8. Amendment to Rule 585, Compensation for Limited-Term Assignments. Tentative ApprovalRecommended, effective September 14, 2015. (Case 10961)

Purpose: Due to the recent reorganization of the District into six Local Districts, senior-levelappointments have been made which have left some, but not all, of the former incumbents' duties tobe absorbed by their former staff. The Administration has requested that compensation be grantedto incumbents who have been left to absorb this work until such time that the former Administratorroles have been restored.

An initial version of this proposed rule amendment was presented at the Personnel Commissionmeeting of August 31, 2015. However, the Superintendent requested the modifications that arehighlighted. Given these modifications, the proposed amendment is being presented once again fortentative approval.

Management – Unit J AREA FACILITIES SERVICES DIRECTOR DEFINITION

Plans, organizes, assigns, directs, and reviews the maintenance and operations activities at all sites in a local district an assigned area.

TYPICAL DUTIES Directs the routine and preventative maintenance, operations, minor alterations and improvements,

and other smaller construction activities within an assigned Maintenance and Operations local district area.

Confers and maintains liaisons with site administrators, parents, faculty, other school stakeholders, and senior management personnel.

Directs the development and update of Master Facilities Plans for each school and office in a Maintenance and Operations local district.

Recommends and implements policies and procedures for Maintenance and Operations and the Facilities Services Division.

Administers the budget and monitors project expenditures in an assigned Maintenance and Operations local district area. Monitors the response and completion of maintenance service calls. Monitors the coordination and scheduling of preventative maintenance on a wide array of facilities equipment and systems. Monitors the maintenance of accurate record keeping of payroll, inventory, and financial records of an assigned area. May receive night and weekend emergency calls and initiate appropriate action. May manage District-wide programs. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

An Area Facilities Services Director is the administrative head of personnel assigned to perform routine and preventative maintenance, smaller construction projects, and custodial operations for an assigned Maintenance and Operations local district area.

A Local District Facilities Director is the administrative head of maintenance and operations for existing facilities in a local district and serves as an advisor to the Local District Superintendent on all facilities related issues.

A Regional Facilities Director provides managerial oversight to an assigned geographic region and in conjunction with higher management, coordinates maintenance, operations, and construction- related activities.

A Complex Project Manager is responsible for coordination of all facilities related activities with schools and offices within a high school complex a group of schools.

The Director of Maintenance and Operations is the administrative head of centralized maintenance and operations services, including Central Shops, personnel services, policies and procedures,

SUPERVISION

An Area Facilities Services Director receives general direction supervision from the Local District Facilities Director Regional Facilities Director or Deputy Director of Facilities Maintenance and Operations. General supervision is exercised over lower-level managers, supervisors and support personnel such as, Complex Project Managers, Operations Program Managers, Area Operations Supervisors, craft supervisors and craft personnel, clerical staff, and Administrative Analysts.

CLASS QUALIFICATIONS Knowledge of:

Current practices, processes, and materials utilized in the maintenance, repair, and construction fields, including the construction, installation, and maintenance of school buildings and grounds facilities

Current practices, processes, and materials utilized in the custodial, pest management, gardening, and tree maintenance fields District and State standards and legal provisions governing school building construction,

Two years of experience as an Area Maintenance and Operations Director, Assistant Director, Central Facilities Services, Complex Project Manager, Cluster Facilities Specialist, or Operations Program Manager in the supervision of maintenance, construction, or operations at or above the Complex Project Manager or Operations Program Manager level. Two years of experience in construction management or inspection may be substituted for one year of the required experience in any of the aforementioned classes.

Special:

A Maintenance Facilities Planner Program Certificate must be obtained by the end of the probationary period. A valid California Driver License. Use of an automobile.

Conducts initial analysis, monitors, diagnoses and reports problems, and facilitates the repair of District network and systems components.

TYPICAL DUTIES

Monitors and conducts initial analysis on network activities and selected systems components using various monitoring programs such as Nagios, Cricket, Aruba, BMC, and Watch List.

