Government and Local Authorities YCDC construction permit approvals drop in November The Yangon City Development Committee (YCDC) issued 116 construction permits in November, 71 fewer than the 187 issued in October, according to the Engineering Department (Building). Approvals covered a variety of property types, including residences, restaurants, offices, hostels, dormitories, factories, warehouses, car showrooms, hospitals and schools. The list included a highrise building, the 12-and-a-half storey hospital in Sanchaung Township. November saw the lowest number of permits issued this year, and was lower than the 210 permits granted in November 2018. So far this year, an average of 230 permits have been issued per month. The graph below presents the number of permits issued by month in 2019 to date.

Myanmar Real Estate & Construction Monitor notes the trend in which Yangon’s outskirts generally receive a higher number of construction approvals, such as North Dagon, South Okkalapa, Hlaingtharyar and Thaketa, whereas construction permits for Downtown and central areas are lower. For example, South Okkalapa and Hlaingtharyar received 12 and 9 permits respectively in November.

Recent data published by the Internal Revenue Department on appraised values for land, housing and industrial estates shows that in Downtown and central areas, prices have dropped around 10% compared to the previous year, while prices in new townships in the outskirt areas have more than doubled in certain locations. The spike in new township appraised values may also be due to the uptick in new developments that have recently been completed or are currently being developed. Township B2B Q&A Part 2: Beca Myanmar’s Andrew Moraes on the prospects of the real estate market Beca is one of the Asia-Pacific’s largest design and engineering services consultancies, and has had a presence in Myanmar for 22 years. Myanmar Real Estate & Construction Monitor met Beca’s Country Manager Andrew Moraes, who recently sat on the panel of judges at the first ever PropertyGuru Myanmar Property Awards, to discuss the company’s work in the country.

In the first week of December, we discussed the company's operations and the business climate of the country’s real estate market. This week, we share Andrew’s insights on the challenges, opportunities and prospects of doing business in Myanmar.

Which market segments do you see growing fastest moving forward? How will Beca position itself to capitalize on these sectors?

Building is a broad market and all the sectors within it are doing very different things. We have seen large mixed developments stop, partly because the pricing of land is very high compared to 2013 and 2014 when prices were also high, but developments were still viable. We now see that land prices really need to come down for developments to be financially viable.

We are also not seeing as many high-end developments because that part of the market is saturated for that level of demand. The people who might buy half-a-million dollar condos may have already bought one, and the people who are going to buy are looking at Bangkok and Singapore as well. This dynamic is likely to stay for a while.

There will be movement in the premium affordable housing market on a modest scale. For international firms like Beca, we don’t have many opportunities to work on those projects and we are not actively pursuing them, our value comes in when projects are complex. There are quite a lot of local providers who provide those services at a level the market is comfortable with.

We see business hotels in Yangon being rather saturated. Outside of Yangon, infrastructure needs to improve because the numbers of tourists who can put up with bad infrastructure are limited. There is some year-on-year growth of tourist numbers, but they are still lower than 2015, which was also modest at about 3.5 million visitors to Yangon, whereas Bangkok has over 50 million.

So as a benchmark I think the growth we are seeing now is not representative of what Myanmar’s potential is as a tourist destination.

The potential is there, and developers who are pursuing hotels in regional areas are taking a long-term view or are passionate about the product.

We have done work for resort hotels in the south of Myanmar that are off-grid and really iconic, but there is not a pipeline of them because when investors look at a business case, without the strong infrastructure to support a decent flow of visitors, they just don’t see how they stack up against investments in Vietnam or the Philippines.

What are the benefits of investing in real estate/property projects in Myanmar?

It’s very difficult to talk about the sector in a homogenous way. A sector in a more mature market would have metrics that are usually uniform across the board.

However, in Myanmar buyers don’t neatly fit into a market model. Often you will have a developer who develops something without really understanding the market.

But because they are only developing 60 units they only need to find 60 buyers, so they don’t need to understand how an average investor from a pool of 20,000 buyers might behave.

When you have that dynamic and many individual developers who behave unpredictably, the aggregation of them is still too diverse to talk about as a sector.

