The Marine Instructor, in his capacity as the Cadet battalion Advisor, is responsible for the supervision of the Cadet Battalion in all its activities, including parades, ceremonies, drills and inspections, Teaches all LE courses. 102. Assignment of Cadet officers . Cadet Officers and SNCOs are selected from all classes within the Battalion. Selections are made to allow Cadets to progress in leadership and staff billets, building on each to progress to a more senior billet. Every opportunity will be made available to allow all Cadets the opportunity for command positions. For details on the selection process see the Battalion selection board process SOP. 103. Battalion Organization. a. General. 100. MISSION. The mission of the Cadet Battalion:

104. Description of Cadet Billets. Duties and responsibilities of cadet officers and cadet SNCOs in general parallel those prescribed for commissioned officers and SNCOs in general parallel those prescribed section of Navy Regulations, Infantry Battalion manuals, and Landing Party manual. Specific adaptations and local deviations will be authorized and published in separate instructions. Cadet Officers must bear in mind that a two­fold objective is sought in creation of officers and SNCO billets within the Battalion organization. Primarily the occupation of these positions of responsibility is a valuable method of training future leaders for the Golder College Prep student council, school clubs, school athletic captains, community, city, state of Illinois, and future officers in the Naval Service. Secondly, the appointment of some of the cadets as battalion officers and SNCOs serves as a mark of achievement and recognition of leadership ability. Recommendations for ranks and billets at the Battalion level will be submitted to the Command Leadership Board (CLB) which consists of; The Asst. Principal, The Dean of Discipline, The Dean of Students, a Staff Representative and the Marine Instructor. The Board will review the Professional Records of all the nominees and vote for a yea or nay for a personal attendance at the Command Leadership Bard (CLB). After the conclusion of the board the results of the board will be reviewed by the Marine Instructor and sent to the Senior Marine Instructor of the Noble Network of Charter School for review and approval before they are finalized and published. All cadet officers and SNCOs shall maintain an accurate turnover desktop file.

a. Battalion Unit Inspector Officer: (2 Diamonds, C/Lt.Col) The Unit Inspector Officer is responsible for the Unit Inspection Program. The BUIO’s duties are to be the Officer In Charge of the unit inspection program; to have a monthly inspection program of all operational and administrative areas of the battalion. A debrief will be held at the battalion staff training sessions. The BUIO takes care of all Equal Opportunity issues, with a brief to the Battalion Commander.

b. Battalion Assistant Unit Inspector Officer: (SgtMaj Rank/MGySgt) The BAUIO is the assistant to the BUIO, he/she will assist the BUIO in all duties and assist in the inspections of all the operational and administrative areas of the battalion. The ABUIO will inspect and advice the battalion SgtMaj in all matters pertaining to inspection areas and professional education of the battalion. 105. Description of Cadet Billets. The following is a list of responsibilities, specific / administrative duties for battalion billet holders. A description of the rank insignia for cadet officers and SNCOs battalion billet holders is located in LE I, Category 5, skill 5.

a. Battalion Commander (2 diamonds/Cadet Lieutenant Colonel) The Battalion Commander is responsible for the smooth and efficient operation of his command in the performance of its stated mission. As such, he or she is responsible for the implementation and establishment of a training schedule, which will achieve the stated Battalion mission objectives. Additionally, he or she is responsible for the determination and implementation of those activities that enhance the morale of the Battalion.

(1) The Battalion Commander is specifically charged with the following administrative duties.

(a) Review and approve all documents relative to the training of the Battalion.

(b) Continually monitor and promote the morale and welfare of the Battalion. (c) Review and approve all documents relative to Battalion ceremonies, physical fitness

tests, Cadet Candidate School, special events. (d) Supervise the administration of the Cadet Performance Evaluation System. (e) Enforce the Counseling Program and make sure that Pride Battalion Cadets are

being counseled and developed every month. (f) Maintain a current desktop procedures binder for future turnover of billet.

b. Battalion Executive Officer (1 diamond, Major)

(1) The Battalion Executive Officer is the principal assistant to the Battalion Commander and is

charged with the following responsibilities:

(a) To coordinate the activities of the Battalion Staff for smooth and efficient operation of the Battalion.

