1. Introduction On Thursday, December 10, 2015, a Public Hearing (Hearing) was held by the New Jersey Turnpike Authority (NJTA) for the Garden State Parkway (GSP) Improvements to Interchange 125 project located in the Borough of Sayreville, Middlesex County. The Hearing was held pursuant to the New Jersey Executive Order 172 (EO 172). The Hearing was held at the Borough of Sayreville municipal building, 167 Main Street, Sayreville, New Jersey 08872. 2. Public Hearing Summary Project team members in attendance included representatives from the NJTA and the consultant team. Sixteen (16) members of the general public attended and signed the registration sheets (included in Appendix D). The Hearing included displays of the project showing proposed improvements at Interchange 125. Handouts summarizing the project were available at the registration table. Project team members were available to answer questions and discuss comments and concerns of the attendees during the Hearing. Generally, attendees were supportive of the Interchange 125 improvements. Comments, questions and concerns included the following:

• Overall intent of the project • Status of Interchange 124

Attendees were given the opportunity to fill out comment sheets and to register for oral testimony during the Hearing. The Hearing portion of the meeting consisted of a presentation by the NJTA and their consultants, followed by oral testimony from the public. Two members of the public presented oral testimony at the Hearing. Comments received during the meeting and the subsequent comment period as well as oral testimony comments, are included in Appendix G. 3. Project Need The purpose of the proposed Project is to service existing and proposed future traffic demand on the local road network and on the Parkway, at Interchange 125; improve local traffic safety; and support the economic role of the Parkway in moving commuting and regional traffic within and throughout this portion of New Jersey in the most efficient manner possible. The proposed Project will also address the operational, maintenance and safety requirements of the Authority in its management of the Parkway, particularly as these requirements relate to the anticipated traffic growth at Interchange 125. 4. Project Description Presently, Interchange 125 is a partial interchange that provides limited access to and from the south via a southbound entrance ramp and a northbound exit ramp at Chevalier Avenue. Due to the missing ramps at the existing Interchange 125, traffic travelling southbound that is destined for local and state operated roadways in the vicinity of Interchange 125 must exit at Interchange 124 approximately one mile to the south and utilize the local roadway network to reach their destination. Similarly, traffic using the local roadways near Interchange 125 that are destined for the northbound Parkway must travel south to Interchange 124 to enter the Parkway, or travel approximately three miles north along Route 9 and use Interchange 129 to

access the northbound Parkway. Construction of the interchange improvements will be accomplished in multiple stages with all travel lanes being maintained at all times during construction along the GSP and all ramp movements will also be maintained during peak times. The proposed improvements will require the acquisition of adjacent right‐of‐way parcels in order to construct the new ramps and stormwater management basins. Permits have been obtained or are pending from the New Jersey Department of Environmental Protection (NJDEP), the United States Army Corps of Engineers (USACE), New Jersey Department of Transportation (NJDOT), and the Middlesex County Soil Conservation District. The estimated construction cost for the project is $70 to $80 million.

5. Public Notices 5.1 Legal Notice The Legal Notice is included in Appendix A. 5.2 Notice of Public Hearing Invitation letters to local, county, and state public officials sent written notice of the Hearing are included in Appendix B.

6. Public Hearing The Hearing was held from 6:00 pm to 8:00 pm on Thursday, December 10, 2015, at the Borough of Sayreville municipal building, 167 Main Street, Sayreville, New Jersey 08872. Total attendance was thirty‐four (34) people (including NJTA representatives). The Hearing began at 6:00 pm with a formal presentation, after which the public was given the opportunity to provide comments. The Hearing was closed at 8:00 pm. The presentation and public comments were recorded by a Certified Court Reporter. A copy of the Hearing transcript is included in Appendix E. Copies of the Hearing handouts can be found in Appendix C. 7. Written Comments and Responses Written comments were accepted by the NJTA until December 28, 2015. No written comments were received by NJTA.

8. Public Hearing Comments Public Comment #1: Mark Kauffman Borough of Sayreville “I live in the President Park section of town and I just have a concern that the 124 ramps are maintained and stay there. I don’t know if there’s any plans in the future for that.”

New Jersey Turnpike Authority Response Provided at the Hearing: They will remain. And they will be maintained as well.

The following rules will govern the Public Comment portion of the Public Hearing:

1. Anyone wishing to speak must register at the desk located at the entrance to the meeting room. 2. Speakers will be called in the order in which they registered, except for public offi cials who will be given priority. 3. Speakers are asked to state their full name and address, and spell their last name. All comments will be recorded by the Certifi ed Court Reporter.

