FY 2017 – 2020 TRANSPORTATION IMPROVEMENT PROGRAM PROJECT AMENDMENTS (ENCLOSURE) (ACTION)

A copy of the proposed project amendments to the FY 2017-2020 Transportation Improvement Program was included in the meeting materials. Proposed amendments appear at the end of the meeting minutes. Stepek reported that project data has been moved to Jobnet. The information for TIP Amendments has been reformatted to be more informative and visually appealing. Members were asked to provide comments on the new format of the information. Stepek reported that amendments are primarily for project additions and budget changes. The FY 2020 I-94 project was submitted for amendment but was removed from the amendment list because it must run through air quality conformity analysis. He reminded members that capacity changing project amendments need to go to the Interagency Work Group for air quality analysis prior to amending the TIP.

Schultz asked if the financial charts would be updated each amendment. Stepek confirmed the charts would be updated each time the TIP was amended. MOTION by Franklin, SECOND by Arif, “to recommend Policy Committee approval of the proposed amendments to the FY 2017-2020 Transportation Improvement Program.” MOTION APPROVED.

2018-2019 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT SCHEDULE

A copy of the proposed FY 2018-2019 Transportation Improvement Program Amendment Schedule was included in the meeting materials. Start reported that the Michigan Department of Transportation has requested that Metropolitan Planning Organizations approve a Transportation Improvement Program Amendment Schedule to improve the Transportation Improvement Program process. The schedule includes a date by which project changes are due to KATS for each cycle and aligns with MDOT’s amendment cycle. Schultz asked what the purpose of the KATS and MDOT Coordination Meetings is. Stepek responded that the purpose was to ensure MDOT amendments are accurate for the amendment cycle. MOTION by Heppler, SECOND by Arif, “to recommend Policy Committee approval of the FY 2018-2019 Transportation Improvement Program Amendment Schedule.” MOTION APPROVED.

RESOLUTION OF SUPPORT FOR STATE TARGETS FOR BRIDGE, PAVEMENT, AND RELIABILITY FOR FIRST PERFORMANCE PERIOD

A copy of the proposed Resolution of Support for the State Targets for Bridge, Pavement, and Reliability for First Performance Period was included in the meeting materials. Start reported that the State of Michigan has established its performance measure targets for Bridge, Pavement, Reliability, and Congestion Mitigation Air Quality. The Congestion Mitigation Air Quality targets are only applicable to the Southeast Michigan Council of Governments planning area. Federal law requires that MPOs establish targets no later than 180 days after the State Department of Transportation establishes targets for each measure. MPOs may support the state targets or establish its own targets for performance measures. It is the recommendation of KATS staff that KATS Technical Committee approve a Resolution of Support for the state targets for Bridge, Pavement, and Reliability. Motion by Arif, SECOND by Jarnefelt, “to approve the Resolution of Support for State Targets for Bridge, Pavement, and Reliability for the First Performance Period and authorize the Vice-chair to sign on KATS behalf.” MOTION APPROVED.

FY 2020-2023 TRANSPORTATION IMPROVEMENT PROGRAM PRIORITIZATION DISCUSSION (ENCLOSURE)

Information on the draft FY 2020-2023 Transportation Improvement Program Prioritization Process was included in the meeting materials. Start reported that subcommittee meetings have been held regarding improving and updating the Transportation Improvement Program Project Prioritization Process in anticipation of the development of the 2020-2023 Transportation Improvement Program. The draft is being presented to obtain member and public comment and is anticipated to be an action item on the September agenda. Stepek reported that the Goals and Objectives section has been expanded to address the goals and objectives of the Transportation Improvement Program Project Prioritization Process and incorporate supporting the State of Michigan performance measures targets. Start added that members would be

asked to submit all federal aid eligible projects in its Capital Improvement Program (CIP) not just those for which it was requesting federal funding. Stepek added that rather than do separate Calls for Projects for each funding source such as Congestion Mitigation Air Quality and the Transportation Alternatives Program, KATS would be having one for all KATS funding sources. This will allow for optimal funding mixes to be considered. Gwin expressed concerns with the additional work required by local agencies if they had to submit all projects in the CIP and also provide more data for the new prioritization process. Stepek replied that scoring will be automatic and some of the new categories such as freight involve data KATS can pull. Schultz asked if the Project Concept form would be updated. Stepek confirmed the Project Concept Form will be updated by September. Start encouraged members to submit all projects rather than select a few projects to optimize the potential for funding since it cannot be anticipated how projects will rank in comparison to one another. Harmon asked what the timeline to submit projects would be. Stepek replied that the Call for Projects is expected to be held during the months of October and November. Start added that the draft project list is targeted for April completion to allow public comment prior to an anticipated May adoption to meet the June deadline.

