OVERVIEW OF THE NYSC SCHEME

MEANING AND OBJECTIVE

NYSC – National Youth Service Corps

The program, which has been in existence for over 40years was initially established in the then Yakubu Gowon regime in bid to reconstruct, reconcile and rebuild the country after her civil war.

AIMSOver the years, in addition to its original theme, the scheme now focuses on equipping the youths with the right mental attitude, knowledge and skill sets needed to take on the work force.

The NYSC is probably the only government institution that has p r e s e n c e ( i n f r a s t r u c t u r e & personnel) in all the 774 LGAs of the country today.

The Scheme runs for a period of one year in all 36 states of the Federation.

The SAED program seeks to contribute meaningfully to the attainment of the Sustainable Development goals.

The NYSC was established to, promote self- reliance in the Nigerian youth through entrepreneurial development and skill acquisition.  It is in recognition of these realities that the N Y S C s e t u p a S k i l l A c q u i s i t i o n & Entrepreneurship Development (SAED) programme as pragmatic response to the youth unemployment challenge with a mission to create a platform that will facilitate access of young graduates to requisite skills and re sou rces neces sa r y f o r succes s fu l entrepreneurship as a means of enhancing national development.

SAED- Skills Acquisitions and Entrepreneurial Development. This is a program used to equip corps members with entrepreneurial skills. This was developed to help curb unemployment.

Community Development Service- which is to harness the youths to contribute initiative and manpower towards the development of their host communities

PPA -Primary place of assignment. Corps members are placed in companies and other organizations during their service year and sometimes get retained after service.

The scheme in partnership with Bank of Industry, provides loan at a lower interest rate for those who may have viable business proposals.

By constantly reminding the nation of the need to promote national unity and develop especially the rural areas, the scheme pricks the conscience of the nation to its responsibility.

INADEQUATE ENTREPRENEURIAL AND FINANCIAL LITERACY AMONGST THE SAED TRAINERS

Some of the SAED trainers do not have knowledge of entrepreneurship and financial literacy and so the youths are not trained on how to start and sustain a small enterprise and see it grow into a large company. They are not equipped with business acumen to sustain the taught craft and a good number of the businesses fail within a year of establishment.

REDEPLOYMENT IN RELATION TO THE SAED PROGRAM

Almost 60% of the youths transfer back to their state of domicile or a close proximity to their state right after the camp making it impossible to continue the SAED program started off in the camp.

INSUFFICIENT PLACE OF PRIMARY ASSIGNMENT

Sometimes the organizations or companies turn down the corps members posted to them. They end up applying in companies that have little or no relation to their area of expertise.

INTERNATIONAL LABOR ORGANIZATION’S (ILO) INTERVENTION

As a strategic response to solving the plague of unemployment challenges in Nigeria, the ILO, General Electric, NYSC and Cognity Advisory has entered into a consortium with the purpose of stimulating the growth of Micro Small and Medium Enterprises (MSMEs) in Nigeria through hands-on entrepreneurship trainings design by the ILO

The ILO intervention program (known as ILO-SIYB) in Nigeria rides on the availability of huge population of youth entrepreneurs who are Corp Members (CM) as a means of reaching a sizable outreach of targeted entrepreneurs for the program.

The International Labor Organization’s (ILO’s) Start and Improve Your Business (S IYB) program is a sys tem of interrelated training packages and supporting materials for small-scale entrepreneurs to start and grow their businesses. SIYB aims to increase the v iab i l i t y o f smal l and medium e n t e r p r i s e s t h r o u g h s o u n d management principles suitable for the environment of developing countries.

The TOT was conducted as a result of the need for NYSC staff to develop their capacities in the delivery of the SIYB program through her Skills Acquisition and Entrepreneurship Development (SAED).

General Electric sponsored the training of staff members of NYSC on the SIYB programme. These interventions were geared towards ensuring that NYSC adopts a standardized entrepreneurship curriculum that enhances sustainability of small enterprises for the Corps Members and empower them to create their own decent jobs and or be more employable

The trainers thereafter, trained Corps Members on entrepreneurship and business management skills to ultimately enhance their business profitability and sustainability in a bid to solve the unemployment problem among the youth

40 trainers who were developed duringthis SIYB TOT were observed by two SIYB Master TrainersThe entire 40 trainers were found competent to organize, conduct, and design the SIYB training interventions following the ILO-SIYB training standard. The SIYB Master Trainers assessment recommended the entire 40 trainers to be SIYB Certified Trainers.

Model: Improve Your Business

Time Frame: 24th May 2018 - 12th June 2018

Focus: Split into a class of 15, each class having a lead and an assistant trainer.

Target: 600 entrepreneurs - 300 in Osun and Abuja respectively

Trainees were selected through a Training Needs Analysis (TNA) by the Lead Trainers

The TNA revealed that the trainees were well equipped to understand the language of the materials.

They were between the ages of 16-35 and had small businesses. Each were facing challenges in diverse areas e.g. marketing, business record keeping, etc.

600 entrepreneurs were reached out through this intervention and 100% attendance was recorded.

The program covered three IYB modules

Business plan was co-opted to enable the entrepreneurs linked to financial institutions like CBN, BOI etc.

Two locations were used for the evaluation study (one intervention site and one comparison site). The intervention site was the NYSC orientation camps and its environs in Ede, Osun State, and the comparison site was the NYSC, Edo State.

When asked how they calculate the total cost of product, 69 out of 75 in Osun could while in Edo only 53 persons out of 105.

When asked how they handle the receipts of purchases all 75 persons in Osun knew the proper procedure while only 22 out of 105 persons in Edo knew.

When asked how they promote the sales of their product, about 73 in Osun knew various techniques while only 19 in Edo had the know how.

When asked how to calculate their total cost, 72 in Osun could while only 28 in Edo could.

There is greater need for expansion to cater for over 300,000 person deployed annually.

This can be achieved by increasing the number of trainers from 40 to a 1500, over a period of 3 years; that way the trainers can reach more corps members
