IV EuroLat Ordinary Plenary Session, Sevilla, 13‐15 May 2010

The EuroLat Fourth Ordinary Plenary Session took place in Seville from 13 to 15 May 2010. Meetings of 

the XII EU‐Chile Joint Parliamentary Committee, the X EU‐Mexico Joint Parliamentary Committee and 

the EuroLat Working Group on Migration Issues took place just before the EuroLat Inaugural Session 

and in between its other meetings.  

 

At the opening ceremony, the welcome speech delivered by Mr Alfredo Sánchez Monteserrin, Mayor 

of  Seville was  followed  by  interventions  from Mr Luis  Fernando Duque García,  EuroLat LAC Co‐

President, Mr Enrique V.  Iglesias,  Iberoamerican General Secretariatʹs General Secretary  (SEGIB), Mr 

José  Ignacio  Salafranca  Sánchez‐Neyra,  EuroLat  EP  Co‐President  and  Mr  Diego  López  Garrido, 

Spanish State Secretary for the European Union.

Mr Juan Pablo de Laiglesia González de Peredo, State Secretary for Latin America, intervened on the 

priorities of the Spanish Presidency for the EU‐LAC relations, including the EU‐LAC Summit, and the 

bilateral and regional summits (EU‐Chile, EU‐Mexico, EU‐Andean Community, EU‐Central America, 

EU‐Mercosur and EU‐Cariforum).  

 

Mr António  Tajani,  Vice‐President,  European  Commission  presented  a message  from  Commission 

President, Mr José Manuel Durão Barroso.

Democracy Development, presented the ʺsocial agenda for democracy in Latin America in the next 20

Committee on Political Affairs, Security and Human Rights 

 

The Political Affairs Committee meeting on 13 and 14 May opened with the adoption of the agenda, an 

additional  point  8  being  suggested  by  the  LAC  component  for  an  exchange  of  views  on  their 

Declaration against  the United Kingdom of Great Britain and Northern  Ireland unilateral decision  to 

authorise oil exploration and exploitation in the Falkland, South Georgia and South Sandwich Islands.

The Committee  then proceeded  to  adopt  a modification  in  the  composition of  the Bureau. Mr  José 

Guadarrama  was  elected  Co‐Chairman  of  the  Committee  by  acclamation,  thus  rotating  the 

chairmanship after 4 years held by the Parlacen. 

 

The next point on the agenda was the consideration and vote on the motion for a resolution on ʺEU‐LA 

Partnership with the view to the 6th Summit  in Madrid  in May 2010ʺ. Due to the volcanic ash cloud 

effect, the LAC Component had not been able to have a planned prior meeting on 12 May to discuss 

the amendments. Therefore the vote was postponed until the next day. Finally, the Plenary decided to 

send  back  the  report  to  the  Committee  for  further  consideration.  The Message  to  the  VI EU‐LAC 

Summit  (18 May 2010, Madrid) adopted by  the EuroLat Executive Bureau was presented by  its Co‐

Chairs.

Committee on Economic, Financial and Commercial Affairs 

 

The meeting of the Committee on Economic, Financial and Commercial Affairs opened on 13 May 2010 

under the Co‐Chairmanship of Mr Fausto Lupera Martínez (Co‐Chair, Parlandino) and Ms Catherine 

Grèze (2nd Co‐Chair, EP). Ms Bernadette Vergnaud was elected 1st Co‐Chair, EP. 

 

  

During the meeting, an exchange of views took place on “Globalisation and the financial crisis” (Co‐

rapporteurs: Mr  José Manuel Garcia‐Margallo y Marfil  (EP) and Mr Oscar Darío Pérez  (Parlandino)) 

and  on  the  “State  of  trade  negotiations  between  the  European Union  and  Latin America  (Central 

America, Andean Community and Mercosur)” (Co‐rapporteurs: Mrs María Paloma Muñiz de Urquiza 

(EP) and Mr Luis Fernando Duque García (Parlandino)). 

