MACEDONIA WILL BE ABSTINENT REGARDING THE DECISION OF THE INTERNATIONAL COURT
FOR KOSOVO
"Macedonia will be abstinent regarding the decision of the International Court
for Justice about Kosovo", stated yesterday the representatives of the
Macedonian Ministry of Foreign Affairs (MFA). As "Dnevnik" writes, the same
stance was expressed by the Macedonian Ambassador in Serbia Ljubisha
Georgjievski in the statements for the Serbian media.
According to A-1 TV, it is expected the EU diplomats in the next days to analyze
the decision of the International Court with which the legitimacy of the
independence of Kosovo is confirmed in depth. Although official Belgrade and
Pristine refute the speculations for possible division of Kosovo, the diplomats
in Brussels are concerned for the stability of the region. They consider that
due to the current situation in the region it is necessary the name dispute
between Macedonia and Greece to be urgently resolved. The diplomats in Brussels
consider that Macedonia should accept a compromised solution for the dispute and
in November when the NATO summit will be held, it to become member state of the
Alliance, with which it will secure its borders and stability, reported A-1 TV.
MACEDONIA AND GREECE ARE LEADING A SECRET DIPLOMACY FOR SOLUTION OF THE NAME
DISPUTE?
Parallel with the more often meetings of the Prime Ministers and the Minister of
Foreign Affairs of Macedonia and Greece, a secret diplomacy is leaded between
the both countries for resolution of the name dispute, writes "Dnevnik", calling
upon Greek Internet pages. The representatives of the Macedonian Ministry of
Foreign Affairs (MFA) neither confirmed, nor refuted these information, and
representatives from the Greek MFA stated that they do not want to comment such
scenarios, writes "Dnevnik".
The Greek Prime Minister George Papandreou for his representative in the secret
negotiations chose his long year corroborator Alex Rondos who has a strong
diplomatic relations with the USA, but it is not known who the representative of
the Macedonian side is. The name Republic of Vardar Macedonia is in the focus of
the secret negotiations. The mediator Matthew Nimetz and the official
negotiators of the both sides wait for the outcome of the secret negotiations
and if they give result then Nimetz through the UN officially will present a
proposal for resolution of the name dispute. The diplomats are attentive in the
forecasts about the outcome of the negotiations regarding the position of the
both sides which by now do not promise progress in the resolution of the
dispute, writes "Dnevnik" calling upon foreign diplomats.
THE FRENCH MINISTER PIERRE LELLOUCHE IN MACEDONIA - THE EU DOES NOT WANT TO
IMPORT ADDITIONAL PROBLEMS
The diplomats in the EU are concerned due to the possibility in the Union to be
imported additional problems with the country candidates or some member state of
the Union has. As TV Alsat M reported, this is the message which yesterday has
said the French Minister of European Affairs Pierre Lellouche to the Macedonian
politicians.
Lellouche met with the Deputy Prime Minister of European Affairs Vasko
Naumovski, the President Gjorge Ivanov and the Prime Minister Nikola Gruevski.
"We want the citizens of Macedonia to enter in the European family prepared. The
ball is on your side and try to play better than the French representation",
stated Lellouche after the meeting with Naumovski. He added that the name
dispute needs to be resolved from Skopje and Athens and no one other will mix in
the resolution of this dispute. Lellouche also stated that the Macedonian
Government should keep up the pace of the reforms, i.e. not to allow regression
of this process. Naumovski on the other hand stated that Macedonia remains
dedicated on the European agenda and the reforms, regardless of the fact whether
it will begin the negotiations with the EU this or the next year. Naumovski and
Lellouche assessed that the relations between Macedonia and France are good, but
that the economic cooperation needs to be intensified.
THE PARLIAMNET TODAY WILL DISCUSS FOR THE COMMISSION FOR INQUIRY AND THE RULES
OF PROCEDURE
The Speaker Trajko Veljanovski for today arranged the parliamentary session on
which it will be discussed about the changes in the parliamentary Rules of
Procedure and for the forming of the Commission for Inquiry which should clear
up the incident which has happened on the 1st of July in the Parliament. As A-1
TV reported, the MPs of SDSM stated yesterday that they will vote for the
forming of the Commission for Inquiry, but not for the changes in the
parliamentary Rules of Procedure. Such stance of the SDSM followed after the MPs
from this party and the MPs from VMRO-DPMNE did not manage to agree about the
forming of a parliamentary commission which would control the spending of the
money from the State budget. The representatives of SDSM stated that obviously
the Government does not want to have a control on the spending of the state
money, while MPs from VMRO-DPMNE stated that they have made enough concession
and that the requests from SDSM are exaggerated, reported A-1 TV.
THE PRIME MINISTER REFUTED THE INFORMATION THAT THERE WILL BE A RECONSTRUCTION
OF THE GOVERNMENT
"There will be no reconstruction of the Government. The information which have
appeared regarding this issue are pure speculations", stated yesterday the Prime
Minister Nikola Gruevski.
As "Netpress" reported, Gruevski give the statements after information that on
autumn there will be a reconstruction of the Government, i.e. change and
transfer of more Ministers appeared in the media.
NIKOLA GRUEVSKI - CASES FROM THE HAGUE WILL BE RESOLVED FROM THE COURTS
The Prime Minister Nikola Gruevski yesterday refuted the speculations that the
leader of DUI Ali Ahmeti is making a pressure on him in order the cases which
the Hague Tribunal has returned to Macedonia to be resolved by the 2nd of
August, i.e. to the holiday "Ilinden".
"I do not want to comment pressures that do not exist", stated Gruevski. As
"Dnevnik" writes, Gruevski did not give a concrete answer whether for VMRO-DPMNE
the request the Parliament to discuss about the cases from The Hague is
acceptable and whether he has talked about that with Ahmeti.
THE BASIC COURT ONCE AGAIN REFUSED TO OPEN A NEW COURT PROCESS FOR THE CASE
"SOPOT"
The Basic Court in Skopje once again refused the request of the lawyers of a new
trial for the case "Sopot" to be hold. Such decision means that the Basic Court
did not accept the request of the Court of Appeals to reexamine its previous
decision with which the request for new court process for the case "Sopot" is
refused. On the basis of the appeal from the lawyers the Court of Appeals
previously established that there were procedural irregularities in the court
process which was led in the Basic Court. In this court process seven persons
are convicted on prison punishments, from whom six are convicted in absence,
reported TV Alsat M.
Commenting the last decision of the Basic Court, the lawyer of the convicted
persons Vulnet Pachoku, stated that he will once again file an appeal to the
decision of the Basic Court.
CLOSED THE FILE FOR THE FIRE IN THE MONASTERY "ST. JOVAN BIGORSKI"
The Public Prosecution adopted a decision to close the file about the fire in
the monastery "St. Jovan Bigorski", reported TV Alfa. The investigation has
showed that the fire was caused by dysfunctional electrical installation and it
is established that the speculations that someone set the fire are baseless. In
accordance with the results from the investigation, the Public Prosecution has
adopted a resolution according to which the fire which has happened on the 30th
of September 2009 is a consequence of more circumstances, and mostly of a
dysfunctional electrical installation, reported TV Alfa.
GRUEVSKI REFUTED THE ACCUSATION OF CVETANOV
The Prime Minister Nikola Gruevski yesterday refuted that accusations from the
former director of the Directorate for prevention of money laundering, Vane
Cvetanov that he protects the criminal and that due to that he has dismissed
Cvetanov from the function.
"The claims of Cvetanov are fully incorrect. We have never protected any kind of
criminal. He attacks and insults because he is enraged because he is dismissed
from function. The dismissal of Cvetanov is made on the base of the date from
the Commission for Anti Corruption (CAC) for unlawful working of Cvetanov. We
have made checks of these data and it was shown that they are true", stated
Gruevski. As TV Kanal 5 reported, he stated that in the future he will not have
tolerance for anyone who is working unlawfully, regardless of it is about
members of VMRO-DPMNE or other parties.
QUARRELS BETWEEN VMRO-DPMNE AND SDSM FOR THE AFFIARS "REK BITOLA" AND "ILIEVSKI"
The Minister of Defense Zoran Konjanovski yesterday refused to respond to a
reporter's question - whether he was aware for the criminal in the thermal power
plant "REK Bitola" which has happened there while he was director. "It is now
out job to established whether there was or not criminal in the thermal power
plant, but that should be established by the authorized institutions", stated
Konjanovski.
As A-1 TV reported, the representatives of the oppositional SDSM yesterday
expressed accusations that the criminal charges against 12 former and current
managers of "REK Bitola" for criminal in the value of EUR 7 million are result
from an internal clash in VMRO-DPMNE, and not to the governmental fight against
the corruption. "How is it possible members of the family Ilievski to be
arrested because on their field a "wide hemp" is found, and not to be arrested
12 directors who are suspected that they have made malverzations in value of EUR
7 million", stated Andrej Petrov of SDSM. According to A-1 TV ,the statement of
Petrov comes after the Public Prosecution did not request the 12 suspect persons
for criminal in "REK Bitola" to be arrested, but it is enabled they to defend
themselves from freedom.
As "Vecer" writes, previously Konjanovski on the press conference expressed
accusations against SDSM that it once again applies the system of destruction of
Bitola which it has started to use 20 years ago."SDSM is guilty that in Bitola
large number of companies were closed and thousands of people were left without
job. SDSM destroyed the agriculture in Bitola, SDSM is guilty for the affair
"TAT" due to which 12.000 people left without their saving.... SDSM continues with
such policy these days defending Dusko Ilievski who is suspected that he has
produced drug, who is convicted for family violence and who is suspected for
thefts", stated Konjanovski.
Andrej Petrov of SDSM yesterday stated that SDSM has no intention to comment
such lies and fabrication.
