Since 1992 in Bulgaria Austrian projects are in progress to improve primary commercial educa-tion of youth. In the framework of educational co-operations • classes according to the Austrian curriculum were established at higher secondary commer-

cial colleges, • a training firm network was set up and involved into the international training firm network, • teachers´ training was provided, • teachers as well as students were invited to study in Austria, • students´ exchanges were organized and • the idea of students´ training in training firms was exported into the neighbouring countries.

At the moment • all Bulgarian commercial colleges are to be integrated into the existing training firm network

supported by Austria from ECO NET funds.

All these projects were carried out by KulturKontakt Austria. The Rotary Club Kitzbühel and its partners were involved in these projects since 1994. The Rotarian activities were supported by the Rotary District 1920 Austria West, the Rotary Foundation and sponsors – see TRF Matching Grants projects # 5829 “Implementing Training Firms in the Fundamental Commercial Educa-tion – Setting up a Training Firm Network in Bulgaria” 1996/98 and # 57945 “Promotion of Train-ing Firms in the Secondary Commercial Colleges in Bulgaria”, 2005/06.

• teachers were familiarized with these textbooks.

The development of these textbooks was financed within the Austrian educational project ECO NET: fees for authors, expenses for meetings, translations etc.

By the means of a new Rotary Foundation Matching Grants project the Rotary Club Kitzbühel and its partners sponsored the publishing of these textbooks and equipped classrooms at three colleges.

Compared with other international projects to support the vocational education of youth in Bul-garia the Rotarian activities look rather modest. But meanwhile the Rotarian educational co-operations are seen in Bulgaria as well as in Austria as exemplary: the co-operation of private and public institutions, the execution along guidelines worked out in agreement with the Minis-tries of Education in Sofia and Vienna, the integration of the Bulgarian partners into the deci-sion-making processes, the support of Rotary International, the links to other educational pro-jects and last but not least the Rotarian activities in Bulgaria have proved to be sustainable.

The Bulgarian and the Austrian school authorities as well as the headmasters, teachers and students of the pilot-schools thanked the Rotary Club Kitzbühel and its partners for their work in favor of the Bulgarian youth.

The Austrian educational projects in Bulgaria will be completed 2008/2009. Rotary Club Kitz-bühel and its partners will be involved once more.

Goals Goals of the project are • the support of publishing up-to-date textbooks for commercial lessons and • the equipment of classrooms with computer hard- and software

which means to • improve quality and innovativeness of fundamental commercial education of the youth • promote the development of key qualifications and stimulate creativity and entrepreneurship

in students • improve the preparation of the youth for their future business and private life in a free market

economy characterized by rapid changes in society, technology and a multitude of intercul-tural influences

• promote an international dimension of fundamental commercial education.

Textbooks

To finance the preparations for printing the textbooks Rotarian help is once more asked. It is meant to take over the expenses for preparing the printing: lay-out, illustrations, covers, etc. Thus the prices of the textbooks can be kept low. Only if a textbook costs about BGL 10,-- = € 5,-- Bulgarian parents can afford to buy it for their children.

The development of these textbooks was financed within the Austrian educational project ECO NET: fees for authors, expenses for meetings, translations etc.

It is not meant to finance follow up expenses as expenses for printing the textbooks themselves.

School equipment Bulgarian school authorities have too few money to equip all their schools with up-to-date school equipment. Therefore the commercial education of students, especially the students´ training in training firms, shall be supported by the means of

• equipping 2 classrooms at the High School for Economy in Montana:

Computer hard- and software donated from the Higher Secondary Commercial College Kitzbühel as well as

blackboards donated from the Primary School Hopfgarten in Nordtirol

will be shipped to Montana.

Students of the Higher Secondary Commercial College Kitzbühel who have visited the High School for Economy in Montana in May 2006 will collect second hand clothes, toys etc. The articles will be shipped to Montana together with the school equipment. The Bulgarian part-

ners will give articles which will not be used at the High School for Economy in Montana to people in need.

These activities will promote the social commitment of students taking part in the project in both countries.

the Technical High School for Economy in Gotse Delchev and.

the High School for Tourism in Sopot

The renovation and adaptation of the classrooms are financed by the Bulgarian Ministry of Education and Science.

• ordering a copier for the Austrian library at the National High School for Finance and Econ-omy in Sofia.

Initiative for Teaching Entrepreneurship - IFTE, Vienna, Austria.

