In this week’s cover story, we were fortunate enough to talk exclusively to esteemed fi nance commentator Michael Pascoe about interest rates. Michael is visiting the Sunshine Coast in July, courtesy of the University of the Sunshine Coast, and will be speaking at the uni’s seminar, Understanding Contemporary Property, along with other key speakers. a home loan in the current economic climate is more like a day at the races than a business decision. And the only tip fi ltering through in a situation that is hanging in the balance is perhaps, maybe, possibly hold off a little longer on fi xing interest rates.

Th ere is also agreement that anyone planning to take out a home loan while rates are so low should carefully consider their choice, as they can easily be lulled into a false sense of security. If you can only just make the repayments on that new loan now, you should think again, as interest rates can’t fall much further and aft er that, they can only go up.

Right now, most home owners are opting for short-term gain on the variable rate and are not

rushing to lock in their repayments, despite fi xed interest mortgage rates being at their lowest in more than a decade. Whether or not they have missed out on the deal of a decade is yet to be seen.

According to the Reserve Bank of Australia, the cost of a three-year fi xed loan is “closest to its lowest level in at least 15 years” but with variable rates below fi xed rates and borrowers expecting further cuts to come, home owners are choosing not to fi x.

Th e four largest banks are charging an average of just under six per cent for three years

and half a per cent more for fi ve years, and there is speculation that their recent increase in fi xed

loan rates could signal that the fi xed rate market has already hit its bottom.

ANZ Bank chief Mike Smith is supporting the borrowers’ move to stick with the variable rates for

now, predicting that interest rates could continue to fall. He told an Australian Institute of

Company Directors lunch in Brisbane this month that while the offi cial interest rate was sitting at a 49-year low of three per cent, it could drop further, adding that he “wouldn’t be in a hurry” to fi x

interest rates. Finance commentator Michael Pascoe

describes it as “a delicately poised equation at the moment”.

“Th e best advice comes from the RBA, and in its quarterly statement, even it was

putting a bet both ways,” he says. “Th ere are a couple of clear messages, though, and they are that offi cial cash rates aren’t going up any time

soon and that the door has been left open for them to be cut further.

He adds, “Most banks are tipping cash rates to come down further yet. While there are some promising signs on the global economy, we are

still looking at rising unemployment and as it gets towards eight per cent, the RBA will want to be seen to be doing something.”

Michael says the consensus is that the cash rate could drop to two per cent or close to it, when it was already at almost an all-time low. “No one felt the last cut,” he says. “Th e banks kept most of it. To really be felt it needs to be 50 points, which means the RBA has only two shots left as it doesn’t want to go to a zero interest rate policy the way other countries such as the UK, the US and Japan have gone.

“It only has 100 points and it will need to use them judiciously.”

So, borrowers are asking themselves, to fi x or not to fi x? “I wish I knew,” Michael says. “If anyone tells you they know for sure they are probably lying.

“My view is to have a foot in both camps. In fi xing your mortgage, there is an element of insurance premium involved. It’s like taking out a bit of insurance that your repayments won’t go any higher and you are protected from a jump. If interest rates fall, then you have already paid your insurance. Right now, it’s a very diffi cult little bet. If anyone is so heavily indebted right now that the

diff erence of half a per cent is crucial, they are in deep trouble and need to sell up and get out of debt.

“Interest rates are so low that there should be plenty of buff er in borrowing. One of the fi rst things to warn home buyers is to make sure you can aff ord much higher interest rates than what you are paying now.”

He adds, “I don’t think they are going up any time soon, but they will in the future, so if you can only just aff ord to pay now, you could be in a lot of trouble in a few years’ time. Rising interest rates are a sign of a healthier economy than it is now.”

Wayne Slager of Your Loan Adviser in Buderim says a good reason to fi x your loan interest rate is not because you are setting out to get the cheapest rate on the market, but because you want to lock in costs so that you can budget with absolute certainty. “From a home buyer’s point of view, it gives comfort and peace of mind,” he says. “From an investor’s point of view, it is one more variable out of the investment equation.” As such, says Wayne, “I would consider fi xing at this time.”