FIVE MUNICIPALITY COUNCILORS FROM VMRO-DPMNE AND SPM RESIGNED FROM THE FUNCTIONS
Five officials of Prilep, members of the governing parties VMRO-DPMNE and SPM,
yesterday submitted resigns from the functions from the Council of the
Municipality of Bitola. Goce Inglizov, Sonja Blazevska, Sase Nikolovski, Branko
Neskovski and Ilija Bogatinovski resigned from the councilors functions and
decided to keep only the director functions of the state institutions, reported
A-1 TV.
They yesterday have stated to cancel from the double functions because their
parties have decided so, and not because of the request of the Commission for
Anti Corruption and the media. "With the resigns of the councilors functions we
have proved that for us the state or the municipalities functions are not
priority, but the prosperity of the state", stated Goce Inglizov.
THE SUPREME COURT ANNULED THE VERDICT FOR THE EX-MAYOR OF THE MUNICIPALITY OF
AERODROM KIRIL TODOROVSKI
The Supreme Court yesterday annulled the verdict with which the ex-mayor of the
Municipality of Aerodrom, Kiril Todorovski (VMRO-DPMNE) was convicted on three
years in prison due to bribe of EUR 100.000. Todorovski who was almost for a
year in a prison, stated that he is very pleased that the justice has won and
that he will not have to spend two more years in prison. He has expressed
conviction that on the repeated court process it would be proved that he is
innocent and that the court process against him is mounted.
As TV Kanal 5 reported, the verdict of Todorovski is annulled because the Public
Prosecution has withdrawn the accusation for criminal association. Due to this
the evidences against Todorovski which were made with secret taping were no more
valid.
Except Todorovski for taking bribe also was convicted the Inspector for urbanism
in the Municipality of Aerodrom, Saso Stojcevski and there will be a retrial for
him too, reported TV Kanal 5.
EIGHT MILLION EUROS INVESTED IN THE RENOVATION OF THE PRISON "SKOPJE"
The Minister of Justice Mihajlo Manevski yesterday was in visit of the prison
"Skopje" in the Skopje settlement Suto Orizati, during which the results of the
project for renovation and modernization of the prison were presented to the
reporters. "Through a project in value of EUR 8 million are modernized the
sanitary areas and the areas in which the prisoners meet with their lawyers, a
new alarm system for blocking of mobile phones is set, additional 56 cameras for
video observation, a new sport hall is opened, and in the cells there are new
floors. The modernization for which Macedonia has received a loan of EUR 46
million from the Bank of the Council of Europe is going according to the plan,
and these money are spend maximally reasonable", stated Manevski.
As A-1 TV reported, during the getting round of Manevski and the reporters of
the prison, one prisoner called the reporters to see the bad conditions in his
cell. However, that was not enabled, and Manevski stated that it is about a
prisoner with psychological problems. Manevski refuted that the urgent
renovation of the prison is made due to the fact that by the end of the summer a
control from the European international organizations will be made in it. By now
they have several times given bad marks about the condition in the Macedonian
prisons, reported TV Alfa.
THE REDUNDANT WORKERS BLOCKED KUMANOVO
Group of redundant workers from the association "UNIT" from Kumanovo yesterday
blocked the entries and the exits from Kumanovo for two hours, requesting their
social status to be resolved. As "Dnevnik" writes, they are demonstrating for
eight months, but by now they have not received a positive answer. The redundant
workers announced that the next Thursday they will come in Skopje and will
demonstrate outside of the Parliament because on the agenda of the Parliament
will be the MPs questions. "We want to request an answer from the Prime Minister
Nikola Gruevski and the Minister Gordana Jankulovska why our status is not
resolved and why pressure is made on us", stated that President of "UNIT"
Ljiljana Gjorgjioska. She has requested the union organizations and institutions
which deal with the protection of the human rights to help the redundant worker
to achieve their rights.

"ALEXANDER AS A GIFT FOR GREECE"
In a sign of good will the Government should give the memorial of Alexander the
Great as a gift to Athens to show that its wants to give up from the
antiqvisation and that it is serious in its intents to solve the bilateral
dispute. With such proposal yesterday came part of the nongovernmental sector,
which considers that the responsibility for the resolution of the name dispute
is at the Government, which possessed all the relevant information for the
process and its has the term for its final ending, which should happen in the
next few months.
Lidija Dimova from the Centre for European education emphasizes that the name
dispute should be resolve immediately and in one broader strategy with Greece.
According to her, the Government needs to lobby at Brussels in order the
solution of the name dispute to be put in the package with a time frame until
when the country should become part of the Union, and the opposition to include
itself more actively in the finding of a solution.
"Through the time frame for accession in the Union, it should be explained to
the people that the compromise is unconditional. We need immediately to recruit
Greece to be our country lobbyist because the idea Western Balkan in the EU
until 2014 was its. That should be lobbied on the level of the EU and a time
frame to be made and a date to be set when the Western Balkan will become part
of the EU. The fact that you are receiving a new name will be accepted
differently if you know that it goes in a package with a certain deadline for
membership in the EU", considers Dimova.
The nongovernmental organizations emphasized that after the adoption of the
Lisbon Treaty the EU waits a successful story to activate the European agenda
for the enlargement of the Western Balkan. But, regarding the fact that there is
nothing from the hope that to be Macedonia, they are turning towards Monte
Negro.
On the necessity for resolution of the bilateral dispute with Greece yesterday
pointed out also Gerald Knaus, the President of the European Stability
Initiative (ESI). According to him, Macedonia deserves to start the negotiations
with the EU, but that at the moment that is impossible without previously
finding of a mutually acceptable solution. He also points out that Serbia has a
similar problem, because more and more countries hide behind the unsolved
problem with Kosovo to slow down its Euro integration.
"However, there is one positive thing, and that it is in the interest of Greece
Macedonia to make a progress and the present Government in Athens seems to be
more prepared than all the previous Governments to find a compromise. Even
maybe, it would be prepared not to insist on constitutional change of the name
as a solution for the dispute", assesses Knaus........

THE PRIME MINISTER CAMERON ENCOURAGED THE MACEDONIAN GOVERNMENT TO FIND A
COMPROMISE WITH GREECE
The new British Prime Minister David Cameron sent a letter to the Prime
Minister Nikola Gruevski in which he encourages the Macedonian Government to
reach a compromised solution for the name dispute with Greece. "Our Minister
for Europe who has recently visited Macedonia was encouraged by your
dedication for finding a mutually acceptable solution for the name dispute.
I
understand that this is a tough issue. Your leadership will receive
recognition if you reach an agreement for this dispute", it is said in the
letter sent as a respond to the greeting card from Gruevski on the occasion
of the undertaking of the Prime Minister function from Cameron.
As TV Kanal 5 reported, Cameron in the letter expressed the support of Great
Britain for the membership of Macedonia in the EU and NATO and saluted the
progress which the country has made receiving a recommendation from the
European Commission for start of the negotiations with the EU. He in the
letter expressed gratitude for the contribution of Macedonia in the NATO
mission in Afghanistan.
THE PRESIDENT GJORGE IVANOV WILL NOT GO ON CELEBRATION IN THE MONASTERY
"PROHOR PCINSKI"
Neither the President Gjorge Ivanov, nor any official Macedonian delegation
will go on the 2nd of August in the monastery "Prohor Pcinski" in Serbia so
that they will held celebration on the occasion of the anniversary from the
holding of ASNOM, reported TV Kanal 5.
The representatives from the Cabinet of Ivanov did not want to tell anything
else regarding this issue, except that he has cancelled the visit to the
monastery.
Unofficially, the visit of Ivanov and the Macedonian delegation of the
monastery is cancelled after the Court of Appeals have confirmed the verdict
of two and a half years in prison for Jovan Vraniskovski. The Serbian
Orthodox Church (SOC) recently appointed Vraniskovski for Serbian exarch in
Macedonia. The President Ivanov did not want to go to the Serbian monastery
so that he can avoid possible provocations from the representatives of the
SOC regarding the case "Vraniskovski", say the sources on which TV Kanal 5
calls upon.
REACHED AN AGREEMENT FOR THE RULES OF PROCEDURE, BUT NOT FOR THE CONTROL OF
THE SPENDING OF THE MONEY FROM THE BUDGET
The MPs from the governing parties and the opposition yesterday reached an
agreement for the changes in the parliamentary Rules of Procedure, reported
TV Kanal 5. Instead of the request of SDSM the opposition to has a right on
each parliamentary session to propose one topic on the agenda, compromised
solution is reached, it to be able to do that on every second parliamentary
session. However, the MPs did not manage to agree for the forming of the
parliamentary Commission which would control the expenditures of the State
budget and will discuss the audit reports from the working of the stated
institutions. The MPs of SDSM requested a special parliamentary commission
to
be formed for such thing, but the MPs from VMRO-DPMNE did not accept this
request. They have proposed instead of forming a special commission, to be
formed a subcommittee which would work in the frames of the parliamentary
Commission for finances and budget.
As TV Kanal 5 reported, representatives of VMRO-DPMNE yesterday stated that
they consider that an agreement for the changes on the parliamentary Rules
of
Procedure and for the forming of the Commission for Inquiry which should
examine the incident from the Parliament from the 1st of July is reached.
They have stated that a parliamentary session on which the decision for the
Commission and the Rules of Procedure should be adopted, and in the meantime
a mechanism for control of the spending of the money from the budget is
searched.
However, the MPs from SDSM did not accept such thing and they consider that
firstly all the open issues should be resolved and then the Parliament to
adopt a decision for adoption of the agreed solutions. It is expected today
to continue the consultations for the open issues, reported TV Kanal 5.
DUI IS MAKING A PRESSURE FOR CLOSING OF THE CASES WHICH THE HAGUE TRIBUNAL
HAS RETURNED TO MACEDONIA
"The leader of DUI Ali Ahmeti is making a pressure on Nikola Gruevski the
cases which the Hague Tribunal has returned to Macedonia to be closed by the
beginning of the next month. Ahmeti requests these cases to be closed
through
authentic interpretation of the Law on Amnesty from the Parliament. Ahmeti
has received principal agreement from the parties from the Macedonian
political bloc regarding this issue", stated a high representative of DUI
for
"Dnevnik". He stated that if the court procedure for these cases in
Macedonia
continues it is possible there to be political destabilization of the
country. According to "Dnevnik", representatives of VMRO-DPMNE refused to
comment the possibility for any kind of agreement for closing of the cases
from The Hague, and representatives of SDSM stated that they have not talked
with DUI on that topic.