With its main goal being to arouse, promote and support entrepreneurial spirit and action, the IFTE develops innovate teaching material & methods for broadening peoples economic understanding. Its didactic entrepreneurship concept, are developed in order to strengthen and extend young peoples entrepreneurial understanding & ambitions.

Pilot Schools

Vocational High School “Dimitar Talev” – Gotse Delchev

The Vocational High School “Dimitar Talev”, Gotse Delchev - was founded in 1965. At present the tuition is carried out in the splendid architectural compound of the school in three educa-tional fields: techniques, economic management and manufacturing of clothes. The ambitious school staff has created very good conditions for general and vocational training in the following specialties: Industrial Electronics; Computer Techniques and Technologies; Accountancy; Busi-ness Administration; Designing, Modelling and Technology of Clothes.

There are 762 students in 31 classes and 64 teachers, including 4 teachers for training firms, trained by teacher trainers within the framework of the Austrian-Bulgarian Economics High School Project. At the moment there act 4 training firms and 1 junior firm.

The school keeps contact with the manufactures in the region to provide professional training and further realization of the students.

About the region:

Gotse Delchev is located in the south western region of Bulgaria, near the Greek border, 200km from Sofia. The town is situated at the southwest foots of the Middle Pirin Mountain. It has a population of about 37.000 people.

The population of the region consists of Bulgarians (including a number of Muslim Bulgarians), Turks, Roma, and ethnic Macedonians.

Economic branch structure: agriculture and textile industry.

The rate of unemployment is below the average for the country, but people are poor because of the low income from their basic livelihood.

Finance and Economy High School “Vassil Levski” - Montana

The Finance and Economy High School “Vassil Levski”, Montana, (FEHS) is the first educa-tional establishment in Northwest Bulgaria, which trains qualified specialists in economy and management, informational technologies, administrative services, tourism and restaurant man-agement. The training is conducted by 52 highly qualified teachers in 25 classes of total 645 students.

Since 1995-96 school year the FEHS has been approved to participate in the Austrian-Bulgarian Economics High School Project under which a wide vocation-related qualification is provided. A training centre has been set up with 4 training firms. 3 teacher trainers (2 econo-mists and 1 IT engineer).

Montana is located in the north western part of Bulgaria, along either banks of Ogosta River, between Stara Planina Mountain Range and the Danube Plain. The population amounts to about 60.000 people. Basic livelihood: machine-building, tailoring, agriculture. As a whole the region is marked of its low social and economic growth and high rate of unemployment – 18.5 percent.

National Finance and Economy High School Sofia The National Finance and Economy High School Sofia was established in 1913.

In the course of its existence, the school has created solid traditions in the training of secondary education specialists. The vocational expertise of the graduates covers wide-range general education, foreign language proficiency, latest theoretical knowledge and practical experience in economy, skills for applying the computer and IT in the field of business communication and contacts.

The training is carried out by 60 high-qualified teachers. The 840 students are divided in 29 classes.

A wide-scale education project with Austria in the specialties of Economics and Management, and Entrepreneurship and Management is successfully implemented and developing.

In the framework of the Austrian-Bulgarian Economics High School Project a modern Centre for applied economics was established wherein 10 training firms are operating.

With view to a multiplied outcome of the Bulgarian-Austrian Project, and especially of the train-ing firm as an innovational training method complying to the latest educational requirements, a Model Centre was founded at the High School. The main objective of the Centre is to develop as a lever for the improvement of the knowledge and skills of the management staff of the train-ing firm and for the further dissemination and implementation of the training firm concept around Bulgaria.

The Austrian Library at the National Finance and Economy High School Sofia was founded by KulturKontakt Austria and its activities are coordinated by k.education Project office Sofia.

The library fund covers thematic fields such as literature pieces in German, methodic and di-dactic studies, civilization, history, geography, economy, etc. The library avails also the full edi-tion of Kleines Volk and Spatzenpost magazines for the primary school pupils and JÖ and TOPIC magazines for the higher-class students, each in number to suffice for a whole class.

About the region:

Sofia is the capital and largest city of the Republic of Bulgaria, with a population of about 1.250.000. It is the administrative, cultural, and economic centre of the country.

