temperature inversion conditions and wind speeds greater than

2 meters/second at 10 meters above ground level; or

Stability category G temperature inversion conditions.

For the purposes of this condition:

3. Definitions

Action Limit Is a limit set by BHOP to assist in the management of noise

levels and provide an opportunity to take action to prevent the

level exceeding regulated limits.

Person in Charge/Site Manager Is the most senior BHOP person at the Rasp Mine at the time.

BATEA Best Available Technology Economically Achievable.

BMP Best Management Practice.

dB(A)

Noise is measured in units called decibels (dB). There are

several scales for describing noise, the most common being the

‘A-weighted’ scale. This attempts to closely approximate the

frequency response of the human ear.

OEH Office of Environment and Heritage, formerly The NSW

Department of Environment, Climate Change & Water (DECCW).

INP NSW Industrial Noise Policy (Published by the Environment

Protection Authority (now DECCW) in 2000).

L1 The noise level exceeded for 1 % of a measurement period.

L10

A noise level which is exceeded 10 % of the time. It is

approximately equivalent to the average of maximum noise

levels.

L90 Commonly referred to as the background noise, this is the level

exceeded 90%of the time.

Leq

It is the energy average noise from a source, and is the

equivalent continuous sound pressure level over a given period.

The Leq,15min descriptor refers to an Leq noise level measured

over a contiguous 15 minute period.

Lmax The maximum root mean squared sound pressure level received

at the microphone during a measuring interval.

RBL

The Rating Background Level (RBL) is an overall single value

background level representing each assessment period over the

whole monitoring period. The RBL is used to determine the

intrusiveness criteria for noise assessment purposes and is the

median of the ABL’s.

SI SI (“Still Isothermal”) refers to calm weather conditions (ie The

absence of any wind or temperature gradients).

Sound Power Level

This is a measure of the total power radiated by a source. The

sound power of a source is a fundamental property of the source

and is independent of the surrounding environment.

Temperature Inversion A positive temperature gradient. A meteorological condition

where atmospheric temperature increases with altitude.

() sigma-theta The standard deviation of horizontal wind fluctuation.

It is useful also to have some appreciation of the scale of decibels, the unit of noise

measurement. The following gives some practical indication as to what an average person

perceives about changes in noise levels:

Differences of less than approximately 2dB are imperceptible in general, ie, most people

would find it difficult to discern which is the louder of two noise sources having levels

within 2dB of each other; and

A difference in noise levels of around 10dB appears as either doubling or halving of

loudness.

4. Responsibilities

4.1. Mobile monitoring equipment is operational.

4.2. Maintenance and calibration of equipment occurs as required to ensure equipment reliability.

4.3. Undertake noise monitoring and reporting.

4.5. File all electronic results from noise monitoring and store information on file for a period of not less than 4 years.

4.6. Report monitoring results to the Operations Manager.

4.7. Provide adequate and timely response to community complaints and that requirements of the Complaints Procedure are completed.

4.8. Review data and determine management actions as appropriate.

4.9. Ensure actions are taken to prevent exceedence of Project Approval conditions and actions are implemented.

4.10. Make reports available to the EPA as required.

5. Standards and Policies

The noise monitoring at Rasp Mine must be undertaken in accordance with all relevant

Australian Standards and EPA policies. At the time of writing this document these include:

Australian Standard AS 1055.1-1997: Acoustics – A description and measurement of

environmental noise; and

NSW Industrial Noise Policy (INP 2000), DECCW.

6. Noise Monitoring

6.1 Compliance

To check compliance with noise limits outlined in the Project Approval the following

monitoring shall be undertaken:

6.1.1 The attended short term readings will include 15-minute samples (more than

one) at each nominated location for each of the day, evening and night

periods. The instrument will include third-octave band centre frequency

filters to aid in removing non-site related noise. The attendant will be a

suitably trained person in the practice of compliance noise monitoring. The

attendant will document and quantify the site’s contribution to noise levels at

the monitoring location. Where this is not deemed possible, an adequate data

set will be captured to allow determination of whether compliance is achieved

through the observations documented by the attendant. The instrument will

meet Australian Standard Type 1 class sound meter specifications.

6.1.2 Weather conditions including wind speed at the microphone position will be

quantified and any data collected during wind speeds above 5m/s at the

microphone will be deemed unsuitable. Similarly, 10m elevation wind speed,

wind direction and temperature gradient data will be reported for the

duration of monitoring using the site’s automatic weather station (AWS). The

weather data will be used to assess compliance in accordance with consent

conditions.