(b) To perform the duties of the Battalion Commander in his absence. (c) To monitor the activities of all Battalion clubs and organizations. (d) To act as liaison and coordinator between the Battalion Staff and the Battalion

Commander. (e) To collect and review the Cadet Performance Evaluations. (f) Submit weekly drill attendance to the Marine Instructor. (g) Maintain a current desktop procedures binder for future turnover of billet.

c. Battalion Sergeant Major (SgtMaj)

(1) The BN Sergeant Major is responsible for

management of the professional education, physical fitness, customs and courtesies, history and traditions, esprit de corps, and disciplinary matters.

(2) The Battalion Sergeant Major is specifically charged with the following administrative duties:

(a) To maintain an accurate Battalion roster. (b) To collect, coordinate, publish, and distribute the weekly NJP list. (Work with the

Adjutant) (c) To coordinate, publish and distribute the quarterly disciplinary summary. (d) Support the Battalion Adjutant, Academics Officer, Battalion Public Affairs Officer,

Recruiting Officer, and all officers that require disciplinary support. (e) The fall in of the Battalion in Battalion formation. (f) Gather the attendance reports from all the 1stSgts. (g) Report the accountability of Cadets to the Battalion Executive Officer. (h) The Senior Enlisted Advisor to the Battalion Commander on all enlisted issues. (i) The keeper of history and traditions. Making sure that all commissioned officers and

SNCOs are abiding by the Marine Corps Core Values of HONOR, COOURAGE AND COMMITMENT. (J) Walk the grounds for the inspection of the area of police. The SgtMaj is to walk on a

daily basis making sure that the area is clean and looking professional at all times. (k) Observing all of the training events and activities within the Battalion to make sure

that the leaders are teaching, mentoring and leading in a professional manner consistent with the leadership traits and principles.

d. Battalion Operations Officer, S­3 (Major) (1) The Battalion Operations Officer is charged with the following duties and responsibilities: To

provide written direction, in the form of operation orders, for all Battalion evolutions, drills, and ceremonies and to provide, with the aid of the Assistant of all special events (e.g., PFT) and ceremonies including; securing personnel through the company commanders for working parties for these events.

(2) The Battalion Operations Officer is specifically charged with the following administrative

duties: (a) The provision and publication of weekly drill operations, orders delineating areas of

training to be covered, and the sequence of events for drill. (b) The provision and publication of “Letters of Instruction” for all Unit ceremonies, to

cover the sequence of events and the duties to be performed as well as all other pertinent data. The LOI for the Change of Command will be published no later than the 15th of the month of February for a COC in the first week of June. The LOI for the Cadet Freshman Orientation will be published no later than the 15th of March for the CFO in August.

(c) The provision of personnel for special duties and ceremonies as required and

directed. (d) To supervise the planning for and execution of all events for the Battalion as set

forth in the training schedule (PFT, etc.) (e) To maintain a file of past Operation Orders, Letters of Instruction (LOI) and Training

Schedules. (f) Publish “The Commander’s Intent” and Quarterly training schedule. (g) Coordinate with Golder Staff to schedule classroom and drill area time. (h) Maintain a current desktop procedures binder for future turnover of billet.

e. Battalion Operations Chief, S­3 (MGySgt)

(1) The Battalion Operations Chief is the assistant to the Operations Officer and also charged with the following duties and responsibilities: To provide written direction, in the form of operation orders, for all Battalion evolutions, drills, and ceremonies and to provide, with the aid of the Assistant of all special events (e.g., PFT) and ceremonies including securing personnel through the company commanders for working parties for these events.

(2) The Battalion Operations Chief is specifically charged with the following administrative duties:

(a) The enforcement of all provision and publication of weekly drill operations, orders

delineating areas of training to be covered, and the sequence of events for drill. (b) The provision and publication of “Letters of Instruction” for all Unit ceremonies, to

cover the sequence of events and the duties to be performed as well as all other pertinent information. Assist the Battalion Sergeant Major, in all ceremonies and battalion events.