One of the oldest capital cities in Europe, the history of Sofia dates back to the 8th century BC, when Thracians established a settlement there. Sofia's development as a significant settlement owes much to its central position in the Balkans. It is situated in western Bulgaria, at the north-ern foot of the Vitosha Mountain, in the Sofia Valley that is surrounded by mountains on all sides. Three mountain passes lead to the city, which have been key roads since antiquity, con-necting the Adriatic Sea and Central Europe with the Black and Aegean Seas.

Vocational High School “Gen.Vl.Zaimov”- Sopot

The Vocational High School “Gen.Vl.Zaimov”, Sopot, is located at the foot of the Balkan Moun-tains in a large park on an area of 50.000 square meters covered with more than 30 species of coniferous and deciduous trees and flowers.

The school has 2 buildings, a student hostel with a canteen and a recreation room, laboratories in Electronics , Microprocessor Techniques, Electronic and Machine Measurement, training workshops equipped with machine-tools and digital program control machines, computer labo-ratories at the students’ disposal, modern training centre for training students in the field of bread-making, catering and tourism and a library.

There are 1,101 students in 46 classes and 98 teachers in the fields of Economic Management and Administration, Electronics and Automation, Metal Processing and Machine Building, Elec-trical Engineering, Production of Food and Drinks, Hotel and Restaurant Management and Ca-tering.

Since 2003 the school is a participant in the tour.reg project. Many teachers have been trained

under the project. Two of them are trained by teacher trainers for managers of training firms under the Austrian-Bulgarian Economics High School Project.

About the region:

Sopot is a small town at the foot of Stara Planina (a mountain range crossing Bulgaria from its western border to the Black Sea) with 12.119 inhabitants. It is situated in the legendary Valley of the Roses, 136 km east of Sofia.

Sopot is one of the poorest towns in Bulgaria.

The rate of unemployment is above the average for the country – about 50 percent. Greatest is the number of people occupied in the branch of tailoring, wood-processing, and food-processing. The cultural and historical heritage and the natural endowments provide an oppor-tunity for the development of tourism, recreation and balneo therapy.

The board of Rotary Club Kitzbühel decides spontaneously to work out a draft for a new Ro-tary Foundation Matching Grants Project.

After January 1st, 2007, all invoices will be paid directly from Rotary Club Kitzbühel to the bank accounts of the Bulgarian suppliers in EURO or BG LEVA.

• January 3rd, 2007 Delivery of office equipment from STEMO Ltd. to the Vocational High School “Dimitar Talev”, Gotse Delchev and the Vocational High School “Gen.Vl.Zaimov”, Sopot.

• January, 2007 The Bulgarian Ministry for Education and Science has not jet approved to finance the reno-vation of the rooms for the centres for applied economics at the colleges in Gotse Delchev and Sopot. Thus both schools have to find temporary solutions.

The Vocational High School “Dimitar Talev”, Gotse Delchev, started the renovation. At the moment the costs were taken over from the Parents´ Council “VHS D.Talev”. The money will be refunded to the school’s account after the transfer of the ministry’s allowance.

The Vocational High School “Gen.Vl.Zaimov”, Sopot, will equip two other rooms with the of-fice equipment and furniture donated by Rotary. Thus they can start the training of their stu-dents without further delay. The items will be moved to the originally chosen rooms after their renovation.

Both colleges have ordered the needed office furniture by local suppliers. The Vocational High School “Dimitar Talev”, Gotse Delchev, will make the furniture as far as possible by the help of its own staff.

The items will be financed out of the means of the project. On the one hand money could be spared financing the editing of the textbooks, on the other hand additional contributions were made by Rotary Club Kitzbühel and sponsors.

• A centre for applied economics was established.

National High School for Finance and Economy in Sofia

• Purchase of a copier for the Austrian library.

Textbooks

• The publishing of up to date textbooks for commercial lessons was supported. Thus the prices of the textbooks can be kept low and Bulgarian parents can afford to buy them for their children.

Supplementary activities

• IFTE - Initiative for Teaching Entrepreneurship, Vienna supervised the textbooks´ authors and monitored the preparations and the printing of the textbooks.

• KulturKontakt Austria organized lectures and workshops to familiarize teachers with the new textbooks.

• The Secondary Higher Commercial College Kitzbühel will organize a youth camp for stu-dents of the Higher Secondary Commercial College Montana in June, 2007. The camp will be financially supported by Rotary.

The cooperation with the Bulgarian school authorities and school communities was excellent. Without their strong will to have success and their initiatives it would not have been possible to achieve the project´s goals.

