In 1946, President Truman authorized Project Paperclip [2][3][4] to exploit German scientists for American research, and to deny these intellectual resources to the Soviet Union. They were considered so crucial to the "Cold War" effort, that they would be brought into the United States and Canada. Some of these experts participated at concentration camps in murderous medical experiments on human subjects. In December 1947, the NSC held its first assembly. James Forrestal, the Secretary of Defense, pushed for the CIA to begin a 'secret war' against the Soviets. Forrestal's initiative led to the execution of psychological warfare operations (psyops) in mind powers Europe. CIA personnel were not opposed to working with Nazi physicians who had proven to be proficient in breaking the mind and rebuilding it. In some instances military bases were used to conceal these covert actions. It was decided the communist threat was an issue that took priority over constitutional rights. The concept of running a secret 'black' project was no longer innovative. In 1941, Roosevelt had decided, without consulting Congress, that the US should proceed with the utmost secrecy to develop an atomic bomb. [7] The job meant that by 1947, the US Government had got vast experience in the initiation of secret operations. The existence of 'black projects' financed by 'black budgets' was withheld from Congress, but also from the public for reasons of national security. MC

A declassified CIA document [8] "Hypnotic Experimentation and Research, 10 February 1954"describes a simulation of relevance to the creation of unsuspecting assassins: "Miss [deleted] wasinstructed (having previously expressed a fear of firearms in almost any fashion) that she would useevery method at her disposal to awaken Miss [deleted] (now inhttp://thejehovahswitnesses.org/mind-control.php a deep hypnotic sleep) and failing this, she wouldget a pistol nearby and fire it at Miss [deleted]. She was instructed that her rage would be so greatthat she wouldn't hesitate to "kill" [deleted] for failing to awaken. Miss [deleted] carried out theseideas to the letter including firing the (unloaded) gun at [deleted] and then carrying on to fall into adeep slumber. Both were awakened and expressed complete amnesia for the entire sequence. Sheexpressed absolute denial that the foregoing sequence had happened."

One of the regions to be investigated by the CIA was mind control. The CIA's human behaviorcontrol program was chiefly motivated by perceived Soviet, Chinese, and North Korean use of mindcontrol techniques. Under the protection of 'national security,' many other branches of theauthorities also took part in the study of this area. The CIA originated its first plan in 1950 under thename BLUEBIRD, which in 1951, after Britain and Canada had been included, was shifted toARTICHOKE. MKULTRA formally commenced in 1953. Some of its programs remained active underMKSEARCH into the 1970s, although it was closed in 1964. In 1973, tipped off about forthcominginvestigations, CIA Director Richard Helms ordered the destruction of any MKULTRA records.

Diligent use of the Freedom of Information Act (FOIA) helps to throw light on the advances whichhave been made in controlling the way that people think and act. In 1977, via a FOIA request,16,000 pages of documents were discovered, held as part of the Agency 's fiscal history. That is howmuch of this information was pieced together. The FOIA allows the most lowly citizen to demand thedisclosure of records, although inevitably some will be not released or heavily censored at all.

Unavoidably, nevertheless, it is an incomplete image. A lot of the details that were important wereconveniently destroyed under orders of CIA Director Helms to hide wrongdoing. [10] What the headaccountants are doing and were may be merely hinted at in a memo footnote or in the memoirs of aretired researcher. Nonetheless, there's more than enough here to show that secret new techniquesare being exploited that are in the realm of science fiction. The CIA Mind Control Projects.

The manager of the CIA accepted project BLUEBIRD on April 20, 1950. In a 1951 memo, [11]Bluebird says that practical research was to be run to include these specific problems:

Can we create by post-H [hypnotic] control an activity contrary to an individual's fundamental moralprinciples?

Can we in an issue of an hour, two hours, one day, etc., cause an H condition in an unwilling subjectto such an extent that he'll perform an action for our benefit?

Can we by SI and H [sleep inducing] techniques commit specified actions and return to us compel asubject to travel long distances or bring documents or materials?

Can we ensure complete amnesia under all and any conditions?

Can we "change" a man's character?

Can we formulate a system for making unwilling issues into willing representatives and then transferthat control to untrained bureau agents in the field by use of identifying signs or codes?

Formally, MKULTRA was established on 13 April 1953, at Richard Helms' idea as "ultra sensitive"work. [13] The operational wing of MKULTRA, known as MKDELTA, had as its mission to learn justhow to use biological and chemical weapon ingredients to transform the human mind. Originallyestablished as a supplementary financing mechanism to the ARTICHOKE job, MKULTRA rapidlygrew into a mammoth undertaking that outflanked previously mind control initiatives. MC 69, NB 28