4. Oral comments for public offi cials will be limited to 10 minutes. Oral comments for the members of the public will be limited to 5 minutes. Remaining time cannot be assigned to another speaker. There is no limit on the length of written comments.

5. The Public Hearing will end when all those registered to comment have done so. The record shall remain open for fi fteen (15) days after the hearing, until December 28, 2015 and any additional comments must be submitted in writing to:

welcome. Today we're gathered for the

public hearing of the New Jersey Turnpike

Authority's Garden State Parkway

Interchange 125 improvement project. My

name is Vincent Mignella and I'm the New

Jersey Turnpike Authority's Project Manager

for these improvements. It is now 6:00

p.m. on Thursday, December 10, 2015. I

will be the hearing officer for these

proceedings and I thank everyone for

participating.

This hearing is being conducted

pursuant to Executive Order No. 172 and the

format of this hearing will follow its

requirements. The purpose of the hearing

is for the Authority to receive your

opinions, recommendations, suggestions and

comments regarding the project within the

project limits.

Tonight's agenda includes a discussion

on the purpose and need of the project and

a description of the proposed improvements.

After the presentation, public officials

and then members of the public will be

The Authority will accept written

comments from any members of the public.

Members of the public may provide written

comments before December 28, 2015, that's

the hearing closing date after that, no

further comments.

We will evaluate all comments received

both verbal and written, and we will

address them by way of a Hearing Report

that will be prepared by the Authority.

The Hearing Report preparation will begin

after the hearing closing date. A copy of

the Hearing Report will be sent to the

Borough of Sayreville and Middlesex County

and DOT.

So, Interchange 125 is a partial

interchange located in the Borough of

The Authority has identified operational

issues with this location and has evaluated

various alternatives in order to improve

the Interchange. The Interchange currently

has limited access to and from Chevalier

Avenue.

124 to enter the Parkway, or travel

approximately three miles north along Route

9 to use Interchange 129 to access the

northbound Parkway.

The purpose of the project is to make

improvements that will service existing and

proposed future traffic demands on the

local roadways and the Parkway.

Interchange 125 improvements will address

the substandard operation of the

Interchange and improve traffic movements

and safety.

In addition, the mainline parkway

bridges over Chevalier Avenue will be

replaced in multiple stages in order to

maintain all lanes of traffic during the

construction period and provide for the new

ramps.

So, at this time, I would like to

introduce Patrick Byrne, Stantec's Project

Engineer for the Interchange 125

improvements to come forward and expand on

the project design.

of an overview if you're not familiar with

the area, the project is bounded to the

north, Driscoll Bridge along the Parkway,

on the south, the Raritan Toll Plaza, on

the west, the project area we have the site

that was formerly known as a National Lead

Site and on the east we have the

interchange of Route 9 and Route 35.

As Vin mentioned, one of the goals of

the project, was to complete the

interchange and provide the missing

movements, namely the interchange was

missing a southbound exit ramp which will

provide access from the north, vehicles

traveling from the north to the local

street and also there was no northbound

entrance ramp providing access from the

local streets to the northbound parkway and

points north. So, this project will

include a new southbound exit ramp, it will

include a new northbound entrance ramp.

In addition, the Garden State Parkway

bridge structures over Chevalier Avenue,

this is the southbound, this is the

northbound, both of these bridge structures

will be completely replaced, the geometry

of the parkway over Chevalier Avenue and as

well as the geometry of Chevalier Avenue as

it travels underneath the parkway, will be

improved both horizontally and vertically.

One of the big benefits of this is the

vertical clearance underneath these

bridges, currently substandard will be

improved to standard conditions.

In addition, some of the existing

ramps, namely the northbound exit ramp

existing today comes north on the parkway,

exits down on to Chevalier Avenue, the

existing southbound entrance ramp from

Chevalier Avenue to the parkway southbound,

these ramps will be either altered or

relocated to provide better traffic flow

from the intersection.

Specifically, the northbound exit ramp

currently you come off the parkway going

northbound, you make a right at the bottom

of the ramp and you can access Routes 9 and

35, if you wanted to go towards points

west, namely Main Street Extension or the

church or any of the businesses along Main

Street Extension, you would make a left at

the bottom of this ramp. That will be

changed. A new roadway and ramp will take

you underneath the new parkway structures,

along this way to the west to the new

signalized intersection.

In addition, the southbound entrance

ramp will be relocated from this position

here so that you'll have access from Main

Street Extension directly onto the parkway

southbound via this new signalized

intersection. The goal of those ramp

relocations is basically to try to minimize

the amount of traffic that will be on this

section of Chevalier Avenue as it travels

through.