Coordinates operation schedules for backups, restores, nightly batch jobs, Tivoli Storage Manager (TSM), Tivoli Workload Scheduler (TWS), Tivoli Identification Manager (TIM), and system shutdowns and restarts.

Analyzes, coordinates, and schedules new and ongoing basis, BPS, BW, MyDATA, MISIS, and SAP object jobs and job streams.

Monitors the physical computing resources ensuring that all processes and streams achieve the Service Level Agreement (SLA) established.

Maintains daily, weekly, and monthly production schedules for all District applications. Uses UNIX editors to create and modify shell scripts, application configuration files, and other system

files. Participates in monitoring and operating of the mainframe/server and open systems consoles to

ensure that multi-processing is completed properly. Conducts server tests and records response time of the server to identify any server, system, or

device malfunction. Identifies and resolves basic hardware and software malfunctions and other systems errors. Documents, reports, and redirects complex hardware and software malfunctions and other systems

errors to management or the appropriate personnel and creating service tickets as needed. Maintains logs of machine usages and hardware malfunctions. Monitors operating equipment such as school site video surveillance and determines course of action

to be taken when an issue is identified. Monitors the District’s Data Center, Disaster Recovery Data Center, Out-of-State Data Center, and

Enterprise Server for any issues that may arise. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Data Center Technician maintains production schedules for all applications and is responsible for monitoring and detecting issues in the District’s network and systems components of all the data centers.

The Network Operations Manager is responsible for managing the day-to-day activities of the Network Operations Center.

An IT Field Services Technician I installs, configures, and analyzes problems of desktop and laptop computers and software, and performs maintenance, service and repairs desktop and laptop computers and related peripherals.

Tends lawns, athletic fields, trees, shrubs, unplanted areas, and undeveloped sites. TYPICAL DUTIES

Tends lawns and turf on athletic fields by mowing, reseeding, edging, fertilizing, spraying, renovating, and weeding.

Plants and tends trees, shrubs, annuals, perennials, and ground covers by cultivating, pruning and shaping, staking, fertilizing, spraying, mulching, weeding, transplanting, and removing hazardous or unnecessary growth.

Operates power equipment including but not limited to mowers, edgers, sprayers, hedge trimmers, weed trimmers, chain saws, back blowers, utility tractors, rototillers, and renovators.

Adjusts and performs minor maintenance on tools and power equipment. Checks safety hazards in planted areas of a school campus, prepares reports, and performs

appropriate repairs. Maintains, adjusts, and makes minor repairs on lawn sprinkler systems.

Keeps drains and flow lines in planted areas free from debris. Assists in laying out and marking athletic and recreation fields. Applies fertilizers and soil amendments. Sets out traps for pests. Maintains athletic facilities such as long jump pits, runways, running tracks, and shot put areas. May advise and train custodial personnel in proper watering procedures, operation and setting of

automatic sprinkler controllers, and maintenance and adjustment of lawn sprinkler systems. May maintain or replace plants in various containers. May provide training and work direction to lower-level staff. May maintain weed control of elementary agriculture plots and assist in preparation for educational

programs. May drive a van, truck, or other vehicle to transport gardening equipment, tools, and supplies. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Gardener performs maintenance gardening for a group of schools or office buildings and works under the general supervision of a Principal Gardener, Tractor Mower Operator, or Senior Gardner. Area Operations Supervisor, Operations Program Manager, or Complex Project Manager. A Gardener (Mentor Worker) performs the same functions but also introduces students to the work place by providing on-the-job instruction in the duties of the class and demonstrating and teaching job knowledges and skills. A Tractor Mower Operator operates a gasoline or diesel-powered tractor mower; makes cost estimates of lawn and turf reconditioning; and intermittently supervises lower-level gardening personnel engaged in turf and lawn care.

A Principal Gardener supervises lower-level gardening personnel and is responsible for the

SUPERVISION

General supervision usually is received from a Senior Gardner, Principal Gardener, Plant Manager, Tractor Mower Operator, Area Operations Supervisor, Operations Program Manager, Complex Project Manager or Principal. No supervision is exercised. Work direction may be given to Assistant Gardeners and Building and Grounds Workers.

