S&R STRATEGIC PLAN SUBMITTED TO GORTT The Trinidad and Tobago Shipbuilding and Repair Cluster, an initiative of the Ministry of Trade and Industry (MTI), Government of the Republic of Trinidad and Tobago (GORTT) recently submitted its Strategic Plan for the development of the domestic ship repair and shipbuilding industry to the new Minister of Trade and Industry, the Honourable Stephen Cadiz, MP and to other relevant government ministries.

The comprehensive document which was submitted to the newly installed T&T Government for consideration in the upcoming National Budget.

According to Wilfred de Gannes - S&R Deputy Leader, “Our country can look to become the Singapore of the West, which at present has 20 percent of the global repair and conversion market share for ocean going vessels due to their strategic geographic location.” Mr. de Gannes goes on to state “with a total of 80 licensed ship yards and the employment of some 141,000 maritime workers, Singapore’s shipyard and offshore sector today contributes some US$9.4 billion to their economy.”

It is anticipated that this strategic plan would assist the new government to help formulate its diversification plans in the upcoming national budget. Maritime development is mentioned in the Manifesto of the People’s Partnership, as one of the targeted areas for diversification of Trinidad and Tobago’s economy.

The strategic plan highlights the recent possibility of utilizing the newly built 300 metre (former ALUTRINT) deepwater dock, located in La Brea, south-western Trinidad. This dock has sufficient water depth of 12 metres capable of repairs and service to large Panamax-sized ships, adjacent to where offshore oil and gas platforms are currently being built at the Trinidad Offshore Fabricators Company (TOFCO) shipyard. Included also, are a number of recent enquiries received to date which includes the wet-docking of a 116 metre DP2 reeled-pipelay barge from Texas, United States of America and the dry-docking of a 121 metre Liquefied Gas Carrier for Bernhard Schulte Shipmanagement. This goes to support the above mentioned diversification programme.

EMEC ENCOURAGES SMALL MEDIUM ENTERPRISES (SMES) IN THE

MARITIME INDUSTRY TO PARTICIPATE IN EU FUNDING PROGRAMMES EC works on SME friendly funding programmes, €5 billion available until 2013.

European Marine Equipment Council (EMEC), organised a workshop for the SMEs in the maritime sector to inform them about possibilities of European funding. Among the guest speakers were Wolfgang Hehn, Policy Officer Shipbuilding of DG Enterprise and Industry of the European Commission, Bernd Reichert, Head of Unit SMEs of DG Research of the European Commission and Gert-Jan Huisink, Managing Director of Holland Marine Equipment (HME). Wolfgang Hehn clearly stated that the focus of the European Commission is on SMEs. “SMEs are an essential driver of Europe’s economy, job creation and welfare”, said Hehn. “That’s why the European Commission is looking into possibilities to reduce the bureaucracy to make funding programmems more accessible and more friendly for SMEs.” The role of the Commission is defined in the Small Business Act (SBA). Bernd Reichert explained the possibilities of Research and Development funding of SMEs from the 7th Framework Program (7FP). Reichert: “SMEs should participate in 7FP because it is the best resource for technological innovation. Through their flexibility SMEs are best suited to pick up new market opportunities for which they need new technology.” SMEs are encouraged to participate and a target of 15% SME participation has been set. This equals an amount of 5 billion euros until 2013. Gert-Jan Huisink closed the afternoon with some best practices and experiences. In his opinion the key for successful applications is to know exactly the needs of each company and bring those needs together into one proposal. “It is important to bring companies together that have added value for each other. That’s the base for a successful start of projects,” concluded Huisink.

CHINA STATE SHIPBUILDING ORDERS UP BY 'LARGE EXTENT'

China State Shipbuilding Corp.’s (CSSC) orders improved by a “large extent” from a year ago as the global economy and shipping business recovered, a company executive said. The state-owned company has won orders of about 40 million deadweight tons through the year 2012, compared with a “few million tons” for 2009, Cao Yousheng, head of the company’s policy research office, said recently in an interview.

