Infra, energy companiesexpect fine print for NIP
Govt may hike customs duty on footwear, toysPRESS TRUST OF INDIANew Delhi, 16 January
The government may increase customsduty on several products like paper,footwear, rubber items and toys in theforthcoming Budget with a view to pro-mote ‘Make in India’ and boost manu-facturing growth, sources said.
The Commerce and IndustryMinistry in its Budget recommendationsto the Finance Ministry has proposedrationalisation of basic customs orimport duty on over 300 items from dif-
ferent sectors, including furniture, chem-icals, rubber, coated paper and paperboards, they said.
For new pneumatic tyres of rubber, ithas proposed to hike customs duty to 40per cent from the current 10-15 per cent.
Similarly on footwear and relatedproducts, the ministry has suggestedincrease in duty to 35 per cent from thecurrent 25 per cent.
“There is a significant increase inimports of undervalued and cheapfootwear. Hike in the duty will helpaddress the issue of price competition.
Majority of imports are coming fromASEAN countries, with which India hasa free trade agreement. It is also sus-pected that China is re-routing largequantities of footwear through thesecountries,” the sources said.
The ministry has proposed toincrease import duty on wooden furniture to 30 per cent from the cur-rent 20 per cent.
For coated paper, paper boards andhand made papers, it has suggesteddoubling the duty to 20 per cent.
However, it has asked for removal of
import duty on waste paper and woodpulp, which is currently at 10 per centand 5 per cent, respectively.
The paper industry has expressedconcerns about cheap imports and surgein inbound shipments.
“This has significant negativeimpact on coated paper manufactur-ing industry. Increase in duty will helpdomestic industry to compete withglobal players. It would also protectlocal manufacturers and ensure sus-tained growth of domestic paper indus-try,” one of the sources said.

Infrastructure and energycompanies are banking on the Budget announce-
ments to take forward therecently announced NationalInfrastructure Pipeline (NIP).This could help them firm up their corporate growth strategy for the nextthree to five years.
On December 31, UnionFinance Minister NirmalaSitharaman spelt out a plan for~102-trillion investments in var-ious infrastructure projects till2025. The minister said theCentre and states are expectedto equally contribute 39 per centeach to the capital expenditure,while the remaining 22 per centwill come from theprivate sector.
The roadmap,companies like JSWEnergy and AdaniTransport say, helpsthem decidedly laydown their own mul-ti-year investmentplans. “The pipelinedefinitely gives companiesmore visibility to firm up theirthree- to five-year business andcapacity augmentation plansand is a much-needed step inthe right direction,” said K P
Maheshwari, chiefexecutive officer forAdani Transport,which is executing asignificant chunk ofhighway projects inthe country.
A CARE Ratingsreport on NIP noted the pri-vate sector is expected to haveactive participation in roadconstruction with a 39 per centinvestment share.
A top executive of a leading
road developer company saidhe expects higher private par-ticipation in sectors like digitalinfrastructure and telecom. Therest, he said, may largely be driv-en by government spending.
Others like MEP Infrastruc-ture Developers expect theBudget speech and documentto shed more light on thisinfrastructure plan. “Morethan the plan, details on theyear-wise break up for everysector and the share of
private-public investment inthe same will help companiesfirm up their three- to five-years corporate strategies,”said Jayant Mhaiskar, chair-man and managing director of the company.
Executives from KECInternational, a company thatlooks at engineering, procure-ment and construction oppor-tunities in railways and powertransmission, are also seekingmore details. “NIP plan needs
to share more project-specificdetails like if projects are newor those which are already onthe drawing board. However,our three- to five-year growthstrategy is aligned to the factthat India’s infrastructure sec-tor will grow,” said VimalKejriwal, managing directorand chief executive officer ofKEC International.
Roads, railways, power, irri-gation, and urban infrastruc-ture, the CARE report high-lights, will together account for79 per cent of the proposedinvestments in this period.
Mhaiskar of MEP said:“What is crucial is whetherlenders will finance and facili-tate timely financial closure ofthe planned projects. We willlook forward to more clarity onthese points in the Budget doc-ument and Budget speech."
Others like JSW Energy areconfident about financeoptions and see NIP as a furtherboost to its investment plans.“We as a company. and with ourbalance sheet, do not seefinance as a challenge. Goingforward with better availabilityof funds and in this (NIP) direc-tion gives us extra confidencein making new investments,”said Sharad Mahendra, directorand chief operating officer forJSW Energy.

The Centre is likely to imposea 25 per cent import safeguardduty on single-mode opticalfibre, and a notification on thesame is expected soon,Business Standard has learnt.
Late last year, companieslike Sterlite Technologies andBirla Furukawa Fibre had filedan application with theDirectorate General of TradeRemedies (DGTR) seekingimposition of safeguard dutyon the fibre.
Imports in the categoryjumped three times to $ 180million in 2018-19, from only$51.3 million in the precedingyear. The sudden spike isbecause of the governmentbuying the fibre for itsBharatNet programme,
In November, the DGTRhad proposed a provisionalsafeguard duty of 25 per centfor a period of 200 days. Thiswas after it found that cheap-er imports -- primarily fromChina, but also South Koreaand Japan -- flooded Indianmarkets. As a result, domesticcompanies had to lay offworkers and close down man-ufacturing units last financialyear. The capacity utilisationand market share of firmsearning profits until 2017-18were also hit, despite anincrease in demand.
The government wasexpected to take action after 21days were given for publiccomments on the findings.That period has now ended.

An attempt was made by Pakistan to misuse the UNSC, hesaid, adding that Islamabad has a choice to avoid such a globalembarrassment in the future.
