THE UNITED NATIONS: TheUnited Nations, formed in 1945 after the

Second World War, is an international peace-keeping organization which

works to solve political, military, economic, environmental, social and

cultural issues worldwide. Promotion and respect for human rights for

the people of the world and securing international peace and stability are

perhaps its most important targets.

MEDIMUN

BACKGROUND:

MEDIMUN is a simulation of the United Nations; students will

experience the challenges and thrills of international diplomacy by

assuming the role delegates, representatives of a UN Member

state, which has been assigned to them, and discuss, write and

debate resolutions after extensive research into their allocated

country’s policies. These resolutions (documents detailing their

suggestions and solutions to world issues) provide the basis for

heated debate and fruitful discussions of different opinions.

By engaging in topics concerning security, economic development,

social progress and many more, delegates learn to navigate the

complexities of international negotiation, find out what ‘teamwork’ is

really all about, adopt new perspectives and develop comprehensive

resolutions to pressing global issues.

Directors, usually teachers, are responsible for the training of

delegates and leading the delegation of students—reference to

the ‘Parliamentary Procedure’ of the UN helps ensure that

debate takes place in a formal manner.

A LITTLE BIT

ABOUT NICOSIA:

Nicosia is the capital of Cyprus and the

island’s economic and cultural center.

Relatively small, Nicosia boasts a medieval

walled city, countless historical and

religious monuments and an increasingly

diverse population. Very safe, the city is

easy to navigate on foot and offers a

uniquely multi-cultural setting for the MUN

conference.

Visitors can wander the meandering

Venetian streets and pedestrianized areas

which are filled with craftshops, cafes and

tavernas. Multiple museums showcase every

aspect of Cyprus’ varied history, from

antiquity to the British colonial period.

4

The Experience

Established in 2006, the

Mediterranean Model United Nations

(MEDIMUN) was the first MUN

conference to take place in Cyprus

and remains a weekend of sessions

and debate of a high standard in a

professional atmosphere. Participants

master the complexity of profound

issues through fervent debate and

networking in a multicultural

environment.

Cyprus, at the crossroads of three

continents, provides the ideal

environment to promote diversity and

unity by helping to open the minds of

young people from the international

community.The participation of over

400 students from across the island

and abroad made last year’s conference

the largest yet. A success we hope to

repeat this year.

The participation fee for this year is

€50.00 per student for this year only

and €30.00 per MUNDirector, which

includes the cost of all meals and

refreshments at the conference site,

conference files and materials. All

participants must be between 15 and 19

years of age.

A large organizing team of over 60

experienced students in collaboration with

Senior Directors is working hard to ensure

that the 13th Annual Session of MEDIMUN is

engaging and interesting. Our goal is the

highest level of debate on cutting-edge issues

while nurturing friendships in a collegial and

fun environment.

If after reading this prospectus you

and your students have any questions,

or are interested in participating in

MEDI.MUN, we invite you to apply

using the forms available on our

website www.medimun.net. If you

require further information we would

be happy to answer your enquiries at

[email protected].

BeingADelegate:

As MEDIMUN is a simulation, the conference framework is quite similar to that of the

United Nations. Delegates must follow the parliamentary procedure, which includes

using formal terms, specific debating order and voting practices. The Workshop prior to

the conference and the Delegates’ Guide which contains assisting material will

familiarize participants with the correct rules of procedure and conference structure.

Following the Workshop, delegates will begin researching the issues they have chosen

from their committee. They will also need to thoroughly research the policies of the

country they are representing, so that they can adopt the approach of a real UN

diplomat. I t is important that delegates remember not to pursue their own personal

views but employ those of their assigned Member State.

After their in-depth research into their chosen issues, delegates begin to draft their

own resolutions. Once at the conference, they discuss their ideas and resolutions with

other delegates. Ultimately, a final resolution is created after discussion and merging of

the best aspects of different resolutions. The Student Officer Team, which consists of two

Co-Chairs for each committee, is present throughout the duration of the conference.

They assist participants and conduct the debates, ensuring that they run smoothly. The

Approval Panel, which consists of Experienced MUNDirectors, checks and approvs the

merged resolutions. Once approved, resolutions will be debated and voted upon.

BEING A DELEGATE:

6

Why Participate:

Delegates gain the ability to research

intensively and extensively in order to

acquire specialized knowledge.

Participants also develop their

command of the English language as

official documents demand a level of

precision and formality.

MUN promotes unity, tolerance and

respect for diversity as well as the

ability to bridge cultural gaps in a short

amount of time and produce outstanding

written and oralresults.

Participants are able to get a real feel of

the situations which arise in

international relations and politics.

