o Entries within the schedule are arranged numerically by Range number.

o Two handwritten copies of schedules of each tract of land reserved from allotment. The

information for each reservation includes the purpose, the authority for making the

reservation, the legal description of the land, and the number of acres reserved. Both

schedules are certified by each member of the Commission and one copy is also signed

by the Commissioner of Indian Affairs, and the Secretary of the Interior.



Affairs Group 75: Records of the Osage Agency – Registers of Letters Received (Indian

Office), 1880-1957

Registers of Letters Received (Indian Office): Oct. 1939-Dec. 1940

o Roll 21 is only available in this collection. Contact the National Archives-Fort Worth

Branch for the remaining collection.

o The registers are divided into chronological periods: 1880-1903, 1904-1914, and 1915.

Beginning in Feb. 1915, each register covers a period of approximately 2-3 years. Within

each period, entries are arranged numerically by registry number

o Registers for the letters received primarily from the office of the Commissioner of Indian

Affairs. The registers also contain some letters received from auditors and other officials

of the Treasury Department. The information given for each letter includes the date it

was received, a summary of its contents, and, beginning in 1915, the name of the

person responsible for replying and the date of the reply. Many of the letters registered

in these volumes are among the records described in entry 5. Most of the letters

received after 1915 are scattered throughout the records of the various divisions of the

agency. The register covering the period from 1880 to 1903 was begun in 1902.



Affairs Group 75: Records of the Osage Agency – Records Relating to Payments and Trust

Fund Management (1 of 6)

The distribution of money and supplies in accordance with the provisions of various treaties was one

of the primary responsibilities of the Osage agent during the 19th century. An act of Congress,

approved June 28, 1906 (34 Stat. 539), and subsequent legislation provided for the supervision of

the expenditure of funds held in trust for the Osages. The chief clerk of the Osage Agency was

generally responsible for supervising activities relating to the receipt and disbursement of

“Individual Indian Money” and trust funds. An Individual Indian Accounts Section was established

within the Administrative Division of 1925. Various units within the Welfare Division exercised some

supervision over the financial affairs of restricted Osages.

Osage Record of Deaths: 1906-1912

o Entries in the volume are arranged alphabetically by surname of the deceased. A record

of the names of deceased annuitants. The information given for each individual includes

date of death, annuity number, and allotment number

Osage Heirship Records: 1906-1912

o A handwritten record of the division of the “headright shares” of deceased allottees.

Information about each deceased Osage is entered on a separate page and includes the

deceased’s name, allotment number, date of death, names of heirs and the percentage

of the headright share received by each, and the heir’s relationship to the deceased. The

volume contains an alphabetical index to the names of the deceased.

o A record prepared on standard forms of the headright shares inherited by Osage

annuitants. The information given for each individual includes band name, allotment

number, year of birth, sex, date of death (where applicable), and the name and date of

death of individuals from whom shares were inherited. The record includes the

relationship to the deceased and, occasionally, references to correspondence with the

Commissioner of Indian Affairs. In those cases where the annuitant was deceased, the

records contain the name and roll number, date of birth, and percentage of the

annuitant’s headright share which was inherited by each heir.

99A – Osage Record of Marriage Licenses Issued by the Agent: 1901-1903

o Arranged chronologically.

o The record contains information about the bride and groom including their Indian and

English names, ages, whether the person is Osage Indian (full-blood or half-blood) or

white, names of parents, whether either person previously had been married, and their

allotment numbers.

99B – Osage Record of Births and Deaths: 1901-1920

o Arranged in categories of births and deaths and thereunder numerically by consecutive

number assigned to the new-born child or deceased person. The volume contains an

alphabetical index to the children and deceased Indians.

o The record contains information about each new-born Osage Indian, including the

child’s name, birthdate, gender, and parents’ names, ages, and whether the parent is

Osage (full-blood and half-blood) or white. The entries also contain references to a

family register which has not been located. The information about each deceased Osage

includes the person’s number on an unidentified family register, name, age, gender, and

marital status; date the death occurred; and name of the living relative who gave

information about the death and the relative’s relationship to the deceased.






99C – Register of Osage Families: 1905 and 1908

o Arranged chronologically and thereunder by family group. The family members are

assigned consecutive numbers.

o The manuscript register of 1908 and photostatic copy of a 1905 register contain

information about individual Osage Indians including their Indian and English names,

gender, age, and family relationship. The 1908 register gives an Indian’s marital status,

date of marriage, whether the person was married by clergy or magistrate, and his/her

parents’ names and assigned numbers if they are living Osages.

Affairs Group 75: Records of the Osage Agency – Records of the Osage Allotting Commission

(1 of 2)

The Osage Allotting Commission was organized on Aug. 14, 1906, in accordance with an act of

Congress of June 28, 1906 (34 Stat. 339) which provided for allotting land in severalty to the

members of the Osage tribe. The three member commission supervised surveys of the Osage

reservation, investigated claims of fraudulent enrollment, and conducted hearings on contested

allotments. Each of the 2230 individuals listed on the Osage tribal roll approved by the secretary of

Interior on Apr. 1, 1908, selected three 140 acre tracts. The remaining unallotted land was divided

equally among the 2230 enrolled members of the tribe which provided each individual with a total

allotment of approximately 657 acres. On Mar. 31, 1909, the commission was abolished by the

Secretary of Interior who directed the superintendent of the Osage Agency to take custody of the

records and complete any unfinished business. See entry 610 of Preliminary Inventory 163 for

reports of the commission and related enrollment records.

Osage Allotment Roll

o Arranged numerically by allotment number. The volume includes an index to the

surnames of allottees.

o A handwritten list of the names of Osage allottees. The only information contained in

the roll is the allottee’s name and allotment number. This volume contains only the

names of allottees 719 to 1434.