The closing of the cases from The Hague is one of the requests which Ahmeti
has publically presented in front of Gruevski emphasizing that such thing is
necessary due to relaxation of the multiethnic relations, however the
membership of VMRO-DPMNE is categorically against such thing. On the other
hand the Prime Minister Nikola Gruevski is afraid that if he does not accept
the request of Ahmeti the coalition of VMRO-DPMNE and DUI can fall apart and
Branko Crvenkovski can make a coalition with Ahmeti promising that he will
closed the cases from the Hague, writes "Dnevnik".
Representatives of SDSM did not want to tell the stance of SDSM for the
cases
of The Hague, emphasizing that it should be resolved from VMRO-DPMNE and DUI
which are coalitional partners in the Government. The leader of NSDP Tito
Petkovski on the other hand stated that the problem cannot be solved with an
authentic interpretation of the Law on Amnesty, but the courts should solve
these cases. Representatives of LDP refuted that they have talked with DUI
for this issue, writes "Dnevnik".
According to TV Alsat M, the closing of the cases from The Hague, opening
for
a new court process for the case "Sopot" and solution of the status of the
former members of the ONA are the requests which Ali Ahmeti has presented in
front of the Prime Minister Nikola Gruevski. The Minister of Labor and
Social
Policy Xhelal Bajrami yesterday stated that he expects there to be a soon
solution of this issues. He stated that representatives of DUI and
VMRO-DPMNE
continuously talk about solution of the social statues of the former members
of ONA and he expects that an acceptable solution will be reached. He did
not
say when it is expected an agreement for this issues, but he added that the
quick solution will contribute for the stability of the country and the
region.
SOON A RECONSTRUCTION OF THE GOVERNMENT?
The change from the function of the governmental Spokesman Sefik Duraku can
open the road for reconstruction of the Government which should end in
September. The reconstruction of the Government should be made through
resigns from functions of several Ministers and Deputy Ministers. On the
list
for change are: the Minister of Ecology Nexhati Jakupi, the Minister of
Labor
and Social Policy Xhelal Bajrami, the Deputy Minister of Education Lindita
Qazimi and the Deputy Minister of Internal Affairs, Xhevat Buchi, reported
TV
Alsat M calling upon sources from DUI.
Such claims are refuted from the Deputy Prime Minister Abdulaqim Ademi. He
assessed that it is about speculations which have a goal to cause division
and disagreements in DUI.
According to "Spic" soon a big reconstruction of the Government is expected
in which will be encompassed Ministers and governmental official from the
lower ranks. The newspaper writes that the change of the Minister of Justice
Mihajlo Manevski is sure, and on his place should be appointed Todor
Vitlarov
from Stip who is a member of the Council of prosecutors and close friend to
the family Mijalkovi and the family Manevski. It is possible on the place of
Manevski to be appointed the current Minister of Internal Affairs Gordana
Jankulovska and on her place to be appointed the Chief of the police in
Stip,
Zvonko Kasirski, who is friend of the Chief of the security of the Prime
Minister Nikola Gruevski, Dejan Mitrovski Urko. The second variant is less
possible than the first one, writes "Spic".
WHY THE GOVERNMENTAL SPOKESMAN SEFIK DURAKU WAS DISMISSED FROM FUNCTION?
The Deputy Prime Minister Abdulaqim Ademi stated yesterday that the
Government adopted the decision for dismissal of the governmental Spokesman
Sefik Duraku, on the base of the decision of the leadership of DUI, reported
TV Alsat M. In the meantime Sefik Duraku announced that he was a founder and
high official in DUO and he will continue to be a high official of DUI. "I
consider that changes should always be looked as a positive thing", it is
said in the announcement of Duraku. As TV Alsat M reported, on the place of
Duraku the Government yesterday appointed Muhamed Hoxha who by now has
worked
in the Secretariat for implementation of the Framework Agreement.
"Vreme" writes that Duraku most likely will receive a diplomatic post in one
of the Macedonian diplomatic embassies abroad. The newspaper writes that
Duruku was changed on the request of the Prime Minister Nikola Gruevski and
VMRO-DPMNE because several times he has given statements which were contrary
to the official stance of the Government and to the statements of the other
governmental Spokesman Martin Martinovski.
"Vreme" also writes that the members of VMRO-DPMNE were revolted from Duraku
because on Facebook he has given support for the idea for unification of the
Albanians in Great Albania and due to the disputable statement that
regardless of the decision of the International Court, the independence of
Kosovo is a certain fact.
VANE CVETANOV - THE BLACK SCENARIO FOR THE DIRECTORATE FOR PREVENTION OF
MONEY LAUNDERING ORDERED BY THE PRIME MINISTER NIKOLA GRUEVSKI
"The black scenario with which in the last year have confronted I and the
Directorate for prevention of money laundering was ordered by the Prime
Minister Nikola Gruevski. The facts have confirmed that the institution
which
goal is the fight against the criminal was destroyed with an intention",
stated yesterday Vane Cvetanov, who left from the function director of the
Directorate for prevention of money laundering on Tuesday. He repeated that
he came into a conflict with the governing structures because instead of
declarative, he wanted to lead a real fight against the criminal. As A-1 TV
reported, Cvetanov has refuted the claims of the President of the Commission
for Anti Corruption (CAC) Ilmi Selami that he has worked illegally and
announced a suit against Selami because regarding his case he has made an
abuse of official duty. Cvetanov stated that it is apparent that Selami
opened a case against him by order of someone else.
Vladimir Atanasov who is appointed on the place of Cvetanov is one of the 29
persons who Cvetanov has employed on the Directorate for prevention of money
laundering (persons temporary employed on the basis of temporary contract).
These illegal employments were one of the reasons due to which the CAC
requested dismissal from function of Cvetanov, reported A-1 TV.
THE PRIME MINISTER NIKOLA GRUEVSKI REQUESTED FROM THE MEMBERS OF VMRO-DPMNE
TO CANCEL FROM THEIR DOUBLE FUNCTIONS
Directors of public enterprises, state agencies and other state institutions
yesterday were called on an urgent meeting in the Government where the Prime
Minister Nikola Gruevski said to them that those at whom there is a conflict
of interests, i.e. who simultaneously are performing two functions, will
have
to urgently file a resign from one of the functions. The Prime Minister has
repeated the stance which previously has presented VMRO-DPMNE that the
officials will have to resign from one of the functions by the end of the
next month. As A-1 TV reported, on the meeting were present only officials
members of VMRO-DPMNE, and not from DUI and the other coalitional partners
in
the Government.
SDSM - THE PLANT "KANABIS SATIVA" IS GROWING ALSO IN THE YARD OF THE PUBLIC
ENTERPRISE "KOMUNALEC"
The President of the branch of SDSM in Bitola Basko Kovacevski, requested
yesterday the Ministry of Internal Affairs and the Public Prosecution to
undertake measures against the director of the public enterprise "Komunalec"
from Bitola, Jovko Krstevski because in the yard of "Komunalec" is growing
the plant "kanabis sativa". As TV Kanal 5 reported, Kovacevski stated that
the plant most likely is growing on its own in the yard of "Komunalec" just
as it is growing on itself on the field of the family Ilievski. "Because the
police have arrested the members of the family Ilievski because on the field
was found the plant "kanabis sativa" than it should make the same with
Krstevski. The police should not be stopped in its activities from the fact
that Krstevski is coordinator for VMRO-DPMNE for Bitola", stated Kovacevski.
VLADIMIR PESEVSKI - THE BUSINESSMEN HAVE INITIALLY NOT UNDERSTOOD GOOD THE
CHANGES IN THE LAW ON PUBLIC PROCUREMENTS
"The businessmen have initially not understood good the changes in the Law
on
Public Procurements and that is why they have reacted negatively regarding
them. But, after the Government have explained to the businessmen that it
does not force them to accept postponed deadlines for payment of the
services, but that they will be alone be able to decide whether they will
accept that or not and whether they will participate in the project, there
are no more negative reactions at the businessmen", stated yesterday the
Deputy Prime Minister Vladimir Pesevski. As A-1 TV reported, he refuted the
speculations that the Government will make pressures on those businessmen
and
companies which will not agree on postponing of the deadlines for payment.
The statement of Pesevski comes after the representatives of the Chamber of
Commerce of Macedonia assessed that the adopted changes in the Law on Public
Procurements will have a damaging influence on the private companies and
leave space the Government to manipulate with the open competitions.
THE NATIONAL BANK HAS SOLD TREASURY BILLS IN A RECORD VALUE OF 112 MILLION
EUROS
The National Bank of Macedonia (NBM) on the yesterday's auction sold a
record
amount of treasury bills in values of EUR 112 million. From this money the
NBM immediately returned to the banks EUR 100 million which it has owed for
the previously sold treasury bills, reported A-1 TV.
The experts say that the large interest of the banks for treasury bills
shows
that they continue to be the most attractive investments for the banks,
although the interest rates for the treasury bills are reduced.
On the beginning of this month the Government has sold state bills in value
of EUR 36 million, but on the name of debts to be returned it returned EUR
29
million. From these treasury bills 80% were sold to the companies and only
20% to the banks. The experts consider that the small interest of the banks
for the state bills is due to the fact that they did not have enough money
for buying because they have to give money for payment of the dividend of
the
shareholders of "Macedonian Telecom", reported A-1 TV.