Chinese shipyards almost doubled production in the first four months of the year as the end of the credit crunch and rebounding global trade revived demand for new ships. The government is developing the local shipbuilding industry in a bid to surpass South Korea as the world’s largest maker of ships by 2015.

“Ship prices have rebounded to 2004 levels, but are unlikely to reach those of 2008,” when the Chinese shipbuilding industry peaked, Cao said. A revival in shipbuilding has helped bolster steel prices, he said.

Dry bulk ships account for almost 80 percent of all the group’s new orders because of strong demand for iron ore and coal in China, he said. The company doesn’t expect any cancellations this year, after 5 percent of 2009 orders were cancelled, he said. Tankers may be “most promising” in the next few years with an increase in oil projects, said Wang Yanguo, deputy head of science and technology at the Beijing-based company. China State Shipbuilding is in talks to sell two liquefied natural gas carriers for more than $200 million each, Wang said. The potential purchasers, BG Group Plc and China National Offshore Oil Corp., will use the ships to serve Australia, he said.

BG and China National signed an agreement in March for the supply of 3.6 million metric tons of Australian LNG annually from BG’s venture in Queensland for 20 years starting in 2014. BG will supply fuel to China National Offshore using gas extracted from coal seams in Queensland and liquefied by BG unit QGC for export by ship.

CANADIAN SHIPBUILDING STRATEGY TO LEAVE YARDS 'HUMMING' Canada's shipyards will be "humming like they haven't hummed since the Second World War" under a $35 billion, 30-year federal shipbuilding strategy says Defence Minister Peter MacKay.

The government will select two Canadian shipyards — one to construct large combat vessels, the other for non-combat ships — within the next two years, and contracts for smaller ships would be open to bids by other Canadian shipyards. Competition would be national and overseen by a "fairness monitor."

He also predicted highly-skilled workers from the East Coast will be lured home from the Alberta oil sands for the highly-skilled jobs.

"We've been pushing for something like this for quite some time," he said. "It's very important for the government to actually acknowledge that the shipbuilding industry is important to the country, is strategic to the country, for Maritime defence.”

"For the longest time people looked at shipbuilding as an old industry, where the only tool you need is a sledgehammer, when in fact it's a very high-tech industry. Inside it's as sophisticated as a space shuttle or any airplane that's flying."

MacKay said the priority is the construction of joint supply ships for the Canadian navy, a project that has been delayed for two years since the government halted the procurement process due to bidders' non-compliance with requirements and costs.

The plan that MacKay and three other ministers announced at a military trade show got a thumbs up from Peter Stoffer, a Nova Scotia New Democrat MP who has lobbied for a federal policy to rejuvenate the shipbuilding industry for years, and was on hand for the announcement.

The "national shipbuilding procurement strategy" was welcomed as "a big step" by Peter Cairns, a retired Canadian vice-admiral who heads the Shipbuilders Association of Canada. He said shipyards in Newfoundland, Halifax, Ontario, Quebec and British Columbia would be eligible to compete for the major work and the industry will work together.

"I will give them credit," Stoffer said. " In 2003, John Manley said shipbuilding was a sunset industry."

He was referring to former federal finance minister John Manley who repeatedly told MPs that the then Liberal government could not afford huge subsidies for shipbuilding.

Stoffer said he hoped the strategy would not lead to a wasteful duel among the handful of shipyards in Canada because there was enough work for everybody.

"You could have the West Coast and East Coast spending millions of dollars fighting each other over these competitive bids," he said. "If the government worked with the industry, and I'm hoping that they'll do that money could go to building ships instead of beating each other over the head in the competition."

Public Works Minister Rona Ambrose said the plan would generate 75 million hours of work across the country over three decades.

