Category 5: Building data stewardship for The National Map and the NSDI will focus on fostering stewardships for either structures data or for transportation data through best business practices. Primary needs for structures data are the geospatial location, classification, and other characteristics of manmade facilities, based on homeland security requirements. Primary needs for transportation data are updates for features, attributes, and geometry to the baseline roads data developed through Census MAF/TIGER Accuracy Improvement Project (MTAIP) sources. The data will be part of a national data inventory of consistent, seamless, integrated data that is continuously improved through the incorporation of data updates from the data community.

Minnesota’s project seeks to develop partnerships and the technical capacity for the statewide collection, publication and long term, sustainable maintenance of four important data layers:

Schools (public and private) Hospitals and clinics Police stations Fire stations

Identify existing public/private GIS data resources in Minnesota for structures data

Identify custodians of the most accurate and complete versions of schools, hospitals/clinics, police stations and fire station locations.

Determine minimum attribution requirements for each data type. Consideration will be given to attributes that may not be publicly available due to national security concerns.

Harvest available data and assess its resolution, accuracy, completeness and currency.

Propose a stewardship program for each custodian of each structure type that will ensure its yearly update, long-term maintenance and availability. This program will emphasize engaging local government in the process.

Publish the structures data for public consumption through existing federal and state data clearinghouses, portals and web services.

The MetroGIS Data Custodian Roles model will be adapted to initiate a statewide effort to engage local government in maintenance of structure data.

GIS resources at the county level serve as data aggregators to coordinate involvement by county and city staff with detailed knowledge, but not necessarily GIS expertise.

Local aggregators and regional theme managers will be identified through outreach and negotiations, focusing on counties, but leveraging regional government organizations when necessary or when resources are available to supplement county resources.

DNR’s FireWise program the Minnesota has created a web-based MapServer application that allows rural communities to update key resources and risks for wildfire mitigation and response.