In terms of the benefits, if you get the right opportunity and developer who have considered their market share and the long-term prospects of the development, then there are opportunities. But I don’t think you can blindly invest and expect a reasonable rate of return over 10 or 15 years as you would in a more mature market.

The opportunity that comes with an emerging market is still there but it is certainly not everywhere, there are plenty of pitfalls for an investor who isn’t prepared or willing to take the time to assess their investment.

What opportunities and challenges do you see in Myanmar’s real estate/property market?

There are opportunities to find undervalued developments that are cash poor but idea rich, there are more of those here than in a more mature market. The challenge is not being able to make any assumptions on the investment being made.

When will we see improvements and what needs to be done to make this happen?

There is a lot of legal and regulation reform needed, for instance the condominium law and its implementation is taking longer than expected, which has coincided with a drop in demand. If demand was constant, then you would definitely see more transactions where this law would have an impact.

Analysts claim there is an oversupply of hotel rooms in Myanmar. However, new hotel constructions are being planned, and Ministry of Hotels & Tourism data shows tourist arrivals is increasing year-on-year. How do you see the hotel market evolving?

You have to really study the markets separately; the business hotels such as Sedona, Inya Lake, Melia, Lotte and Novotel in mid-town offer quite a different experience than those hotels in Downtown. The hotels in Downtown are servicing businesspeople that are coming to Downtown offices.

The real consideration is, with traffic already so bad in Downtown and hotel occupancy at only 30%, if we were at 60-70%, it would start to have a real negative impact on visitor numbers because it would be impossible to get around.

It is hard to understand how Downtown will respond to an influx of hotel occupancy.

At the same time, if you look at Ngapali, Pyin Oo Lwin and Hpa An, there is a gap regionally between what hotel infrastructure exists and what you might expect, but there needs to be reliable transport to get people there. Commercial and Industrial Investment approval granted for office buildings in Bago Factory and office constructions received investment approval from the Myanmar Investment Commission (MIC) and Bago Region Investment Committee in December, according to the Directorate of Investment and Company Administration (DICA).

At an investment committee meeting, Golden Fuli received a $4.9m investment approval for constructing and leasing factories and office buildings at the i-Land Industrial Estate, Baw Nat Kyee Village Tract in Bago Township.

A JV investment proposed by Sun City Bago Industrial Land Development to carry out the construction and leasing of the factories and office buildings in BulaeInn Village and Warmayan Village in Bago Township also received approval.

Further information on the projects was not provided.

Myanmar Real Estate & Construction Monitor notes that Sun City Bago Industry Land Development and Golden Fuli are foreign companies that registered with DICA in October 2018 and December 2017 respectively.

Little information is publicly available about the companies.

Overview of industrial developments in Bago Region

Given Yangon’s high land prices and lack of available plots, many investors are eyeing suitable locations for industrial projects in nearby areas, including Bago Region. The region is home to an estimated 200 industrial firms.

The regional government has identified over 4,000 acres of land near Bago and Indagaw townships for industrial development.

At least a dozen plans for industrial zones in Bago have been publicly discussed.

However, MRECM notes only four projects are currently moving forward:

• Bago Industrial Zone in Bago Township

• Indagaw Industrial Zone in Indagaw Township

• Pyay Industrial Zone in Pyay Township

• I-Land Myanmar Industrial Park in Bago Township

This year, the following projects in Bago Region received investment approval:

• BMB Steel & Accessories received a $2.5m investment approval for manufacturing and sales of construction-related steel products in Bago Township

• Tet Nay Ayeyawaddy Group received a Ks37bn ($24.6m) investment approval for constructing, operating and leasing an industrial complex in Bago Township

• Bago Cheng Zhi Yuan Wood Industry received a $500,000 investment approval for plywood manufacturing in Bago Township

Government and Local Authorities YCDC issues 171 BCCs in November The Yangon City Development Committee (YCDC) issued 171 Building Completion Certificates (BCCs) in November, including for the three following high-rise buildings:

• 12-and-a-half storey building with one basement for offices and residences located on Min Ye Kyaw Zwa Road in Lanmadaw Township

• 12-storey building for offices and residences located on 45th Street in Botahtaung Township

• 33-storey Diamond Inya Palace Condominium on U Htun Nyein Street in Mayangone Township

Most BCCs were issued for projects clustered in Thaketa, South Okkalapa, North Dagon and Hlaingtharyar townships.