(c) The provision of personnel for special duties and ceremonies as required and

directed. (d) To supervise the planning for and execution of all events for the Battalion as set

forth in the training schedule (PFT, etc.) Coordinate and assist the company executive officers and company Gunnery Sergeants in all training events.

(e) To maintain a file of past Operation Orders, Letters of Instruction (LOI) and Training

Schedules. (f) Publish “The Commander’s Intent” and Quarterly training schedule. (g) Coordinate with Golder Staff to schedule classroom and drill area time. (h) Submit the battalion’s historical summary of all events for the current academic year.

Request all input from all the Staff Shops, which are due to the Bn S­3 by the first week of June. Historical document is due to the Bn Commander no later than the second week of June.

f. Athletic Officer, S­3 (Capt) (1) The Battalion Athletic Officer is part of the Battalion S­3 and works for the Battalion

Operations Officer. He/She is also charged with the following duties and responsibilities: (a) Registration of all intramural teams. (b) Assignment of captains of each intramural team. (c) Inventory of all Athletic gear (i.e., jerseys) (d) Post dates of PFT screening, weigh­in, make up PFT, and the date of the PFT a

minimum of ten weeks prior to each event. (e) Assist the Command Fitness Coordinator in the administration of the Physical

Fitness Testing and swim qualifications. (f) Tabulate and publish the PFT, swim, and marksmanship scores. (g) Maintain a current desktop procedures binder for future turnover of billet.

e. Command Fitness Coordinator S­3

(1) The Command Fitness Coordinator is the commanding officer’s direct representative in all

physical fitness and wellness matters. (a) Develop the physical fitness program for the battalion; the fitness program will be for

the current academic year. Supervise and enforce the physical fitness program throughout the battalion through the coordination with the company gunnery sergeants as the company gunnery sergeants execute the Command Fitness Coordinator’s physical fitness program.

(b) Schedule the YPFT and the Noble network PFT. Schedule the wellness written test. (c) Record all the scores for the YPFT, Noble PFT and the wellness written test. (d) Order all the YPFT certificates for the cadets that score 250 points or more. These

certificates must be ordered within one week from the results of the YPFT. (e) Supervise and evaluate the YPFT and Noble PFT with the assistance of the Plt

Cmdrs and Plt Sgts. (f) Keep active records of all scores for all the cadets in the battalion. Have records

available in case the information is needed due to transfer of cadets to other schools. (g) Maintain a current desktop procedures binder for future turnover of billet.

g. Academic Officer S­3 (Capt)

(1) The BN academics officer is charged with the following duties and responsibilities:

(a) Ensure all criteria for unit academic awards are met. (b) Ensure all Cadets are well versed in proper study habits. (c) Ensure proper battalion climate for academic excellence. (d) Establish a weekly academic tutoring session with lesson on organizational skills,

prioritizing, and cadet tutors that will help cadets that are having problems with academics. (e) Maintain a current desktop procedures binder for future turnover of billet.

h. Assistant Operations Officer, S­3 (1stLt)

(1) The Battalion assistant operations officer is charged with the following duties:

(a) Generate the Battalion training plan. (b) Assist the Battalion operations officer with the plan of the week. (c) Other duties as assigned by the operations officer. (d) Maintain a current desktop procedures binder for future turnover of billet.

e. Battalion Supply Officer, S­4 (Major) (1) The Battalion Supply Officer is responsible for the following duties:

(a) To oversee and maintain the Battalion Storage room and to ensure efficient handling of all matters relating to the material requirements of the Battalion. Keeping proper stock of all gear and equipment needed for all training evolutions.

(b) To provide and ensure the installation of all speakers, microphones, flags, field

markers, etc., for Battalion ceremonies. (c) To provide for the upkeep and maintenance of all inventories in the Battalion storage

room. (d) To perform such administrative actions necessary to support the funding of the

Cadet club activities and to account for all funds entrusted to the Cadet clubs and organizations. (e) To report regularly to the unit Executive Officer the status of Battalion funds.