In addition to these improvements,

there will be retaining walls constructed

along this new southbound exit ramp and the

new northbound entrance ramp to minimize

impacts to environmentally sensitive areas

namely wetlands and open water. Along the

Garden State Parkway, there will be ten new

sign structures constructed to improve

driver awareness and to bring the signs up

to the current MUTCD Standards.

In addition, there will be three storm

water management basins, one located here

at the intersection of Main Street

Extension and Chevalier Avenue, a second,

basin number two which will be located at

the bottom of the northbound exit ramp and

a third located here at the corner of Route

9 and Chevalier Avenue. These basins will

essentially take any of the new storm water

generated by this project and it will be

treated for groundwater recharge, storm

water quality, as well as retention so that

the peak flows are not impacted in the

existing systems once you leave this area.

Improvements along Main Street

Extension currently you could see from this

graphic here, Main Street Extension is two

lanes northbound, two lanes southbound with

a right hand shoulder. In the proposed

condition, we will be maintaining two

through lanes, northbound and southbound in

addition to some turning lanes at the

intersections as well as at Chevalier

Avenue, there will be a three right turn

lane, this will take you from Main Street

Extension northbound on to Chevalier

Avenue.

Along Chevalier Avenue, currently

today there are two extra wide lanes, one

in each direction, both eastbound and

westbound. In the future, there will be

three westbound lanes and there will be two

eastbound lanes, there will be a sidewalk

provided along the eastbound Chevalier

Avenue and you could also see here that

these are the two relocated parkway ramps

that will go underneath the Parkway as

well. So, these bridges are getting

higher, they're also getting a lot wider to

accommodate this additional traffic.

Some of the requirements that will be

in place for construction, will be

maintaining all lanes of traffic on both

the parkway and on the local streets at all

times, that's seven lanes northbound on the

parkway, seven lanes southbound on the

parkway and all of the lanes, like I said,

on Chevalier Avenue, Main Street Extension

will also be maintained at all times except

during off peak and nighttime closures

necessary for some of the bridge

construction or other work.

The bridges over -- the Parkway

bridges over Chevalier Avenue, because of

their size and because of the fact that

we're maintaining all lanes of Parkway

traffic, they will be constructed in three

stages. We're also doing this work so that

we minimize impacts to major utilities that

are located along Chevalier Avenue. Within

Chevalier Avenue there are telephone, gas,

water, sanitary sewer and both transmission

and electrical distribution.

We also, as I said, we have

environmentally sensitive areas within the

entire project, each quadrant has wetlands,

specifically this area here is all

wetlands, there are wetlands located within

this area here adjacent to the northbound

entrance ramp as well as existing wetlands

and forested areas here in this quadrant.

We will be constructing six new

retaining walls as part of this project to

minimize the impacts to those areas. This

line here shows the anticipated schedule,

the final design submission was happening

in January of 2016, the contract will be

advertised, awarded this spring and

construction is scheduled to begin in June

of 2016. The new southbound exit ramp, is

scheduled to open in May of 2017,

approximately one year after construction

begins. The new northbound entrance ramp

will open one year after that,

approximately November 2018, substantial

completion of construction meaning that all

ramps, roadways, will be completed and open

to traffic in July of 2019.

I'm just running right now -- we can

show you a simulation of traffic. This is

showing you the traffic conditions during

the p.m. peak hour and this is at the

opening or the completion of construction

so this would be the summer of 2019.

So, just to orient you, this is Main

Street Extension heading looking

northbound, this is Chevalier Avenue and

this is the new southbound exit ramp. This

roadway here, this is Main Street

you. My name is John Wisniewski, I'm a

Sayreville resident but I'm also a member

of the general assembly and I chair the

Assembly Transportation Committee.

First, let me start by thanking the

Turnpike Authority for being here this

evening and putting this presentation on.

The improvements to exit 125 are important

aspects for the Borough of Sayreville.

Sayreville is a community of nearly fifty

thousand people. The fact that the Garden

State Parkway has not matched it's size or

its imports and improving exit 125 making

it a full interchange will give the

community the due recognition that it

needs.

Getting on and off the Parkway from

the Borough of Sayreville has been a

haphazard undertaking for many years. The

exits and the entrances are not prolocated

and so somebody coming in or leaving the

community have to travel two distinct paths

to get in and get out.

So, for the morning rush and for the

evening rush, a lot of additional confusion

is created by the current arrangements.

The proposal that will pair the entrance

with an exit saving drivers time and money

will make local commuting a lot more

efficient and easier.

Local traffic will also be relieved

with the improved access to both Routes 9

and 35 with the new southbound exit at 125.

I really appreciate the fact that the

Parkway improvements are forward-looking

and that will make using the former

National Lead site much more viable and

much more accessible, again, eliminating

traffic congestion that could save local

roads for this project not be done.