November’s figure was slightly lower than the 187 issued in October and also down year-on-year from the 185 granted in November 2018.

This year, January saw the highest number of BCCs issued at 216.

The graph below shows the monthly number of BCCs issued for 2019 to date.

BCCs cover property types such as residences, hotels, warehouses, offices, schools, factories, supermarkets, coffee shops, restaurants and tea shops.

Myanmar Real Estate & Construction Monitor notes the trend that Yangon’s outskirt areas generally receive a higher number of BCCs, such as Hlaingtharyar, South Okkalapa, Thingangyun and Thaketa, whereas BCCs for Downtown and central areas are lower in number.

The project will span 1,918 acres and feature fish farms, industrial enterprises, residences, and infrastructure developments including water and electricity provision. Housing will also be built for local people.

The project will be developed by GMD in a JV with Sweety Home Industry, Myat Noe Thu Construction and Khin Maung Nyunt Group under a 15-year investment plan.

GMD was formed as a consortium comprising Shwe Myan Aung, Lin Phyo Aung, Lin Sandar Aung, One Ship Distribution, Pyi Phyo Tun International and Aung Myat Phyo International.

Myanmar Real Estate & Construction Monitor notes GMD showcased the village development at the Myeik Investment Forum held recently. The project will reportedly receive technological assistance from Chinese, Thai, Japanese and Korean companies.

In May 2018, parliamentarians met with local people to gain their consent for the project. Taw Twin Kyi Village has over 100 households comprising 300 residents, most of whom are involved in fish paste production.

A Chinese company has also signed an MoU for an unnamed industrial zone development in the area. The project site is located on the other side of the creek and will include transport infrastructure, including a 609m bridge. The village development thus seeks to cater to workers of the industrial zone.

GMD registered with the Directorate of Investment and Company Administration (DICA) in May 2019. Brief profiles of the consortium’s entities follows:

• Shwe Myan Aung Company is a petroleum importer and distributor based in Yangon and Myeik

• Lin Phyo Aung, Lin Sandar Aung and Pyi Phyo Tun International import and export fisheries products and are based in Yangon and Myeik

• One Ship Distribution Company is a distributor of home paints, marine paints and fishing accessories, and is based in Yangon and Myeik

• Aung Myat Phyo International is involved in ship construction and fish grinding

The profiles of the JV companies are as follows:

• Sweety Home Industry is a major furniture distributor in Myanmar

Government and Local Authorities YCDC to take action on unauthorized buildings Legal action is to be taken against the owners of buildings constructed without permission in Yangon Region, Yangon City Development Committee (YCDC) official U Win Myint Than said as quoted by Global New Light of Myanmar.

The owners of the property would be subject to a fine. If construction is ongoing, it will be allowed to continue and the property would still be eligible for a building completion certificate subject to the fine being paid.

Win Myint Than noted some issues around ownership, such as when the owners of households perish, but do not make clear who inherits the property. He explained in such instances, fines would need to be paid at the same time as applying for ownership.

He added YCDC would rely on information from the public regarding illegal constructions. The committee would respond when letters of complaint are submitted for constructions that do not display green signboards, which signifies construction has permission to take place.

YCDC Engineering Department (Buildings) Head U Tin Maung Kyi also warned homeowners to be aware of YCDC staff applying extra “levies”, in which property owners should report the staff to the YCDC.

Tin Maung Kyi highlighted that the YCDC was making efforts to streamline construction permit issuance, saying YCDC had relaxed some rules and that permits would be issued within a week of the ownership being verified.

He added the online system to apply for a permit was now available through the YCDC website, so people do need to go to the YCDC office in person.

The figure was less than the 187 granted in October, and lower than the 2019 monthly average of 230 permits. November saw the lowest number of permits issued this year, and was lower than the 210 permits granted in November 2018.

Approvals covered a variety of property types, such as residences, restaurants, offices and factories.

Residential NYC resettlement to be complete by April 2020 The New Yangon Development Company (NYDC) is to finish up land resettlement for the New Yangon City (NYC) by April 2020, according to an 11 November land lottery event attended by Myanmar Real Estate & Construction Monitor.