 

The Committee decided to propose two subjects for the next meetings: 

‐  motion  for  a  resolution  on  “European  Union  –  Latin  America:  outlook  for  the  trade‐related 

agreements”, 

‐  revised working document on “Globalisation and the financial crisis”. 

 

The Committee adopted a motion for a resolution on: “Reform of the World Trade Organisation”.

Committee on Social Affairs, Human Exchanges,  

Environment, Education and Culture 

 

The meeting  of  the Committee  on  Social Affairs, Human  Exchanges,  Environment,  Education  and 

Culture  opened  on  13 May  2010 under  the Co‐Chairmanship  of Ms Edite Estrela  (EP)  and  Senator 

Carlos Baráibar, (Parlatino). 

 

   

During the first day, the Committee held comprehensive debates on the draft resolution on ʺTackling 

climate  change  challenges  together:  for  an  EU‐LAC  coordinated  strategy  in  the  framework  of  the 

UNFCCC negotiationsʺ prepared by Co‐rapporteurs, Peter Liese  (EP) and Carlos Baraibar  (Parlatino, 

Uruguay), on the aftermath of Copenhagen and its failures and also on the 74 amendments tabled by 

various EP and LAC Members, including 9 compromise amendments by EP Co‐rapporteur, Mr Liese. 

 

On  the  second  day,  an  exchange  of  views  took  place  on  ‘Employment maintenance  and  creation 

strategies, with special  focus on women and young people’ based on a presentation by Mrs  Izaskun 

Bilbao Barandica (EP). Most interventions focused on gender equality issues.  

 

This  point was  later  complemented  by  a  presentation  on  the  creation  of  the  Euro‐Latin American 

Women’s Network by Ms Isabel Recavarren. 

 

In preparation  for  the working document on disaster prevention  that had been decided upon by  the 

EuroLat  Executive  Bureau  previously  in  Buenos Aires,  the Committee  held  a  detailed  exchange  of 

views with Mr Sálvano Briceño, Director, United Nations International Strategy for Disaster Reduction 

(UNISDR), on adaptation to climate change by reducing disaster risks, attracting much  interest  from 

Members. 

 

 

Working Group on Migration in EU‐LAC relations 

 

The fifth meeting of the EuroLat Working Group on Migration Issues in EU‐LAC relations (WG) took 

place on 13 May 2010 in Seville, Spain. The meeting was co‐chaired by Mr Agustín Díaz de Mera, EP 

Co‐Chairman, and by Mr Jorge Pizarro Soto (Parlatino), LAC Co‐Chairman. 

 

The main objective of the meeting was to approve the revised draft recommendation on migration in 

the EU‐LAC  relations  elaborated by  the  co‐rapporteurs, Ms María Muñiz de Urquiza  and Mr  Jorge 

Pizarro.  Following  an  exchange  of  views,  drafting  proposals  were  put  forward  with  a  view  to 

condemning any legislation that creates discrimination against immigrants, inter alia the immigration

law  recently  adopted  in  the  State  of  Arizona,  United  States;  to  mentioning  ALC  countriesʹ 

disappointment  vis‐à‐vis  the  EU  Returns  Directive,  and  to  instructing  the  WG  Co‐Chairs  and 

Co‐rapporteurs  to  assess  the  follow‐up  to  be  given  at  the  VI  EU‐LAC  Summit  in Madrid  to  the 

recommendation and to updating the EuroLat Executive Bureau thereof. 

 

Given  the high political  importance of migration  issues for EU‐LAC relations and  the atmosphere of 

cooperation within the WG,  it  is  likely that, at the next meeting,  its Members will decide to formally 

request authorisation to continue with its activities from the Executive Bureau.