THE SOCIALLY JEOPARDIZED FAMILIES WILL RECEIVE INCENTIVES FROM 10 EUROS PER
MONTH FOR ENERGENSYS
The Minister of Labor and Social Policy Xhelal Bajrami yesterday announced
that the Government has adopted a decision according to which the users of
social assistance will receive EUR 10 per month as a incentive for payment
of
the energensys - electricity, central heating or wood and coal for heating.
"The decision of the Government refers to the period of September-December
this year. We expect the decision to apply in the next year, but that will
depend on the condition of the State budget. These incentives which refer to
about 58.000 socially jeopardized families will cost about EUR 600.000 per
month", stated Bajrami.

GOOGLE EARTH"
The Macedonian flag is furling in the centre of Thessaloniki to Beascule on
the 3D animation of Google Earth. The picture today was in all the Greek
sites, which have characterized it as a new provocation from Skopje. The
flag
was put by certain Jovi from Ohrid 10 days ago. He virtually downloaded the
flag from the city centre of Ohrid and set in the city centre of Ohrid.
According to the Thessaloniki newspaper Macedonia the Greek Ministries of
Foreign and Internal Affairs have sent a protest note to Google. And it is
expected, as they say, the error to be repaired.
"The adding of the flag of Skopje on the three dimensional map of the
electronic site Google Earth is one more ridiculous effort the Greek
character of Macedonia to be disputed", says the Deputy Minister of Foreign
Affairs of Greece, Teodora Zakri, for the newspaper Macedonia adds that the
Greek Ministry of Internal Affairs in cooperation with the Ministry of
Foreign Affairs communicated with Google the picture to be removed. There
was
also a reaction from the mayor and the Prefect of Thessaloniki but also the
political elite from Northern Greece. They consider the picture with the
Macedonian flag in Thessaloniki for provocation, and they are going even
further saying that through one internet user Macedonia is trying to spread
propaganda. The candidate for mayor of Thessaloniki, Kostas Julekas is
wondering whether maybe this is a prepared act from, as he says for the
newspaper Macedonia, the Macedonian centers which in the past have also
tried
to provoke in this way.
"The Government should react also, each provocation should receive an
appropriate answer", considers the potential mayor of Thessaloniki, from Nea Democratia.

THE AMBASSADOR REEKER AN OPTIMIST THAT A QUICK SOLUTION OF THE NAME DISPUTE IS
POSSIBLE
"Washington has no mediator role in the name dispute and Macedonia and Greece
have capacity to find a solution for the dispute. It is time the process of the
negotiations to be speeded up and solution for the name dispute to be reached in
order Macedonia to be able to move forward. I am convinced that an agreement
will be reached between the both sides and that the dispute could be solved this
year", stated yesterday the American Ambassador in Macedonia Philip Reeker.
As TV Alsat M reported, Reeker stated that now courage and will are needed in
order the dispute to be quickly solved. "This issue must be quickly solved
because the citizens of Macedonia want to feel the benefits of the membership in
the NATO and the EU", stated Reeker during the visit of the company "High Tech"
in the Skopje village of Oresani.
BOZIDAR DIMITROV - SKOPJE WANTS TO GIVE MACEDONIAN PASSPORTS TO 100.000
BULGARIANS IN ALBANIA
"Skopje is giving a lot more Macedonian passports to foreign citizens than Sofia
makes with the Bulgarian passports", stated these days the Bulgarian Minister of
Diaspora Bozidar Dimitrov. As TV Kanal 5 reported, Dimitrov stated that Skopje
is leading a pro Macedonian propaganda in regions in Albania where ethnical
Bulgarians live (Golo Brdo, Mala Prespa and Gora). "Skopje is making efforts as
soon as possible to give Macedonian citizenship of about 100.000 Bulgarians who
live in these regions. On the other hand a large number of Albanians want to
receive Macedonian citizenship since the EU abolished the visa regime for the
citizens of Macedonia. Contrary to Bulgaria which leaves the people to wait for
Bulgarian citizenship three to four years, the officials in Skopje give
Macedonian passports for only two months and for a price of EUR 50. Next year in
Albania there will be a census of the population and Skopje hopes that it will
manage to prove that there is a big Macedonian majority", stated Dimitrov for
the Bulgarian media.
Representatives of the Macedonian Ministry of Internal Affairs refuted such
information emphasizing that the MoI is giving Macedonian passports only to
those who fulfill the legal conditions. "If someone is fulfilling the conditions
can receive the passport not only for two months, but through an urgent
procedure only for two days", stated the representatives from the MoI.
Representatives of the Macedonian Ministry of Foreign Affairs stated that on the
base of Macedonian origin Macedonians in Albania and in all other places can
receive Macedonian passports.
NATIONALISTIC BULGARIAN PARTY "ATAKA" WILL ORGANIZE DEMONSTRATIONS IN SKOPJE?
The leader of the Bulgarian ultra nationalistic party "Ataka", Volen Sidorov
next month will visit Skopje where to the representatives of the EU in Macedonia
he will complain about the attitude that the Macedonian authorities have towards
the case "Spaska Mitrova". Sidorov will call upon the EU not to start
negotiations with Macedonia, not until Macedonia improves the relations with
Bulgaria and until the altitude of the Macedonian authorities towards the
Bulgarians in Macedonia is improved. It is not excluded Sidorov to organize
demonstrations in Skopje, and it is expected he to receive support from the
Association of the Bulgarian "Radko" which requests to be registered as a party,
writes "Vreme". According to the newspaper, Sidorov wants to meet with several
organizations of the Bulgarians in Macedonia which constantly complain that
cannot fulfill their basic human rights. Sidorov applies for one of the most
controversy politicians in Bulgaria, and his party is in coalition with the
party GERB of Bojko Borisov. Together with Krasimir Karakacanov Sidorov is
leader of the anti Macedonian policy in Bulgaria, writes "Vreme".
THE COURT OF APPEALS CONFIRMED THE PRISON PUNISHMENT FOR JOVAN VRANISKOVSKI
The Court of Appeals these days confirmed the punishment of two and a half years
in prison for the former Superior of the Macedonian Orthodox Church - Ohrid
Archbishopric (MOC-OA) Jovan Vraniskovski. As TV Kanal 5 reported, the Court of
Appeals confirmed the punishment of the Basic Court from Veles which have
convicted Vraniskovski due to abuse of EUR 250.000 which have belonged to the
MOC-OA and ordered he to return these money to the MOC-OA. The lawyer of
Vraniskovski Vasil Gjorgiev announced an appeal to the Supreme Court but this
appeal does not postpone the performing of the prison punishment.
Vraniskovski these days have left Macedonia and it is not known where he is,
reported TV Kanal 5. According to this television, the unregistered religious
community of Vraniskovski, POA announced yesterday that Vraniskovski is
convicted due to political and not criminal reasons. POA announced that
Macedonia is a country where there is not freedom of religion, nor free
judiciary which has been concluded several times in the reports of the EU and
the USA. According to POA the main guilt of Vraniskovski is that he has
established unity with the Serbian Orthodox Church (SOC) and has solved the long
term problem between the MOC-OA and SOC.
According to TV Kanal 5, on the occasion of the verdict of Vraniskovski
commented also the Democratic Party of the Serbians in Macedonia (DPSM),
emphasizing that the fight for achievement of the religious rights of the
Serbians in Macedonia has always been followed by obstructions and threats. DPSM
has expressed regrets that the verdict of Vraniskovski was adopted only 10 days
before the holiday "Ilinden" which the Macedonian politicians should celebrate
in the monastery "Prihor Pcinski" in Serbia. "What is the real motive for such
scenario. Whether someone wants to disrupt the relations between Serbia and
Macedonia", it is said in the announcement of DPSM.
According to TV Kanal 5, the celebration of "Ilinden" and "ASNOM" in the
monastery "Prohor Pcinski" by now has often been followed with obstructions and
bans from the SOC. These days representatives of the SOC stated that this year
they will allow Macedonian delegation to held a celebration in the monastery,
however "Vecer" writes that after the announcement of the verdict for
Vraniskovski, unofficial representatives of the SOC stated that most likely it
will not happen.
It is possible the court verdict for Vraniskovski to have a negative influence
on the relations between the MOC-OA and SOC. The Archbishop of the SOC Irinej
recently stated that there will be no negotiations about the dispute between the
MOC-OA and the SOC if the problem with Vraniskovski and his religious community
POA is not resolved, reported TV Kanal 5.
THE GOVERNING PARTIES AND THE OPPOSITION ONCE AGAIN DID NOT MANAGE TO REACH AN
AGREEMENT FOR THE PARLIAMENTARY RULES OF PROCEDURE
MPs from the governing parties and the opposition yesterday once again did not
manage to reach an agreement about the changes in the parliamentary Rules of
Procedure and it is expected the consultations about this issue to continue
today. As TV Alsat M reported, an agreement for the parliamentary Rules of
Procedure is not reached by now due to the different stances of the MPs of SDSM
and VMRO-DPMNE. The MPs from SDSM request the opposition to be able on each
parliamentary session to propose one topic on the agenda, while the MPs from
VMRO-DPMNE consider that the opposition can propose topics for the agenda on the
parliamentary session only once a month.
NSDP REQUESTS EXTRAORDINARY PARLIAMNETRY ELECTIONS RIGHT AFTER THE NATO SUMMIT
IN LISBON
The leader of NSDP Tito Petkovski yesterday requested extraordinary
parliamentary election to be held right after the NATO summit in Lisbon. He
stated that than it would be necessary to be seen whose and what kind of policy
the citizens support. As TV Alsat M reported, Petkovski stated that during the
four year ruling VMRO-DPMNE has created undemocratic ambient in the country. He
has assessed that VMRO-DPMNE is a serious threat for the future and the security
of the country and obviously the party has serious problems because it has
entered into an open clash with several media.
THE DIRECTOR OF THE DIRECTORATE FOR PREVENTION OF MONEY LAUNDERING VANE CVETANOV
LEFT THE FUNCTION
The director of the Directorate for prevention of money laundering and financing
terrorism Vane Cvetanov yesterday filed a resign from the function, and at the
same time the Government has adopted a decision for his dismissal from function.