(f) To prepare Cadet inputs to the annual budget, and to prepare the Cadet Annual

Budget. (g) Ensure that the Battalion accounts are audited semi­annually and prior to Supply

Officer turnover. (h) To coordinate the logistical requirements of the Cadet Freshman Orientation

Program. (i) Maintain a current desktop procedures binder for future turnover of billet.

Battalion Supply Chief S­4 (GySgt)

(1) The Battalion Supply Chief is the assistant to the Battalion Supply Officer. He is responsible for the following administrative duties:

(a) To assist the Supply Officer is all duties and responsibilities. (b) To coordinate with the company gunnery sergeants in all logistical requests to

include; uniform issue, uniform return, classroom resources, and all other assistance request from the company gunnery sergeants.

(c) To coordinate with the senior enlisted leaders in the companies and platoons in all

logistical matters. (d) Reserve all classrooms and facilities to support battalion training. (e) Maintain a current desktop procedures binder for future turnover of billet.

i. Battalion Adjutant, S­1 (1stLt) (1) The Battalion Adjutant is charged with the following duties:

(a) To provide administrative support to the Battalion staff. (b) To maintain and prepare all Battalion correspondence. (c) To prepare all orders and bulletins necessary for the Battalion operations and

ensure their proper distribution. (d) To provide narration for all parades and ceremonies. (e) Update and maintain Cadet service records with promotions and awards. (f) Maintain a current desktop procedures binder for future turnover of billet.

Information Officer, S­2 (2nd Lt)

(1) The Battalion Information Officer is charged with the following duties:

(a) Provide Current Events presentations weekly. (b) Provide cultural events presentations. (c) Provide Military History events presentations to the cadet Battalion and also for the

Campus. (d) Create a MCJROTC WEB page and maintain current with information about the

MCJROTC program. Manage the MCJROTC Facebook, Youtube, and Website. (e) Create a school wide MCJROTC monthly newsletter about the program and

upcoming events, promotions and field trips. (f) Maintain a current desktop procedures binder for future turnover of billet.

j. Recruiting Officer S­2 (2nd Lt)

(1) The Battalion recruiting officer is charged with the following duties:

(a) Provide a presentation for all the classes about the MCJROTC program during the freshman orientation.

(b) Put together the MCJROTC pamphlet for the freshmen assessment test ten days

prior to the date of testing. (c) Coordinate with the School Dean of Student for the date of the freshmen

assessment date. (d) Maintain a current desktop procedures binder for future turnover of billet.

k. Battalion Public Affairs Officer, S­5 (2nd Lt)

(1) The Battalion Public Affairs Officer is charged with the following duties:

(a) Maintain Battalion Chain of Command board. (b) Ensure press coverage of Battalion activities and events which include all of the ITW

MCJROTC Pride Battalion Athletic Teams. (c) To maintain a photo board reflecting current Battalion events and activities.

Coordinate with the School computer technician to include slideshow on school TVs, (d) Provide for bi­weekly News Videos for the Battalion and the campus. (“Pride

News­The No scuttlebut Zone”) (e) Create a school wide MCJROTC monthly newsletter about the program and

upcoming events, promotions and field trips. (f) Provide video and camera team for all events and practices during the MCJROTC

Athletics season. (g) Assist the Chronological Historical Program with the MCJROTC Website, Youtube,

and Facebook accounts. (h) Maintain a current desktop procedures binder for future turnover of billet.

