TheMontereyBayRegionalClimateActionCompact(Compact)isaconsortiumofgovernmentagencies,educationalinstitutions,businesses,non-profitsandnon-governmentalorganizationscommittedtoworkingtogethertoaddressglobalclimatechangethroughlocalinitiativespromotingeconomicvitalitywhilereducingenvironmentalimpactsfortheMontereyBayregion.
FirstsignedinSeptember2007,theClimateActionCompactrepresentsaregionalcommitmenttocollaborativeleadershiponclimatechangeandgreeneconomicdevelopment.Theoriginalagreementwassignedby:

In2011,theClimateActionCompactexpandedtoincludetheCountiesofMontereyandSanBenito.TheClimateActionCompactnowcomprisesrepresentativesfromacrossthe21jurisdictionsoftheMontereyBayregion,variousregionalbodies,localbusinesses,non-profits,educationalinstitutionsandotherorganizations,committedtotakingmeaningfulactionagainstthecausesandimpactsofclimatechange.
TheClimateActionCompactisproudtocelebrateadecadeofcollaborationfortheclimateintheMontereyBayregion.
1 BackgroundOnSeptember27,2006,theCaliforniaLegislaturepassedAB32,theCaliforniaGlobalWarmingSolutionsActof2006.ThisgroundbreakinglegislationlaunchedCaliforniaintotheforefrontof

globalClimateleadership,asthefirstsuchpolicyinthecountrytotakeacomprehensiveandlong-termapproachtoaddressingtheimpactsandcausesofclimatechange.Thelawrequiresareductionongreenhousegas(GHG)emissionsto1990levelsby2020andauthorizedCaliforniaAirResourceBoard(CARB)todevelopregulationstoachievethesereductions,throughstrategiesoutlinedintheirClimateChangeScopingPlan.ThePlantargetsemissionsfromvirtuallyallsectorsoftheeconomyandincludesavarietyofapproachesincludingmarketmechanisms–thefoundationforCalifornia’scap-and-tradeprogram—aswellasplanning,policies,directregulation,incentivesandvoluntaryefforts.
Tenyearsafteritssigning,CaliforniapassedSB32,whichextendsAB32andsetsa2030goalofreducingemissionsby40%below1990levelsby2030.ThebillsignedonSeptember8,2016,setsthemostambitiousGHGreductiontargetsinNorthAmericaandestablishesthemoststringentrestrictiononshort-livedclimatepollutantslikeblackcarbon,methaneandhydrofluorocarbons(HFCs).ForadditionalinformationregardingCaliforniaclimatechangelegislation,visit:http://www.climatechange.ca.gov/state/legislation.html
2 StrategicObjectivesFollowingthepassageofAB32,localgovernmentsintheMontereyBayregionworkingincollaborationwithlocalnon-profitEcologyAction,begantoexplorewaysforourregiontorespondtotheserequirementsandrampupeffortstoaddressthechallengesposedbyclimatechange.ThisdialogueresultedintheClimateActionCompactof2007.
InsigningtheClimateActionCompactin2007,regionalpartnersjoinedtogethertotakemeaningfulactionagainstthecausesandimpactsofClimateChange.Onethefirstofitskind,theClimateActionCompactdemonstratedregionalcommitmenttoclimatecollaboration,replicableprojectadoption,andmutualsupport.ByleveragingthecollectiveefforttheCompact,membersbenefitfromsharedbestpractices,exposuretosuccessfulprojectmodels,andopportunitiesforimprovedoutcomesthroughjointimplementation.
TheCompactworkstosupportthefollowingoverarchingstrategicobjectives:
1) ReduceRegionalGreenhouseGas(GHG)Emissions
2) IncreaseClimateChangeEducationAwareness
3) AdoptStrategicClimateChangeAdaptationPoliciesandPrograms
4) PromoteEconomicDevelopment,JobCreation/RetentionthroughSustainableEnvironmentalPoliciesandPrograms
In2013,TheOffsetProject(localnon-profit)andEmergingEcologies(localenvironmentalconsultancy)assumedadministrationasChairsoftheCompact.TheCompactmeetsquarterlyeachyearandhostsperiodicClimateSummitstoshowcaseregionalaccomplishmentsandsharebestpractices.Bytheendofthisyear,theCompactwillhavehostedthreeClimate