Association Agreement EU‐Mercosur recently relaunched 

Creation of a new Latin America Investment Facility (LAIF) 

Creation of an EU‐LAC Foundation 

Commitment  to  fight  impunity,  in particular  for  the most serious crimes under  international 

law, and notably those referred to in the Rome Statute of the ICC 

 

As  far  as  the EuroLat Assembly  is  concerned,  special  reference  should also be made  to  the Madrid 

Declaration, paragraph 35 which states: 

ʺWe  note  the  resolutions  of  the  Euro‐Latin  American  Parliamentary  Assembly  (EuroLat)  and  invite  it  to 

continue strengthening its action to the benefit of both regions.ʺ 

The Action  Plan  2010‐2012  includes  a  number  of  initiatives  consistent with  the    various  priorities 

established  by  the  Summit  in  the  following  areas:  Science  research,  innovation  and  technology; 

Sustainable development, environment, climate change, biodiversity, energy; Regional integration and 

inter‐connectivity  to  promote  social  inclusion  and  cohesion; Migration; Education  and  employment 

and the world drug problem. 

 

The EU‐LAC Foundation is conceived as a trigger for debate on common strategies and actions aimed 

at  strengthening  the  Bi‐regional  partnership  and  enhancing  its  visibility.  It  will  be  financially 

supported by the EU‐LAC countries and the European Commission. The Commission is to contribute 

with € 3 million up to 2013. Moreover, in Madrid leaders set up an Open Bi‐regional Working Group to 

discuss and agree on a proposal for the Foundation. It corresponds now to the Senior Officials to adopt 

the decision on the headquarters of the Foundation (candidates: Hamburg, Milan, Paris). 

Main challenges ahead 

As far as the EP  is concerned, ratification of the various Agreements mentioned above together with 

the follow‐up of the forthcoming EU‐Mercosur negotiations are clearly key elements results from the 

Madrid  Summit,  together  with  the  oversight  of  the  establishment  and  financing  of  the  EU‐LAC 

Foundation as well as of the new Latin America Investment Facility (LAIF). 

 

Concerning  the  EuroLat  participation,  strengthening  of  its  current  activities  together  with  direct 

involvement in the activities of the EU‐LAC Foundation also constitute major challenges resulting from

EP Standing Delegations for Latin America 

XII EU‐Chile Joint Parliamentary Committee meeting  

The XII EU‐Chile Joint Parliamentary Committee was held on 13 May 2010 in Seville on the margins of 

the EuroLat Plenary Session. The Committee met for the first time with the new composition following 

the elections in December 2009 in Chile. The meeting was co‐chaired by Mr Pablo Lorenzini, Chair of the 

Chilean Delegation and Ms María Muñiz de Urquiza, Chair of the European Delegation.  

 

 

  

Message to the EU‐Chile Summit (17 May in Madrid, Spain)  

 

As the meeting was held only few days before the EU‐Chile Summit, a major point on the agenda was 

the adoption of a Message to the Summit, containing the JPCʹs expectations and priorities concerning the 

bilateral agenda for the next two years.   

 

Among  other  recommendations,  the  Joint  Parliamentary  Committee  endorsed  the  launching  of  the 

negotiations on the possible conclusion of the ʹOpen Skiesʹ Agreement between the European Union and 

Chile, with a view to enhancing bilateral cooperation in all areas of aviation policy and particularly air 

transport of goods. 

 

The European Delegation expressed its solidarity with the Chilean people in the wake of the earthquake 

which  hit  Chile  on  27  February  2010  claiming  hundreds  of  lives  and  causing  substantial material 

damage with the cost of reconstruction estimated at 18% of GDP, and called on the EU to participate in 

the  reconstruction  of  Chile  going  beyond  emergency  aid  released  by  the  Commission  to meet  the 

immediate needs of the population. In this context, the European Delegation welcomed the ratification, 

following several months of negotiations, of the document enabling the European Investment Bank to be 

present  and  operate  in  Chile.  This  will  allow  Chile  access  to  long‐term  loans  for  post‐earthquake 

national reconstruction projects, as well as for the financing of diverse projects in areas such as climate 

change mitigation, renewable energies and technology transfer. 

 

Concerning the Association for Development and Innovation, JPC Members reaffirmed their support for 

this initiative as an instrument intended to improve the implementation of the Association Agreement, 

tending to promote and extend links at bilateral, regional and bi‐regional levels. The ADI Roadmap was 

subsequently adopted at the EU‐Chile Summit on 17 May 2010 in Madrid.  