"This strategy will be the framework through which the government invests $35 billion over the next thirty years to acquire twenty-eight large vessels for the Canadian Coast Guard and the Canadian navy, as well as more than a hundred smaller ships," MacKay said.

The shipyards would be expected to invest in training to prepare their workforce and the facilities would have to show regional balance in subcontracts.

"There's going to be enough work for all the shipyards," MacKay told reporters, enumerating a need to replace combat vessels, supply ships, icebreakers, coast guard vessels, and Arctic operations vessels.

"We're well on our way to an important process, an important strategy, that is going to see the shipyards across the country humming like they haven't hummed since the Second World War."

INTERNATIONAL NEWS Petrobras to re-start an old yard in the Brazilian Capital City - June 14, 2010 Petrobras has approved the signing of the lease agreement for the Inhaúma Shipyard, also known as the Ishibras yard, with Companhia Brasileira de Diques - CBD, for a term of 20 years and for approximately R$4 million per month. The shipyard is located in the Guanabara Bay, it has a draft (depth) of 7 metres, is inserted into the urban network of the city of Rio de Janeiro, and may be used to convert vessels into FPSOs (Floating Production, Storage, and Offloading units), a procedure which today is done abroad. The yard will also serve as a support base for ferries owned by Petrobras, and its area will be used to assist in various operations. The analysis of projects in progress for the naval sector, added to future demands and to the infrastructure available in Brazil for this type of construction, signalled the need not only to build new, but also to reactivate old shipyards. Throughout its period of activities, the Inhaúma Shipyard has shown it is able to meet various shipbuilding demands, such as constructing small and large vessels, over and beyond undertaking naval repair work. The existence of a large dike next to workshops and of a quay with good a depth, affords several yard usage possibilities, turning the site into an option for the naval works that Petrobras needs in order to meet the goals under its Business Plan. Pipavav to build World's Biggest Dry Dock - June 10, 2010

Eyeing business from domestic and international shipping lines that ply through the busy sea route between Dubai and Colombo, Pipavav Shipyard (PSL) is all set to construct a new dry dock in Gujarat, which is expected to be the world’s biggest dock to undertake repair and maintenance of vessels operating in the region. Roughly the size of seven soccer fields, the dock will be bigger than Hyundai’s in South Korea. “Ship repair and maintenance is a huge business opportunity for us. We will soon be converting our existing wet dock into a dry dock which, at about 680m, will be the biggest dry dock in the world,” said Nikhil Gandhi, group chairman, SKIL Infrastructure, the original promoters of Pipavav Shipyard, a BSE-listed company. Presently, Hyundai has the world’s largest dry-dock at Ulsan, South Korea which is 490m (1,600 feet) long, 115m across and 13.5m deep. The work on the new dry dock, which is about 680m in length and 60m wide, is expected to begin in a couple of months and may cost over Rs 1,000 crore, an official said. “Over 15,000 ships annually ply the busy route between Dubai and Colombo. We are expecting to grab sizeable repair and maintenance work from these shipping lines. We are also expecting to offer our services to India, US and NATO Navy that operate in the Arabian Sea, Indian Ocean and China Bay regions,” Mr Gandhi said.