He also believes it is a fantastic time for people to buy property. “Property is available at a reasonable price and interest rates are low,” he says.

“It’s a buyer’s market in conjunction with historically low interest rates, both fi xed and variable, so this helps people feel less concerned about what they choose. Th ere is also still a good demand for rental property and rental returns are good. Th e position is that people can buy good property in a good location with, in some cases, it being positively geared. Th at’s amazing.

“Now we have this fantastic opportunity, let’s fi netune it – variable or fi xed, you can have a bet each way for no extra cost so put a foot in both camps.”

Wayne believes that getting a loan is not like buying a cardigan from a department store.

“If you don’t like it, you can’t take it back, especially if it’s a fi xed rate, so my advice is, once you make a decision, look forward and don’t look back. A fi xed rate gives certainty, so just view it in the same way you would an insurance premium on which you hope never to have to make a claim.”

Wayne also advises caution when doing the sums on repayment while interest rates are so low. “If you do take a loan now, be sure that you can aff ord to pay a much higher rate than what you are paying, because one certainty is that it will surely go up in the future.

“If that is the maximum you can aff ord, you are had it. You must have a buff er between what you are paying now and what can pay in the end.”

Director of Eastern Financial Solutions Brad Nolan says each borrower’s situation is diff erent and while fi xed rates may work for some, variable rates may work for others. He adds that for anyone thinking of fi xing, now could be the right time to do it.

“Unless there is an understanding put in place between the major banks, the Federal Government and the Reserve Bank of Australia, to pass on any possible future interest rate cuts, the Reserve Bank may be inclined to leave interest rates where they are, which could mean rates will not go any lower,” he says.

“Personally, I am holding out for further cuts later in 2009, but no one really has a crystal ball.”

It all starts at the Reserve Bank of Australia, which, as well as being the Federal Government’s banker and foreign reserves manager, tells the Mint how much money to make and controls how much money circulates in the economy.

Keeping an eye on the state of the economy, the RBA regularly reviews interest rates, adjusting them in an effort to keep infl ation low and stable. It releases money to fi nancial institutions, which pay interest for use of the RBA’s money. The offi cial cash rate sets how much interest they will pay to the RBA.

Interest is the cost of money, plus risk, plus profi t and this is all taken into consideration when the banks make home loans. The interest rate to you is decided by what banks must pay the RBA, plus allow for their risk and profi t. And these are risky times.

The RBA will respond to the economic times and adjust its rates – and ultimately yours – to infl uence infl ation, the currency’s stability, employment, the CPI and retail sales levels. It drops rates to encourage spending or increases them to slow infl ation.

Since last September, the offi cial cash rate has fallen 4.25 percentage points to its lowest level in almost 50 years – from 7.25 to three per cent.

The RBA says that unlike many countries, most of this reduction has been passed on to borrowers.

Basic variable • This is the no-frills lowest interest rate available.• Terms are usually 25 to 30 years.• Can attract monthly fees.• Most will allow extra repayments.

Standard variable• This is the most popular mortgage.• The rate is higher than the basic and repayments

go up and down with market movement.• Can incorporate benefi ts including free savings account, credit card and offset.• Terms are usually 25 to 30 years.

Fixed rate• The interest rate is fi xed when you sign up. Terms are usually one to fi ve years but can be extended.• Most lenders allow extra repayments, but will not

allow redraw until the fi xed rate term has expired

Changing the terms of your loan can be a costly exercise, and each fi nancial institution varies slightly in the fees charged for changing a loan from variable to fi xed, and from fi xed to variable. It is advised you consult your fi nancial institution for information about the costs incurred for changing your loan.

Own your home sooner

Th e simplest way to reduce your home loan is to pay a bigger deposit when you buy your home in the fi rst place. If you are yet to buy a home, start saving the deposit as soon as possible – these good budgeting habits will also help you once you do have a mortgage. If you have a loan, reassess if it is still the right one for you. Does it let you make extra repayments or will you be penalised for paying it off early? Are you paying for features you just don’t need or do you need more

fl exibility? Consider consolidating your accounts to save on fees. Talk to your lender to get answers to these questions

and to fi nd out about ways to save money on your loan.