Battalion Public Affairs Officer, S­6 (2nd Lt)

(1) The Battalion Security Officer is charged with the following duties:

(a) Maintain Battalion inventories of all CMR gear and school computers.. (b) Ensure that all serialized equipment is accounted for weekly. (c) Ensure that MCJROTC classroom is secured after school and Bn Trainings on

Fridays. (d) Brief the Marine Instructor in all matters of serialized equipment weekly. (e) Maintain security of all Broadcasting equipment and have a signout and sign in log. (e) Assist the Bn S­5 in the broadcasting duties as needed. (f) Maintain a current desktop procedures binder for future turnover of billet.

l. Company Commander (Capt)

(1) The Company Commander is responsible for the smooth and efficient operation of his or her company. In particular, he/she is charged with the following responsibilities:

(a) The direct training of company staff to achieve those training objectives established

by the Battalion Commander, (b) The overall welfare of the Cadets. (c) To act as liaison between the company and platoon leaders for orders and

assignments emanating from the Battalion Staff, e.g., personnel requirements, etc.. (d) To evaluate subordinates and complete Cadet Performance Evaluations as required

by appropriate directives. (e) Maintain a current desktop procedures binder for future turnover of billet.

m. Company Executive Officer (1st Lt)

(1) The Company Executive Officer is charged with the following duties:

(a) Assisting the Company Commander in the administration of the company.

(b) Performance of such tasks assigned by the Company Commander.

(c) To assign work duties to the company platoons as directed by the Company Commander,

(d) To coordinate the administrative operation of the company and to fill the position of

the company commander in the absence of the company commander. (e) Develop the pacing guide for the incoming academic year with the assistance of the

company GySgt and submit for approval to the Bn S­3 Operations Officer no later than the 15 of May. (f) Maintain a current desktop procedures binder for future turnover of billet.

n. Company 1st Sgt (1st Sgt) (1) The Company 1stSgt is charged with the following duties and responsibilities:

(a) Senior enlisted advisor to the company commander in all enlisted matters. (b) To provide the company commander with an accurate attendance roster of all

cadets including absences and any irregularities to the company commander and the Battalion SgtMaj, (c) Responsible for the discipline and good order of the company. Schedule the

Professional Military Education (PME) program for the company. (d) Enforce all requirements for promotions and awards. (d) Maintain a current desktop procedures binder for future turnover of billet.

O. Company Gunnery Sergeant

(1) The company GySgt is charged with the following duties and responsibilities:

(a) The physical fitness coordinator for the company. (b) Lead all physical fitness sessions at the company level. (c) Supervise and enforce the physical fitness program directed by the Battalion

Command Physical Fitness Coordinator. (d) Assign and supervise all cadets in the remedial physical fitness program. (e) Responsible for all supply matters at the company level. Coordinate the issue and

return schedule with the Bn Supply Chief. No one goes to the supply storage room without the approval of the Company GySgt through the coordination with PltSgts.

(f) Form up the company for all PT session days. (g) Responsible for all logistical matters of transportation and resources for training

events. (h) Assist the Company XO in developing the pacing guide for the incoming academic

year. (i) Maintain a current desktop procedures binder for future turnover of billet.

p. Platoon Commander (2nd Lt)

(1) The platoon commander is charged with the following duties and responsibilities:

(a) Responsible for the direct training of the platoon in accordance with the orders and objectives of the company commander,

(b) Ensure that the platoon is ready for semi annual inspections including the drill and

uniform inspections. (c) Maintain a current desktop procedures binder for future turnover of billet.

p. Platoon Sgt (SSgt)

(1) The platoon Sgt is charged with the following duties:

(a) The assistant to the platoon commander in the training and administration of the platoon.

(b) Accountability of all Cadets and report to the platoon commander absences and any

irregularities. (c) All individual training of the cadets from the drill manual to the general knowledge of

MCJROTC. (d) Responsible for the good order and discipline of the platoon. Hold PME sessions to

improve the knowledge base of all cadets. (e) Responsible for the initiation of the promotion program of the battalion. Screen,

evaluate, counsel and teach the promotion program to the cadets for their understanding of the promotion requirements.

q. Squad Leader (Sgt)

Special Staff: The special staff billets are directly responsible and report directly to the Battalion Commander and the Battalion Sergeant Major.

a. Equal Opportunity Advisor (SSgt)

(1) The EOA is selected and recommended by the 1stSgts and the SgtMaj to the Marine Instructor and the Bn CO, and is responsible for:

(a) The EOA must be experienced and have an above reproach character in integrity.