Daewoo Says Romania's Government May Guarantee Loan - June 7, 2010 Daewoo Shipbuilding & Marine Engineering Co., the world’s second-largest shipyard, said its unit in Romania may receive backing for a loan to fund operations from the government of the east European country. The government may guarantee a loan of about 100 billion won (US$83 million) from a Romanian bank for Daewoo-Mangalia Heavy Industries SA, said Ahn Wook Hyeon, a spokesman at the South Korean shipyard. He declined to identify the bank. The venture, 51-percent owned by Daewoo, had more debt than capital at the end of last year, hampering its ability to increase capacity. Daewoo-Mangalia Heavy Industries SA has an order backlog for 14 vessels worth about $1.1 billion, representing more than two years of work. The South Korean company, which is based in Seoul, backed loans worth 70 billion won to the Romanian unit two months ago, Ahn said. The Korea Economic Daily earlier reported that Daewoo will inject 170 billion won into the venture. Daewoo Shipbuilding bought its stake in Daewoo-Mangalia, which is based in the Black Sea port of Constanta in eastern Romania, in 1997. The remaining share is held by the Romanian government-owned 2 Mai Mangalia Shipyard. DSME Signs MOU with Russia’s USC for New Shipyard - June 3, 2010 Daewoo Shipbuilding and Marine Engineering (DSME) is to build a shipyard by joining hands with Russia’s United Shipbuilding Corporation (USC) in Russia. Nam Sang-tae, the CEO and president of DSME and the president of USC signed an agreement for establishing a joint venture to build a shipyard in Russia on June 3, 2010. With this agreement, the two companies are to construct a new shipyard near Vladivostok. The two agreed to build a state-of-the-art shipyard to build vessels and offshore plants with the latest production facilities by securing additional one million square metres of land on the shipyard where they used to build or repair naval ships. Particularly, the two companies plan to complete the construction of the shipyard by 2012 taking into consideration the APEC Summit, scheduled to be held in 2012 in Vladivostok. Forming the joint venture could gain more strength after the exchange of opinions from Russian Prime Minister Vladimir Putin and the CEO Nam on policies of the shipbuilding industry. DSME expects to take one step further in terms of winning new plant construction projects including LNG carriers, crude oil tankers and floating production units (FPU) required for the development of natural resources in Russia.

The New Yard’s strategic location along major sea lanes in the west of Singapore enables it to tap on the vibrant market for ship repair and conversion and to serve large volumes of vessels trading in the region.

Mr. Lim Hng Kiang, Minister for Trade and Industry noted that Sembcorp Marine’s New Yard also reflects its commitment towards raising productivity levels. Mr. Lim added, “Boosting productivity levels will be a key factor in ensuring that our marine and offshore industry continues to grow and achieve long term sustainable competitiveness.”

The 206-hectare Integrated New Yard Facility will be built in 3 phases. The 73.3-hectare S$750 million Phase I New Yard Development will focus on ship repair & conversion activities and is scheduled to be completed by end 2013 with partial operations commencing in the second half of 2012. Phase I will feature 4 Very Large Crude Carrier (VLCC) drydocks totaling 1,550,000 deadweight tonnes, a 3,408-metre quay as well as workshops totaling 68,300 square metres for hull and fitting works, a blasting and painting chamber, warehouse and craneage facilities. It will also house a 1,925 sqm Health, Safety and Environment (HSE) Centre along with medical clinic facilities, a training centre of 2,725 sqm, owners’ offices of 4,125 sqm and a 40,639 sqm multistorey dormitory for staff and the workforce.

Designed as a centralized and integrated “one-stop solutions” hub for ship repair & conversion, shipbuilding, rig building and offshore engineering & construction, the new yard facility is well-equipped to serve a wide range of vessels including VLCCs, new generations of mega containerships, LNG carriers and passenger ships as well as meet new regulatory requirements and environmental standards.