Bulgaria is one of the poorest countries in Europe. The economical and social situation of the country is quite serious. Particularly Montana, Gotse Delchev and Sopot are located in eco-nomically underdeveloped areas. The population of all these regions is very poor, the rate of unemployment very high.

Bulgaria needs to be supported, not only financially but also in a humanitarian way. Investments in the commercial education of young people are an investment in the Bulgarian future, and are meant as help for self-help. This is truly Rotarian according to the principles of Rotary.

The educational co-operations to improve primary commercial education of the youth in Bul-garia last since 1994. They have proved to be sustainable. The Rotarian initiatives are seen as exemplary in Bulgaria.

The pilot schools were able to reform their lessons, to renew their infrastructure and so to in-crease their appreciation in the public. Today 10 to 12 students are applying for a place in pilot schools. German is taught together with English as a main foreign language, the school-leaving examination is performed in the same way as the examination in Austrian Higher Secondary Commercial Colleges, and most graduates wish to study at western universities. A well trained, highly motivated team of future employees, well disposed to western countries, is emerging – a chance for business relationships between western countries and Bulgaria.

The pilot schools serve as training centres, their teachers as multipliers to disseminate the new ways of commercial education all over Bulgaria and also into the neighbouring countries.

Publishing textbooks, equipping classrooms and centres for applied economics, including new schools into the Rotarian projects and thus enlarging the training firm network increases this process.

Higher secondary commercial and tourism colleges Higher secondary commercial and tourism colleges are five-year programs for the 15 to 19-year-olds, aiming at profound economic and a broad general education. Thus they provide comprehensive training suitable for all branches of the economy and public services respec-tively for tourism.

The concept of Training Firms A Training Firm is something like an educational lab for commercial education and training. It functions like a true-life business. All the business proceedings in a firm are dealt with along the lines of business routines in a market economy. The goods are, however, not really forwarded. What take place are the administrative business routines that are relevant for economic training. The students have to pass through the various departments of the Training Firm. Here they are expected to fulfill their business tasks.

The asset of the Training Firm is the simulation. Faulty decisions which in reality may cause serious problems for the respective business will have no serious consequences at all. Thus, the Training Firm is the best place possible to teach entrepreneurial thinking.

The aim of teaching in a Training Firm is to improve integrated professional competence of the trainees and of their key qualifications, especially of acting and decision-making competencies. The student's skill to use the acquired knowledge, to deal with business problems on his own or in a team, to develop and present solving strategies, to communicate and co-operate are main points of the training.

The communication with Training Firms in foreign countries improves the students´ skills in for-eign languages. Moreover the students are led to an intellectual openness of mind and to a deeper understanding of the foreign mentality and culture.

Thus, the students have the opportunity to acquire those qualifications that are an imperative prerequisite for lifelong learning and success in the world of business.

Training Firm network

The idea of a Training Firms network is the idea of an open system. The single Training Firm is part of the national Training Firm market, a Central Office the centre. Thus a national Training Firms network consists of

• Training Firms and

• Central Office.

The national Training Firms networks are parts of the international Training Firms network.

All over the world exist thousands of Training Firms, alone in Austria about 1.000.

Central Office

The main tasks of a Central Office are to simulate missing business-partners and authorities as bank, revenue-office, health-insurance, trade-register of Training Firms (Training Firm register), to counsel persons concerned with Training Firms and to administer international contacts to the Central Offices of partner countries.

Centre for applied economics A centre for applied economics is a special classroom of about 75 m2 which is designed as an open-plan office. It is divided into departments and comprises 15 work places for the students. In correspondence with practical requirements it is equipped with state-of-the-art office-, infor-mation- and communications-technologies, which can be adapted also to new future develop-ments and systems.

Furnishing and equipping the training firm office

In a training firm office, it must be possible to work in the following fields of a training firm:

• Administration

• Accounting

• Purchasing

• Output of goods and services

• Sales.

These fields are to be combined to departments depending on the company's field of activity and organisation of the training firms at the school. It can be assumed that the fields of work can be combined in the main five departments.

Room

The room requirements are in correlation with the number of work places (approximately 5 m2 to 6 m2 for every work place) and are at in an open-plan office design or in connected compart-ments.

There are to be made provisions for:

• cable conduits to the work places with necessary cross-sections for

power supply 220 V for computers and printers and other equipment, incl. wall sockets,

communications-installations

the cabling of the computers in a network,

• light installations in correspondence with the requirements of a modern office.