Cvetanov yesterday stated that he has filed the resign not due to the accusation
which the Commission for Anti Corruption (CAC) has stated against him, but due
to the fact that the Government of Nikola Gruevski is not interested for the
fight against the criminal, reported A-1 TV.
Cvetanov announced that these days he had proposals from the Government not to
give any kinds of statements for the public in order the accusations which the
CAC has stated against him to be forgotten. He has also stated that he has
received an indecent proposal from the Government, which he has refused - he to
resign from the top function in the Direction for prevention of money laundering
and to receive a new function in September. Cvetanov announced that he has
undertaken many activities in the fight against the criminal but his activities
were blocked and the Prime Minister did not want at all to talk with him. "The
problems have begin when in 2009 we have filed evidences from many huge affairs
connected with powerful structures", announced Cvetanov.
Several hours after the announcement of Cvetanov, the Government commented with
an announcement in which it is said that he has not resigned but he was
dismissed from function on the yesterday's governmental session. The Government
has announced also that she has dismissed Cvetanov from function on the
recommendation of the CAC, and on his place is appointed Vladimir Atanasov, who
have worked as an official in the Directorate for prevention of money laundering
by now. The Government announced also that it will fight with all the means
against those who break the laws regardless of their political of ethnical
belonging.
VMRO-DPMNE on the other hand announced that on the last meeting of the Executive
Committee of VMRO-DPMNE it was decided to be requested a resign from Cvetanov as
a result of his illegal working which the CAC has concluded. VMRO-DPMNE
announced that all those who are breaking the laws need to be penalized,
regardless whether they are members of VMRO-DPMNE or other party.
Representatives of VMRO-DPMNE refuted that to Cvetanov another function was
offered if he resigns, writes "Dnevnik".
Replying to VMRO-DPMNE Cvetanov for A-1 TV stated that instead to bring the
public in delusion VMRO-DPMNE should say which law he has broken. He requested
VMRO-DPMNE to respond why it is silent for the big criminal which is done in the
state institutions.
Regarding the case "Cvetanov" yesterday commented also the Spokesman of SDSM
Emilijan Stankovic who stated that it is obviously that in the state
institutions a big criminal is happening when people who are appointed on
function personally from the Prime Minister Nikola Gruevski speak about that in
public.
Vane Cvetanov was director of the Directorate for prevention of money laundering
from 2006 until now. Few months ago the State Audit Office (SAO) concluded that
Cvetanov illegally has employed 29 persons in the Directorate and that he has
done illegal public procurements of furniture and other products. On the basis
of this report the CAC last months requested the Government to dismiss from
function Cvetanov. As "Dnevnik" writes, Cvetanov back then stated that behind
the request of the CAC is a mafia which wants to prevent the Directorate for
prevention of money laundering to open an affair in value of several million
euros. Regarding this affairs Cvetanov has filed evidences to the Public
Prosecutor Ljubco Svrgovski, but Svrgovski by now has not announced anything
regarding this evidences, writes "Dnevnik".
Commenting the resign, i.e. the dismissal from function of Cvetanov the
President of the CAC Ilmi Selami stated that it is has happened as a consequence
of the request of the CAC. "If he has filed the resign due to the blocked fight
against the criminal, why he has not filed it before it was requested from the
CAC", stated Selami.
THE GOVERNMENTAL SPOKESMAN SEFIK DURAKU DISMISSED FROM FUNCTION
The Government has dismissed from function its Spokesman Sefik Duraku, but it
has not given an explanation for his dismissal. The decision for change of
Duraku was adopted on the last governmental meeting, but a decision who will
replace Duraku on the function governmental Spokesman was not adopted. Duraku as
a member of DUI came to this function two years ago, reported TV Alsat M.
SUPPORT AND DEMONSTRATIONS AGAINST THE FAMILY ILIEVSKI
The Basic Court in Bitola yesterday refused the request of the lawyer to be
stopped the investigation on to be liberated that three members of the family
Ilievski who are suspected for production of marihuana. This decision means that
Dusko, Cane and Tome Ilievski will stay 30 days in custody, as it was previously
set by the investigative judge, reported A-1 TV.
The mother of Dusko and Cane, Ljiljana Ilievski yesterday once again refuted the
accusation that the members of her family have produced marihuana,. She
yesterday has sold agricultural product on the Green market in Bitola and large
number of citizens bought from her products so that in that way they can
financially help to the family Ilievski. On the market there were several
members of SDSM which have given pampflets and t-shirts to the citizens with the
face of Dusko Ilievski. The action for collection of citizens signatures for
liberation of the members of the family Ilievski from custody which has started
in Bitola on Monday continued in Prilep, Resen, Krusevo, Demir Hisar and other
cities, reported A-1 TV.
In the meantime representatives of several NGOs demonstrated in Skopje against
those who give support to the family Ilievski. They have stated that each one
who is producing drug which is causing damage to the young people should be
punished. The members of the coalition of the NGOs started collecting signatures
against the spreading of the drug. Between those who have demonstrated and
collected signatures there were several activists from the Union of Youth Forces
of VMRO-DPMNE, reported A-1 TV.
According to TV Kanal 5, the Ministry of Internal Affairs in the meantime
announced that Dusko Ilievski has a big police file. According to the MoI,
Ilievski in 2005 was convicted on a parole due to family violence, and was
convicted also that from 2003-2007 he has done thefts.
THE POLICE HAVE ARRESTED TWO SMUGGLERS OF MIGRANTS
The police on Monday arrested Z.P. from the village of Idrizovo and D.B. from
Kumanovo and have filed criminal charges against them for migrants smuggling.
Z.P. and D.B. were arrested near Bitola where in their vehicles were found seven
Palestinians. The police have established that they have illegally entered in
Macedonia and that they have no documents. The investigative judge has set to
Z.P. and D.B. 30 days in custody and the Palestinians are put in the Center for
foreigners, writes "Dnevnik".

"SHARES IN "BELENE" OR NUCLEAR POWER PLANT IN MARIOVO"
The newest offer from Sofia for our inclusion in the building of the nuclear
power plant "Belene" divided the home experts. For one it's a historical chance,
which should not be missed, while others force the option for own power plant.
Towards the second option more affectionate is also the Government, which has
already formed an expert team, which should be working on developing a nuclear
option.
It is not even thought about "Belene" right now, is the short answer which we
have received from the Ministry of Economy. On the other hand, the idea for
building of a nuclear power plant ion Mariovo worries the ecologist in the
country.
"It should not be thought about nuclear option. Neither for our inclusion in
"Belene" and even less for building of a nuclear power plant in Mariovo. Instead
of that Macedonia should turn towards the renewable sources of energy, getting
power from the sun, wind, water, biomass and so one", says Toni Ristov, fighter
for the green option.
According to him the eventual building of nuclear power plant in Mariovo would
be damaging for the bio diversity in the whole region. The temperature of the
water in Crna Reka will become higher, which would have a negative influence on
the whole living nature in it", he adds.
Atanasko Tunev, professor on the Faculty of Machine Engineering, thinks that now
it's an ideal chance for our participation in the project "Belene". According to
him, the project for own nuclear power plant is pure utopia.
"First, there is not water for cooling, neither the International agency for
atom energy would allow us to build. That is like saying that we will be world
champions in rugby and we don't even have a team, a league or an experience for
that. Macedonia will not have electricity for five years and we should negotiate
on a highest level for "Belene"", says Tunevski.
He thinks that Macedonia can rent 200-300 mega watts electricity, for which it
will receive a certain percentage of shares in "Belene". According to the
percentage of the bought shares, it could participate on the Board with its
representative.
"This is far cheaper than buying electricity for import. The leased electricity
will be ours, it is the same as we have bought an embassy in Sofia. Bulgaria is
part of the EU and there should be no fears", explains Tunevski.
From diplomatic sources from Sofia, however, we have found out that the
percentage of shares or participation which the other countries would be able to
buy is still not set.
At the moment the financial frame for the whole project is prepared. Serbia has
already showed an interest for buying five percent from the shares in "Belene",
and as we have found there is also a great interest at the other countries too.
However, from MANU consider that the best solution for Macedonia, which is also
suggested in the Energy strategy for the country is an own nuclear power plant.
They refute the claims that in Mariovo there will be no water for cooling of the
power plant.

REACHED AN AGREEMENT FOR THE PERSONAL COMPOUND OF THE COMMISSION FOR INQUIRY
The MPs from the governing parties and from the opposition yesterday reached an
agreement about the personal compound of the Commission for Inquiry which should
clear up the incident which has happened on the 1st of July in the Parliament.
On the proposal of VMRO-DPMNE for the President of the Commission is elected the
MP of DUI Hajrula Misini, and members of the Commission will be by two MPs from

reported, Misini is a history teacher and is known by the name "Commandant

On the yesterday meeting with the chiefs of the MPs groups the Speaker Trajko
Veljanovski announced that the Parliament for the forming of the Commission will
discuss together with the changes in the parliamentary Rules of Procedure. The
chiefs of the MPs groups today once again should meet at Speaker Trajko
Veljanovski because yesterday an agreement about the changes in the
parliamentary Rules of Procedure was not reached. The representatives of SDSM
yesterday left on the request for the changes in the Rules of Procedure which
envisage the opposition to have a right on each session to propose a topic of
the agenda and to Parliament to be able to discuss for the audit reports for the
work of the state institutions. The MPs of VMRO-DPMNE on the other hand assessed
that the opposition has set too big requests. For now it is still unclear
whether a compromised solution about the Rules of Procedure will be reached.
Also it is not clear whether the Parliament will adopt the decision for forming
of the Commission for Inquiry if a compromise for the changes in the
parliamentary Rules of Procedure is not reached. The representatives of the
VMRO-DPMNE yesterday stated that the both issues must be resolved because from
them it depends what would be the report of the European Commission for
Macedonia, reported A-1 TV.
