Why does she keep coming back year after year? The an- swer is simple: She’s a MUN Addict. She has joined many help support groups to cure this affliction but treatment has failed to help her : “One day I will stop” she sounds very convincing but her friends have heard this many times before. CEU is on the verge of concluding the discus-sion on the first topic in the agenda (i.e. the la-bour market), but the feeling is that the core of the problem has been avoided. The Hungarian delegate, Paul Dragos, tried to point the attention to the situation on the Greece labour market more than once, but, unfortunately, without success. As clearly stated by Dragos, Bulgaria, Lithuania and Hungary are in a situation simi-lar to the one of Greece, with really high budget deficits: whether and when Greece will receive funds it’s of crucial importance not only for the European economy, but for the whole world. The chain that keeps linked the European market can collapse like the pieces of a dom-ino game: French holds German bonds, Ger-many has Austrian bonds and finally Austria

retains Greece bonds. What should have been a problem of a few is becoming a concern for all: this should deserve the full attention of a committee which is actually preferring to debate on a more sta-ble, but not so pressing soil.

Gossip girl is surely working non-stop if the Spain delegate keeps on passing notes this

quick. Is it work related or love for gossip? We shall see...

HUMAN RIGHTS FOR “CHANEL” No coffee break for the HRC when LGBT rights are part of the

debate When 17 delegates out of 28 are women, C definitely stands for … “Chanel”? What an unexpected choice in the Italian capital of fashion. However, while women agree on the perfume issue, homophobia is the topic on the agenda, and tension is noticeable among the delegates. Bulgaria is one of the proponents to LGBT rights as well as Brazil and the Nether-lands. Moreover, Venezuela is in favor of secu-larism, against Qatar and Djibouti, Nigeria and Morocco. Iran was late but China is seeking com-promise. Meanwhile, France had an un-moderated caucus motion sickness and seems to lead the debate for the pleasure of Karl Lagar-feld’s fans. The French delegate’s goal would be “at least civil recognition,” and he does not want the HRC to put the blame on Islam, or any relig-ion for homophobia. The guest speaker of the International Lesbian, Bisexual, Transsexual and Intersexual Associa-tion supported this general overview of the cur-rent situation worldwide with the Ilga map. Ac-cording to her, “most of them have taken steps to recognize the rights of gay and lesbian couples.” Civil partnership is a form of recognition. Marriage in Spain and Netherlands - the right has been extended both to lesbian and gays. The Yogyakarta Charter rights apply to LGBT issues against death penalty, torture and imprison-ment, as, according to the guest speaker, “everybody has the right to life.” Finally, big debates still remain among the countries that al-ready approved it when it comes to adoption. Quoting Brett Dennen’s words “we don’t need a three-piece-suit to argue the truth,” Vanity Fair definitely thinks we need Tom Ford’s, when it comes to fash-ion, style and trends, LGBT people have fruitful creations!

INSOMNIACS, READ UP!

An interview with the member of the In-ternational Court of Justice - judge Maggi. He speaks about the problem that the Court have, had, and may have in the future. About the issue that now the Court is trying to analyze, why the Court found difficult to resolves the problem of ter-ritorial sovereignty between Italy and Germany? This is a very important issue, and the problem is that if this court finds a solu-tion we will find a balance between Hu-man Rights and State Immunity. We do not fail! Do you think the Abu Omar case has the same legal issues? The Ferrini Case revolves around the judicial relation between states: the “state immunity”. Also the Abu-Omar case is about a violation of sovereignty, but in a totally different way, so the cases are not going to be related. In your opinion, how the ICJ could re-play about taking off the crucifix in Italian school? Do you agree with the sentence of the European Human Rights Council?

This is a very interesting point. I must give a personal position, because as you know, ICJ resolves problems be-tween state and forbidden crucifix is a problem between one person and one state. However personally I agree with the sentence but we have to pay atten-tion because the Court doesn’t have to make individual religious violation. Fi-nally, I think that this kind of problem have to be resolved by the Italian Parlia-ment.

“L’EUROPE NOUS FAIT FONTES”

A real diplomat’s point of view in a model diplo-matic context

Yesterday all “French” delegates were kindly invited to have a catching conversation with Mon-sieur Despax, French Consul in Milan. He shared with the worshiping representatives both per-sonal and official positions on the main issues of this year’s MILMUN conference. Mr. Despax praised the importance of the EU as well as the UN as reliable obstacle for international conflicts and bases for mutual protection, respect of unde-niable rights and economic cooperation, “The whole is stronger than the sum of its parts” but this holds as long as all single units may recog-nize a common cultural root. For this reason he expressed the uncompromisingly unfavorable position of France with respect to a potential ex-pansion of EU to Turkey, due to geographical, dimensional and politic-religious factors. “A day will come when we’ll see these huge groups, United States of America and United states of Europe facing each other holding out their hands over the seas, exchanging products and geniuses, deforesting the globe, colonizing deserts, improving creation under the power of God”. Victor Hugo wrote those lines more then one cen-tury ago! Clairvoyant, don’t you think?