Participation will also be valuable on

students’ records when applying to

universities, as MUN conferences are

extremely prestigious programs.

Delegates get the unique opportunity to

cultivate friendships with students

from different backgrounds and with

different opinions to their own.

Workshop: In order to facilitate the preparation

of participants, a Workshop will be

held on Saturday morning, 18th

November 2017, from 8.30am

until1.00pm at the English School in

Nicosia.Experienced MUN Directors,

the Student Officer Team and the

MEDI.MUN organizing staff at the

English School will help to prepare

everyone for the upcoming

conference. Registration on the day of

the Workshop will begin at 8.30am.

For International Schools:

Taking into consideration travelling

difficulties, schools visiting Cyprus

will not need to attend the Workshop

in November. Special arrangements

will be made and training material

will be provided to MUN directors in

order to familiarize international

delegates with the procedure,

without them having to attend the

Workshop.

For Local Schools:

Local schools can send all their

delegates (as well as their

MUNDirector) who will be trained.

Assisting material will be provided in

the form of presentations, booklets

and handouts. At the workshops,

presentations will be given on

researching a country, researching an

issue, resolution writing, lobbying and

merging, as well as the debating

process and effective speech delivery.

For these purposes power-point

presentations, handouts and booklets

have been prepared whichdemonstrate

parliamentary procedures.

7

VENUE The European University Cyprus

boasts impressive, well-equipped

conferene meeting rooms which

create a professional environment

for the delegates to work in.

Accommodation for participants

from schools coming from other

Cities or from abroad is also

available.

DEBATES

MEDIMUN gives participants the

opportunity to practise and improve their

public speaking and persuasive skills

through heated debates.

The four General Assembly Committees, the

Historical Security Council, the Security

Council and the newly-introduced

committee on Bioethics collectively cover a

broad range of themes and topics, feeding

all participants’ interests and excitement

for passionate debating. MEDIMUN hence

proves to be a rewarding and scintillating

educational experience for all participants.

It is important to note that the Historical

Security Council, the Security Council and

Special Event are only suitable for

experienced delegates who must have

attended MEDIMUN or other MUN

conferences before.

LECTURES MEDIMUN is undoubtedly a unique

experience for students to broaden

their horizons and enrich their

knowledge of current affairs, profound

issues and engrave conflicts which

plague the modern world. There will be

informative lectures given by experts,

addressing topics from each committee,

offering delegates the opportunity to

ask questions and further discuss their

views. Lecturers are invited from

various fields of interest, and include

academics, journalists, politicians and

scientists, who will hopefully motivate

and encourage students, better shaping

their opinions of the pressing issues

discussed.

WEBSITE

The best way to stay updated with

the latest MEDIMUN news is

through the MEDIMUN website:

www.medimun.net. By navigating

the website, delegates and

directors alike can find

information on the history of the

conference, past and recent

MEDINEWS articles and pictures,

assistance with research,

resolution writing and general

conference preparationinformation.

MEDINEWS

MEDINEWS is the official MEDIMUN newspaper.

MEDINEWS is run by young aspiring journalists who

explore all aspects of MEDIMUN before, during and after

the conference and publish informative articles. For us,

MEDINEWS is a significant aspect of MEDIMUN as the

articles featuring opinion pieces on current affairs, tips

and advice for the delegates and reports on the

happenings on each day of the conference are all

memories and documentations of the the whole MEDIMUN

experience. Participants will also have the chance to send

in letters and comments to MEDINEWS. The MEDINEWS

team will also manage the social media presence of

MEDIMUN; last year the team ran a successful MEDIMUN

Blog over the course of the conference weekend.

9

Social, Humanitarian and Cultural

Disarmament and International

Security

General Assembly 1 tries to establish international peace and security through reducing the possibility of armed conflict; the committee focuses on disarmament issues to a large extent. Significant areas of conflict or instability are examined in detail, whilst nuclear and chemical warfare, terrorism, and the arms race are all significant topics which are discussed in this GA.

The issues for MEDIMUN GA1 for the 13th

Annual Session will be:

• The question of contemporary international espionage.

• The weaponization of National Resources

• The question of autonomous weapons systems

Environmental, Financial and

Economic Development

• Measures to preserve endangered languages in the face of globalization

• Preventing child sexual exploitation in the age of information and communications technology.

• The issue of global mass surveillance by governments

This committee deals with social

issues and all areas of human rights.

These include the promotion and

protection of the rights of children,

the advancement of women, crime and

drug control, the right to self-

determination, migration, education,

HIV/AIDS and discrimination.