Furniture and equipment

Special care has to be taken that

• the work places are designed in an ergonomically correct way and that

• the furniture is arranged in groups (the office is not a classroom!).

Temporary solution

As the Bulgarian Ministry for Education and Science has not jet approved to finance the renova-tion of the rooms for the centre for applied economics the Vocational High School “Gen.Vl.Zaimov”, Sopot, at the moment will equip two other rooms with the office equipment and furniture donated by Rotary. Thus they can start the training of their students without further delay.

The items will be moved to the originally chosen rooms after their renovation.

Also these rooms have to be renovated:

• sanding parquet, paints € 126,--

• cabling, door handles € 210,--

Goals The aim of the project is to promote the mutual understanding of young people living in the tense atmosphere of Western -, Central-, East- and South-eastern Europe by organizing youth camps for students of

• the Technical High School for Economy Montana in Kitzbühel, Austria, and

• the Higher Secondary Commercial College Kitzbühel in Montana, Bulgaria.

The youth camps resume the projects of the Rotary Club Kitzbühel in Bulgaria which have been carried out since 1994 and which have also been supported by the Higher Secondary Commer-cial College Kitzbühel. The Technical High School for Economy Montana belonged to the five Bulgarian pilot schools which took part in the Rotary Matching Grants Projects from 1995 to 1998 and 2005 to 2006. The cooperation with this school was exemplary. It distinguished from all others because it perfectly put the ideas regarding the setting up of commercial schools and Training Firms according to the Austrian syllabus in Bulgaria into practice.

In particular the youth camps continue the students´ exchange between the Technical High School for Economy Montana and the Higher Secondary Commercial College Kitzbühel which started in autumn 2004.

The project consists of 5 phases:

• Phase 1: students from both schools keep in touch, mainly online

• Phase 2: the Bulgarian students visit Kitzbühel and Lignano Sabbiadoro

• Phase 3: students from both schools keep in touch, mainly online

• Phase 4: the students from Kitzbühel will return the Bulgarian students‘ visit

• Phase 5: follow up of the students´ impressions.

The project

• enables the young people to gain an insight into the economic, social and cultural struc-tures of the twin countries

• gives the Bulgarian students an impression of the contrast between an Alpine and a Mediterranean landscape

• promotes the students´ mutual understanding

• promotes the social commitment of students taking part in the project in both countries

• encourages the Bulgarian partners to continue with the first education concentrating on business for young people according to the Austrian standard which was introduced 10 years ago and offers new ideas

• enables the students from Kitzbühel to get to know a Slavic language. The Bulgarian students can improve and use the German language in practice.

The students communicate in German as well as English, which is their common foreign lan-guage.

Final remarks The preparations for the respective youth camps started in both schools in autumn 2006. Since then the students from the classes in question have been in touch and they stay in contact dur-ing the lessons until summer 2008. Moreover some students from both countries will become friends and will also keep in touch after the project has been finished.

The support of Rotary enables all the students of the Bulgarian class to visit a foreign country. Other youth exchanges are limited to a small group of privileged students.

As the students´ exchange continues the students´ exchange which took place 2005 / 2006 further classes and more students could be involved. So the project has got an exemplary long-term and widespread effect.

Activities in favor of the Bulgarian youth 2007/08

Matching Grants Project 2007/08 Summer 2007 the project partners

• Higher Secondary Commercial College Kitzbühel, Austria,

will start a new educational co-operation to improve the primary commercial education of the Bulgarian youth within the framework of a new Rotary Foundation Matching Grants project. The project will be supported by the Rotary District 1920 – Austria-West.

The goals of the project are to

• put entrepreneurship in the centre of the primary commercial education of youth in Bul-garia

• enlarge the existing training firm network by furnishing and equipping a centre for ap-plied economics.

The project resumes the educational co-operations of the Rotary Club Kitzbühel in Bulgaria which have been carried out since 1994. Among other things within these co-operations a train-ing firm network was set up.

To realize the new project’s goals

• teachers of higher secondary colleges shall be trained and

• a centre for applied economics at the Vocational High School Petrich shall be equipped and furnished.

The project shall be carried out alongside guidelines developed in co-operation with the Bulgar-ian Ministry for Education and Science, Sofia.

It is meant to link the project with an EU-Comenius project to achieve high efficiency within the a. m. project.