HARD WORK PAYING OFF AFTER LONG HOURS OF ROUNDTABLE DEBATE.

The af-t e r n o o n of 4th of May was

busy for the Security Council. Negations were on the edge and differences were being settled to find a common ground on the issue of Nuclear Non-proliferation. A working paper that was aimed to turn into a draft resolution was presented. Sight majority consensus of the council called for holding a conference for the establishment of a nuclear fuel bank and to strengthen their positions against the proliferation of nuclear weapons and the advocacy of the Comprehensive Test Bank Treaty. This morning, May 5th, the council welcomed the French consul Jean-Michel Despax as its main speaker. Having been an expert of non-proliferation in foreign services for the past 15 years of his pro-fessional career, he shared with the coun-cil his expertise on the issue and gave some feedback on the current debate. Noticeable presence of the delega-tion of Lebanon made issues difficult to

the majority of the delegates as he not only had to actively partici-pate in the discussion but also fight for a national security, sover-eignty and the country’s human rights. In the absence of any hu-man rights protection talks, the Human Rights Watch remains skeptical of the council’s focus on prevention and monitoring meas-ures of nuclear non-proliferation that are driving the council’s flow of work. We recommend the council to take a closer look at the case studies at hand and prioritize their call. We fully acknowledge the fact that it is not an issue of concern to the council but it is highly advisable for its members to hand it over to the courtesy of the Human Rights Council to esti-mate the situation before making any quick un-prioritized decisions that will turn into serious human right violations.

COUNTRIES ARE PROCEEDING TOWARDS A SOLUTION

Venezuela and Argentina: two emerging Latin American countries, two ac-tive delegates

90 is the percentage of first time delegates at MILMUN 2010. Actually, according to the ECOSOC chairman, most of them put lots of efforts into the debate. The ECOSOC decided to split the Health Care System debate into two parts: the day-to-day diseases (Aids, Tuberculosis, Malaria) and the Pandemics. El Clarín press observed how two strong positions emerged in the debate. Firstly Argentina, as well as other countries, points out that an Annual Report from the WHO (World Health Organization) is necessary to understand how much fi-nancing each country need.

Secondly, according to Venezuela, the draft resolutions that have been made so far, should be more detailed. According to the Venezuelan government the fight against Pandemics is a good point to stress upon. Many efforts have been made in the last years, but still there are other emergencies to face and problems to solve such as treatments that shall

b e cheaper (why not even free) and distributed to a larger population. The debate progressed and before lunch both drafts resolutions should be adopted and there-fore the debate upon the Global Health Care System to end.

After  the  alleged  collaboration  be‐tween  the Security Council and  the  In‐ternational  Court  of  Justice,  the  SC  is 

supposedly planning  yet  another massive  cooperation, now with  the ECOSOC.   The honorable chairman of the Security Council was seen attending an ECOSOC  debate  session  on  Tuesday  afternoon.  The  chairman  ap‐proached his  ECOSOC  colleague,  exchanged  several words  and  ideas and  it  seems  like  they will be  forming a  common work process.  In a meanwhile,  the ECOSOC delegates were already entering and  firming coalitions,  seems  logically,  developed  vs  developing  countries. What divided  the  states was of course  the  tricky  issue of  integrated health programs  and pandemics where,  given  the  situation,  they might not find  a  common  ground.  The  Poland  representative  however  tried  to show the council some good practices about an NGO taking action on local health  systems  and on  a personal delegate’s  action.  The  Polish delegate  also  proposed  many  amendments  and  seemed  to  gather many supporters. “We have many sponsors” Poland added  in conclu‐

sion.   On a more general note, RIA Novosti was unhappy for hours since fail‐ing to notice any sort of action or fire from the Russian delegate.  In a council that is not only sup‐posed to discuss economic and social issues but is also currently divided between developing and developed coun‐tries, Russia  surly has  to  raise  their  strong voice. Unless  the Russians are  planning  a massive  concealed  push  for  the  Russian  agenda,  RIA remains disappointed.  