AMENDMENT AND ADMINISTRATIVE MODIFICATION GUIDANCE DISCUSSION (ENCLOSURE)

A copy of the Amendment and Administration Modification Guidance was included in the meeting materials. Start reported that the document provided guidance on what FHWA and FTA considered an amendment versus an administrative modification for the Transportation Improvement Program. Start added that the MPO may set a lower threshold for project amendments than the federal guidance in the interest of public involvement and to allow for discussion. In these cases, the amendments would go through the administrative modification process at the state and federal level. Stepek reported that KATS will be reviewing and re-writing its policies on TIP amendments and administrative modifications for October adoption in anticipation of the development of the FY 2020-2023 TIP. O’Neill noted that item five (5) under Administrative Modification was, “Addition of a project/phase that uses 100% State or local funding, unless it is deemed ‘regionally significant’ by the MPO and asked if KATS has defined what it considers regionally significant. Start reported that KATS staff has met with staff of MDOT Southwest Region and had initial discussions. All projects which exceed $250,000 are automatically considered regionally significant in order to allow public discussion. Other projects will be evaluated on a project by project basis. Members who believe a project may be considered regionally significant were asked to contact KATS in order to facilitate the amendment process. Stepek reported guidance on KATS threshold for regional significance would be included in the updated policy.

CONGESTION MITIGATION AND AIR QUALITY-INTERAGENCY WORKGROUP DISCUSSION

A letter from the Michigan Department of Transportation regarding the Congestion Mitigation Air Quality (CMAQ) Program and the FY 2020-2023 Estimated Funding Allocation Table (Local Areas) was included in the meeting materials. Stepek reported that information on the CMAQ Program had been received from the State of Michigan. The State has decided that beginning in FY 2021, 15 counties that are no longer designated as non-attainment or maintenance will receive one half of their 2020 allocation. Kalamazoo County and Van Buren County are among the counties impacted by this decision. For FY 2021-2023, Kalamazoo County’s annual allocation is $505,299 and Van Buren County’s annual allocation is $144,783. These amounts do not reflect MDOT funding in the region. FY 2020 funding is not impacted by the decision. The information on the CMAQ Program funding allocations is expected to be discussed further at the next Michigan Transportation Planning Association meeting. Members were asked to contact Denise Jones, Statewide Planning Division, with comments regarding the information provided at the meeting.

It was reported that members should not use the State of Michigan timeline for submitting CMAQ project applications. KATS will be doing its own local call for projects as part of the development of the FY 2020-2023 Transportation Improvement Program.

PUBLIC TRANSPORTATION UPDATES

Vice-chair Schultz reported that Metro continues its rebranding and additional busses are being wrapped. Consultant work on the Fixed Route Marked Stop Only Study continues. The final report is expected to be complete by October. She asked members to review the proposed stop changes and provide feedback. Schultz thanked the Michigan Department of Transportation, the Road Commission of Kalamazoo County, the City of Kalamazoo and the City of Portage for providing Metro with construction updates for route planning. Start asked if the Central County Transportation Authority (CCTA) will be considering changing its policy for areas which are operating with a service agreement to fund service. Current agreements will expire with the millage. Schultz confirmed that preliminary conversations have been held with those jurisdictions operating under a service agreement. The board will begin looking at agreements and boundaries this fall with a determination for spring. Stefforia asked if work was underway to address unmet demand for public transportation services for those jurisdictions that had fully opted-in with the last millage. Schultz reported that Metro is working on the logistics of service to Comstock Township and Galesburg, and it is also priority for this fall.

STATUS REPORTS

Roads

City of Kalamazoo: Milling on the Vine Street Project begins tomorrow with paving next week. The Pitcher Street Project is expected to begin on September 4. Village of Augusta: Work on local streets is expected to begin at end of the August and continue through the beginning of September. City of Portage: Utility work and concrete work are underway on the S. Westnedge Avenue Project. Milling and resurfacing on the west side are expected to begin on August 22. Traffic will be shifted after Labor Day to mill and resurface the east side. Paving is expected to be completed next week for the Oakland Drive Project. Concrete work and sidewalk work are being completed on the W. Centre Avenue Project. Road Commission of Kalamazoo County:

RCKC Non-motorized: The Drake Road Trail Project was submitted for the September Letting. Agreements with Kalamazoo County Parks for the next two phases of River Valley Trail is going to County Board for final approval this month. RCKC Road Updates: The Almena Drive Project at KL Avenue and 1st Street is underway and on schedule. The KL Avenue Project from 11th Street to Drake Road has started but is on hold to address Department of Environmental Quality (DEQ) issues. Sign placement is all that remains to be completed on the 42nd Street Project from the county line to north of Y Avenue. 42nd Street should be open to traffic next week. Underground installations are underway for the Q Avenue Project and the 9th Street Project. The non-federal aid 36th Street Bridge over Dorrance Creek Bridge Replacement Project has started. The old infrastructure has been removed and pile replacement has started. RCKC Other Updates: The RCKC Chip seal program is almost complete with approximately 2 weeks remaining. Updates and the route list are available on the RCKC website. The RCKC has submitted its data for the Culvert Pilot Program to the Transportation Asset Management Council.