6.1.3 In addition to the noise parameters listed in Table 2, the monitoring will also

capture background noise levels including L90,15minute and over time

establish trends in the rating background level (RBL) and whether this is

influenced by site noise or not.

Placement of instruments will consider extraneous sources such as roads and be

positioned on the site side of these sources where practicable. The instrument will

include low-pass frequency filters to exclude insect and other natural sounds above

1000Hz. The instrument will meet Australian Standard Type 1 class sound meter

specifications.

A continuous monitor was previously located at Piper Street North however this sampler

has been removed due to continued vandalism. In a situation where the site is found to

be non-compliant at a particular location the location will be assessed using attended

noise monitoring conducted by trained BHOP staff. Currently attended noise monitoring

is conducted on an annual basis with the results reported to the EPA for review. The data

measurements are validated and reported by an acoustic consultant.

Refer to the Noise Monitoring Procedure for a detailed method in Noise Monitoring.

6.2 Noise Monitoring Locations

Annual attended residential noise monitoring locations and the noise parameters to be

collected are shown in Table 2.

Monitoring points for recording noise emissions are at the closest boundary to the site

or otherwise as per the INP and Project Approval.

6.3 Action Limits

During any attended noise monitoring, the following will apply:

Where the site’s contribution is 2dB below the operational license limits for a given

receiver, the main contributing source(s) will be noted;

Where the site’s contribution is at the operational license limit for a given receiver,

the main contributing source(s) will be identified and investigations undertaken to

determine reasonable and feasible mitigation.

Where the site’s contribution is above but within 2dB of the operational license

limits for a given receiver, the main contributing source(s) will be identified and

investigations undertaken to determine reasonable and feasible mitigation. Where

this cannot be resolved, replacement of the offending item will be considered.

Where the site’s contribution is more than 5dB above the operational license limits

for a given receiver, the main contributing source(s) will be identified and its

operations will cease until such time as suitable mitigation can be adopted to ensure

noise levels are reduced.

6.4 Monitoring Records

The Environment and Community Officer shall record the following information:

The type of meter and settings used (unless otherwise specified the following

settings should be used ‘fast’ time weighting, ‘A’ frequency weighting and LAeq,

15min).

Wind speed and direction at the microphone and at 10m elevation.

Sky cloud cover.

The type of monitoring being undertaken.

The monitoring location.

The time and duration of monitoring for each location.

Licence limits, where appropriate.

Action Limits and reasons for any exceedence. Where this exceedence is found to be

from the operation, details of actions taken to reduce noise levels.

Reasons for any exceedence and where this exceedence is found to be from the

operation details of actions taken to reduce noise levels.

7. Noise Reporting

The Environment and Community Officer shall report monitoring results to the General

Manager.

The Noise Monitoring reports shall be made available to an Officer of the EPA upon request.

Where an operational noise criterion has been exceeded the Environment and Community

Officer shall:

7.1 Immediately undertake an investigation to determine the noise source responsible and

complete an action plan indicating:

(i) Actions to be taken,

(ii) Person responsible for action, and

(iii) Completion date.

7.2 Identify and agree with the Operations Manager action to be taken to reduce the noise

to below the Action Limit and prevent the exceedence in the future.

Actions will be determined dependent on the noise generating activity and will follow,

wherever possible, the noise control hierarchy:

(i) Elimination by using a new design, plant or equipment.

(ii) Isolation by distance or barriers.

(iii) Enclosure by enveloping the noise source or those exposed.

7.3 Criteria exceedances will be determined with consideration of the operational noise

criteria as published in the Project Approval and the INP which states the following:

A development will be deemed to be in non-compliance with a noise consent or

licence condition if the monitored noise level is more than 2 dB above the

statutory noise limit specified in the consent or licence condition. This may occur

for two reasons:

• The noise from the development is excessive, in which case the development is

truly not complying with its consent or licence condition.

• The noise was increased by extreme, nonstandard weather effects—in which

case the development is not considered to be in noncompliance with its

consent or licence condition. Nonstandard weather effects can be considered

to be present during monitoring if the cloud cover is less than 40 per cent and

the wind speed (at 10 m height) is less than 1.0 m/s (represents an extremely

adverse weather condition for noise)—during the period from 6 pm to 7 am in

non-arid areas (see Section 9.2).

In this latter case, further monitoring at a later date is required to determine

compliance under the meteorological conditions specified in the

consent/licence condition.

7.4 Where there has been a complaint from the community the Environment and

Community Officer shall:

7.4.1 Check the complaint is recorded as per the Complaints Procedure and that the

responsible manager is notified.

7.4.2 Take immediate actions to address the issue, depending on the seriousness of

the issue this may include:

Modifying procedures,

Installing mitigation, and/or

Stopping directly related activities.