Summits(2010,2013and2016).Additionalworkshops,webinarsandeventsareofferedbasedontheneedsoftheCompactmembersinlinewithadoptedstrategicobjectives.
In2010,SummitattendeeshelpedtoidentifypriorityprojectsservingasstrategiestoguideCompacteffortsinsupportofthesefourobjectives.Compactmembersreviewprojectsannuallyandmakeadjustmentsaccordingtocurrentneedsandopportunities.Alistofthesestrategies(priorityprojects)ispresentedinAppendixA.
3 ScopeThisexecutivesummaryprovidesacondensedsamplingofprojectsandinitiativescraftedforthepurposeofthe2016ClimateSummit.Theseinitiativeswillbefurthershowcasedinafullreport,scheduledforreleaseinearly2017.
Thereportperiodconcentratesoneffortssincethe2ndCompactSummitinMay2013.ThedocumentincludesavarietyofprojectsbeingundertakenbytheCompactanditsmembersinsupportofourobjectivesandstrategies.ThereportisnotintendedtobeacomprehensiveaccountingofallclimateactivitiesoccurringthroughouttheMontereyBayArea.Whereappropriate,metricsarepresentedbasedonthebestavailabledata,asprovidedbyeachreportingentity1.
DuringthereportingperiodtheCompactstrategicallyfocuseditseffortsontworegionalstrategiesidentifiedashavingthemostpotentialtosupporttheCompact’soverarchingobjectives.Theseincluded:

Î CommunityChoiceEnergy(Aggregation).
MontereyBayCarbonFund(MBCF)wasidentifiedbytheCompactasapriorityprojectbecauseofitsregionalfootprint,itsofferingofbothvoluntaryandcertifiedoffsets,itsnon-profitstatus,anditsabilitytocirculateindividualandbusinesscontributionsintolocalemissionsreductionsprojectswithtangibleandvisibleresultsrighthereinourlocalcommunity.ThesequalitiesmakeitwellsuitedforitsroleasCompactfiscalsponsor,andprovideopportunitiesforallCompactmemberstobenefitfrompotentialprojectimplementationwithintheirjurisdictionsandinlinewiththeirlocalizedneeds.TheMBCFinvestsinlocalprojectssuchassolarphotovoltaic(PV)systems