 

Moreover,  both  delegations  made  the  commitment  to  work  towards  the  deepening  of  bi‐regional 

cooperation in the area of migration on the basis of a structured dialogue including the points agreed on 

at the Lima Summit. They also agreed that this dialogue should include the exchange of information on 

migratory patterns and best practices and the identification of measures for creating synergies between 

migration  and  development  in  the  countries  of  origin,  transit  and  destination.  The  Association  for 

Development and  Innovation  could play an  important  role as a broad  forum  for achieving  closer bi‐

regional dialogue on the matter.

 The Chilean Delegation outside FIBES (Palacio de Congresos y Exposiciones de Sevilla) 

 

In  the  Joint  Statement  adopted  at  the  bilateral  Summit,  the  representatives  of  Chile  and  the  EU 

expressed their ʺsatisfaction with the work undertaken by the EU‐Chile Joint Parliamentary Committee, 

as well as with the contribution made by this parliamentary dialogue to the strengthening of relations 

between the two sidesʺ. They also ʺtook note of the Declarations made by the JPCʺ.

X EU‐Mexico Joint Parliamentary Committee meeting 

The 10th meeting of the EU‐Mexico Joint Parliamentary Committee took place  in Seville on 13‐14 May 

2010, organised  in coordination with  the EuroLat Assembly Plenary, under  the  joint Chairmanship of 

Mr Ramón Jáuregui Atondo (EP) and Senator José Guadarrama Márquez (Mexico).

As the role of the Joint Parliamentary Committee is to follow and supervise the implementation of the 

Global  Agreement  between  the  two  parties,  the  Members  focused  on  evaluation  of  the  progress 

achieved in its three pillars: political dialogue, commercial exchanges and cooperation. In addition, the 

JPC adopted a Message to the EU‐Mexico Summit on 16 May in Comillas (Santander), Spain. 

Preparations for the EU‐Mexico Summit (16 May in Comillas/Santander, Spain) 

The European Delegation  rapporteur  insisted  on  the  necessity  for Europe  to  keep  its doors  open  to 

immigration, an absolute need in the context of an ageing population and the active/pensioned ratio. He 

stressed the importance of contributing to the security and safety of people, mentioning in particular the 

protection of victims and witnesses of violence, while his Mexican counterpart also addressed the fight 

against domestic and gender violence as well as the protection of childrenʹs human rights as areas where 

EU  and Mexico  could work  together  in  the  framework  of  the  Strategic Partnershipʹs  Joint Executive 

Plan. The Mexican delegation rapporteur focused on the necessary reform of international institutions: 

the United Nations and UN Security Council, the global regulation of the financial system. This point is 

also highlighted in the Message to the EU‐Mexico Summit in which the JPC calls on the Governments of 

the European Union and Mexico to coordinate and cooperate to a greater degree in multilateral forums, 

such as the UN with the goal of promoting peace, security, freedom, the rule of law, democracy, human 

rights and the prosperity of our peoples.  

  

Moreover, both sides recalled the 10th anniversary of entry into force of the Global Agreement and the 

50th anniversary of the establishment of bilateral diplomatic relations. In this context, it was considered 

necessary to reinforce and deepen relations, stressing that despite the global crisis the Agreement offers 

possibilities to increase commercial exchanges and foster the cooperation. Both parties also called for the 

integration  of  civil  society  into  the Global Agreement  and  the  facilitation  of  its  participation  in  the 

framework of the Strategic partnership. 

 

In  the Message  to  the EU‐Mexico Summit,  the Members  called on  the Governments of  the European 

Union and Mexico to back the adoption of the Latin America Investment Facility, the aim of which is to 

mobilise additional  funding  for  investments  in priority areas  in Latin America,  through  the European 

Investment Bank, stressing that this will also facilitate regional integration, cohesion and social inclusion 

through  funding  for  investment  projects  in  interconnectivity  and  infrastructure,  social  and 

environmental projects, including projects on climate change, as well as projects to support the private 

sector and SMEs in particular. 