NYDC has completed land allocation at RA-05 and now the land lottery is underway for RA-01, with 400 people, largely comprising farmers, entering the lottery.

Those selected will receive 20% of their original land size as compensation, an NYDC official said. As the land they receive will be urban as opposed to farmland, it will be of higher value.

The lottery is being held to determine who gets what land plot.

A certificate will be granted by the Yangon City Development Committee (YCDC) once the land is allocated and an application filed. The owners will then be free to manage, transfer or re-sell the land.

For RA-01 resettlement, 14 groups have been set according to the size of land owned:

• Group 1: 20’x60’ • Group 2: 40’x60’ • Group 3: 60’x60’ • Group 4: 60’x80’ • Group 5: 80’x80’ • Group 6: 100’x100’ • Group 7: 1-4 acres • Group 8: 4-8 acres • Group 9: 8-20 acres • Group 10: 20-50 acres • Group 11: 50-100 acres • Group 12: 100-150 acres • Group 13: above 200 acres • Group 14: under 20’x60’ The total land area that will be resettled covers 20 sq km.

Land lottery event held at PaYa Ngu Village, Twante Township

The latest market value for land in Twante Township is Ks35m ($23,231) per acre. The NYDC will announce other tenders related to transportation and energy through local newspapers.

Overview of New Yangon City

NYC is a new city development designed to accommodate Yangon’s rapidly expanding urban population and industrial growth.

It is part of the 2040 Yangon Masterplan drafted by the Yangon City Development Committee with assistance from the Japanese International Cooperation Agency.

NYC is located between Pun Hlaing River and the Twante-Yangon Canal as well as between the Hlaing River and Hlainghtaryar-Twante Road in southwestern Yangon.

According to the master plan, it is expected that 1.2m people will be living in NYC by 2050.

In March 2018, the Yangon Regional Government introduced a new company, the New Yangon Development Company with Serge Pun as its chairman, to oversee the development of the NYC project.

Government and Local Authorities Pride Myanmar Development pitches affordable housing project to YRG Local developer Pride Myanmar Development (PMD) presented on 13 December project plans to develop low- and medium-cost housing using foreign investment to the Yangon Region Government (YRG), according to a YRG Facebook post.

Further details about the project and investment plans were not provided.

The discussion was attended by YRG Chief Minister U Phyo Min Thein, Electricity, Industry, Transport and Communications Minister Daw Nilar Kyaw, YRG officials and PMD representatives.

Myanmar Real Estate & Construction Monitor notes that PMD also held discussions with the Naypyitaw Development Committee in April on plans to build affordable housing and related projects in Napyitaw. The project was also proposed to be funded by foreign investment.

Overview of affordable housing in Yangon

The YRG has often launched open invitations for businesses to invest in affordable housing projects.

Population growth in urban areas has increased pressure on the government to implement housing projects, particularly in the low- to mid-range segment, which developers are increasingly targeting.

According to the 2012 housing development plan, 1 million affordable housing units are to be built by 2030 across Myanmar, meaning 300,000 units would be built every five years. Slow progress to date has made this target increasingly ambitious, however.

Moreover, in an announcement in February, YRG's Chief Minister said the government was considering to reduce construction costs by dropping land prices to zero for low-income housing projects.

In September, Malaysia's Berjaya Land issued formal confirmation of the tender award from the YRG to build the Dagon Seikkan Smart City District project, which has been delayed for years.

The project is set to include nearly 4,000 units, which will be tentatively priced below Ks25,000 ($15) per sq ft and Ks10m ($6,320) for a 600 sq ft unit.

In addition, the Department of Urban and Housing Development (DUHD) is implementing affordable housing projects in Dagon Seikkan, Shwepyithar and Hlaingtharyar townships. Commercial and Industrial Uniho Tomosada proposes new city development in Bago Japanese developer Uniho Tomosada presented on 11 December a proposal to implement a new city project to the Bago Region Government (BRG), according to a BRG press release.

At the meeting, Uniho Tomosada Managing Director U Nay Myo Aung said the development would include industrial zones, roads, waste disposal sites and water treatment facilities.

Bago Region Chief Minister U Win Thein commented the project should link with the Asian Highway and other national development projects, adding that it should be beneficial for Bago River and Sittaung Canal watercourse maintenance.