The redevelopment plans for the former

National Lead site will create a

destination that will attract visitors and

employees from throughout the area and this

will be a benefit to the community by also

providing the jobs and the economic

stimulus without impacting the community.

Parkway's plans will accommodate

visitors with easy access and minimal

impact on the Borough of Sayreville. One

of the key elements of this plan that I

think is important is the fact that there

is a cost-sharing agreement. One of the

issues that I have long championed as the

transportation trust fund. It has limited

resources, the cost-sharing agreement with

the developer of the National Lead site,

Sayreville Seaport will enable those trust

fund dollars to go even further.

Today and over the coming days, the

public will have an opportunity to review

and comment on these plans before making

improvements to exit 125. I personally

endorse these plans and I think they are

for the betterment of the community, not

only for the Borough of Sayreville, but for

the City of South Amboy and truly all of

the communities of the nineteen legislative

district.

Having lived in Sayreville my entire

life, I've experienced firsthand the

problems that local residents have

accessing the Parkway. Throughout my

legislative career, starting in 1996, one

of the first meetings I had was to advocate

for better access on and off the Parkway.

It's 20 years since then and I'm glad that

this project is finally becoming reality.

Finally, I would like to thank the

Turnpike Authority engineering staff and

leadership for the hard work that they have

put into this. This design that you see

tonight is not the first design. It has

gone through many different variations

taking into account a variety of different

concerns that have been brought up to them,

especially by the local Borough Engineer,

Dave Samuels, CME Associates and Members of

the Sayreville Redevelopment Agency,

chaired by Mike Daddio.

I would like to thank the Turnpike,

their staff and their leadership for their

hard work and the Sayreville officials for

their hard work and I look forward to this

becoming a reality. Thank you.

MR. MIGNELLA: Mr. McGill, please.

MR. McGILL: Thank you ladies and

gentlemen. I guess we can finally say that

Sayreville is coming to the twenty-first

century. It's nice leaving Sayreville and

seeing my house as I go by on the Parkway

to go down to the next exit to get back to

my home. This entrance and exit, the whole

interchange, again, I thank the Authority

for this, gives us easy access to both

business, for leisure, South Amboy, South

River, all of this area, that's only part

of the County you could see at one time.

You could see it but you couldn't come

visit us or if you visited us, you couldn't

leave us. So, believe me, my statements

are short, but this is long in the making.

Thank you very much, it's going to do

wonders for my community. I am a

Sayreville person. Thank you.

MR. MIGNELLA: Councilman-elect, Mr.

Grillo.

MR. GRILLO: Good evening, my name is

Steve Grillo, I'm a Councilman-elect here

in the Borough of Sayreville, I'm also --

so I was very excited to see the schematics

of this job and I was given a very robust

discussion on the plans for this area and

Sayreville is a growing community, it's one

of the fastest growing in the state, in the

county, I think that the indicator of that

is that private industry wanted to come

here and take over the National Lead Site,

to create a remarkable commercial

opportunity.

Of course, with that growth comes the

need for proper transportation effort. In

reviewing this plan, I think that it's hit

all the major points and I think it's going

to make Sayreville not only a more

efficient place to travel to, but a safer

one as well. So, I welcome this, I support

this and I hope that during my tenure on

the council, I could play a role in this

project and move it forward. Thank you.

Daddio, I'm the Chairman of SERA, I've only

been chairman for a couple of years. Mr.

Travisano was the chairman for most of this

and done a lot of hard work during this

project. Been on SERA for fifteen years,

we've seen a lot of developers, we've seen

a lot of plans and it's nice to finally see

this coming into fruition. He did a lot of

work that he didn't get credit for. He

worked very closely with us and thank you

for having him. Thank you.

MR. MIGNELLA: Mr. Pollando.

MR. POLLANDO: This is going to be

real brief, I'm Tom Pollando, redevelopment

agency, former counsel president. I've

lived in Sayreville for forty years. I no

longer will have to cut through the rest

stop to get where I want to go. I can now

go to -- so, every time I go to get off at

the rest stop, I'm always looking for the

state trooper to pull me over. It's a long

time coming, I just want to thank our

assemblymen for the hard work, and the

redevelopment agency, CME and this is

definitely something that this town needs

and as far as the point of the project,

this is only going to help this even more.

glad to see this finally coming to fruition

because it's a long time coming and from

the original plans to the plan we now have,

it's constantly changing, even going to

change in the future. You never know

what's going to be. So, I'm glad to see

the results of the plan so we can start

with the Bass Pro Shop which I recommend we

put in there. Thank you.

making this the largest redevelopment on