(b) Take climate surveys once a semester for the Battalion and brief the Bn Commander and his main staff on the findings and recommendations.

(c) Review all Investigations and Request Masts for discrimination content or actions. Campus Interior Guard: The Campus Interior Guard is the responsibility of the Bn Operations Officer and Assisted by the Bn Operations Chief.

a. Commanding Officer:

(1) The Commanding Officer of the Guard (COOG) is assigned by the Bn S­3 Operations Officer. This assignment is for one month. The Assignment will be done by written order. The duties and responsibilities of the Commanding Officer of the Guard are as follows:

(a) The Commanding Officer is responsible for everything that occurs or not occurs in the guard.

(b) Make sure that a guard roster is posted and all personnel have signed the roster and know their duty days.

(c) Make sure that all flags are serviceable for hosting.

(d) Make sure that all personnel are properly trained in their duties and are knowledgeable of all General orders and Special orders.

b. Officer Of the Day:

(1) The Officer Of the Day (OOD) is assigned by the Commanding Officer of the Guard. This assignment is for one month. The Assignment will be done by written order. The OOD is the Executive Officer of the Company. The OOD’s duties and responsibilities are as follows:

(a) Responsible for the proper training of Guard personnel.

(b) Supervise the hoisting and lowering of the colors.

(c) Publish Special orders for the hoisting of the colors at half mast by order of the executive office of the U.S.

(d) Make sure that the Colors and flagpole ropes are serviceable. Request replacements as needed.

c. Officer of the Guard:

(1) The Officer Of the Guard (OOG) is assigned by the Officer of the Day. This assignment is for one month. The Assignment will be done by written order. The OOG is one of the Platoon Commanders of the Company. The OOG’s duties and responsibilities are as follows:

(a) Responsible for the proper training of Guard personnel. Hold Guard Mount before hoisting and lowering of the colors.

(b) Supervise the hoisting and lowering of the colors.

(c) Execute Special orders for hoisting of the colors at half mast by order of the executive office of the U.S.

(a) The SNCOOG will form up the Guard Mount and report to the OOG.

(b) Responsible for walking with the OOG during inspection and make corrections to discrepancies.

(c) Train the Sergeant of the Guard and the Corporal of the Guard

(d) Assist the OOG in any other duties required by the OOG.

e. Sergeant of the Guard (SOG):

(1) The Sergeant of the Guard is assigned by the OOG. This assignment is for one month. The Assignment will be done by written order. The SOG’s duties and responsibilities are as follows:

(d) Responsible for the marching of the guard to the flagpole and executing all drill movements with precision and professionalism. 106. Promotion Requirements. The below requirements for promotion are established; to ensure that the best cadets in the program get promoted to the ranks of responsibilities, which will lead to positions of leadership being responsible for the training and education of subordinate cadets.

a. C/Private First Class: The requirements for promotion to C/PFC are as follows. The Cadet must have at least four months time in service and four months time in grade. Must have GPA of 2.0 cumulative and 2.5 current. Twenty hours of community service, attend the Cadet Freshman Orientation, participate in the MCJROTC athletic program, score an 85% or better on the drill test, score a 250 points or better in the YPFT, pass the Noble Street PFT, no more than three detentions in a quarter, score an 85% or better in the General Military Subjects Test, appropriate level reading PME essay.

b. C/Lance Corporal: The requirements for promotion to C/LCpl are as follows: The Cadet must have at least seven months time in service and five months time in grade. Must have GPA of 2.5 cumulative and 3.0 current. Thirty hours of community service, participate in the MCJROTC athletic program, attend the Cadet Freshman Orientation, score an 85% or better on the drill test, score a 250 points or better in the YPFT, pass the Noble Street PFT, no more than three detentions in a quarter, score an 85% or better in the General Military Subjects Test, appropriate level reading PME essay.

c. C/Corporal: The requirements for promotion to C/Cpl are as follows: The Cadet must have at least

twelve months time in service and five months time in grade. Must have GPA of 2.5 cumulative and 3.0 current.
