Purpose of the MJAS

• A joint partnership between government and donors to ensure better delivery of results

• A mechanism to enhance aid effectiveness: – stronger ownership, better alignment and greater harmonisation

Process from here forward

• Draft JAS circulated first week of May• Discussed at a dedicated meeting to agree key

issues• Parallel dialogue with Ministries (through

ACU) and with lead partners (through Aid Coordination Consultant) to clarify roles and function of sector mechanisms and lead partners

Examples of issues to agree for finalising the draft MJAS

• Expected functions/ outcomes of sector level mechanisms

• The nature of Programme Based Approaches in Moldova (links to functioning of Sector Councils)

• Steps to take to complete a Division of Labour (in conjunction with EU fast track initiative) – how far do we want to go, by when?

• How data on ODA is to be captured, stored and shared (in conjunction with EU support); other information sharing requirements

• How to ensure a focus on delivering (and monitoring) development results

• A JAS results matrix with monitoring indicators and targets which are, to the extent possible, based on existing indicators and processes