CLASS QUALIFICATIONS

ENTRANCE QUALIFICATIONS

Education:

Graduation from high school or evidence of equivalent educational proficiency. Successful completion of four courses in horticulture, agriculture, or related subjects in a high school, college, adult, or vocational school may be substituted for six months of the required experience.

Experience:

One year of paid experience in general maintenance gardening including care of lawns, trees, shrubs, hedges, ground covers, and flowers.

Special:

A valid California Driver License. Use of an automobile.

competitor’s product. Performs market research activities to provide information relating to sales potential and market

flyers, and other promotional materials; and coordinates special marketing events. Gathers and examines information relating to the sale of products. Analyzes factors such as pricing, distribution, and product performance. Researches and summarizes data to provide management statistical reports and recommendations,

and assist with the development of marketing plans. Assists department in preparing budget proposals, establishing rebate programs, and soliciting

sponsors and in-kind services. Supervises technical and clerical employees assisting in strategic marketing activities, projects, and

A Buyer is responsible for the complete purchasing cycle involved in the acquisition of supplies, materials, services, and equipment, furniture, foods, and services for District use.

SUBJECT TO THE APPROVAL OF THE PERSONNEL COMMISSION LOS ANGELES UNIFIED SCHOOL DISTRICT TO: THE PERSONNEL COMMISSION FROM: KARLA GOULD, PERSONNEL DIRECTOR SUBJECT: AMENDMENT TO RULE 585, COMPENSATION FOR LIMITED-TERM ASSIGNMENTS (TENTATIVE APPROVAL) EXPLANATION: Due to the recent reorganization of the District into six Local Districts, senior-level appointments have been made which have left some, but not all, of the former incumbents’ duties to be absorbed by their former staff. The Administration has requested that compensation be granted to incumbents who have been left to absorb this work until such time that the former Administrator roles have been restored. An initial version of this proposed rule amendment was presented at the Personnel Commission meeting of August 31, 2015. However, the Superintendent requested the modifications that are highlighted. Given these modifications, the proposed amendment is being presented once again for tentative approval. AMENDMENT: 585 COMPENSATION FOR LIMITED-TERM ASSIGNMENTS A. Employees without regular status shall be compensated at the minimum step for the class. B. A regular employee who is on leave from the class to which he is regularly assigned in order to serve in a limited-term assignment in another class or an employee who has taken a voluntary reduction in status and is subject to the provisions of Rule 710 shall be compensated as follows: 1. If the limited-term assignment is in a class on the same salary range, there shall be no change in step placement. 2. If the assignment is in a lower class, the employee shall be paid at the flat rate of the class, if applicable, or at the step that is equal to or least below the employee's step in the higher class. 3. For limited-term service in a higher class:

a. There shall be no increase in pay unless the employee works at least five times his/her basic daily assignment in the higher class during a pay period, or at least five consecutive working days, or works in the higher class as the result of a concerted labor action by District employees.

b. When Paragraph a, next above, is not applicable, the employee's rate shall be the flat rate of the class, if applicable, or the step that would apply upon promotion (Rule 582, Paragraph C), or if a higher rate would apply, the step determined by the employee's earned salary status (Rule 582, Paragraph H). However, if the employee has been demoted, reinstated, or reemployed without salary reduction within one year, no salary increase shall apply unless the limited-term assignment is in a higher class than that from which the employee resigned or was demoted or laid off.

C. When a regular employee is given a limited-term assignment during a period when the regular assignment is inactive, compensation shall be determined in accordance with the provisions of Paragraphs A and B above, except that Paragraph B.3. a. is not applicable. D. Management-level employees who are represented by the District may, upon approval by the

Superintendent, receive an 11% differential during the time period in which their immediate Administrator position is vacant absent from their assignment for at least five consecutive days. The differential must be discontinued once the Administrator returns or is appointed. This provision expires June 30, 2016.