A redraw facility allows you to make extra payments and then withdraw them if you need to. Th at means you can put your ‘rainy day’ money into your mortgage, knowing you can get it out again or leave it there to pay your loan off sooner. You can use a redraw to save money for a car or a holiday. Loans with this facility are becoming common, but be careful that you don’t end up paying more for the privilege. Remember that redraw facilities oft en come with a fee for each withdrawal, and there’ll be a limit on how much you can redraw and how many times a year you can use it.

An easy way to make extra repayments on your loan is to take your monthly repayment, halve it and thenpay that amount each fortnight. Because there are 26 fortnights but only 12 months in a year, paying fortnightly equates to making an extra month’s repayment every year. Over the years, these extra repayments will build up to thousands of dollars saved and years shaved off your loan. Small lifestyle changes, like not buying lunch and making your coff ee at work rather than heading to the cafe for a caff eine fi x, can save $20 or $30 a week. It seems small, but pop that on your loan and you’ll notice a diff erence in the long run.

How do the interest rates on your chosen loan compare to others? You might be able to save thousands on your loan if you opt for one that has a competitive rate. But be careful – ‘honeymoon’ or ‘introductory’ loans might sound good, but the savings tend to be short-lived, and when the honeymoon is over, you could be stuck with an expensive loan. When shopping around for a loan, look at all types of lenders, such as credit unions, building societies, banks and non-bank lenders. Mortgages with the lowest rates of interest may not be the most heavily promoted, and mortgage brokers might not off er all of them. You have to shop around yourself and not rely solely on the experts’ advice.

A mortgage off set can save interest on your loan. With an off set, your mortgage is linked to a savings account where your pay and other cash can be deposited and from which you withdraw money to pay bills. Th e cash in this account ‘off sets’ your mortgage and you pay the interest on your loan amount, less the cash amount in the account. For example, if you pay interest on a $300,000 loan and you have $10,000 sitting in your off set account, you’ll only pay interest on $290,000. Mortgage off set loans can attract a higher interest rate and may come with charges. A 100 per cent off set means your cash earns the same rate of interest as you pay on your loan, but many off sets are partial. Be sure to crunch the numbers to see if you can deposit enough so that the off set will be worthwhile.

Leaving your payments unchanged when interest rates fall is a form of enforced saving and a terrifi c way to get

the loan paid off fast. If you have a variable loan, check with your lender to see whether it

automatically reduces your minimum repayment when interest rates fall. If

it does, you can nominate a higher repayment amount or ask the lender to leave your repayment

unchanged, so the fall in rates helps reduce your loan term,

instead of your repayment.

If you fi nd a better deal on a mortgage than the one you have, you might want to consider refi nancing. But before you do anything, be sure that you will be better off with the new loan by taking into account the costs associated with switching. Th ese may include termination fees for

exiting your loan early. And don’t forget the fees and costs associated with the new loan, such as

application and legal fees and stamp duty. Before refi nancing, ask your current lender if it can

match the best deal you can fi nd or off er you a better one. If you do change, ask the new

lender to waive the fees to secure your business. But avoid brokers or sales staff who

try to pressure you into switching loans – they might not have your best interests at heart.

Most mortgages on a home require the borrower to pay the loan’s principal and interest. In a typical 25-year mortgage, for the fi rst several years, most of your payments go to pay off the interest. So any extra payments you make in this time will greatly cut your interest bill and shorten the life of your loan. If you are still in the early days of your mortgage and you get a Christmas bonus or an unexpected tax cheque, put it straight on your loan. First though, check if you are allowed to make extra payments, and if there are any fees for doing so. If you can and the fees for paying off your mortgage early are low, this is a great way to shorten the life of a loan and save you money.

Last week My Property Review brought you the fi rst part in a series on the historic Grigor farm near Maleny. In this second and fi nal installment, Dorothy Drane looks at the farm’s future and the opportunities it offers to buyers.

Land aheadIt’s the end of an era for the Grigor

family, which, aft er fi ve generations working the land on their Conondale

Valley farm, are selling up and moving on. Aft er the State Government resumed a

40,000-acre lease the family had held for more than 100 years, their days as farmers are now over.