Osage List of Allottees

o Arranged by band and thereunder by family group.

o A handwritten list of Osage allottees. The information given for each individual includes

the person’s allotment number, name, age, gender, and family relationship and a legal

description of the person’s homestead allotment.

Osage Allotment Ledgers: 1907

o There is one volume for full-blood Osages and one for mixed-bloods. The names of full-

bloods are arranged by band and the names of mixed-bloods are arranged

alphabetically. The volume containing the names of full-bloods includes an index to the

names of children whose names do not appear in alphabetical order because they are

listed with a guardian.

o A record of Osages eligible for allotments. The information for each allottee includes

name, allotment number, gender, age, relationship to the head of the household, and

occasionally the legal description of the land allotted as their first selection.



Affairs Group 75: Records of the Osage Agency – Records of the Land and Realty Division

Survey Field Notes, 1870 (1 of 7)

The Osages purchased the Land for their reservation from the Cherokees in 1872 with title held by

the United States in trust for the entire tribe. Although individual ownership of Land was not

authorized until the allotment act of June 28, 1906 (34 Stat. 539), Osages were encouraged in 1890

to file claims to 160 acre homesteads. By 1894, the majority of the land on the reservation had been

claimed and it had become common practice for Osages to rent their Land to white farmers in

exchange for a portion of the crops raised. In 1902, a “division” consisting of several fulltime clerks

was established within the agency to supervise leasing operations. This unit increased in size and

assumed new functions as a result of the allotment act of 1906 which also authorized the sale of

“surplus land” under regulations prescribed by the Department of Interior. The designation of the

unit responsible for transactions involving real property varied periodically until 1942 when a Land

and realty Division was established. This division supervised the sale and exchange of property and

the issuance of leases, provided assistance in the payment of taxes, coordinated the issuance of

insurance, and participated in suits to partition property. The records described below have been

grouped by function or type rather than by the name of the unit responsible for their creation.

Field Survey Notes: 1870

o Arranged numerically by number of the range located east of the Indian Meridian and

thereunder by township number.

o Handwritten copies of notes taken by surveyors for the General Land Office,

Department of Interior, who surveyed the Lands north of the Canadian River and east of

the Indian Meridian in the Indian Territory. The surveyed lands were located in

townships 11-29 north, ranges 1-12 east, and eventually became the reservation of the

Osage tribe who were moved from Kansas to northern part of the Indian Territory in

1871. The only information given for each land subdivision is the legal description of the

land (range, township, section, and degrees), unusual landmarks, and a brief abstract of

the land’s condition and types of trees located within the surveyed area.

Introduction

Osage Indians, a remarkable people, wisely used the economic base of various localities during

several generations following their nineteenth-century removal from the rich alluvial lands of the

Mississippi-Arkansas confluence. By the early twentieth century, situated in the cross-timber zone of

northeastern Oklahoma, Osage people developed the cattle-grazing and oil-drilling potential of their

latest in a series of estates. As did the oil, headright royalties flowed while Osage Indians tried, in a

variety of ways, to adapt to the demands of the new order. In time, these Native American people

became victims of plots to divert the wealth of their nation.

Exact counts are difficult to derive, but during the early 1920s it was estimated that somewhere

between a dozen to two dozen Osage Indians were murdered or simply “disappeared.” As wards of

the federal government, their special status brought investigators from the Federal Bureau of

Investigation. It soon became apparent that Osage fears, widely shared among friendly whites,

virtually dried up knowledgeable sources. Moreover, Oklahoma county and state officials initially

were reluctant to cooperate with federal investigators. In what became one of its most celebrated

cases, the FBI – then simply the Bureau of Investigation – avidly pursued the Osage murderers,

eventually securing life-term convictions in state and federal courts.

The FBI’s Osage Indian murders files contain stores of data about life and attitude of Osage

Indians and their neighbors during the 1920s. The impact of oil wealth on northeastern Oklahoma is

clearly documented. Of equal interest is the operation of state and federal law enforcement

agencies in an era when, many assume, gangsters and bootleggers in major cities were society’s sole

villains. It is also evident from the Osage Indian Murders files that the FBI at all levels – especially

including the you director, J. Edgar Hoover – acutely sensed heinous injustice and were determined

to persevere in what became a most difficult task of investigation and prosecution. Sandbagged in a

host of brazen but ingenious ways, the FBI nonetheless persisted, fought, and defeated charges of

improper procedure and broke the congenial bonds of frontier silence to win convictions.

Scholars of the Osage people, modern Oklahoma, or early twentieth-century politics and law

enforcement will find compelling source material in the FBI’s Osage Indian Murders files. An even

wider audience will find in these explicit and well-ordered documents a first-rate murder mystery,

solved through unusual combinations of stealth, wisdom, and dedication – in short, one of the most

exciting yet demanding murder investigations ever operated by the Federal Bureau of Investigation!

Roughly, the Osage Indian Murders files are half investigatory, half prosecutor. For the most part,

documents bearing on investigation activities precede those related to various aspects of

prosecution. At the front of these files is a short compendium of newspaper clippings about the

murders and the FBI’s role in these cases. Most clippings are from Oklahoma newspapers; some are

from Washington, DC, newspapers. The final section of the files contains correspondence and other

material dealing with radio, film, and other popular communications forms as they worked with the

FBI to acquaint the public with this unusual story. Field reports; internal correspondence and

memoranda; correspondence with the Commissioner of Indian Affairs, Justice Department officers,

and Oklahoma state officials; witness profiles and associated prosecution documents; and other

matter related to investigation and prosecution form the bulk of the FBI’s Osage Indian Murders
