EXECUTIVE SUMMARY

TheBoroughofMalvern receiveda localmatchgrant from theDelawareValleyRegionalPlanningCommission(DVRPC)toconductastudyoftransitorienteddevelopment(TOD)opportunitiesintheareaoftheMalverntrainstation.ATODisdefinedasacompact,mixeduse,pedestrianfriendlydevelopmentsurroundingatransitstation.TheBoroughwasmotivatedtostudyTODbecauseofitspotentialbenefits.ATODcould:

reinforcetheBoroughsvitality allowtheBoroughtoproactivelyshaperedevelopment,orlimitredevelopment provideIncrementaltaxincometosupportinfrastructureimprovements taketrucksoffthestreets,ifanewaccessisbuiltasaresult improvepedestrianaccesstothenorthsideofthetracks addparking,ifagarageisbuiltasaresult increaselandandhomevalues betterutilizethevaluabletransportationassetofthetrainstation

Thestudywasconductedoveraoneyeartimeframefromfall2012tofall2013.Thestudyreceivedguidancefromfive meetings of a Study Advisory Committee (SAC) comprised of DVRPC, the Southeastern PennsylvaniaTransportation Authority (SEPTA), Chester County Planning Commission (CCPC), andMalvern Borough. SeveraladditionalmeetingsandphoneconferenceswereheldduringthecourseofthestudywiththeSACmembersfromMalvernBorough.

Twopublicworkshopswereheld:thefirstinfall2012tointroducethestudyandobtaincommunityinputonthegoalsofTOD,andthesecond insummer2013topresenttheresultsofthestudiesandalternative
