Meadowbank Education and Employment Precinct Preliminary Master PlanOctober 2019
Three cities icon
The three cities icon is a brand element that complements the GSC logo. It is to be used across GSC communications along with the primary logo in a consistent manner, where space and context makes it appropriate. The icon represents A Metropolis of Three Cities, a central concept in the GSC’s planning work.
To protect the clarity and visibility of the logo it has a clearspace zone. This means that nothing else can be placed in the area surrounding the logo. The clearspace zone equals the height of one circle (x).

Meadowbank Education and Employment Precinct | Preliminary Master Plan Report | 22 October 2019 4
EXECUTIVE SUMMARY
What is the Meadowbank Education and Employment Precinct Preliminary Master Plan?
Why does the Precinct need a Master Plan?
With significant new education facilities to be delivered, the Meadowbank Education and Employment Precinct will benefit from a co-ordinated, master planned approach that builds on this investment to enhance employment opportunities, improve the quality of pedestrian space, improve access and transport services and support the existing residential community with more open space and other facilities.
The Master Plan will provide the groundwork for a fully coordinated approach to ensure the Precinct is integrated, accessible and of high amenity for the whole community. The plan considers the area holistically, providing context for the new schools and TAFE NSW Meadowbank, and proposing new ideas for future projects.
The Greater Sydney Commission has prepared this preliminary Master Plan as independent advice to the NSW Government, to ensure that state and local initiatives are aligned and so that input from the community helps create a liveable, sustainable and productive precinct.
The growing community in the Meadowbank area is set to receive brand new, purpose-built education facilities by 2022. The Meadowbank Education and Employment Precinct (the Precinct) is an opportunity to build on this investment in education infrastructure to create an integrated, accessible, lively place for students, workers and residents.
This Preliminary Master Plan (the plan) sets out ideas for potential projects to support a liveable, sustainable and productive Precinct. The plan considers the local context and opportunities and includes potential projects for public space, green streets, transport and accessibility, local heritage, and enhanced employment opportunities.
The Commission is looking for community feedback on the ideas proposed in the plan. The feedback, and your comments on any other aspects of the plan, will inform preparation of a final Master Plan in early 2020. The Commission will present potential projects for consideration by the State Government and Ryde Council to occur over the next twenty years, subject to further investigation and funding decisions.
The Commission values and encourages the input of the local community, businesses and industry. We now want to give everyone an opportunity to provide feedback.

Meadowbank Education and Employment Precinct | Preliminary Master Plan Report | 22 October 2019 5
EXECUTIVE SUMMARY
The preliminary Master Plan identifies potential projects to ensure an integrated, liveable and accessible Precinct. These potential projects are subject to further consideration and funding and are anticipated to occur over the next twenty years.
The plan includes a ‘Core’ study area, encompassing the new schools and TAFE sites as well as existing employment lands, the Sydney Water Pumping Station site and the area around the Meadowbank Railway Station. The Precinct will connect students and residents with local jobs and support new businesses in enhanced employment lands.
In the ‘Core’, there are preliminary ideas to bring life to public spaces with new green streets and public plazas; to protect and enhance local heritage with new recreation and community uses; to improve accessibility within the Precinct and enhance amenity around the Meadowbank station.
Surrounding this ‘Core’ is an extended ‘Frame’ area which puts the ‘Core’ within a larger context. The plan has preliminary ideas for creating better connectivity in this Frame area as well as extending new recreation, education and employment opportunities to the wider community.

Ten Preliminary Ideas
The ten preliminary ideas can deliver on the vision, objectives and Guiding Principles of the plan. These ideas are preliminary, and the Greater Sydney Commission is seeking community and stakeholder input into these ideas in order to refine and shape a final Master Plan.
Five of the ideas are focused around movement and include actions to improve pedestrian, bicycle, public transport and vehicular access and provide new and upgraded connections across the Precinct.
Five of the ideas are focused around strengthening the qualities of the Precinct by establishing a blue/green link through the Precinct, upgrading station areas, enhancing employment lands, increasing green infrastructure and creating more enlivened and attractive places.

Where to from here?
The Meadowbank Education and Employment Precinct was envisioned in 2016 by the NSW Government following community consultation and is now being made a reality through ongoing collaboration between numerous NSW Government agencies. This is an evolving Precinct which will continue to be the product of more community discussion and input. Listening to what the community wants and needs is key to delivering the right type of Precinct for the area.
The Preliminary Master Plan is being exhibited alongside the State Significant Development Applications (SSDA) for the school and TAFE sites to inform the local community, stakeholders and local business about potential ideas that can benefit the whole Precinct. The Commission encourages

community and stakeholder input on the SSDA plans as well as on the ideas in the Master Plan. Following exhibition of the Preliminary Master Plan, comments and feedback will be reviewed and a final Master Plan is expected to be prepared by the first quarter of 2020.
The Preliminary Master Plan outlines potential projects to deliver an integrated, accessible and liveable place over the next twenty years. The potential projects identified are subject to further investigation and funding decisions. Input from the community and stakeholders will help to shape, define and prioritise the projects in the final Master Plan.
The Commission values and encourages the input of the local community, businesses and industry. We now want to give everyone an opportunity to provide feedback.

The exhibition and feedback period is from 24 October to 20 November 2019.
