NMDOT ITS - VALUE and OPPORTUNITY

Page 3: NMDOT ITS BUREAU

ITS Planning, Field Deployments and Infrastructure Expansion Targets Enhanced Performance and Expanded Versatility

Satisfies an Identified Need – Established in the ITS Architecture Appropriately Located More reliable connectivity Reduction of recurring costs Higher bandwidth Build out redundancy Faster response Accommodate in-field deployment Reduce vulnerability associated with maintenance and support Stronger network configuration control Opportunity for resource sharing

ITS Infancy: NMDOT had early uses of ITS that included HARs, CCTVs, Portable DMSs, and even RWISs – predominantly tied to rural applications.

ITS Migration: Entered into the Modern Age of ITS with the Construction of the Big I that used DMSs, CCTVs, HARs and established first TMC at the Hilltop

ITS Development: Utilized web technologies with the deployment of Nmroads.com as a traveler’s advisory reporting system

ITS Structure: Development of an ITS Bureau- Systematic Deployment of ITS Field Devices & Communications

Infrastructure in ABQ Area - Development of a TMC- Deployment of ITS Field Devices throughout State

ITS Collaboration: Development and Deployment of Shared Infrastructure- MOA’s for Fiber Sharing- MOA’s for Equipment Operations- Data Sharing - Regional TMC (Concept of Operations and Feasibility Report)

US Joint CentersThere are at least 50 joint transportation/police

dispatch centers in the US, and the number is growingFlorida – FDOT and FHP at 6 locationsCalifornia – Caltrans and CHP at 7 locationsTexas – TxDOT and State and locals at 3 locationsLas Vegas – MPO and State PoliceFairfax County, VA – VDOT freeway ops and signals, local

police, fire, EMS dispatchMontgomery Co, MD County DOT, police, fire, EMS dispatchCity of Chicago – City traffic, police, fire, EMS dispatchMinnDOT – State DOT and PoliceMany more

Purpose and Concept of a Joint Center

Provide Improved Situational Awareness to Improve Incident Response and Daily Operations

1. Co-location of transportation providers with incident management/responders has been shown to increase partnership and coordination for all levels of operations

2. Co-location of incident management / responders from different jurisdictions improve operations and support

3. Co-location among multi-jurisdictional and multi-disciplined transportation agencies allows for integrated corridor management

4. Better accommodates alternative routing during incidents and events

Completed and Next Steps• Full Development of a Concept of Operations

– Functional and Joint Functional Needs/Goals of each potential partner– Identified required seats and total bodies – today and future

• Feasibility Assessment for the Former Armed ForcesReserve Facility

• Developed Programmatic-level Cost Estimate• Outcomes

– Good understanding of the partners and their needs/desires– Project scale/scope and cost (programmatic level)– Outlined Phased Occupation– Useful for funding

WHERE’S THE VALUE – WHY WE DO THIS STUFF

Consider This:

•Cost of Congestion and Delay – Every Minute a Lane is Closed During Peak Periods Equates to Roughly *$12,000 of Lost Productivity

•Every Minute a Lane is Closed • Equates to Six (6) Minutes of Subsequent Delay• Increases the Occurrence of a Secondary Crash By 3%

•Mode for Clearance Times for Incidents on Interstates in Albuquerque (30 – 60 min)

•Doing the Math - It’s Easy to See the Impact and Importance of Early Detectionand Clearances

*(2007 Study in Portland, OR – Population ~ Albuquerque)

CREATING OPPORTUNITIESTAKING ADVANTAGE OF WHAT HAS BEEN DONE

• Sharing Information and Data –

• Sharing Infrastructure –

• Sharing Resources –

• Using Information and Data Across Different Applications –

• Interoperability and Scalability -

• Expanding the Use of Existing Improvements -

Page 25: NMDOT ITS BUREAU

NMDOT ITS - ITS New Mexico• Open forum in which to discuss developments and

opportunities among ITS stakeholders in New Mexico• Can serve as the ITS champion in venues not accessible

to the NMDOT – i.e., legislative lobbying• Efficiency and flexibility in coordinating activities and

pursuits without the constraints that saddle government agencies

• Access to resources and information through networking both within and beyond the state chapter and also through hosted training sessions

• Advocate and Pursue ITS Partnerships
