Narrowband Communication

• European Public Safety Operators have signaled the availability

of their narrowband networks until 2025-2030

• For voice communication BDBOS will rely on TETRA until 2030

• Parallel deployment and use of broadband solutions is likely

Speech Communication is the most important technical operational resource

and group communication the most important functionality.

National and international challenges

• What kind of management is required and necessary?

• How do we support groups consisting of TETRA and LTE

users?

• How does the operative-tactical workflow look like?

• Do we reduce or increase security?

• Do we need new End-User-Devices?

Why do we need an interface standard? Proprietary integration of systems

Benefits of interface standards

• Re-use the large installed base of legacy

LMR/PMR

• Provide a smooth migration path from

LMR/PMR networks to broadband Mission-

Critical Push-to-Talk (MCPTT)

• More flexibility, multivendor support

• Savings due to multiple suppliers

• Increased responsiveness

• Benefit from large LTE project expertise

• Integrated information exchange across PS

Offices and communication technologies

• Usages of LTE’s leading edge technology for

long life cycle of communication technology

• Features already introduced in Rel-15:

– Group (de-)affiliation , with group defined in MC system or in LMR system

– Interworking group creation, with users from MC system and LMR system

– Group regrouping

• Standard will only define MCPTT – LMR/PMR integration in Rel. 15 with content eventually moving to Rel. 16 (?)

• Even if this is a well-defined interface, it must be implemented and supported on both MC-PTT and LMR/PMR side to

provide a simplified integration

• LMR/PMR vendors not likely being highly motivated to support such interface. Customers have to push for it

• On the Nokia Group Communication (GC) side, we see a trend of simple RoIP GW launches. It will allow simple bridging

of MC-PTT groups to “any” PTT solution. Benefit: cost effective, but with limited scaling and no native security support

• More sophisticated GW solutions are expected to enter the market in 2018

• Even RoIP integration can be made more intelligent. Some LMR/PMR devices (e.g. for TETRA) provide interfaces that a

RoIP GW can control. This allows more efficient connection of MC-PTT and LMR/PMR PTT groups, as well as mapping of

more sophisticated features (PTT, Call Id, Group Selection, SDS, Distress Call).

• More intelligence and scalability can be implemented by using direct GW. These would tab the ISI and ISSI interfaces on

the TETRA and P.25 systems respectively. Such projects have usually significantly more integration work

• In all cases, GWs allow customers to utilize their investment in LMR/PMR and implement gradual migration strategy

User services are connected – even if the networks are not

A user has a radio and a data device for different needs

Situational awareness can rely on both systems – core apps network agnostic

Voice communication is network agnostic

Data available from and to all networks. Smart apps can adjust to the situation.