MONTENEGRO WILL START THE NEGOTIATIONS WITH THE EU BEFORE MACEDONIA?
The Vice President of the Delegation of the European Parliament for relations
with Southeastern Europe, Jelko Kacin, yesterday stated that if Macedonia does
not reached a compromised solution for the name dispute with Greece that after
Iceland Montenegro could be the next candidate for starting the negotiations
with the EU. "If at least one of the countries is negotiating with the EU that
is support for all the other countries in the region. If Macedonia does not find
a solution for the name dispute with Greece, than Montenegro could be the next
candidate for negotiations with the EU", stated Kacin for the newspaper "Vjesti"
from Podgorica. He added that Montenegro has fulfilled important preconditions
for the process of the Euro Atlantic integration and that is why it's a
potential candidate for start of the negotiations with the EU.
MEETING MILOSOSKI-REDING
The Minister of Foreign Affairs Antonio Milososki yesterday in Brussels had
meeting with the Vice President of the European Commission (EC) Viviane Reding,
during which main topics were the chairmanship of Macedonia with the Committee
of Minister of the Council of Europe and the accession of the EU towards the
Convention for human rights. Milososki informed Reding for the reforms in the
judiciary in Macedonia emphasizing that they remain one of the top priorities of
the Macedonian Government, reported TV Sitel. The representatives of the Cabinet
of Reding stated that on the meeting it was talked about the reforms in the
Council of Europe, for the judiciary in Macedonia and for the position of the
Roma people in Macedonia, reported TV Alsat M.
GREEK NGOs STARTED A CAMPAIGN IN BENEFIT OF THE EXPELLED MACEDONIANS FROM GREECE
Several Greek NGOs which are anti military and anti national have started a
campaign which should enable returning of the Macedonians who were expelled
during the Citizens War from Greece. These Greek NGOs have started to collect
signatures in order the law according to which the returning into Greece and the
usage of the properties is possible only for those who are from Greek origin to
be annulled. "This rule should apply on all the refugees, i.e. for the persons
which have other ethnical origin, and are born in Greece", stated Kirjaki
Klokiti. According to him the Macedonians expelled from Greece during the
Citizens War should have the same rights as all the other citizens. "This is an
issue which is in the depth of the human rights", stated Klokiti.
As "Dnevnik" writes during the campaign will be organized discussion on which it
will be talked about the expelled Macedonians. "Dnevnik" writes that the
campaign of the Greek NGOs is saluted from the party of the Macedonians in
Greece, "Rainbow".
SDSM IS COLLECTION SIGNATURES FROM THE CITIZENS IN BITOLA FOR LIBERARTION OF THE
FAMILY ILIEVSKI
On the initiative of SDSM in Bitola yesterday started collection of citizen's
signatures for petition for liberation of the farmer Dusko Ilievski, his brother
and father who were arrested under the suspicion that on their field they have
raised "kanabis sativa", i.e. that they have produced and sold marihuana. As A-1
TV reported, yesterday were collected signatures from about 2.000 citizens who
consider that the members of the family Ilievski are innocent and have nothing
to do with the production of drugs. The President of the branch of SDSM in
Bitola Vasko Kovacevski stated that the citizens have given a strong support for
the liberation of the family Ilievski because they know that they arrested only
because they have criticized the current Government for the case "Swedmilk". The
lawyer of the family Ilievski, Vasko Gjorgiev stated that the investigative
bodies have once again done investigation of their field and it could be seen
that the disputable plant "kanabis sativa" grows on other fields in the
surrounding, and not only on the field of Ilievski. According to him, this is an
indicator that the arrest and the criminal charges against the family Ilievski
are baseless.
Regarding the collection of signatures in Bitola and the petition initiated from
SDSM yesterday commented VMRO-DPMNE emphasizing that neither the Ministry of
Internal Affairs nor the judiciary bodies, nor VMRO-DPMNE are not guilty that on
the field of Ilievski over 200 trunks "kanabis sativa" were found. "This is a
fact, and not something invented. However, apparently SDSM is continuing with
the praxis to act arrogantly and to put itself above the laws always when its
members have problems with the law", announced VMRO-DPMNE.
VMRO-DPMNE REQUESTED FROM ITS MEMBERS TO CANCEL FROM ONE OF THE TWO PUBLIC
FUNCTIONS
All the municipality councilors who at the same time are officials in
municipality or state institutions should cancel from one of these functions,
and the deadline for decision is the 1st of August this year. As "Dnevnik"
writes, this was requested by the Central Committee of VMRO-DPMNE from the
members of VMRO-DPMNE who have conflict of interest, i.e. who are simultaneously
performing two functions. Representatives from VMRO-DPMNE announced that with
the Law on Local Government is allowed a municipal councilor to perform another
public function, but the Law on Conflict of Interests does not allow that. They
have appealed other parties to submit the same request to their members.
As TV Kanal 5 reported, the Minister of Justice Mihajlo Manevski yesterday
requested all the officials who have conflict of interests to cancel from one of
the functions, i.e. to decide whether they will be directors or councilors. He
stated that the Government and the authorized institutions will implement the
laws rightfully and all the cases where there is a conflict of interests will be
penalized.
The requests of VMRO-DPMNE and Manevski come after the Commission for Anti
Corruption (CAC) announced that there are large number of cases in which
officials illegally are performing two public functions. Manevski yesterday
attended on a meeting of former and current members of the CAC on which it was
talked about the changes in the Law for Prevention of Corruption and for the Law
on Conflict of Interest. The accent was put on the proposal, the members of the
CAC in future to have professional status, i.e. not to be able parallel to
perform another function.
REACTION FROM THE GOVERNMENT FOR THE POLL "CLEAR-BLURRY"
The poll "Clear-Blurry" conducted by the NGO "Transparency Zero Corruption" and
the agency "Makfax" showed that the "blurriest" event last month was the
announcement of the Government that it will employ 30.000 party members in the
public administration. The editors of the electronic and printed media who have
participated in the poll assessed that the "clearest" event is the announcement
of the Commission for Anti Corruption that it will file charges against 40
officials due to conflict of interests.
As TV Alsat M reported, regarding the poll commented the Government which
announced that obviously the "blackest" event for month June is SDSM. "The
conclusion that the Government will employ 30.000 party members is a result of
the political campaign of SDSM. It is about employment of about 5.000 people
which have now worked with contracts for temporary employment and from whom the
largest part is employed from the time of the Government of SDSM", announced the
Government.
"VREME" - "WAZ" WANTS TO WITHDRAW FROM MACEDONIA
The representatives of the German media concern "WAZ" the last month have tried
to put on sale the company "OST Holding" (with headquarters in Vienna) which is
owner of the Macedonian company "MPM", i.e. of the newspapers "Dnevnik",
"Utrinski Vesnik", and "Vest" which belong to the "MPM". Representatives from
"WAZ" have tries through direct contacts in Austria to investigate whether they
would be able to sell the company "OST Holding" (where the founders are Bodo
Hombah and Srgjan Kerim), but the examination have showed disappointing results.
The investors advised the representatives of "WAZ" not to try to sell the
company in package because it works unprofitable, but to sell the newspapers
separately. In the public it is for long time speculated that "WAZ" wants to
withdraw from Macedonia and to sell the newspapers "Dnevnik", "Utrinski Vesnik"
and "Vest", because almost all are confronting with fall of the printing
editions and financial problems. Due to financial problems "WAZ" has already
decided to withdraw from the market in Serbia, and it is possible it to withdraw
from Bulgaria too, writes "Vreme".
Regarding the text in "Vreme" commented the redaction of "Dnevnik", announcing
that "Vreme" i.e. its "owner" obviously want to manipulate and to lie the
public. According to "Dnevnik" it is possible the "owner" to examine for how
much money some of his partners would buy "OST Holding" which has a value of
half a billion euros.
YET IN "BUNARDZIK" A FACTORY FOR LCD MONITORS WILL BE BUILD?
"The Government has still not decided what it will do with the contract with the
companies "Haier" and "Treeview" for the building of a factory for LCD monitors
in the free economic zone "Bunardzik". The deadline in which the building if the
factory should have started passed at the end of the last month and the project
did not start with realization due to financial problems of "Treeview". However
we hope that this project will not fail, because the Chinese company "Haier"
announced that it will not withdraw from it", stated on Friday the director if
the Agency for Foreign Investments Viktor Mizo. As "Vreme" writes, the experts
consider that if "Haier" really wants alone to realize the project, than the
previous contract must be modified and new deadlines for the building of the
factory to be set.
CHOSEN THE COMPANIES WHICH WILL RECONSTRUCT THE HEALTH INSTITUTIONS
The Minister of Heath Bujar Osmani yesterday has signed contracts with several
companies whose offers were the best of the open competition allocated for the
reconstruction of 20 health institutions in the country. As "Vecer" writes, it
is about a deal in value of EUR 30 million, and the health institutions need to
be reconstructed in 16 months. From the overall value envisaged for
reconstruction on the health institutions EUR 23 million are loan from the Bank
of the Council of Europe and the rest money are from the State budget. The
contracts are signed with the companies - Delta Prom" - Veles, "Vardar Building"
- Skopje, "GBS" - Bulgaria, "INGRA" - Croatia and "Constructor Engineering" -
Croatia.
The Minister Osmani announced yesterday that on the open completion are chosen
companies which have a big experience in the reconstruction of hospitals,
however according to the information of A-1 TV the company "Delta Prom" from
Veles is connected with a series of scandals. Ten years ago this was a company
which without an open competition was chosen for the building of the building
for the Clinics for Gynecology, and the building of this project was followed by
series of omissions, reported A-1 TV.
