NIOC Issue #0295, Documentation Updates for 500/800/900 Series Expansion Resolution Statement

The NIIF-NIOC has reviewed and updated 500, 800, and 900 references with 5YY, 8YY, and 9YY in NIIF documents where appropriate. ATIS/NIIF 0018, Mergers and Acquisitions, and the ATIS-0300037, Network and Routing Resources Educational Document: Intercompany Responsibilities in the Telecommunications Industry, will be updated by the NIIF-NRRIC.

NIOC Issue #0303, Emergency Notification System (ENS) Testing Procedures Resolution Statement

The NIIF, in collaboration with public and private entities (including Public Utility Commissions, emergency mass notification users, and emergency mass notification service providers and system vendors), has developed Best Practices for Call Volume Testing Procedure: Wireline for use by ENS providers, users, and telecommunications service providers. This advanced testing Best Practice was developed to foster cooperation between telecommunications service providers and ENS providers/users during testing. The Best Practice will facilitate efficient delivery of emergency mass notifications over the public switched telephone network.

This procedure will be available as a document on the ATIS website. Initially this process is a stand-alone document, however going forward there is a potential for this process to be included in a larger guideline document.

NIOC Issue #0284, SS7 Transit Carrier Screening Resolution Statement

The NIIF NIOC has developed a series of tables, introductory text, blank form, and glossary in order to facilitate discussions about screening and authentication that may occur among multiple networks, a common format for documenting screening practices. This information has been placed into ATIS-0300016, Network Interconnection Interoperability Forum (NIIF) Reference Document Part III, Installation, Testing and Maintenance Responsibilities for SS7 Links and Trunks, Attachment E, SS7 Network Gateway Screening.

NIOC Issue #0300, Review and Update of SS7 Message Relay Service Section of the NIIF Mergers and Acquisitions Document Resolution Statement

The NIIF-NIOC has reviewed the SS7 Message Relay Services section of the NIIF Mergers and Acquisitions document. The NIIF-NIOC has modified and added new text and concluded its work and will remand the section back to the NIIF-NRRIC for inclusion into NRRIC Issue #0264, Update the NIIF Mergers and Acquisitions Document. Issue #0281R1, Need for Emergency Notification Best Practices (Accepted 6/21/06)

This issue relates to municipalities or government bodies using autodialer type equipment (ENS) to send emergency notifications within areas of the community resulting in potential network congestion.

The NIOC is working via conference calls with ENS vendors, ENS Service Providers, and ENS users to find equipment, educational and process solutions. A draft testing procedure has been developed . A joint meeting was held at AMOC with WTSC .

Issue #0294, ENS Survey Questions while interfacing with the telecommunication network

This issue was created from issue #281 to finalize the set of questions developed for ENS Users, Service Providers and ENS vendors and have the ability to send them out without waiting for issue #281r1 to go to final closure.

The questions and glossary have been developed, with a cover letter. The questions were placed on the ATIS website and the survey has been completed by SME’s. The responses will be used to assist in solutions for issue #281r1.

Issue #0293, Potential SMS Inter-Network Congestion This issue relates to congestion caused by SMS messages, typically in emergency or ‘event’

notification. This issue was created from other related ENS issues, solutions on the above issues may play a role in

solutions for this issue.

(Accepted 8/15/05) This issue relates to telemarketer large call volumes impacting and congesting

networks Solutions for issue #281r1 may assist in solutions for this issue. The ENS community

is actively participating in a solution for issue #281r1. It may encourage the telemarketer community in seeing the benefits in avoiding network congestion situations.

Issue #0277, Auto-Dialer Focused Overloads (Accepted 6/21/06) This issue relates to ‘social unrest instigators’ who may intentionally try to target

or harm the network. The focus has been on issue #281r1 as solutions for that issue may help us deal with

this issue. Additional information may be obtained from NIOC Co-Chairs.

Issue #0302, Develop Auto-Dialer Guidelines This issue will create a stand alone document with Auto-dialer guidelines for

SME’s, users, vendors and Service providers.

Issue #0247, Network Management Controls for High Volume Call In (HVCI) Events when VoIP Technology is Involved (Accepted 8/9/04)

Identified general areas for development of minimum standards that should be considered as requirements for companies that will by interconnecting VOIP technology networks and traditional digital switch or analog switch networks within and between companies which are part of the PSTN.

PTSC-SAC is working on a set of scenarios/questions identified at the 2008 and 2009 AMOC. A status meeting will be held in July. NG-CI work plan item.

Issue #0269, Call Forwarding is Causing Looping When New Technology is Involved (Accepted 8/15/05)

The NIOC is concerned about a case where a call starts in a network and is forwarded to a new destination number in an IP network and then is further forwarded to another destination number in the PSTN.

Questions have been referred to PTSC-SAC and a joint meeting was held at AMOC 2008 and 2009. PTSC has action items from this meeting. NG-CI work plan item.

Issue #0286, Lack of SS7 Transfer Controlled (TFC) Message support will degrade the probability of completion for NS/EP calls (Accepted 5/3/07)

This issue explores the relationship between NS/EP calls and TFC Vendor survey questions have been completed, sent and responses have been

compiled, SP implementation questions have been developed, completed, and responses have been compiled .The SME’s are working on how to best move forward.

This issue needs to be looked at to determine if this work isn’t being done elsewhere and if a NIIF document would be redundant.

Issue #0292, NIIF Documentation Outage Reporting The NIOC needs to review and update the NIIF reference and

other documents as they relate to outage reporting utilizing ATIS-0100012.2007, Standard Outage Classification.

The report work has been completed in ATIS, however there may be FCC action that we are waiting on.

This issue looks to revise NIIF documents to include ATM High Speed tests Contributions have been submitted and need to be reviewed by participants. If

Architectures (Accepted 3/31/05) This issue is to update tables on SONET architecture not covered in NIIF

document. PRQC has completed their work, which is being looked at by ANSI. When the

NIIF identifies that all work has been completed by other groups then the NIOC will determine and make changes required in NIOC documentation.

This issue is covering the review and updating of the Mergers and Acquisitions Document to provide companies current information when involved in a merger and acquisition.

Issue #0290, Removal of LERG14 (Diverse Toll Routing) (Accepted 11/27/07) This issue is to remove the LERG 14 file from the LERG due to minimal data and is not being used.

Responses received to date by service providers have indicated that the data in LERG 14 is not being utilized. It was noted at NRRIC #40 that LERG14 is being utilized today by some companies for 555-1212. LERG14 will not be removed at this time.

Issue #0296, Elements and Guidelines for IP Routing Database (Accepted 5/1/08) As the industry moves in a direction of IP technology, the NRRIC has identified a business need for

developing elements required for an IP routing database. It was determined at NRRIC #40 that more information was still needed from other

sources/committees before moving forward with identifying the requirements of an IP Routing Database.

Issue #0304, Assessment of the continued validity of NRRIC Reports (Accepted 4/22/09) This issue is to address anomalies in the current NRRIC reports and to review the current value of

retaining all or some of the current NRRIC reports.

Issue #0305, Develop Mergers and/or Acquisitions Checklists (Accepted 4/23/09) This issue covers the development of a section within the NIIF Mergers and/or Acquisitions

document to provide a checklist to include activities related to transfer of exchanges, or activities when a company sells or buys exchanges during a merger and/or acquisition.