7.4.3 Check immediate actions are recorded and the complaint is correctly recorded.

7.5.4 Undertake an investigation (refer Complaints Procedure) and take action to

prevent a recurrence.

The Environment and Community Officer shall monitor the implementation of these

actions until their completion and then close out any pending incident reports.

The Environment and Community Officer shall notify the Department of Planning and

Infrastructure and any other relevant agencies, of any incident associated with the

Project in accordance with Schedule 4, item 5 of the Project Approval.

8. Noise Level Management

8.1 New Purchases

Noise levels shall be considered as part of the selection criteria for new plant and

equipment to ensure the best available technology economically achievable (BATEA) is

applied to reduce and or minimise noise levels at the operation

8.2 Best Management Practices

The following best management practices are used to minimise noise levels:

Independent noise audits will be undertaken as required by the EPA.

Noise awareness information is provided in employee and contractor inductions.

The crusher has been located behind the ore stockpile and in a gully to minimise

noise levels.

Construction of noise barriers with 4m high bunding along the southern side of the

haul road and the southern perimeter of the ROM pad mine truck haul route.

Re-locating the processing plant to the north-eastern end of the site, away from

residential dwellings to the south.

Cladding of the primary crusher and installing noise abatement bunding to the north

and south of the crusher.

Enclosed conveyors and transfer stations prior to the grinding circuit.

Installation of two overlapping bunds at the northern side of the wagon stockpile

area to shield Crystal Street residences.

Silencers installed on haul trucks and noise suppression kits on the loaders used on

the ROM pad, container stockpile and rail loading areas;

Properly maintained plant to ensure rated noise emission levels are not exceeded.

Mining ore transport trucks, once loaded, shall follow the designated heavy vehicle

route through Broken Hill.

Operational restrictions to minimise noise, including:

Crushing activities to occur 24 hours (on any day);

Shunting of concentrate wagons to occur only between 7am and 6pm (on any

day); and

Production rock blasting to occur only between 6:45am and 7:15pm (on any day).

8.3 Best Available Technology Economically Achievable (BATEA)

Where an Action Limit is exceeded and it is attributed to truck haulage operations

(trucks in and out of Kintore Pit or processing plant), investigations shall be undertaken

to identify ways to reduce noise levels by way of best management practices as detailed

in Section 8.2.

Where best management practices are unable to minimise noise emissions sufficiently,

the BATEA methods such as those listed below should be considered:

Adjustment of reverse alarms to reduce acoustic range and or tone.

Use of acoustically efficient muffler design.

Substitution of louder engines.

Enclosing noise sources.

Increasing surface roughness.

Use of alternative methods to pneumatic/hydraulic rock hammers.

Maintaining levels in ore bins to minimise impact when filling.

9. Document Consultation and Review

This Program shall be reviewed annually or when:

Mining blasting operations have been changed.

New technology is introduced for conducting monitoring.

Monitoring results indicate that a review is required.

And consistent with Project Approval Schedule 4 Condition 4, within 3 months of:

- The DPE Annual Review;

- An incident report;

- An Independent Environmental Audit, and

- A modification to the Project Approval.

Consultation shall occur with the EPA and RMS prior to finalising changes and re-submitting

the document to the DPE.

Appendix A

Email correspondence with relation to submitted Management Plans to Department of

Environment and Planning under Mod 3 from the EPA is as follows:

Good morning Len, as per our recent discussions all of the management plans submitted (Apart from “Air Quality”) have previously be lodged with the EPA as part of Pollution Studies and Reduction Programs attached to the Environment Protection Licence. Hence, the EPA has no further comment in relation to these. The Air Quality Management Plan & Air Quality Monitoring Program Management Plan have been reviewed. The EPA advise that given the data information now available BHOP should propose licence limits to the EPA for the Mill Baghouse – Total Solid Particles and Type 1 and Type 2 substances emissions as per project approval requirements. The EPA support the methods being implemented in the Air Quality Management Plan however advise that the timeframe's for the implementation of these controls needs to be formalised specifically the irrigation system for the tailings facility and the video recording system for dust emissions. The EPA also advise that air pollution methods could be improved via the introduction of policies and procedures to ensure that controls are implemented more routinely and automated systems installed removing human interpretation and or error. For example: •Tailings Storage Facility 2 (TFS2) Operation: An irrigation system is proposed as dust management - This should be installed to ensure controls are in place before any issues arise and could be an automatic system that is weather activated Eg. If wind speed exceeds a certain nominated kilometre per hour sprinklers activate and or deactivate. Any manual watering systems need activation procedures (trigger points) to avoid methods based on individual interpretations; •Unloading Ore to ROM stockpile: Manual water sprays could converted to weather activated and automatic and routine to avoid human error (Weather activated); •Exposed Areas: Chemical dust suppression use could be applied over set time periods and subject to set time frame inspections to determine if additional application is required prior to the rostered application; •Sealed Roads: Street sweeper could be routinely rostered for use at set time periods with additional inspections to determine if more frequent use is required;

