The Minority Serving Institutions (MSI) Program coordinates and administers a myriad of Department-wide initiatives to support relationships and partnerships with institutions of higher education. The MSI Program ensures equal access to all U.S. Department of Commerce grants, contracts, cooperative agreements, and programs.

DefinitionsHispanic Serving Institutions: 248 Schools HSIs are accredited colleges and universities in which Hispanics constitute a minimum of twenty-five (25) percent of the total full-time equivalent enrollment. Additionally, HSIs must provide assurance that no less than fifty (50) percent of their Hispanic student population consists of low-income individuals, as defined in the Higher Education Act of 1965 (Title V, Section 502).

Historically Black Colleges & Universities: 105 SchoolsHBCUs are defined as “any historically black college or university that was established prior to 1964, whose principal mission was and is, the education of black Americans”. Additionally, HBCUs must satisfy the Higher Education Act of 1965 (Section 322) and receive accreditation by a nationally recognized accrediting agency or association as determined by the U.S. Department of Education.

Tribal Colleges & Universities: 36 SchoolsTCUs are institutions cited in the Equity in Educational Land-Grant Status Act of 1994 (Section 532). TCUs also includes institutions that qualifies for funding under the Tribally Controlled Community College Assistance Act of 1978 (25 U.S.C. 1801 et seq.). Additionally, Dine’ College is a TCU as authorized by the Navajo Community College Assistance Act of 1978 (Public Law 95-471, Title II).

National Hawaiian Serving Institutions: 10 SchoolsNHSIs are defined as institutions having approximately ten (10) percent of undergraduate enrollment consisting of Hawaiian students.

Alaskan Native Serving Institutions: 9 SchoolsANSIs are defined as institutions having approximately twenty (20) percent of undergraduate enrollment consisting of Alaskan students.

Asian American & Native American Pacific Islander Serving Institutions: 27 SchoolsAANAPISIs have approximately ten (10) percent of AAPI enrollment, low educational/general expenditures, and requisite enrollment of needy students of which fifty (50) percent are Pell Grant eligible. AANAPISIs are authorized to award bachelor/associate degrees and must receive accreditation from a national/state recognized accrediting agency.

InitiativesOutreach & Customer Relations: The Department of Commerce educates academic and minority communities about its mission. The Department works with MSI communities to create innovative, effective, and mutually beneficial partnerships.

EXAMPLE: Making MSIs aware of Departmental funding and employment opportunities through the websites, bureau

publications and Departmental Offices, personal contacts, sponsorships and participation in conferences, seminars, workshops and career fairs.

Collaborative Research & Joint Program Implementation: The Department of Commerce believes that collaboration is the touchstone of scientific and technological advancement. Accordingly, participation of professionals and institutions increase exposure through Government-wide MSI programming.

EXAMPLE: NOAA funds five Cooperative Science Centers for research projects across the spectrum of atmospheric, oceanic and environmental sciences, living marine resources science and management and remote sensing technology in support of NOAA’s mission.

More Initiatives Technical Assistance & Capacity Building: The Department of Commerce provides capacity building assistance to MSIs through outreach to navigate the process of applying for Federal funding, partnership agreements, and recruitment. Technical assistance includes workshops and consultation services to strengthen institutional infrastructures for competiveness in academic programming and accessibility to Federal funding. The Department of Commerce sponsors the Annual Technical Assistance/Capacity Building Conference.

EXAMPLE: The Department sponsors a national MSI Technical Assistance and Capacity Building conference each year. The conference includes workshops on contracts and grants writing for competitive funding, grants management and partnerships.

Economic & Community Development: The Department of Commerce fosters economic and community development through business consulting services, entrepreneurship support, and commercial/residential development to improve public works infrastructures, protect global competition, and increase accessibility to telecommunications.

EXAMPLE: NTIA (ARRA (BTOP)) and EDA (University Centers) funded projects to enhance the economic growth in areas experiencing economic distress surrounding MSIs.

More Initiatives

Recruitment: The Department of Commerce recruits through variety of resources including career fairs, trade magazines, onsite interviews, internship programs, student employment programs, and information sessions.

EXAMPLE: The Census Bureau and Office of the Secretary recruit students through a variety of resources for internships and student employment programs. Often the recruiting efforts are on university campuses, career fairs, conferences and third party recruitment organizations.

HSIs award more than 36% of all degrees conferred to Hispanics, 28% of all bachelors degrees to Hispanics and 24% of all master’s to Hispanics degrees

TCUs confer more than 17% of all associate degrees awarded to American Indians

350+ MSIs educate more than one third of all students of color in the US

Enrollment is growing in all three groups of institutions (HBCUs, HSIs, and TCUs) at a faster rate than at other institutions 2.3 millions total students, or 13 percent of all college students in the US

MSIs award more than 20% of all degrees to student of color

HBCUs confer more than 20% of all bachelor’s degrees earned by African Americans