In  the  Joint Statement, adopted at  the V EU‐Mexico Summit, both Parties expressed  ʺsatisfaction on  the 

outcome of the work carried out by the EU‐Mexico Joint Parliamentary Commission, as well as on its contribution 

to the consolidation of the political dialogue between Mexico and the European Unionʺ.

Delegation for Relations with the Countries of the Andean Community 

Working Group visit to Ecuador 24‐28 May 2010 

 

A Delegation for Relations with the Countries of the Andean Community Working Group composed of 

Mr Garcia Margallo (PPE), Ms Herranz Garcia (PPE), Mr Pawel Zalewski (PPE), Mr Cortes Lastra (S&D), 

Mr Sven Giegold (Verts/ALE) and accompanied by Mr Helmuth Scholz (GUE/NGL), INTA Rapporteur 

on EU‐LA trade relations visited Ecuador on 24 ‐ 28 May 2010.  

 

On  the  first  day,  the working  group  visited  the UNHCR  office  in  Ibarra, which made  an  excellent 

presentation and organised  interviews with refugees fleeing the FARC and the paramilitary and other 

forces in Colombia. 

 

At the National Assembly, the Working Group met the Speaker, Mr Fernando Cordero, as well as Mr 

Fernando  Bustamante,  Chair  of  the  Foreign  Affairs  Committee,  Mr  Leonardo  Viteri,  Chair  of  the 

ʺPartido Social Cristianoʺ, Mr Gilmar Gutiérrez, Chair of the ʺPartido Sociedad Patrioticaʺ, and Mr Cesar 

Rodriguez, Chair of the ʺAlianza Paísʺ.  

 

At governmental  level, meetings  took place with Mr Ricardo Patiño, Minister of Foreign Affairs, Ms 

María  Fernanda  Espinosa, Minister  of Heritage  Coordination, Mr  René  Ramírez  Gallegos, National 

Secretary on Planification and Development and Mr Juan Fernandez Garcia, Vice‐Minister for Political 

Coordination. 

 

 Meeting with Mr Ricardo Patiño, Minister of Foreign Affairs 

 

The delegation also met with the Vice‐President of the Andean Parliament, Mr Patricio Zambrano, and 

other Ecuadorian members of this Parliament. 

 

On Thursday, a field visit was organised to EU cooperation projects in the Ibambura region. On Friday, 

in Guayaquil,  the delegation met Mr  Jimmy  Jarala, Prefect of Guyas,  and hold  a very  extensive  and 

animated exchange of views on trade issues with almost thirty representatives of Ecuadorian producers 

and/or  exporters  (bananas,  shrimps,  shoes,  etc.),  Chambers  of  Commerce/Euro  Chambers  and  EU 

entrepreneurs. 

 

 

Delegation for relations with the Countries of Central America 

Working Group visit to Guatemala 24‐28 May 2010 

 

A European Parliament Delegation led by Mrs Emine Bozkurt and composed of Mr. Carlos José Iturgaiz 

Angulo, Mrs Inés Ayala Sender and Mr Boguslaw Sonik visited Guatemala from 24 to 28 May 2010.

The delegation held meetings with the President of Guatemala, Mr Álvaro Colom and other authorities 

(Mr Alvaro Arzú, Mayor of Guatemala City; the Minister for Economy, Mr Rubén Morales).

The delegation met representatives of SEGPLAN, SESAN, PMA, FAO and GISAN to discuss on issues 

of  food  security  and  in  addition held  a very  comprehensive meeting with  a  large number  of NGOs 

active in the area of Human Rights.  

 

The delegation also met some representatives of the private sector (i.e. Mr Carlos Amador, President of 

CACIF)  for  a  lunch  meeting.  The  delegation  held  a  very  constructive  meeting  with  former  Vice‐

president of Guatemala H.E. Eduardo Stein, President of the Truth Commission on Honduras and one 

of the initiators of the “Comisión Internacional Contra la Impunidad en Guatemala” (CICIG).  On Friday 

28, the Delegation had the opportunity to meet the Secretary‐General of SIECA, Mrs Yolanda Mayora de 

Gavidia.  