Arguably the largest private landholding on the Sunshine Coast, Maleny Valley Station is 3000 acres of gently undulating clean country on the Mary River, which commands views of the Conondale State Forest and National Park.

The good woodWhether you’ve pulled back the carpet in your old beach house and discovered wooden fl oors beneath, or you’re building a new home and want a classic look, timber fl ooring is a stylish and timeless option. We give you the lowdown on timber fl oors.

It set off the bright orange Laminex bench and lime green plastic door knobs quite nicely. In the late ’70s and ’80s, we saw the emergence of cork fl oors and then later, slate. Step into the ’90s, and home owners embraced terracotta tiles and woollen carpets. Timber fl oors, however, survived these trends and remained an option of choice throughout the decades.

Many renovators of older homes have peeled back the carpet or lino to discover structural timber fl oors beneath. If you are one of these lucky people, you may need only to sand and polish to get your attractive traditional timber fl oor. If you are building a new home you can opt to include a structural timber fl oor, but if you are renovating a home with an existing fl oor that isn’t timber, you’ll have to go for a fl oating or other type of fl oor. As timber is a natural material, it can warp and change over time, so structural timber fl oors should only be laid by a professional. If you’re conscious of the environment, make sure your fl oor comes from plantation timber.

A traditional structural timber fl oor is what most of us would imagine a wooden fl oor to be, but other types and styles of fl ooring come under the banner of a ‘timber fl oor’. Th ese include fl oating timber fl oors, which, unlike structural fl oors, aren’t attached to a

subfl oor system but over the existing solid fl oor. Floating timber fl oors can be placed on any existing fl ooring, such as structural timber fl oors, concrete, tiles or plywood. An underlay is put down before installation for noise insulation, so this type of fl oor is great for multi-storey homes or units. If you are laying this fl oor yourself, you’ll need to make sure the ground underneath is fl at and level. Th ese timber fl oors are usually a layer of wood that has been glued to high-density fi breboard. Many fl oating fl oors come pre-coated so you don’t have to worry about coating them aft er installation, but because they are made of real timber, you can sand and refi nish them in the future.

Laminate or ‘faux’ timber fl oating fl oors closely resemble the real thing, but they are oft en cheaper than timber fl oors and very hard-wearing. Th is type of fl oor is pretty easy to lay yourself. Just be sure that you are happy with the look of laminate – you want to be sure that it really does look like

the real thing. A decent laminate fl oor should be wear, scratch, stain, fade and indentation resistant, making it great for families with pets and kids. Some laminate fl oors are glued to the structural fl oors, while others come like fl oating fl oors, which are tongue and groove and click into place, and can be removed and reinstalled in another room.

Th e look of your fl oating or structural timber fl oor can be changed by the colour it is stained, the timber used and the style of it. Many timber fl oors are tongue and groove, so that they lock together when they have been laid, but another method is parquetry fl ooring. It is a more decorative method of laying fl oors, and is good for high-traffi c areas – if a section is damaged it can be easily replaced. Th ere are many patterns to choose from,

though some suppliers will let you create your own. Parquetry fl oors are striking and make a much bigger statement than the more natural timber fl oors.

Bamboo is a renewable resource that grows faster than timber and because it doesn’t expand or contract like timber, is much more stable. Bamboo fl ooring is pre-fi nished and there are a range of style and colours on the market. Like fl oating timber fl oors, bamboo can be installed over existing fl oors.

If you think of macramé and fondue parties when you think of cork tiles, think again. Like timber, cork is a natural fi bre and like lino it has come a long way since the ’70s. Cork is a soft er, warmer fl oor covering than traditional timber, and is easy to clean and maintain.

Th ere are many DIY options when it comes to timber fl oors, so if you are going to lay this fl oor yourself, it pays to research. Be absolutely sure that the fl oor you choose is right for you and you have the skills to get it right. Even if you do hire a professional, though, a little homework is required. Make sure the person you hire has the experience, qualifi cations and recommendations.

