About the CompetitionThe National Indian Music Competition was first organised in 1998 by the National Arts Council. The Competition serves as a platform for music excellence.

It aims to develop the performing skills of young musicians in Singapore, raise musical standards and identify new music talent. It also provides opportunities for young musicians to perform in a competitive situation before an international jury.

VenueThe Competition, Masterclasses and Prize Winners’ Concert will be held at

SOTA Drama Theatre & Studio Theatre, School of the Arts, 1 Zubir Said Drive, Singapore 227968.

Competition Procedures and Repertoire RequirementsEach participant must prepare the following number of works:

(a) At the Preliminary Round, participants will perform a work of their choice according to the repertoire requirement and given time limit.

(b) At the Final Round, the Adjudicating Panel will request to hear one of the remaining works to be performed according to the repertoire requirement and given time limit.

All Solo category participants must perform with the Shruti box, and are required to provide their own Shruti box.

Tabla and Mridangam participants are required to indicate rhythmic components and talas. During the Preliminary rounds, Tabla players are required to being their own Lehera box. Accompaniment is not required or allowed in the Preliminary Round. However, participants (ONLY for Intermediate and Open categories) shall perform with accompaniment at the Final Round according to the following combinations:

The Competition is open to all Singapore citizens and permanent residents, aged 30 years and below.

Participants must not derive their principal source of income from public performances and/or music teaching. In cases of doubt, the Organiser reserves the right to determine the professional status or otherwise of participants and to accept or reject their entry.

First prize winners in any Solo Section of the National Indian Music Competition in previous years are not allowed to participate in the same age category of the Solo Section.

Participants may enter in more than one Solo category.

Participants are required to arrange for their own accompanist(s).

No Tala-keeper nor any form of electronic rhythmic devices is permitted. The Adjudicating Panel will keep Tala for all participants, except Carnatic vocal participants, who will have to keep their own Tala.

MasterclassesThe Competition Adjudicators will conduct masterclasses on Sunday 22 June 2014. Selected participants of the Competition will be invited to perform for the masterclasses.

Masterclasses are open to observers. Ticketing information will be available in May 2014.

AdjudicationA panel of adjudicators will judge all stages of the Competition.

The Adjudicating Panel reserves the right to stop the participant at any point of his/her performance at any stage of the Competition.

The Adjudicating Panel will use a ranking system. Participants with the top rankings will proceed to the next stage of the Competition, of which the numbers will be determined by the Adjudicating Panel.

The first, second and third prize winners will be determined at the Finals of the respective age/instrument categories.

The Adjudicating Panel may decline to make any award or prize, if in their opinion, sufficient merit has not been achieved.

The Adjudicating Panel’s decision is final and no discussion or correspondence will be entertained.

The Organiser reserves the right to reject any work and request participants to resubmit their programmes if they do not meet the requirements or standard of the Competition.

All participants must ensure that their instruments are tuned before the Competition.

All stages of the Competition are open to the public.

Prize Winners’ Concert & Prize Presentation CeremonySelected first prize winners will perform at the Prize Winners’ Concert. Performers will select a work of their choice for the concert, subject to the approval of the Organiser.

Prize winners of each solo category are required to attend the Prize Presentation Ceremony.

The top three winners of each age category will receive trophies, certificates and the following cash prizes.

In the case of a tie, the prize money for the prize concerned and that of the following prize in the ranking will be added and shared equally. Where there is a tie for 3rd Prize, both winners will receive the prize as published.

Finalists who do not win the top three prizes but have shown promise in their performances may receive Honourable Mentions of $100 each.

Certificates

Participants will receive certificates based on their performance:

Certificate of Distinction Awarded to the top three prize winners

Certificate of Merit Awarded to all finalists

Certificate of Participation Awarded to all remaining participants

Entry ProceduresEach entry must be made on the official entry form and reach the National Arts Council by 21 March 2014, 5pm. Applications received after this date will not be considered and appeals will not be entertained.

The registration fee and practice booking fee (if any) must be submitted together with each entry. Please make cheques or money orders payable to the National Arts Council. The registration fees are as follows:

Junior Category $30

Intermediate Category $50

Open Category $70

The registration fee is not refundable, nor transferable to any other category.

The following must be enclosed with the entry form:a. Two recent passport size photographsb. Certified photocopy of birth certificate or legal document showing proof of age and nationalityc. Registration Fee d. Practice Session Booking Fee (if any)

Participants will receive notification of entry acceptance by 4 April 2014.

A Balloting Session will be conducted in the evening of Friday 18 April 2014 at the National Arts Council to determine the order of appearance. Balloted results will be maintained throughout the Competition.

Any changes to the repertoire made after the submission of the Entry Form must be notified in writing to the Organiser no later than 28 March 2014. Amendments submitted after this date will not be considered and appeals will not be entertained.

Terms and Conditions of ParticipationBy submission of the entry form, the participant agrees to the following terms and conditions:

Each solo participant may book one practice session to rehearse at the Competition Venue before the Preliminary Rounds. Bookings must be made together with the Competition entry forms and must reach the National Arts Council by 21 March 2014, 5pm. The duration and booking fees are as follows:

Junior Category 15 minutes $20

Intermediate Category 20 minutes $30

Open Category 30 minutes $45

Allocation of practice sessions will be on a first-come-first-served basis.

Practice session bookings are strictly non-transferable.

Booking fees are non-refundable except in cases where the requested practice session is unavailable.

Duration

Participants of the Open Solo Category who are Singapore Citizens and Permanent Residents, and are currently studying full-time or residing abroad are eligible to apply for airfare subsidies.

Subsidies awarded will be based on achievements of the participant in the Competition as follows:a. 50% of airfare (up to a maximum of S$400) if the participant enters the Finalsb. 80% of airfare (up to a maximum of S$600) if the participant is awarded the 1st Prize

Application for subsidies must be accompanied by an original receipt from the airline office or travel agency.

Fee

The Organiser reserves the right to cancel or combine any Competition round and category if there are insufficient participants. In the event of any cancellation, the registration fees will be fully refunded.

Where participants perform an unpublished work or works in manuscript form, it is incumbent upon the participants to obtain necessary approval under the Copyright Act to perform such works during the Competition. If the participant fails to do so, the Organiser will not be responsible for any copyright or composer’s fee incurred. Participants also agree to indemnify the Organiser against any action and/or claims for damages from any third party who owns the copyright.

Prize winners in all categories may be invited to perform in public, on television, on radio and/or attend interviews related to the Competition without payment.

The participant and accompanist agrees to the Organiser recording all or part of the proceedings of the Competition and related activities for broadcast and promotional purpose without any payment to the participants or the participant’s consent. The participant also agrees that the Organiser retains the rights to the recorded materials.

Participants and/or accompanists who arrive later than their scheduled time for the Competition may be disqualified.

Participants are required to be neat and appropriately dressed for all rounds of the Competition.

Participants and supporters of participants must not communicate with or influence the Adjudicating Panel. The Organiser has the discretion to decide whether failure to adhere to this rule will result in disqualification.

Participants are not allowed to arrange for photography, audio or video recording when the Competition is in session, nor for any event related to the Competition.

Any applicant who knowingly gives inaccurate or misleading information will be disqualified.

In case of any disputes, the Organiser’s decision, or that of the Adjudicating Panel acting on the Organiser’s behalf, shall be final and no discussion or correspondence will be entertained.

The Organiser reserves the right to amend the rules and conditions of the Competition. In case of any difference between translations of texts and rules, the English version takes precedence.