Emphasis is put on the importance of

equality and opportunity for all, and

on the prevention and protection

from human rights abuses of all

kinds. The committee ultimately aims

to improve living standards for all the

world’s peoples.

The issues for MEDIMUN GA3 for the

13th Annual Session wil be:

General Assembly 2 focuses on issues

within the broad parameters of

environmental, financial and economic

development. Topics for example

highlight the connection between the

protection of the environment and the

level of development.Issues related to

finance and development are also

discussed in GA2.

The issues for MEDIMUN GA2 for the

13th Annual Session will be:

• The question of the economics of

gender discrimination

• Combatting the pollution of space

• Preventing corruption and

financial crime in sports

10

Legal committee

The fourth General Assembly committee at MEDI.MUN simulates the work of the UN’s General Assembly Sixth Committee, which deals with legal issues. This committee will especially stimulate the interest of future lawyers, as i t looks at legislation at the national, regional, global level, with the aim of detecting gaps or weaknesses. I t deals with issues related to international criminal activity, the legal dimension of business and trade, and global ethics. I t also scrutinizes the UN’s activity for any unlawful practices. The committee’s ultimate goal is to create a global legal framework that helps to safeguard global rights. The issues for MEDIMUN GA4 for the 13th

Annual Session will be:

• Intellectual property rights for pharmaceutical patents and technology

• The question of Maritime refugees

• The legal question of defining gender in contemporary society

The Security Council is the most powerful element of the United Nations. Its main purpose to maintain international peace and security in accordance with thw principles of the United Nations. It thus investigates any dispute or conflict situation that could lead to international conflict. On determining the existence of a threat to peace or an act of aggression, the Council will recommend what action should be taken. This could entail taking military action against an aggressor, or calling for the Member States to apply measures which do not involve force, such aseconomicsanctions. The Council’s other major function is to formulate plans for the establishment of a system to regulate armaments. The Security Council is the committee requiring the highest levels of expertise and understanding from delegates, and it is thus only suitable fordelegates with previous MUN experience. The issues for MEDIMUN Security Council for the 13th Annual Session will be:

Note that the following committees:

Security Council and Historical

Security Council are for delegates with

previous MUN or MEDIMUN experience.

11

In an attempt to highlight the importance of learning from the past and avoiding all those errors which cost the world dearly, MEDIMUN has introduced the Historical Security Council. The Historical Security Council is essentially a simulation of the Security Council, but instead of discussing the hottest topics on the current world agenda, this committee revisits old problems and considers all the aspects related to them as if they were happening now. The HSC discussions will be based on historical facts; yet participants will be required to formulate their own solutions to the topics on the agenda without considering the eventual outcome as this actually happened. Therefore, this committee will most strongly appeal to creative delegates with a particular interest in world history. For the 13

th annual session, the Historical Security Council will

simulate the proceedings of the Security Council in 2001, the year of

the Attacks of 9/11. The exact agenda items will be announced during the MEDI.MUN workshop.

The new special committe on BIOETHICS will make its debut this year,

inviting delegates with a thirst for science based issues. It should be

noted that the debating procedure will follow that of the Security Council

ie. Resolutions will be written on a clause to clause basis.

The agenda of the topics will be anounced at the Workshop.

Enrolment:

Each participating school is able to bring a maximum of 3 delegations. A normal

delegation consists of 4 students; one in each General Assembly Committee. This makes

a total of 12. However, each school can apply for one Security Council position, one

Historical Security Council position and one Special Committee on Bioethics position

(these positions are subject to availability).Delegates hoping to participate in the

Security Council, Special Committee on Bioethics and Historical Security Council must

have previous experience of attending MEDIMUN orother MUN conferences. This raises

the total number per school to 15.

However, i t is not compulsory to enroll for the Security Council, the Historical

Security Council or the Special Committee on Bioethics, and such positions are not

guaranteed. If a school does enroll for a seat in the Security Council, the Historical

Security Council or the Special Event but does not receive one or all of those positions

due to lack of availability then the following will apply: The school can choose for

those nominees to be randomly sorted to another country delegation by MEDIMUN (on

FORMIV) so that all students can still attend. If those nominees do not want to

participate in other committees and want to withdraw their enrolment, then a full

refund will be awarded.

If a school cannot bring complete delegations, i t is encouraged that their students

enroll no matter what their numbers are since a delegation can still successfully

function with lower numbers. However, in order for the conference to be as accurate as

possible in its simulation of the proceedings of the UN, every effort will be made so that

all positions in a delegation are filled before a school is allocated a second delegation. I t

must be noted however that a school must bring an absolute minimum of 4 students

who will be part of one delegation.