ISSUES OF CROSS-BORDER TAXATION STIRING

HARMONY IN THE CEU The Council of the European Union reconvened to discuss the issue of reforming the  labor market. A variety of subtopics were discussed ranging from the standardization of education to  inter‐firm competition. Among the proposals,  interestingly, arose a debate between Hun‐gary  and  Luxembourg  (co‐sponsors on  a draft on  labor market  reform)  concerning pension plans  for cross‐border workers and the related taxation schemes.   The  honorable  delegate  representing Hungary,  Paul Dragos,  expressed  his  concern  that  cross‐border taxation may  impede the free movement of people, a fundamental value of the European Un‐ion. Fur‐thermore, unified pension plans and cross‐border  taxation may  incentive people  to  leave Hungary  for work, a situation that the country would not like to occur.   Luxembourg,  conversely,  relies heavily on  labor  from outside  its borders. Ms. Polatti,  the delegate of Luxembourg, marked that the economy is heavily dependent on a skilled workforce to sustain its sophis‐ticated  financial sector, “many of which come  from Germany, Belgium and France”. Ms. Polatti added that Hungary  is  in a different position and needs  to  retain  its workforce.  In addition Luxembourg sup‐ports a drive for the unification of pension plans between countries.  Despite the contrasting opinions Mr. Dragos and Ms. Polatti both seemed confident that solutions would be arrived at presently, especially on issues of unemployment, leaving the question of migration still lin‐gering in the air.

 Good Morning Milano! Missed me? Here I come once again to bring you the latest of MILMUN’s shake and 

bake! Having my early jog around the convention cen‐ter was never as fun. And you know which fun I’m talking about! A morning workout is always a 

good way to start 

your day. Some were actually much more creative than I actually ever 

imagined! Spotting the Chinese delega‐tion crawling on his knees under the table during an important discussion on the nuclear issue while getting 

gazed at by the Council’s British Borat, or so my sources refer to him, made my day. Oh, and let check up on you dear EXCOM staff. “HOT” is the new word of the season. My mom always told me that if I wanted to make it through Holly‐wood I gotta fiercely 

fight some jealous enemies. Jealousy is al‐ready on the doorstep! So FIGHT for some fame cause I’m confident that you’re best at it lovely conference manager and cutie busy secretaries!  Looking out through that glass to see Angelo jumping around the building and screaming out loud “ Trottolino Amoroso” made me realize that you guys should get yourselves together and do some work! Did those flowers finally get delivered to that cutie‐pie chair of the HRC? and will we see any 

hot development in that MILMUN staff triangle of love soon? While your man‐ager was doing a great job put‐ting his 

hands in his pockets while talking about courtesy and decency, your Hu‐man Resources manager is doing an even better one being MILMUN’s pimp! But I see it natural for such 

manly looks got to be nothing but a turn on for those secretaries.  

Keep an eye open lovely Journalist because all eyes are on you! I never thought that reporting for a Chinese newspaper could be so fantasizing for anyone, not even a chair but it really 

worked the magic! As for marriages, it was brought to our attention that dur‐ing a funny game of sharing secrets 

with each other meant to break the ice between participants in one of the 

MILMUN bodies, some people decided they can be really honest with their fellow colleagues and confess that 

they got 

married during a random travel in South Europe two summers ago and what’s even more impressive – right after the holy matrimony, they lost in the crowd and never seen again the person that was sup‐pose to be their lifetime partner. Of course personal sharing didn’t stop there‐ there were also confessions such as “I eat tooth‐paste” or “I always wanted to be like 

Paris Hilton”.  A busy day for Council of the European Union! HOT fun and lots of kinky ac‐tion! Crushes..Crushes..Crushes! Keep it up Hungary cause my heart tells me that you’re for sure HOOKIN UP with Cristina after the conference! Lithua‐nian and Portuguese relations are tak‐ing a turn. Is it just me or is it love in 

the air? Keep up that charm girl! … But wait! Is the French delegation really pregnant or it is an‐other scandal … 

only time will tell. For the time being, I can only wish you good luck. And don’t worry…you’ll for sure have the sup‐

port of around 150 delegates when the call is there! Broken chairs and were also part of the numerous interesting situations we witnessed yester‐day. 

And by broken we don’t mean in terms of money or love‐ one of the chairper‐sons seems to bend too strong on his chair and even though the chair was made by metal, it just couldn’t hold a tall, strong man and gave up with the 

proper sound.   

Fashion tip: Never give up on what caught people’s attention. You know yourself Blue guy! Perfect hair and 

make up should always be your priority