GREEN SHIP RECYCLING CONTRACT TAKES SHAPE BIMCO’s draft RECYCLECON ship recycling contract for the disposal of ships in an environmentally sound manner is now beginning to take shape. At a meeting in London on June 9, 2010, a specialist Sub-committee of ship recycling experts put together the core clauses that will form the bedrock of the new contract. The RECYCLECON form will retain the trademark BIMCO box layout part 1, although this will be a shortened version containing a simple summary of the contract’s key variable information. An annex to the contract will contain a detailed standard questionnaire for the vessel description, mirroring current practice in the trade. Other more specific areas that the Sub-committee has examined include the definition of “lightweight” for the purposes of the contract to distinguish between the figure given in the ship’s stability booklet and the actual negotiated lightweight figure for the purchase price. It has been agreed that the lightweight for the purchase price will be clearly defined to exclude the usual deductibles such as permanent ballast and other weight deductions as agreed by the parties. Verification of the vessel’s light displacement tonnage is achieved through the vessel’s trim and stability booklet - taking into account that the vessel may have been modified since it was built and therefore any subsequent documentation relating to the vessel’s trim and stability also needs to be provided by the sellers. Particular focus has been centered on the financial documentation requirements on payment and delivery, both in terms of what documents are commonly required as well as what degree of validation is needed. On the issue of inspection, this is normally done as part of the green recycling process to establish what waste materials may be on board the vessel as well as establishing a proper vessel description and inventory. However, such inspections are done as a pre-contractual process and so, unlike SALEFORM, do not need to be mentioned in the actual contract. The RECYCLECON Sub-committee will continue their drafting working during a two-day meeting that will take place at BIMCO House on 15/16 September. It is hoped that a first draft of the new contract will be ready in time to present it to the Documentary Committee at their autumn meeting in London on November 12, 2010.

The contract is aimed at encouraging owners to recycle their vessels in a safe and environmentally sound manner that excludes beaching of the vessel. The contract will function in the interim period before the IMO Convention on ship recycling comes into force as well as after the Convention becomes binding. As such, RECYCLECON will follow all appropriate guidelines, such as those issued by IMO on recycling. In the absence of legally binding requirements, the contract will provide users with a template for the correct way to recycle a ship in a safe and environmentally friendly way.

“Panama’s strategic importance as one of Latin America’s largest logistics centres and as a major area for ship servicing will grow in importance along with the expansion of the Panama Canal,” says Markku Aspholm, General Manager, Wärtsilä in Panama. “We see this as an excellent opportunity to offer maintenance and spare part services to vessels waiting for access to the canal. For ship owners, considerable downtime can be avoided through arranging maintenance operations while their vessels are queuing.”

Each year, some 15,000 vessels pass through the 80-kilometre canal linking the Atlantic and Pacific oceans. By investing in new machinery, Wärtsilä has been able to extend its range of workshop service offerings to customers to include maintenance of two-stroke components, propulsion unit services, electrical and automation services, and reconditioning services. The metallurgical repair of propellers is another important service segment now being offered.

The new International Business Park in Panama Pacifico is being developed into a 26-hectare industrial and logistics park with corporate offices, call centres and facilities for distribution and light assembly companies. Hotels and the on-site airport provide travellers with easy access. As Panama Pacifico is a special economic area, certain industries benefit from special labour, legal, customs, immigration and tax incentives.

Wärtsilä’s newly constructed facilities consist of offices covering 440 square metres and 1,500 square metres of workshop space, a five-fold increase over existing arrangements. The range of services offered will be extended and the staff will be increased through the recruitment of 12 new employees. These new recruits will receive orientation training at the Wärtsilä Land and Sea Academy. The company will employ 45 professionals in Panama by the end of 2010.

Operations at Wärtsilä in Panama include customer support, workshop and field services and the warehousing of selected components for engine and propulsion systems. Key customers for the company include international shipping lines whose vessels pass through the canal and visit its ports and shipyards.

A strategic location with increasing importance

Panama’s strategic importance in Latin America has grown in recent years. The expansion work to the Panama Canal currently being carried out will double the canal’s capacity by 2014. The new lock chambers will be 427 metres long, 55 metres wide and 18.3 metres deep, allowing the transit of vessels with a beam of 49 metres, an overall length of 366 metres and a draught of 15 metres. The growing number of vessels passing through the canal will increase the need for maintenance services, while the Special Economic Area will make the importation of spare parts quick and easy.

Wärtsilä has been operating in Panama since 2007. In Central America, the installed capacity of Wärtsilä power plants totals 1600 MW as well as one power plant with a capacity of 96 MW. In Panama, Wärtsilä’s installed capacity includes ship power on 12 vessels.