NIKOLA GRUEVSKI - THE GOVERNMENT HAS NO DEBTS TOWARDS THE CONSTRUCTIONAL
COMPANIES
"The Government does not own a thing to the constructional companies", stated
the Prime Minister Nikola Gruevski who this weekend has visited several
constructional sights in the country where the Government is investing the
building of objects. "If the Government is not paying to the companies for the
done work, it would be logically they to stop working. However, the objects are
build even faster than the envisaged deadlines. That means that the accusations
towards the Government are not true, i.e. the Government is paying its
obligations on time and the works are performed due to the envisaged plans",
stated Gruevski.
As A-1 TV reported, the statement of Nikola Gruevski comes after part of the
constructional companies complained that the Government owes them large amounts
of money and due to that they are in hard financial condition. Regarding the big
debts of the Government towards the constructional companies the "Association of
constructional companies" has issued an announcement in which it is said -
"instead to perform constructional works the Government is requesting we to be
the investors". The Association has showed complaints to the proposed changes in
the Law on Public Procurements which should enable the Government to postpone
the payments towards the private companies.
The Government does not want to reveal how much it owes to the private
companies, but unofficially the amount is huge and it is EUR 167 million,
reported A-1 TV.
DISCOVERED A CRIMINAL GANG WHICH HAS DONE MALVERZATIONS WITH COUNTERFEITED
CREDIT CARDS
The police these days have discovered a criminal gang which has counterfeited
credit cards from ATMs in several cities in the country and manages to get EUR
26.000. As "Dnevnik" writes, the police have discovered that the criminal was
done by three persons from Kocani, one from the village of Tarinci and one
person from Skopje. From them only arrested is L.J. from Kocani and for the
others it is supposed that they hide themselves in Italy. The police have
established that the group from April to July last year has done 138
transactions using counterfeited credit cards, with data of about 180 foreign
citizens.

"ONCE AGAIN THE LANGUAGE A BASIC PROBLEM BETWEEN VMRO-DPMNE AND DUI"
The pupils Albanians will not learn the Macedonian language starting from the
first grade, they are clear in DUI after the announcement of the Minister of
Education Nikola Todorov that he will search a way that to be implemented
besides the decision of the Constitutional Court, which has annulled the
decision the first graders from the communities to learn the Macedonian
language. DUI will insist on the pupils Macedonians to learn the Albanian
language.
With this it is almost clear that the learning of the Macedonian, i.e. the
Albanian language from the first graders will be once again a burdening stone
between the coalitional partners VMRO-DPMNE and DUI.
Todorov does not cancel from the idea all the first graders to learn the
Macedonian language. Contrary to this, high governmental official from DUI on
briefing for "Dnevnik" says that the learning of the Macedonian language from
the communities can be regulated only through changes in the Law on Primary
Education and that the integration understands that also the Macedonians must
learn the Albanian language.
"Regardless that VMRO-DPMNE and we are announcing that this will be resolved
through a Strategy for integrated education, yet, that is only a paper, and
changes in the law are needed. If the goal of learning the Macedonian language
is integration, that it cannot be only in one way. We must find modalities how
the pupils Macedonians to learn Albanian language. We will in close future
negotiate whether it will be compulsory, electively, through courses or mutual
education. We will need to harmonize also whether the learning of the Macedonian
language for the Albanians and the Albanian language for the Macedonians will be
from second, third or fourth grade", says our interlocutor.
He explains that DUI now cannot request the Macedonians to learn Albanian from
the first grade, because they were against it when it was about the Albanians.
According to him, for DUI acceptable is the learning of the languages to start
from the third grade, so that the pupils are not burdened.

ESI PROPOSED MODEL FOR SOLUTION OF THE NAME DISPUTE AND UNBLOCKING OF THE EURO
ATLANTIC INTEGRATION OF MACEDONIA
The Institute "European Stability Initiative" (ESI) these days has proposed a
model for solution of the name dispute and for unblocking of the Euro Atlantic
integration of Macedonia. According to this proposal, Macedonia should change
its name after it will become a member state of the EU, and in the meantime it
should start the negotiations with the EU and to enter NATO. As "Vreme" writes,
the proposal envisages Macedonia to change the Constitution immediately which
would enable Athens to allow start of the negotiations between the EU and
Macedonia. The change of the name should be effective at the moment when
Macedonia will become member state of the EU, and if that does not happen for
some reasons, that it must not change its name.
The President of ESI Gerald Knaus stated that such proposal is good because it
will have the referendum for the name in Macedonia to be successful. He stated
that the proposal envisages guarantees from Greece that it would allow Macedonia
to enter NATO with the reference FYROM. According to him, the realization of
this proposal at this moment seems hard for the both sides, but it the proposal
is realized it will put an end of one hard situation that lasts with years.
"FORUM" - SOON A MINI RECONSTRUCTION OF THE GOVERNMENT
The magazine "Forum" at its last edition published text in which it is says that
next month there will be a reconstruction of the Government and that the
reconstruction will encompass three ministries. Stating that the news is refuted
from VMRO-DPMNE "Forum" writes that it is planned the Minister of Justice
Mihajlo Manevski to be changes from his function and he to be replaced with
Gordana Jankulovska who is Minister of Internal Affairs now. On the place of
Jankulovska should be appointed Zvonko Kasirski who is now chief of the police
in Stip. In the frames of this mini reconstruction of the Government it is
planed also the Minister of Education Nikola Todorov to be changes, writes
"Forum".
THE PARLIAMENT THIS WEEK WILL DUSCUSS ABOUT THE COMMISSION FOR INQUIRY AND THE
RULES OF PROCEDURE
The MPs from the governing parties and the opposition on Friday again did not
manage to agree about the forming of the Commission for Inquiry which should
clear up the incident which has happened on the 1st of July in the Parliament.
The MPs of the oppositional parties SDSM and NSDP left the coordinative meeting
of the MPs at the Speaker Trajko Veljanovski revolted that Veljanovski requested
to be talked about the changes in the parliamentary Rules of Procedure, before
the members of the Commission are established. Goran Misovski of NSDP stated
that obviously VMRO-DPMNE does not want the Commission for Inquiry to be formed,
while Silvana Boneva from VMRO-DPMNE stated that obviously SDSM does not want
the changes in the parliamentary Rules of Procedure to be adopted.
After such development of the events the Speaker Veljanovski yesterday announced
that by the end of this week there will be a parliamentary session on which it
would be discussed about two topics - forming of the Commission for Inquiry and
for the changes in the parliamentary Rules of Procedure. "I think that the
problem can be solved only in this way. Both things are important and the
Parliament has the capacity to find a solution for them", stated Veljanovski,
announcing that today there will be one more coordinative meeting with the
chiefs of the MPs groups. He expressed expectation that by the end of this week
a solution for the problems would be reached and in that way it would be enabled
Macedonia to receive a positive report from the EU.
As TV Kanal 5 reported, the representatives of VMRO-DPMNE stated that the idea
of Trajko Veljanovski is good, while the representatives of SDSM stated that the
proposal is not logical because the stances neither for the Commission, nor for
the Rules of Procedure are harmonized.
As TV Alsat M reported, the EU Ambassador Erwan Fouere called yesterday all the
parties to show good will and to agree about the solution of the problem. He
added that also a key role at the resolution of the problem should have the
Speaker Trajko Veljanovski. Fouere requested the parties until the 27th of July
when the meeting of the Council for Stabilization and Association will be held
to agree for resolution of the problem in order Macedonia to send a message to
the EU that the political dialogue is improved. He did not want to comment the
speculation that due to the lack of political dialogue Macedonia could receive a
negative report from the European Commission.
As "Dnevnik" writes, the meeting of the Council for Stabilization and
Association which should be held on the 20th of July is postponed for one week
and will be held on the 27th of July. The Macedonian Ministry of Foreign Affairs
announced that the postponement is made on the request of the EU Council with an
explanation that on the 20th of July the International conference on Afghanistan
will take place and it is not good the both meetings to be held on the same
date.
The postponement of the meeting is a good opportunity the MPs from the governing
parties and from the opposition to reach an agreement for the Commission for
Inquiry and the Rules of Procedure, writes "Dnevnik".
In the meantime VMRO-DPMNE and SDSM continued with the quarrels about the
incident in the Parliament and who is guilty that a solution for the Commission
for Inquiry and the Rules of Procedure is still not found. The Prime Minister
Nikola Gruevski stated that the MPs have a huge will the problems to be solved
and the MPs of SDSM should show same will on order the damages for the European
future of Macedonia to be avoided. "Branko Crvenkovski continues with threats
and insults and creates a bad picture for Macedonia in the world. We will handle
everything, we are only afraid the events from 2001 not to be repeated", stated
Gruevski.
On the other hand Crvenkovski stated that Gruevski wants to take over the role
of Public Prosecution, Constitutional Court and the Commission for Inquiry. He
added that SDSM wants to Commission for Inquiry to be formed and the events in
the Parliament to be cleared up, but there should be also a will from the other
side.
SDSM announced that it will do everything 2001 not to be repeated. "Back then
VMRO-DPMNE was on power and while Macedonian soldiers have died Nikola Gruevski
and Ljubco Georgievski proposed exchanges of territories and Gruevski has bought
four apartments", announced SDSM.
THE PRIME MINISTER CONTRARY TO THE OPPOSITION - THE GOVERNMENT IS NOT AN EURO
SKEPTIC
"It is not logically the Government which is implementing the reforms with such
large speed and adopts laws with European flag to be Euro skeptic", stated this
weekend the Prime Minister Nikola Gruevski. "This Government has contributed for
big progress of the country. Last year Macedonia has received a positive report
from the European Commission and a recommendation for start of the negotiations
with the EU. This Government has fulfilled all the condition in order Macedonia
to receive an invitation for NATO membership. Is it possible this Government to
be Euro skeptic and it is obviously for exchange of thesis from SDSM which is
using this moves very often", stated Gruevski.
As A-1 TV reported, on the meeting of the parliamentary Commission for European
Affairs, the Deputy Prime Minister Vasko Naumovski stated that the current
Government has made a huge success in the direction of the adoption of the laws
with European flag. "By June the Government has adopted 54 laws with European
flag from the overall number of 166 such laws which should be adopted this year
and by the end of this year the plan will be fully realized. It is not true that
there is a regression in the implementation of the reforms, but there is a huge
progress which is noted from the EU also", stated Naumovski.
