This is in contrast to the decision by the councillors in the October full board meeting last year, when they agreed unanimously to revoke the development order for the project Some coundllors felt that this latest meeting was not conducted in a fair manner as some could not attend the meeting due to short notice. "We were only informed of the meeting a day earlier and in the end, four councillors were absent "After only a brief discussion, 11 attendees voted in favour of the can- cellation while 10 others objected," a councillor, who wished to remain anonymous, said. Another councillor said the council sent the notice of the meeting via email less than 24 hours before the meeting. "Standing Order 6 spedfies that the councillors must be served a physical copy of the notice more than 24 hours before the meeting. "Furthermore, the title of the notifi- cation was 'ordinary meeting' (mesy- uarat biasa) and there was no indica- tion of the issues that would be dis- cuSsed and certainly no mention that a voting would take place. The USJ 6 residents had also said that the land was designated for public amenities when they bought the hous- es in the early 90s. The proposed nine-story commer- cial tower project on the 035ha land is a joint venture between TM Facilities and developer Pujangga Budiman Sdn Bhd. Since June 2008, the residents, have been objecting to the project as it . lacked sufficient infrastructure and it . would cause traffic congestion. They were dismayed when the approval for the project was granted by the State Planning Committee in March last year. The MPSJcouncillorsthen agreed to revoke the development order but residents were informed that the State Planning Committee has yet to endorse MPSJs dedsion at the State Appeals Board on Dec 21. In the April full board meeting, councillor Pooi Weng Keong (DAP) brought up the issue of being informed about the special meeting at the elev- enth hour. Another councillor Chang Kim Loong (NGO) submitted a petition signed by 13 councillors to have anoth- er special meeting to discuss the issue again and have the earlier meeting declared null and void. "HE first phase of the upgrad-ing works on the Puchongstretch of the Damansara-

Puchong Highway (LDP) is onschedule and is expected to becompleted by the end of2011.

It is part of the RM300milupgrade plan by highway conces-sionaire Utrak to mitigate the con-gestion at critical points caused byrapid development.

In Puchong, the non-toll trafficon the LDP has increased by ten-fold, from about 40,000 in 1999 to400,000 in 2010.

"Since 1999, there have been 20

major developments (spanningover 4O.5ha or comprising morethan 500 units) and 15 mediumdevelopments (less than 40.5ha orfewer than 500 units) in Puchong.

"In total. the developments havecontributed 85,000 residential

units and 17 million sq ft of com-merdal space while 40,000 moreresidential units and 2.35 million

sq ft of commercial space areexpected in the next three to fiveyears," Litrak CEO Sazally Saidisaid.

Thus, upgrading works are time-ly to cushion the impact of the rushhours traffic jam

For now, the works, which beganlast September, are concentratedon the stretch between thePuchong Intan Interchange andKampung Barn Interchange.

The three major enhancementprojects are the construction of asouthbound mainline ramp at the

For a jam-free journey: A 100m ramp will be constructed here for traffic heading towards Puchong Perdana and Putrajaya.

Puchong Intan Interchange,improvement on the PuchongPerdana traffic intersection and

widening works on the mainlinebetween the Puchong PerdanaInterchange and Kampung BarnInterchange.

"Currently, at the Puchong IntanInterchange (where Tractors islocated), the traffic heading

towards Puchong Perdana andPutrajayaare sharing the road withlocal traffic heading towards JalanPuchong and Hicom, Shah Alam.

"A 700m two-lane ramp will be built

from the Puchong Intan Interchange to

the Puchong Perdana Interchange,while the existing roads will be wid-ened," Sazally said.

As for the Puchong Perdana intersec-tion' Utrak will be providing an addi-tionallane (slip road) each from LDP(from both north and southbound)heading towards Persiaran PuchongPerdana.

Persiaran Puchong Perdana will bewidened, too.

Sazally hoped the Puchong trafficwould be eased following the upgrad-ing works.

"While the upgrading works aregoing on, we will impose some trafficdiversion for better traffic manage-ment.