Data was submitted for 1547 culverts, 77 using new inspection guidelines from the pilot project, with approximately 127 miles of road reviewed.

Michigan Department of Transportation: The I-94 under 9th Street Bridge Project has begun and will run through September. Paving is complete for the Park and Westnedge Avenue Project. Work is being done on pavement markings. Permit work is ongoing.

Land Use/Planning and Zoning

Kalamazoo County Planning and Development: The County has been working on GIS data requests for various purposes including the dispatch authority. The 2018 aerials are available on the county website. Ortho-imagery delivery is expected in September. City of Kalamazoo: The Northside Neighborhood Plan is expected to go to the City Commission in September for amendment in Master Plan. The Vine and Eastside Neighborhood Plans are expected to begin the amendment process in a few months. The city has begun the process to establish a corridor improvement authority. Village of Augusta: The U.S. Parks Service has purchased 12 acres in the Village of Augusta and Ross Township for the North Country Trail. A ceremony is expected in next month. NEW BUSINESS Start reported that a year to date report for contributed service effort was available. Zehner reminded members there are less than 2 months remaining in the fiscal year and that the final deadline to submit timesheets is October 15. Arif asked for an update on the I-94 at Portage Road Project. O’Neill reported discussions were underway regarding the airport’s intention to extend the runway. There are issues with the proposed height of the highway. As soon as decisions are made on how to move forward, public meetings will be held. The Stadium and Howard Street Project is delayed until the November 2019 letting because Amtrak rescinded its operational agreement with MDOT. The project cannot proceed until a consensus is reached on a new agreement. At this time, it is unknown how other projects on the corridor or the US-131 Project over Amtrak and KL will be impacted. It is expected that project change requests will be forthcoming. Stepek reported that a Transportation Alternatives Program funding will be held following the Technical Committee Meeting.

KALAMAZOO AREA TRANSPORTATION STUDY FY 2017-2020 TRANSPORTATION IMPROVEMENT PROGRAM SEPTEMBER 2018 AMENDMENTS

What is the TIP? The Transportation Improvement Program (TIP) is an outline of transportation projects programmed in the Kalamazoo Area Transportation Study (KATS) Planning Area for Fiscal Year (FY) 2017-2020. This area includes all of Kalamazoo County and Almena Township, Antwerp Township, Paw Paw Township, Waverly Township, and the Villages of Paw Paw, Lawton, and Mattawan in Van Buren County.

The TIP, as required by federal regulations, addresses all projects proposed to use federal transportation funding within the KATS area. Everyone who lives, works, attends school, visits, or travels through our region is affected by these projects. The TIP responds to the everchanging needs of all users and includes maintenance, public transit, bikeway, sidewalk, bridge, traffic signal, and other projects.

Development of the TIP The TIP covers a four-year period but is updated every three years to ensure an efficient transition between programs.

The program is developed using the continuing, cooperative, and comprehensive planning process with state and federal transportation agencies (the Michigan Department of Transportation, the Federal Highway Administration and the Federal Transit Administration), public transit agencies, local governments, and residents. To be included in the TIP, projects must have committed funding and provide project details.

Amending the TIP KATS regularly amends the TIP to reflect new and changing projects. The KATS staff may approve minor changes, but certain modifications are more significant and require KATS to approve a formal amendment to the TIP. These modifications include:

• Cost changes that exceed percentage thresholds

• Major changes that affect project scope • Additions • Deletions • Schedule changes that move projects into the

TIP’s time period

The Metropolitan Transportation Plan The Kalamazoo Area Transportation Study also develops the region’s long-term Metropolitan Transportation Plan (MTP). The MTP covers more than 20 years of planning efforts and must be updated every four years. The short-range projects included in the TIP must be consistent with the long-range planning efforts included in the MTP.

Application & Instructions for Transportation Improvement Program Projects

Introduction

The purpose of this document is to provide a guide concerning the Kalamazoo Area Transportation Study’s (KATS) Prioritization Process. This process is used to prioritize and award Federal Surface Transportation funding for projects that further the established goals of the KATS.

Goals and Objectives

Since the Transportation Improvement Program (TIP) is the short range planning element of the Metropolitan Transportation Plan, each TIP project must comply with the goals and objectives listed in the Metropolitan Transportation Plan (MTP). In addition to the goals and objectives in the MTP, the KATS has adopted goals to help facilitate the prioritization of funds in the TIP and guide the process. These goals include:

1. Foster coordination and participation within the region, the KATS will attempt to fund at least one project per Act51 Agency every two TIP cycles.