No further information on the proposal was released.

Uniho Tomosada registered with the Directorate of Investment and Company Administration (DICA) in January 2017. Little further information is publicly available about it.

Myanmar Real Estate & Construction Monitor notes local and foreign investors are eyeing industrial developments in Bago Region, mainly due to high land prices and lack of available plots in Yangon. To date, the region is home to an estimated 200 industrial firms.

This year, various proposals have been submitted for industrial developments to the BRG, including from companies such as IME Property, Great Angel Company and Tae Kwang Myanmar Development.

A range of industrial zone projects are planned for Bago, and at least a dozen separate sets of plans have been publicly discussed in the media.

However, Myanmar Real Estate & Construction Monitor notes only four projects are currently moving forward:

• Bago Industrial Area comprising a foreign and local area in Bago Township

• Indagaw Industrial Zone in Indagaw Township

• Pyay Industrial Zone in Pyay Township

• I-Land Myanmar Industrial Park in Bago Township

Retail and Hospitality Super Seven Stars, Carrefour propose for Naypyitaw retail development Super Seven Stars International Trading and French company Carrefour Group have proposed a retail development under a JV to the Naypyitaw Development Committee (NPTDC), according to an NPTDC press release.

Company executives presented the plans to develop a supermarket. No information on the project timeline was provided.

Myanmar Real Estate & Construction Monitor notes that Naypyitaw’s real estate market has progressed slowly since the NLD came to power. No major real estate projects have been approved, with only a handful of proposals put forward for housing and entertainment projects.

In Naypyitaw, there are three shopping malls that are operational - Junction Naypyitaw, Ocean Supermarket and Capital Hypermarket.

Building Materials June Cement granted license to quarry limestone The Mon State government has granted June Cement Industry a license to quarry limestone until 2036, according to the Mon News Agency.

Limestone will be sourced from a site near Makro village located in the Mount Bayar-Daung area, Kyaikmayaw, Mon State.

The company has submitted an ESIA report to the Union Government regarding the operation. According to Mon State Natural Resources and Environmental Conservation Minister Min Kyi Win, the ESIA has yet to be approved.

Concerns, however, have been raised that the company will not actually quarry limestone but proceed with building a coal-fired power plant to power a nearby cement factory that June Cement is currently constructing.

Construction at the factory has been slow and only 15% complete as of May this year.

Mon State officials have cited problems concerning electricity availability as a significant cause for construction delays.

This has led to suspicions among local people about the intended use of the site, with a resident quoted as saying they received no response from June Cement when questioned about the limestone quarry. The content of the ESIA has also not been made public.

In 2016, June Cement received approval from the Myanmar Investment Commission to invest $471m in the plant that is expected to produce 5000 tons of cement per day. Transportation and Infrastructure Sein Lei Myaing Highway bus terminal 30% complete The Sein Lei Myaing Highway bus terminal is 30% complete as of 13 December, according to Myanmar Times.

The project, which received Myanmar Investment Commission (MIC) approval in early July, is being built on 9 acres of land in Thu Ka village, a village tract about 3km from the Myawady city centre.

Myawady is the second largest city in Kayin State, behind state capital Hpa-An, and is the main gateway for Myanmar-Thailand border trade.

The bus terminal is a component of a larger mixed-use development which was announced last year - the Sein Lei Myaing Mixed-use Development.

The project is to include a highway bus terminal and residential and commercial buildings. It has an estimated completion date of April 2021.

The project is being developed by Stepping Stone. Myanmar Real Estate & Construction Monitor understands the company is affiliated with the Karen National Union (KNU), an ethnic political organization, and its armed group the Karen National Liberation Army (KNLA). The company operates under Brigade 7 of the KNU.

Project details

The bus terminal, once complete, will include the following components:

• Two-storey bus gates (40ft x 25ft) for 54 bus lines

• Two-storey car gates (30ft x 15ft) for 50 small cars

• Multiple six-storey buildings, each comprising 100 to 200 units

The entire mixed-use project, taking into account the housing component, will cover 48 acres and include more than 10,000 residential units, a five-star hotel, guest houses, a shopping centre, a car service workshop and car park.