•ROM Stockpile Wind Erosion: Stockpiles should be kept below surrounding bunds removing the “as much as practicable” component; •Frontend loader Operation/Apron Feeder Hopper at ROM Pad: Inspection of the irrigation system could be more frequent with set time frames and the cessation of works procedure could be formalised through guidelines Eg. If wind speed exceeds a certain nominated kilometre per hour a stop work is activated; and •Concentrate Handling: Works are undertaken within an enclosed building however truck drivers are responsible for manually opening and closing the entry/exit doors - the doors could be automatic.

The EPA concur with the NSW Department of Planning and Environment’s comments in relation to their review of the management plans submitted.

EPA which is a whole step I missed for these particular plans. Planning have already reviewed

the documents, their feedback I s attached. Would you be able to review these documents

The feedback does not have to be exhaustive just establish whether or not the you consider

the documents to be adequate and if needed what changes are necessary.

Air Quality Management Plan 11. The Proponent shall prepare and implement a detailed Air Quality Management Plan for the project to the satisfaction of the Secretary. This plan must: (a) be prepared in consultation with EPA and submitted to the Secretary for approval prior to the commencement of construction on the site; (b) identify all major sources of particulates and other air pollutants that may be emitted from the project, being both point source and diffuse emissions, including identification of the potential for lead contamination to be carried by these particulates; (c) include an air quality monitoring program that: • provides for periodic point source monitoring at Point 1 (Ventilation Shaft) and Point 2 (Process Enclosure/ Baghouse Stack); • provides for continuous ambient monitoring across an ambient air quality and dust monitoring network comprising no fewer than ten monitoring locations (Points 3 to 12) for total suspended particulates, PM10, lead and dust deposition. Monitoring locations shall be informed by the outcomes of the air quality assessments presented in the EA and PPR and identified in consultation with EPA; and • provides for continuous meteorological monitoring using a meteorological monitoring station located on the site; • is consistent with the requirements of Approved Methods for the Sampling and Analysis of Air Pollutants in New South Wales (DECC, 2007), the Protection of the Environment Operations Act 1997 and the Protection of the Environment (Clean Air) Regulation 2010. (d) pro-active and reactive management and response mechanisms for particulates with specific reference to measures to be implemented and actions to be taken to minimise and prevent potential elevated air quality impacts (including ambient air and deposited dust impacts) on surrounding land uses as a consequence of meteorological conditions, upsets within the project, or the mode of operation of the project at any time; (e) procedures and processes for monitoring ambient dust and deposited dust impacts; (f) provision for regular review of dust monitoring data, with comparison of monitoring data with that assumed and predicted in the documents referred to under Condition 2 of Schedule 2; (g) details of measures to be implemented to address any situation in which monitored dust impacts exceed those assumed and predicted in the documents referred to under Condition 2 of Schedule 2; (h) specific complaints management procedures in the event that dust monitoring indicates elevated off-site impacts; (i) procedures for the minimisation of dust generation on the site; (j) protocols for regular maintenance of plant and equipment to minimise the potential for elevated dust generation, leaks and fugitive emissions; and (k) a contingency plan should an incident, upset or other initiating factor lead to elevated dust impacts, whether above normal operating conditions or above environmental performance goals/ limits.

Noise and Blast Management Plan 20. The Proponent shall prepare and implement a Noise Management Plan for the project to the satisfaction of the Secretary. This plan must: (b) be prepared in consultation with EPA, and submitted to the Secretary for approval by the end of June 2011; (c) describe the noise mitigation measures that would be implemented to ensure compliance with the relevant conditions of this approval, including a real-time noise management system that employs both reactive and proactive mitigation measures; (d) include a noise monitoring program that: • uses a combination of real-time and supplementary attended monitoring to evaluate the performance of the project; and • includes a protocol for determining exceedances of the relevant conditions of this approval; (e) describe the blast management measures that would be implemented to ensure compliance with the blast criteria and operating conditions of this approval; and (f) include a blast monitoring program that: • evaluates the performance of the project, including compliance with the applicable criteria; • uses a combination of roving blast monitors (at least 1) and fixed blast monitors (at least 6); and • includes a protocol for determining and responding to exceedances of the relevant conditions of this approval.