andelectricvehiclechargingstationstoboosteconomicdevelopment,reduceGHGemissions,andcontributetolocalgreenjobcreationandworkforcedevelopment.
WiththecompletionofvariousemissionsinventoriesandClimateActionPlansthroughouttheregion,dataindicatedthatthetwoprimarycontributorstoemissionswithintheregionwerecomingfromTransportationandtheBuiltEnvironment.Astransportationemissionsarebeingtargetedbyregionaltransportationandplanningagencies,theCompactagreedthatactioninthebuiltenvironmentwasahighlevelpriorityfortheregion.TheCompactidentifiedCommunityChoiceAggregation,nowreferredtoasCommunityChoiceEnergy(CCE),ashavingahighpotentialforreducingGHGemissionsinthebuiltenvironment,basedonothersuccessfulmodelsbeingimplementedinMarinandSonomaCounties.TheCCEmodelallowscitiesandcountiestocombineitsresidential,business,andmunicipalelectricityloadsandtopurchaseorgeneratepoweronbehalfoftheregion.Suchprogramsgiveconsumersachoiceinwheretheirenergycomesfrom,howmuchofitisrenewable,andhowrevenuesfromenergysalescanbeeffectivelyreinvestedbackintothecommunitythroughcomplementaryprograms,localcleanenergydevelopment,greenjobcreationandlowerratepayerrates.
Inresponse,theMontereyBayregionbeganaprocesstoexplorethefeasibilityandbenefitsofsuchaninitiativeforourregion,withall21cityandcountyjurisdictionspassingresolutionsto
formtheProgramDevelopmentAdvisoryCommittee(PDAC)andcompleteafeasibilityTechnicalStudy.TheCompactplayedacentralroleintheinitialformationofthePDAC,supportingthepassageofthese21resolutionsbydeliveringpresentationstoCityCouncilsandBoardsofSupervisors,andcontributingtotheoveralleffortledbyCompactmemberCountyofSantaCruztosecurethe$397Kingrantandindividualcontributionswhichmadethestudypossible.ThisregionalinitiativeisnowknownasMontereyBayCommunityPower.
Thestudy,completedinmid-2016,demonstratedbetterthananticipatedresultsGHGemissionsreduction,at-
parityenergyrates,localrevenuegenerationandjobcreationpotential.NegotiationsarecurrentlyunderwayastheregionconsidersthepotentialformalformationofanewlocalJointPowersAgency(JPA),whichcouldinitiatetheCCEasearlyas2017.AsofOctober2016,eighteenofthe21jurisdictionshaveeitherpassedResolutionsofIntent(8),orplacedtheitemonaCouncil/Boardagendaforconsideration(10)duringthemonthsofOctober-December2016.Thecompletetechnicalstudyisavailableat:http://montereybaycca.org/

4.1 LocalizedCarbonFundsTheregioncurrentlyoffersthreeCarbonFundsprovidingorganizationsandindividualswiththeabilitytooffsettheircarbonfootprintwithlocalizedcarbonoffsettingprojects.EachCarbonFundprovidesaslightlydifferentmodelforfundingand/orprojectinstallations,althoughallthreesubscribetothesamebasicconcept:contributionscollectedfromorganizationsorindividualsareusedtooffsetGHGemissionsthroughtheinstallationorimplementationoflocalized(GHG)emissionsreductionsprojects.
4.1.1 CityofWatsonville–WatsonvilleCarbonFundIn2015theCityofWatsonvilledesigned,developedandapprovedanewCityordinancetoestablishtheWatsonvilleCarbonFund,asthe1stsuchprogramtobeinitiateddirectlybyalocalgovernmentintheMontereyBayarea.TheFundisimplementedbyPlanning&Buildingbyapplyingaportionbuildingpermitfees(50%ofnewdevelopmentpermitfeesor30%foradditionsoralterations),intoemissionsreductionprojectsimplementedwithintheCityofWatsonville.
4.1.2 TheOffsetProject(TOP)–MontereyBayCarbonFundTOP’sMontereyBayCarbonFund,offerscertifiedandvoluntaryoffsetsfromcontributionsmadebyindividuals,businessesororganizationsthroughavarietyofserviceoptions.DonationstotheMBCFhavetheaddedbenefitofbeingtax-deductible.Projectsareimplementedinthetri-countyMontereyBayregion.
4.1.3 UniversityCaliforniaatSantaCruz(UCSC)–UCSCCarbonFundTheUCSCCarbonFundisincorporatedintostudentfeesandmadeavailablebacktostudentsandthecommunityforspecificprojectsintheformofgrantsfunding.Thefeeiscurrently$3perterm.ProjectsareimplementedontheUCSCcampusorsurroundingcommunityandoffereducationalbenefitstostudents.
4.2 DevelopModels,LeverageExistingResourcesandShareBestPracticesThisstrategyisthecentralunderpinningoftheCompact’songoingefforts.TheCompactprovidesaspaceformemberstosharetheirsuccessfulprojectsandbestpractices,identifymodelsfortheregionwhichcanbereplicatedoradaptedandlearnfromthecollectiveexpertise,experienceandresourceswithintheregiontoaccelerateresultsthroughouttheregion.Eachquarterlymeetinghighlightsoneormorefeaturedprojects,andadditionalsharingisofferedthroughquarterlyemailnewsletterdistribution,andoccasionalwebinartrainings.

