Welcome to our brand new newsletter for schools. Each term, we will keep you up-to-date with developments in our service, and notify you of any changes in legislation from a payroll and HR administration perspective. We welcome your feedback and please feel free to send us your questions.

A quick reminder of who we are: BT Cornwall was established in July 2013 for and on behalf of BT, Cornwall Council and other Public Sector Partners. We are contracted to improve the quality of services in HR & Transactional, ICT, Document Management and telehealth/care for the next 10 years, at a lower cost and in a way that creates more jobs in Cornwall.

My commitment to you is that we will aim to create a high performing and sustainable operation with an emphasis on support and service. I genuinely welcome constructive criticism, ideas and input from all of our customers.

Combined HR Administration and Payroll Service Offering:We have listened to feedback from schools and, from September 2014, we are offering a combined SLA to cover both HR Admin and Payroll and are integrating the HR and payroll teams to reflect this. Now you will only have to make one selection for both services.

Full details of our SLA offerings from September are available on Cornwall Council’s Services for Schools website or www.btcornwall.net

New for 2014/15

Customer Liaison Co-ordinator:Louise Dunn has been appointed to a new role within BT Cornwall to strengthen our relationships with schools and academies.

In the coming months, Louise will attend Business Manager and School Cluster meetings to understand your views, issues and requirements; ensuring that your feedback is relayed into our services and communications and keeping you informed of future developments.

Louise brings many years of experience of working with customers and has a background in HR Administration for Cornwall Council.

E-FormsWe are introducing electronic forms! From September 2014, schools will be able to electronically submit information to us regarding starters / leavers / changes, alongside P46 information and information regarding bank details.

This means:

• You will have longer to submit your payroll information to us for processing;• It will reduce your paper and postage costs;• You will receive confirmation that forms have been received.

We have already formed a pilot group of 21 schools / academies, and this group will be piloting them from May 2014. Please contact Louise Dunn if you’d like to join this group.

Thank you to everyone who completed our Customer Satisfaction Survey – your comments and suggestions are being embedded into our improvement plans. Here were the highlights:

You like…• Direct access to a named administrator who understands your school who you can

contact by e-mail or telephone.• Knowledgeable and friendly staff who are specialists in dealing with payroll and HR

Administration for schools.• Monthly staff spreadsheet with assignment numbers.• Reassurance that payments will be made accurately and on time – both to

employees and third party organisations (HMRC, Teachers’ Pensions).

You would like us to …• Achieve quicker response times to queries.• Design easier to understand payslips.• Deliver functionality to sign off payroll (LA schools).• Resolve accuracy issues and missing paperwork.

Changes to the Local Government Pension Scheme came into effect on 1st April 2014, and our systems will continue to ensure compliance with all LGPS 2014 regulations. To recap the main changes:

• New pension accrual rates.• Contributions based on actual contractual earnings not FTE.• Main scheme and 50/50 streams.• Assumed Pensionable Pay.

In response to these changes, BT Cornwall has been:

• Working in partnership with representatives from the Council and Pension Team to understand and communicate the key changes in legislation.

• Understanding and interpreting key decisions for LA and Academy employers.• Reviewing all items of pay to ensure that all necessary payments now attract

pension e.g. overtime.• Re-banding employees in the LGPS scheme monthly from April.• Amendment of the payslip to communicate the pension band against each job.• Setting up of the new 50/50 pension scheme in ERP for those wishing to join.