QQQQI want to add a bar to my games room. I have a pool table and plasma already and there’s the perfect spot in the corner for a bar, but I don’t know where to start. Do you guys have any tips on adding a cheap bar and any other features to make my games room really great?Scott, Kuluin

Jade’s response: It depends whether you want to construct it yourself or not. I have seen some really cool freestanding bars at op shops from time to time and this is a good option if you’re looking to do it on the cheap. You can get them in timber and there are also some good retro ones around. Otherwise you can pre-buy them from some furniture stores, especially those stocking Indonesian timber furniture. If you want a deluxe bar, you’ll need to call in a plumber to get some running water and drainage for a sink and possibly an electrician if you’re wanting a bar fridge. Good lighting is a must and I don’t think you can’t beat the classic look of a mirrored wall behind the bar with

glass shelves to rest liqueurs on. Bar stools are also an important part – make sure you consider the right heights and be sure to fi x a foot rail to the bottom of your bar. Also be sure to allow adequate room behind the bar so it doesn’t get cramped. If it is a freestanding bar that you are attaching to a wall, fi x it so if you sell the house, you can take the bar with you!

Todd’s response: Scotty this is magnifi cent news. A bar at your place – certainly something that needs plenty of planning and cannot be rushed. Firstly I think you should start with the research department. Get yourself a digi camera, pick a team of professional researchers (ie your buddy Craig – everyone knows a bloke called Craig) and your brother-in-law, call up the courtesy bus for your local and get cracking! In my estimation you will need to go ‘on location’ to at least two dozen pubs over a two-day period, taking photos of the main bar, the betting facilities and the bistro. Once you’ve eaten 10 times your body weight in

Dave’s response: Hey Scotty, great to hear you’re ready to take the next step and make your life complete by adding a bar to your games room. Many years ago I faced a similar problem, except I was adding a games room to my bar. When doing any DIY project it’s important to cut as many corners as you can, so go the cheap and easy option. Or as we like to call it ‘the Charmyne Palavi’. And just like Charmyne, get it knocked up quickly. Th e

longer it takes, the more it cuts into your drinking time. Keep an eye out for a couple of secondhand 180-litre fridges. Th ese will become the ‘legs’ of your bar. Drop a garden paver on to the top of each fridge and then lay a piece of trestle or solid timber down to connect the two and there you have it, the cheapest and easiest bar on the Coast. Have fun holding court, Scotty. Your honour, may I approach the bar?

Quick and easy timber f oors

T hese stunning Ausgum timber tiles are a very quick and easy way to transform any outdoor

or indoor area. Made from mixed Australian hardwood timber, the tiles will easily go over the top of most level surfaces, proving to be a very quick and easy alternative to decking – especially if you’re dealing with an area with a restricted height. Th e tiles easily lock in place with a plastic connector and you can create a range of crisscross patterns or lay them in a

line like traditional decking. You can always replace or re-lay them and even take them with you if you move house. Th e tiles come in a pack of four (each 495 x 495 x 30 millimetres high) and retail for around $89 for the pack. Visit your nearest Bunnings store to fi nd out more.

KNOW OF A DIY BLUNDER? I was quite amused watching my very un-handy husband’s attempt at building a brick mailbox for our family home. He was adament it was going to be really easy, and in typical ‘male’ fashion, he decided not to read the instructions on the concrete bag properly. His fi rst attempt saw him mix the quick-set concrete in my laundry bucket but it went off in minutes (was for posts I think) before he could use it. I now have a bucket full of concrete with a big stirring stick poking out of it. He stormed off to the hardware store to buy a different concrete and this time failed to read the instructions – again. Turns out he had too much water in the concrete, which wasn’t apparent until the weight of the bricks started to push the concrete out from between each brick. Stockland’s regional manager for the Sunshine Coast, Nick Wellwood, says the latest packages represent excellent value for some of the Coast’s most desirable addresses.

Nick says Stockland’s fi nal land releases for the current fi nancial year are selling quickly with packaged home and land solutions especially popular. “While there has been a strong focus on fi rst-home buyers in the property market, we are also seeing demand from second- and third-home buyers looking to upgrade their homes,’’ he says.

“Th e current low interest rates and excellent product choices mean it is not only fi rst-home buyers who are enjoying great buying conditions at the moment.