SeveralCompactmemberagenciesarespecificallychargedwithorotherwiseengagedinresearchandevaluationofemissionsandclimatechangeadaptionefforts.TheCompactencouragestheseefforts,promotesresearchresults,andrespondstorequestsbyCompactmembersforresearchandevaluationofstrategiesmostsuitabletotheregion.WhereappropriatetheCompactmayseekfundingonbehalfofmemberstofacilitateresearchandevaluationunderthisobjective,asfacilitatedundertheCCEefforts.

4.4.3 ClimateActionPlans(CAPs)ClimateActionPlanshavebeendevelopedandadoptedbymanyofthejurisdictionsthroughouttheMontereyBayArea.Additionally,somejurisdictionsarealsodevelopingandadoptingCommunityClimateActionPlans,differentiatingactionstakenonthe

municipallevelfromthosetargetingcommunitymembers,organizationsandindividuals.Thesedevelopmentsarehighlightedinquarterlymeetingfeaturedpresentations,generallyassociatedwiththedraftingfororpassageofCAPsbylocalCityCouncilsandBoardsofSupervisors.Bysharingtheselearningsandapproaches,theCompacthelpstoincreasetheimpactofclimateactions,leveragereplicablemodels,andincreaseimplementationefficiency.
4.5 DevelopRegionalStudentClimateChangeInternshipProgramIn2015,TOPimplementedastudentClimateInternshipprogramthroughwhichtheCompacthaditsfirststudentinterntosupportCompactmeetingsinthesummerof2015.BoththeUCSCSustainabilityOfficeandCaliforniaStateUniversity,MontereyBay(CSUMB)providesstudentinternopportunitiesaswell.
4.6 CoordinateRegionalRenewable/LowCarbonResourceStudy(i.e.RESCO)Severaleffortshavebeenundertakenthroughouttheregiontoexplorerenewableandlowcarbonresourcesandopportunitiesthroughouttheregion.TheCompactanticipatesthatthismaybeanareaforfurtherresourcingintheyearsahead.TheClimate&EnergyStrategycompletedbyUCSCin2016,providestheuniversityaroadmapforcarbonneutralityby2025,the1stUCtorespondtothePresidentNapolitano’sUCsystem-widedirectiveissued20132.TheUCSCapproachissubstantiallysimilartothehistoricaleffortsledbyCaliforniaEnergyCommission’sRenewable-basedEnergySecureCommunity(RESCO)initiative,appliedtoauniversitycommunity.TheCityofGonzalesisalsoundergoingeffortsforzero-netenergycityplanninginthesamevein.CSUMBhasalsoadoptedapledgeforcarbonneutralityby2030,whichwillbefurtheroutlinedintheirupcomingMasterPlanUpdate.
5 ConclusionSince2007,theClimateActionCompacthasprovidedtheregionwithasuccessfulmodelforregionalcollaborationbenefitingtheclimatebyfurtheringGHGemissionsreductionsefforts,increasingclimatechangeawareness,adoptingandreplicatingstrategicclimatechangeadaptationpoliciesandprograms,aswellaspromotingeconomicdevelopment,jobcreation/retentionthroughsustainableenvironmentalpoliciesandprograms.TheCompactisproudofthecontinuedeffortsbeingthetakenbymembersthroughouttheregiontofulfilltheircommitmenttomeaningfulactionagainstthecausesandimpactsofclimatechange.Asweapproach2020,amajormilestoneinglobalandlocalclimatepolicygoals,theCompactlooksforwardtocontinuingtheseeffortstoassistmembersinachievingambitiousclimatetargetsinlinewithstateandlocalregulations,strategicpolicyobjectives,andbestpracticesinthedecadeahead.
