IntroductionTHE MARK BENEVOLENT FUND
The Fund came into existence in 1868 on the suggestion of the Most WorshipfulGrand Master, the Reverend George Raymond Portal, (in 1881 Canon Portal) whoserved in that Office for four years. His views on charity, which were far moreprogressive and radical for the general thinking of that time, were greatly influencedby his passionate embrace of that fundamental virtue to which his attention had beendirected in the Craft Initiation Ceremony.
He believed it necessary for the Mark Degree to have its own Benevolent Fundbecause he was convinced that if charity was to be effective it had to be dispensedswiftly, and without the bureaucratic formalities from which the other masoniccharities appeared to suffer. It was an anathema to him for there to be any delay inproviding assistance to those in need and the Grand Master’s own Latin tag, “Bis datqui cito dat” – he gives twice who gives promptly – became the principal guidelineof the Fund of Benevolence. He also wished to provide the Order with a clear anddistinct charitable motive, a recognisable objective with which Mark Master Masonscould readily identify over and above the ritual and ceremonial of the Degree.
The Benevolent Fund, the Education Fund, and the Annuity Fund were establishedin 1868, 1880, and 1885 respectively, but by 1886 the increasing financial andadministration responsibilities necessitated improved management of the Festivalsand it was decided that, henceforth, the Grand Secretary of the Order would also holdthe Office of Honorary Secretary of the M.B.F., as it had become affectionatelyknown by the Brethren. The first grant of five pounds was made in 1868 to a MarkBrother who had lost virtually all he possessed in a shipwreck, and the records showthat in 1886 13 boys and 13 girls were beneficiaries from the Education Fund withthe Annuitant Fund supporting 4 persons. In 1968 the M.B.F. made a donation of fivehundred thousand pounds to the Lord Harris Court at Sindlesham, with a further fivehundred thousand pounds to the Modernisation Fund of the Royal Masonic Hospitalin 1971.
Canon Portal, who died in 1889, was one of the greatest figures in the early historyof the Grand Lodge of Mark Master Masons, and of the Degree of Royal ArkMariner. He was the founding father of the Fund of Benevolence, its inspiration andguiding light, and it is largely due to the untiring efforts of this Grand Master, whodedicated his life to the best interests of Mark Masonry, that the M.B.F. has becomewhat it is today. Indeed, he and the many thousands of Mark Master Masons whosegenerosity and hard work over the past one hundred and forty Festivals has ensuredcontinuous progress and expansion can clasp their hands in an ecstasy of joy, andtruly exclaim, “Thanks be to God I have marked well”.This fund was founded in theyear 1868 for the purpose of rendering assistance to Mark Master Masons in distressand to their widows and children.
The object of the Fund is to afford assistance to necessitous brethren, theirwidows, children or sisters, by means of immediate grants, subject to the provisionsof Rules 157-183 of the Constitutions and Regulations.

A brother, his widow, children or sister, is/are not qualified unless the brother haspaid his full advancement or joining fee and has continued to be a subscribingmember of a Lodge for at least three years. The General Board may reduce thisperiod to one year in certain cases.
An application cannot be entertained on behalf of a brother after a period of twentyyears from the date when the brother ceased to be a subscribing member of a Lodgeof Mark Master Masons, unless the brother had subscribed to such a Lodge for atleast fifteen years, or after a period of ten years, unless the brother had so subscribedfor at least five years. In neither case need the period of subscription have beenconsecutive.
In all cases, however, the General Board may entertain applications beyond thesaid periods if, in its opinion, there are special circumstances warranting such acourse.
The wife, widow, child or sister of a brother may be relieved provided that thebrother, if living, is qualified, at the time of the application, or if he is deceased, hewas so qualified at the time of his death.
The Board may order the payment of any sum not exceeding fourteen thousandpounds towards the relief of a petitioning Brother or the wife or child of a Brother,or of a widow, sister or other dependant or child of a deceased Brother.
If in any case the maximum sum which may be paid under the preceding Ruleshall appear to the Board inadequate to the exigencies of the petitioner’scircumstances, the Grand Master, on a representation from the Board, may sanctionan amount exceeding fourteen thousand pounds to a Brother, or the wife, widow orchild of a Brother.
Notwithstanding any provision in these Rules, the Board may make an emergencygrant without the presentation of a formal petition or the recommendation of apetition, and make a further grant on the receipt of a petition or recommendation,but the total amount of such grants shall not exceed the amount of the singlegrant permitted by these Rules.
If in any case the Board considers the maximum sum which may be sanctionedunder the preceding Rules to be inadequate its recommendation thereon shall belaid before Grand Lodge for final decision.
Grants may also be made to enable a brother or his wife to meet expensesincurred during convalescence, and to assist in the education, maintenance andclothing of the necessitous children of Mark Master Masons.
A child shall not be eligible for benefits unless the father is, or was, qualifiedfor relief under the rules of the Benevolent Fund as laid down in theConstitutions and Regulations.
Petitions for grants must be submitted through a Lodge Almoner of whicha brother is, or was, a member. The Provincial Grand Secretary or in thecase of a District the District Grand Secretary must approve the petitionprior to its submission to the Mark Fund of Benevolence.

STEWARDSHIP QUALIFICATION
Donations and Steward’s Fee
A brother or lady can serve a Stewardship by paying a Steward’s fee of£50.00.
Steward’s Badge
Every Steward can purchase a Steward’s badge which can be wornduring the year that the Stewardship is served.
Bars
Bars, for the attachment to the charity jewel or collarette, can bepurchased for every subsequent Stewardship served.
Collarettes
Collarettes, to which the charity jewel is suspended, are issued tosubscribers qualifying as Grand Patrons – Gold Award, Grand Patrons,Patrons or Vice-Patrons. Ladies will receive the equivalent bow for theirjewel.
Annual Festival
A Brother who wishes to dine at the Festival may do so on payment ofthe dining charge which is determined annually. They may invite ladiesas guests on payment of the dining charge.
