NATIONAL COMMISSAIRES COURSE (ROAD CYCLING) - LEVEL 2 The SCF is pleased to invite participants for an upcoming National Commissaires Course (Road Cycling), Level 2. The course details are as follows: Course Duration: Thursday, 18 th May 2017 - 9am to 12pm, 1pm to 4pm Friday, 19 th May 2017 - 9am to 12pm, 1pm to 4pm Saturday, 20 th May 2017 - 9am to 12pm, 1pm to 4pm Sunday, 21 st May 2017 - 9am to 12pm, 1pm to 4pm Course Fee: S$240.00 to be paid by 25 th April 2017. Venue: Singapore Sports Hub Pre-requisites: i. At least 18 years old ii. Able to understand and write in English iii. Must have served as Level 1 Commissaire for 1 full calendar year iv. Must have officiated in 2 local events with 3 – 5 different appointments per event (evidence via SCF Commissaires’ Log Book) Minimum Number of Participants: There must be a minimum of 20 participants. Registration: Please complete and submit the attached Registration Form for the course together with a copy of your NRIC before 12 th January, 2017 by email to [email protected] Course Overview: The Level 2 Course is discipline specific in Road Cycling Welcome and Introduction SCF Policies, Rules and regulations, Constitution Discipline specific rules and regulations This includes a) Theory exam –multiple choice, comprehension and explanation, fill in the blanks-type questions b) Oral exam – minimum of 5 questions in a face to face interview with the instructor

c) Practical assessment – appointment in a local competition/event and assessed on discharging of assigned duties.

Post Course requirements: On your successful completion of the course, you can be appointed to serve, in local competitions, as a member of the President of the Commissaires’ Panel (PCP), Assistant PCP, Finish Judge, Starter, Secretariat. These are appointments which will empower and require you to make decisions. From time to time, you may also be invited, through the SCF, to serve as a national Commissaire in an overseas competition for e.g. as a Finish Judge, Starter and Secretariat. More About the Role of a Commissaire Commissaire is the term for an official in competitive cycling. The vast majority of cycling events require two or more commissaires to fulfil a variety of roles, including supervising pre-and post-race formalities, briefing riders and race officials, checking the compliance of equipment, monitoring compliance with the rules and maintaining safety during racing, resolving disputes and judging results. Sitting as a panel, chaired by the Chief Commissaire they serve to resolve contentious decisions. The Chief Commissaire or President of the Commissaires' Panel is the holder of ultimate authority over the event. Commissaires' administrative duties include checking riders' eligibility to compete and filing results and reports on race organisation, incidents and penalties. The Commissaires’ course plans to equip you with the knowledge to officiate at competitive cycling events. Commissaires’ Development Pathway (Level 1 - 3) Level 1 – Basic National Commissaires (ROAD, MOUNTAIN BIKE, BMX) Level 2 - National Commissaires (BMX) or (MTB) or (ROAD) Level 3 – National Elite Commissaires (BMX) or (MTB) or (ROAD) About the Course Conductor Mr Navaratnaraja Karunaratna has previously served as President for Cycling Federation of Sri Lanka from 1998 – 2002. His technical qualifications include

• Qualified as B grade Road & Track International Commissaire of UCI in Malaysia,1995 • Promoted as A grade International Commissaire in Italy, 1999 • Qualified as a MTB International Commissaire in Austria, 2002 • Pass the Assessment Exam of UCI International Commissaires, 2012 in Thailand