 

On Tuesday 25, the delegation visited the Congress of the Republic and met its President and the main 

political groupsʹ  leaders. On Wednesday 26 May,  the delegation did a  field visit accompanied by Mrs 

Lilly Caravantes, Secretary of State for Food Security and Nutrition, in the Department of Sacatepequez 

and had the opportunity to witness living conditions of rural indigenous people and to discuss with the 

Secretary of State the implementation of  the EU budgetary assistance.  

 

The  EP  Delegation  took  part  to  a  Parlacen  Plenary  on  27 May.  After  last minute  discussions,  the 

Delegation and Parlacen issued a joint declaration on the Association Agreement (AA). Given the recent 

conclusion  of  the Agreement,  it  gained  the  attention  of many  interlocutors.  The Delegation  always 

recalled the relevance of the social and political component of the AA and it used every opportunity to 

get information on the situation in Guatemala and the neighbour countries. Several media informed on 

the presence and activities of the Delegation.

On 27 May,  the eruption of  the Pacaya volcano covered Guatemala City with sand so  that  the airport 

was  closed  for  an  undetermined  time.  The  delegation  had  to  travel  to  San  Salvador  by  road  in  the 

middle of torrential rains brought by the storm Agatha.

Delegation for relations with the countries of Mercosur 

Working Group visit to Brazil and Argentina 24‐28 May 2010 

A Working Group of the Mercosur Delegation, including its Chairman, Mr. Yáñez‐Barnuevo (S&D, ES), 

Ms Edite Estrela (S&D, PT), Ms Nathalie Griesbeck (ALDE, FR) and Ms Ilda Figueiredo (GUE/NGL, PT) 

visited  Brazil  (Brasilia)  and  Argentina  (Buenos  Aires)  on  24‐28  May  2010.  The  EP  Vice‐President 

responsible for relations with Latin America, Mr. Gianni Pittella (S&D, IT), joined the Working Group in 

most of  its  activities  in Buenos Aires,  further  to his participation, on behalf of President Buzek,  in  a 

seminar organized by the Argentinean Centre for International Relations on 26 May. 

 

In Brazil,  the Working Group met  among  other personalities, Professor Marco Aurélio Garcia, main 

advisor  of President Lula da  Silva  for  international  affairs; Ambassador António Patriota,  Secretary‐

General  of  the  Brazilian  Foreign  Affairs  Ministry;  Deputy  Cândido  Vaccarezza,  leader  of  the 

governmental  group  at  the Chamber  of Deputies  and  the  Brazilian Delegation  to  the  Parliament  of 

Mercosur (Parlasur). 

 

The Working  group  also  participated  at  the  opening  session  of  the  XVII  Brazil‐Europe  Forum  on 

“Climate,  Energy  and  Environment  in  the  political  agenda  of  Brazil  and  the  EU”,  organized  by  the 

Konrad Adenauer Foundation with the support of the University of Brasilia and the EU Delegation. 

 

In Argentina, the Working Group had the opportunity to met with Mr. Jorge Enrique Taiana, Minister of 

Foreign Affairs; Senator Julio COBOS, Vice‐President of Argentina and President of the Senate and  the 

Argentinean Delegation to the Parliament of Mercosur (Parlasur). 

 

In both Brazil and Argentina, the main topic of debate was the re‐launching of the negotiations of the 

EU‐Mercosur Association Agreement recently decided at  the Madrid Summit. Discussions underlined 

the  need  to  reach  an  ambitious  and  balanced  agreement, while  recognizing  the  necessity  of mutual 

concessions as concerns agriculture products and  industrial goods and  services. Both parties  stressed 

that  the  envisaged  agreement  is  not  a  classic TLC,  as  it  shall  also  include  important  politic  and  co‐

operation chapters.

Other major topics included a possible EU‐Latin American common position before the next conference 

on climate change, and the role that Brazil and Argentina can play in this respect, the global economic 

and  financial  crisis  and  its  impact  in  both  regions,  the  need  to  establish  a  new  global  political  and 

economic governance to cope with the challenges of a multi‐polar world, etc.