2. Develop every project in coordination with adopted Transportation Performance Measures. 3. Affirm adopted projects reflect the goals of the MTP. 4. Encourage local agencies to coordinate with each other in preventative maintenance projects

for funding. 5. Coordinate various funding sources for projects such as Transportation Alternatives

Program (TAP), National Highway Performance Program (NHPP), Congestion Mitigation and Air Quality (CMAQ).

6. Include an out year call for projects during each TIP development for a two year overlap of projects.

7. Promote cost effectiveness of project and Transportation Asset Management Council (TAMC) goal of applying the right fix at the right time.

Eligible Projects

To be eligible to apply for and receive Surface Transportation Program (STP) funding, or to receive any additional funding received through inclusion in the Kalamazoo Area Transportation Study’s Transportation Improvement Program (TIP), a project must be:

1. Proposed by an agency eligible to receive transportation funding through the State of Michigan. 2. Within the KATS Study Area Boundary. 3. Proposed by an active member of the Policy and/or Technical Committees. 4. Proposed by an agency that is satisfactorily contributing to the Transportation Planning Process

of the KATS through the means prescribed by the Policy Committee.

Guidance for Applicants Review and Prioritization of Concept Statements

This Prioritization Process is the adopted procedure to be followed in prioritizing and selecting projects for Federal Surface Transportation (STP) funding, NHPP, CMAQ, and TAP. When applicable, additional CMAQ and TAP forms for a project will also need to be completed and sent with TIP application or completed through the Michigan Grant System (MGS). All Project Concept Statements submitted to the KATS for funding will be reviewed using the following procedures:

1. Local agencies submit projects from their Capital Improvement Program (CIP) using the

KATS TIP Application along with supporting documentation for CMAQ or TAP. 2. KATS staff will review project submissions using the identified Prioritization Process.

Each project will receive a score. 3. KATS staff and the Prioritization Subcommittee will develop a preliminary list of all

projects based on the score of the Prioritization Process Factors. Projects will be competing against one another based on the funds available.

4. The prioritized list will be adjust to remain fiscally constrained and to meet the goals set forth in the Prioritization Process.

5. The recommended project list will be reviewed at the Technical Committee level. Technical Committee will then make a recommendation to the Policy Committee for approval.

Timeline Projects to be considered for FY 2020-2023 funding need to be received by the KATS no later than November 25, 2018 at 5:00 pm.

Public Involvement Period Application Instructions The Project Concept Statement is to be filled out by the local agency for each project per fiscal year. Applications should be filled out thoroughly and include any supplemental information required. It is recommended that agencies submit enough projects so that a comprehensive recommended project list may be developed. NOTE: If there is more than one phase for the project (Preliminary Engineering, Construction), a separate sheet will need to be filled out with cost for each phase shown under Project Cost Estimate. If more than one Federal, State, or Local Cost are used during that phase, provide the breakdown in the Other Project Information section of the application.

Definitions Prioritization Process ADT (Average Daily Traffic):

- Count must be within 3 years of project. - Count totals/divisions may need revision

Existing Condition:

- PASER for Roads, data is already collected and maintained by KATS staff - If a roadway has more than one rating for the length of the project, the worst condition will be

used. - Preventive maintenance (PM) addresses pavement problems of roads before the structural

integrity of the pavement has been severely impacted. PM is a planned set of cost-effective treatments applied to an existing roadway that slows further deterioration and that maintains or improves the functional condition of the system without significantly increasing the structural capacity. The purpose of PM fixes is to protect the pavement structure, slow the rate of deterioration, and/or correct pavement surface deficiencies.

Local Planning and Economic Development:

- Project conforms with either local land use plan, corridor plan, Complete Streets plan, water and sewer master plan, or other locally supported planning document.

Environmental Justice:

- Project is located within, or directly adjacent to, an Environmental Justice area defined in the KATS Metropolitan Transportation Plan

Safety:

- Projects will be measured as a rate per Million Vehicle Miles Traveled (MVMT) for road segments and Million Entering Vehicles (MEV) for intersection projects.

National Functional Classification:

- The most recently adopted and approved National Functional Classification (NFC) for the roadway.

Operational Improvements

- A capital improvement for installation of traffic surveillance and control equipment; computerized signal systems; motorist information systems; integrated traffic control systems; incident management programs; transportation demand management facilities; strategies, and programs; and such other capital improvements to public roads as the Secretary may designate, by regulation. By definition, an operational improvement still does not include restoration or rehabilitating improvements; construction of additional lanes, interchanges, and grade separations; or construction of a new facility on a new location.
