WIP is part of EERE’s balanced research, development, demonstration, and deployment (RDD&D) approach to accelerate

America’s transition to a clean energy economy.

• WIP’s mission is to catalyze the deployment of energy efficiency and renewable energy technologies and practices by a wide range of government, community, and business stakeholders, in partnership with State and local organizations.

• WIP supports DOE’s strategic objective to “deploy the clean energy technologies we have.” These typically near-term activities produce almost immediate results in

the form of greater energy efficiency, lower energy use, expanded renewable energy capacity, and economic development.

Weatherization & Intergovernmental Programs (WIP) Office

• State Energy Program (SEP): State-led energy projects serve as an important foundation for reducing energy use and costs, developing environmentally conscious state economies, and increasing renewable energy generation.

• Weatherization Assistance Program (WAP): State/local agencies carry out residential energy retrofits in low–income residences that reduce energy consumption while concurrently reducing energy costs for these families.

• Policy & Technical Assistance (P&TA) Team: Assists in developing tools and solutions to barriers facing state and local government expansion of energy efficiency policies and programs and replicating successful efforts demonstrated by public sector leaders.

WIP activities are focused in three primary areas:

State Energy Program (SEP) Update

• FY 2016 Formula Grants– FY16 SEP Annual Formula applications were due April 29, 2016 for states whose program year

begins July 1; All 42 states submitted their applications by the deadline and all 42 states received their awards on time and without conditions.

– Applications were due May 27, 2016 for states whose program year begins October 1; All 13 states submitted their applications on time. Applications are being reviewed and negotiation calls are being held.

• FY 2016 Competitive Awards– Selections Announced on August 22, 2016.

State Energy PlanningFacilitate interagency discussions concerning the future direction of electric power among other issues. States will pursue comprehensive energy planning to enhance energy reliability, energy efficiency, the integration of distributed renewable energy into the grid, and economic development and environmental policies. Awardees: HI, MN, NM

Opportunities for Innovative Energy Efficiency and Renewable Energy PracticesAdvance energy efficiency and renewable energy, including: working with utilities to advance energy efficiency and renewable energy generation goals; enabling financing mechanisms for public or private sector clean energy investment; deploying energy performance benchmarking and disclosure; standardizing evaluation and measurement and verification processes; and partnering with local governments. Awardees: AL, AR, CO (with MO), CT (with D.C., DE, NH, NY, RI, VT), IL, ME, NE, NY (with D.C., MD, MN), RI (with AR, MA, MO, OR), and VA (with D.C., MD)

Home also received insulation, storm windows, low-flow showerheads, LED bulbs and a refrigerator.

• In July, President Obama announced the Clean Energy Savings for All Americans Initiative to allow every American family to go solar and cut energy bills.

• The initiative includes technical assistance to LIHEAP grantees to increase their ability to use annual funding to support renewable energy deployment as part of weatherization.

• Renewable energy technologies are allowed under the list of approved measures in WAP, as per 10 CFR 440.

• WAP is coordinating with DOE’s Solar Energy Technologies Office, HUD, EPA and HHS to help address low-income and coordinate efforts to address low-income solar.

• The State of Colorado is first to install solar PV systems as part of WAP and several other states are exploring the feasibility of solar activities in their weatherization programs!

WIP’s Continued Partership with REEOs

Energy Data Collection and Tracking for Strategic Energy Management• MEEA continues to identify and engage with states and local governments on their energy data

management efforts. Technical support provided to the following jurisdictions: cities of Chicago, Evanston, Cincinnati, Ann Arbor, Columbus, Kansas City (MO), and Madison; State of Michigan; Minnesota PUC; and Cook County

• The REEOs collectively partnered with 13 public sector entities to enhance energy consumption and management tracking.

Energy Efficient Street and Outdoor Lighting• Development of LED Street Lighting Toolkit • Networking workshops for mid-size cities to advance LED street lighting, ESPCs, and energy

benchmarking • Multiple Demand Side Management (DSM) advisory groups to encourage utilities to develop opt-in

LED rates, update street and area lighting inventory, offer incentive programs, and incorporateLEDstreet lighting in DSM plans and rate filings prior to the plans being submitted to public utility commissions.

Increasing Investment in Clean Energy • On-bill financing in the rural electrical cooperatives.• Awareness of on bill financing, creating training materials and collecting lessons learned. • Targeted outreach and technical support to local governments on Commercial Property Assessed

• Will work over three years with state, regional, and local agencies that are engaging with water resource recovery facilities in their jurisdiction to accelerate a pathway toward a sustainable infrastructure of the future.

60+ remote Alaskan communities and native Alaskan villages pledged to reduce energy use by at least 15% (per capita) by 2020

DOE provided 13 successful applicants for TA engagements to gather baseline energy data and develop plans for energy efficiency projects.

Funding Opportunity Announcement for successful applicants to implement energy efficiency plans closed Aug 30th.3-5 applicants will be selected for awards up to $1 million (Up to $3.5 million total available funding).