The MPs from the opposition on the other hand have expressed critiques to the
Government that it is guilty because Macedonia is making a regression in the
implementation of the reforms needed for the Euro integration. Igor Ivanovski of
SDSM accused the Government that it is preparing the public for condition in
which Macedonia will not be member of the EU and NATO for a long time and that
it consciously spreads Euro skepticism.
Radmila Sekjerinska from SDSM on the other hand stated that most likely
Macedonia in November will receive a negative report from the European
Commission.
IS THE CASE "ILIEVSKI" CONNECTED WITH THE AFFAIR "SWEDMILK"?
The investigative judge has set 30- days in custody to the farmers Dusko, Cane
and Tome Ilievski from Bitola and the Ministry of Internal Affairs have filed
criminal charges due to illegal production and drug trafficking. Before leaving
in jail Dusko Ilievski stated that the whole case is mounted as a punishment for
his engagement regarding the affair "Swedmilk", i.e. fight of the rights of the
farmers who request their money from "Swedmilk". "For bull-headedness against
Nikola Gruevski I will not stop with my engagement and the fight for the rights
of the damaged farmers", stated Ilievski. His lawyers stated that the governing
structures obviously want to revenge to Ilievski because he has accused them
that they are involved in the criminal in the milk factory "Swedmilk".
Contrary to such stances, the Spokesman of the police in Bitola, Gjoko
Strezovski stated that the investigation has established that on the field of
the family Ilievski there is 203 plants from the type "kanabis sativa" from
which marihuana is produced. He stated also that the members of the family
Ilievski illegally raised "kanabis sativa" on their field, but in their home
tools for production of marihuana are not found.
According to "Dnevnik", several farmers this weekend pointed out that on many
fields in the region of Bitola the plant "kanabis sativa" is growing on its own,
together with other plants which the farmers are raising on the fields. They
have stated that the claims of the police that there were actions for destroying
of these plants are not true.
As A-1 TV reported, the Prime Minister Nikola Gruevski stated that the police
action has established that the plant "kanabis sativa" did not grow by itself on
the field of the family Ilievski, but it was planted and raised by the members
of the family. He refuted the claims that the case "Ilievski" is mounted and
that is connected with the case "Swedmilk" and with the visit of Branko
Crvenkovski to the home of the family Ilievski.
Goran Mincev of SDSM to this replied that it is about monstrous scenario of
Nikola Gruevski and VMRO-DPMNE for which they will respond, and similar
statement has also given the leader of SDSM Branko Crvenkovski. Mincev pointed
out that in September 2008 the Spokesman of the police in Bitola Gjoko
Strezovski stated that "kanabis sativa" or marihuana grows on its own and easily
spreads in the region of Bitola.
The Ministry of Internal Affairs (MOI) on the other hand requested the political
pressures on the police to stop. The MoI has announced that it is its duty to
undertake measures against all those who make criminal acts regardless if they
are members of some party or not.
According to TV Kanal 5, the police this weekend have arrested the farmer D.C.
from Sveti Nikole on whose field trunks of the plant "kanabis sativa" were
found. He is arrested after the police noted him watering the plants.
SOON STARTS AN INVESTIGATION ABOUT THE CRIMINAL IN THE NATIONAL AGENCY FOR
EUROPEAN EDUCATIONAL PROGRAMS?
The Minister of Education Nikola Todorov last week announced that the report of
the State Audit Office (SAO) for the work of the National agency for European
educational programs these days will be sent to the Ministry of Internal Affairs
and to the Public Prosecution. "I guarantee that the report from the SAO will be
sent to all authorized institutions, and they should further decide what will
they undertake regarding this case", stated Todorov.
As A-1 TV reported, the statement of Todorov comes after the SAO four months ago
published a report in which huge omission were found in the working of the
Agency. The SAO has concluded that the former director of the Agency Bosko
Nelkovski the money from the European funds has given to NGOs formed from his
friends and relatives, and on the other hand a large number of the public
procurements of the Agency are suspicious too. After discovering of the scandal
with the malverzations of the Agency the EU has frozen the resources allocated
for the youth in Macedonia, but until now no one is punished for the criminal in
the Agency, reported A-1 TV.
SDSM - THE GOVERNMENT TO RESPOND WHETHER THE MINISTER ZORAN KONJANOVSKI IS
INVOLVED IN THE CRIMINAL IN "REK BITOLA"
The police these days have filed 12 criminal charges against former and present
directors of the thermal power plant "REK Bitola", who are suspected that in
2008 with illegal procurements damaged "REK Bitola" for EUR 7 million.
Commenting this case, the MP Vesna Bendevska of SDSM stated that obviously it is
about internal clearing of accounts in VMRO-DPMNE, and not for a real fight
against the corruption. As A-1 TV reported, Bendevska stated that the Government
needs to respond, whether it is possible for criminal to be suspected 12 top
persons from "REK Bitola" and not the present Minister of Defense Zoran
Konjanovski who in 2008 was the general director of the thermal power plant.
"How is it possible 12 managers of the company to made criminal of EUR 7 million
and the first man of the company not to know anything about it", asked
Bendevska. She pointed out that the representatives of SDSM have already
expressed information for the criminal which is happening in "REK Bitola", but
the authorized bodies did not reacted to penalize the criminal, "Instead of that
I have received a suit from Konjanovski for libel", stated Bendevska.
PRISON PUNISHMENTS FOR FORMER DIRECTORS OF "TOBACCO COMBINE-PRILEP"
The Criminal Court in Skopje convicted the former directors of the "Tobacco
Combine-Prilep", Toni Micajkov and Dimitar Bogdan, on punishments on five years
in prison and fine of DEN 300.000. As "Dnevnik" writes, that due to tax evasion
of DEN 500 million, i.e. for illegal selling of cigarettes are convicted nine
more persons which have received punishments from three to four years in prison.
Between the convicted are several other employees from the "Tobacco Combine-
Prilep", the former director of the company "Makosped" Kosta Mladenovski,
Miodrag Selevski - owner of the company "Tobacco Export", Rudzi Jaja - owner of
the company "Breza Trans"....They are convicted because in 2005 and 2006
participated in illegal sale of about 500 tons of cigarettes. Their lawyer have
refuted that accusation and announced an appeal to the Court of Appeals, writes
"Dnevnik".
THE POLICE HAVE ARRESTED THE MURDERER WHO HAVE MASSACRED THE FAMILY DALIPOVSKI
The police have arrested Xhevat Raifoski from the village of Lazani who is
suspected that on Thursday in the village of Preglavo (near Makedonski Brod)
murdered Raim and his wife Nadezda Dalipovski and injured their two children and
the brother of Nadezda. The police investigation has established that Raifoski
with shots from a machine gun murdered Raim and Nadezda, and then with knife
wanted to kill the other members of the family Dalipovski. During the fight he
was injured too and run away from the crime scene. However, the police has soon
found and arrested him. As A-1 TV reported, the investigation established that
the reason for the crime is jealousy, i.e. the stopped love affair between
Raifoski and Nadezda Dalipovska.
NIKOLA GRUEVSKI - NEXT YEAR WILL START THE BUILDING OF THE GAS PIPELINE NETWORK
The building of the gas pipeline network in Macedonia most likely will start
next year", stated yesterday the Prime Minister Nikola Gruevski. As "Dnevnik"
writes, Gruevski stated that the creation of the project for the gas pipeline
network will start very soon. "The Ministry of Transport and Communication has
already closed a contract for creation of project-study and it will cost EUR 2.5
million. When it comes to the building of the gas pipeline network in Macedonia,
it will be financed from the debt which Russia has to return to Macedonia and
with resources from the European Bank for Research and Development or the
European Investment Bank", stated Gruevski.

"ONE THIRD FROM THE COUNCILORS IN THE MUNICIPALITY OF VELES ARE PERFORMING TWO
FUNCTIONS"
Principles of schools, managers of public enterprises, spokesmen of ministries,
public officials in the same time are also members of the Council of the
municipality of Veles. The Commission for Anti Corruption by now has established
conflict of interest at two councilors. The principles Asen Prlickov from the
Primary School "Vasil Glavinov" and Pance Ivanov from the High School "Jovce
Teslickov" will have to resign from one of the functions. The both councilors
from SDSM are amazed: why the Commission is reacting now, year and a half after
the local elections.
"If there was a conflict of interests, we should have been stopped right back
then, our CV was sent to Skopje. No one back then reacted and that is why we
have thought that in this situation it is not about two functions, that it is
about one function which we are performing in the schools, and the other is
something for which we are chosen from the people", says Asen Prlickov.
The Commission for Anti Corruption has different standards, regret the involved
councilors. According to them, five persons from the governing party at the same
time were performing two functions and the Commission is silent about them.
The Spokesman of the Ministry of Defense Sasko Dimov, the managers of Macedonian
Post and Macedonian Road, Dragan Dimevski and Tome Janevski, the public
officials in the Ministry of Finance Elizabeta Cupovska and Katerina Georgieva
are also members of the Council of Municipality of Veles.
Part of them with whom we have contacted today, do not feel responsibility for
the fact that they are performing two functions. They say that the institutions
in which they work in have nothing to do with the local government. However, the
Law on Conflict of Interest is clear and does not allow one person to perform
more than one function simultaneously.
In the meantime the members of the Commission for Anti Corruption can only
appeal, because they do not have a mechanism to make the officials to give up
from some of the functions.
"The larger part of the public officials are wisely silent and wait that maybe
some modus will be found so that their performing of more functions can last and
last", stated these days the President of the Commission for Anti Corruption
Ilmi Selami.
Part of the experts and the mayors request in the law to be envisaged fines of
several hundred Euros for all the persons at which will be established that they
are receiving two or more state salaries.