Participants will be assigned their countries before the workshop. Attendance at the

workshop on the 18th of November is strongly encouraged since participation is free

of charge and greatly beneficial to all attendees (see “Workshop”on page 4). Schools

from outside Cyprus need not attend since accommodations will be made of it all their

needs as far as training is concerned.

14

Enrolment Steps

STEP1: Nominate Directors, Choosing Directors

and Completing FORM I

Each School needs to nominate its MUN Director (a maximum of 2 MUN Directors can be nominated.) Director and School contact details must be filled in on FORMI.

FORMI: You are strongly encouraged to submit by 17th October 2017. The form must be filled in and submitted online via the MEDIMUN website. MUN directors then select students from their schools as delegates, using the guidelines mentioned in “Preparation” (page14). The number of students from each school can range from 4 to15 (see “Enrolment” page 12 ) Student Officers are not included in these numbers. We strongly advise that schools bring as many students as possible as this will facilitate debate. Security Council, Historical Security Council and Special Committee on Bioethics nominees that are allocated a position due to lack of availability, will be randomly sorted in another country delegation in the General Assembly if they wish.

MEDIMUN wishes to underline the fact that schools need to decide on the final numbers of students who will be attending the conference at this stage as changes will not be possible after delegation allocation is made.

you are kindly advised to start collecting the necessary data from your students (FORMIV) as early as possible as this might take some time. We will return to this FORM in step 4.

STEP2: Fees-Invoice

Participation fees are set for €50.00 per student and €30.00 per MUN Director this year. After deciding on the number of students coming (already done in step 2) please submit your payment. Details are found on the appropriate form. For schools coming from outside of Cyprus other payment options will apply. This is the official invoice of participation and areceipt will be given on the first day of the conference during registration. FORM II must be submitted by 14th October 2017.This form cannot be sent via e-mail.

15

Participation fees entitle each participant to:

• The appropriate training prior to the conference

• Participation in our debating events

• Educational Lectures

• Plenary Session

• Opening and Closing Ceremonies

• First class hot meals

• Free snacks and drinks during breaks

• Modern, fully equipped venue facilities

• Certificate of participation Note: Once FORMII is submitted and payment has been made, the participating school commits to bringing the exact number of students for whom fees have

been paid. STEP3: Choose Countries MUN Directors are now required to choose the countries they want their students to represent by filling in FORMIII, but we cannot guarantee any particular choices. A list of available countries can be found in the appendix on page 15. Due to high demand by many schools for particular countries you are required to select the 15 most preferred countries and MEDIMUN will t r y to accommodate your preferences. FORMII I must be submitted electronically via the MEDIMUN website by 21st

of October 2017. STEP4: Register Delegates Once you have received your country allocation from MEDIMUN you may move on to FORMIV. The students have to be grouped in their respective delegations (Delegation1,2 and 3)and nominated for the Security Council,Special committee on Bioethics and Historical Security Council (see“Enrolment”onpage12). Due to the very demanding nature of these committees, schools are advised to nominate the most experienced and most motivated individuals. MEDIMUN will str ict ly priorit ise applications from delegates with past MUN experience, preferably MEDIMUN experience. MEDIMUN requires each participant to submit their Name and Surname, Date of Birth, Phone Number (preferably mobile phone), E-mail, Gender and Nationality. These details are very important to MEDIMUN. We kindly request that they are filled in carefully and clearly.

FORMIV must be submitted by 1st November 2017. You must submit this via the

website. Please do not complete FORMIV until you have received your country

allocation from MEDIMUN.

16

In order to conduct the conference in a professional

manner, high standards are required from all participants.

MUN Directors need to conduct delegate selection

procedures, which may include interviews or essays, in

order to ensure that their delegates possess the qualities

listed below:

• A very good knowledge of the English Language,

necessary for formal resolution writing and

debating.

• Interest in and knowledge of international affairs.

• The enthusiasm and the ability to

conduct extensive research.

• All participants must be between 15 and 19 years of age.

Delegate Training In the interests of running the conference more efficiently and maintaining a

high level of debate, i t is highly recommended that MUN directors

prepare their delegates ahead of the conference in the following ways:

• Include MUN-experienced students to support first-time delegates.

• Pass on the knowledge using the material made available by MEDIMUN

• Help participants with resolution drafting and research on MUN & UN

• Schedule group presentations

• Organise mock debates in order to help delegates become

familiar with the MUN rules of procedure

The MEDIMUN Executive Team will always be happy to answer any

questions, provide training material and resolutions from previous years.

In order to aid the preparation of schools based in Cyprus.
