Yadao, Jr. CESE Director II/ Legislative Committee Secretary Committee on Civil Service and Government Reorganization Subject: Legislative measures further amending RA 544, as amended, or the Civil Engineering Law Dear Senator Trillanes: On behalf of more than 69,815 members of the Philippine Institute of Civil Engineers in 97 chapters nationwide, both in private and public sectors, please allow me to express our deep gratitude to your Committee and the Senators who are generously sponsoring legislative measures to attune the civil engineering law to national development needs, strengthen the profession, and continually upgrade the level of competence of the civil engineers. A huge number of our officers and members wished to come to the hearing today; they mandated their National President to voice our collective message to this august body. Our 2 nd Vice President accompanies me today; so do a number of former Presidents and now Advisers, together with current and former Members of the Professional Regulatory Board of Civil Engineering, all familiar with our many years of initiatives to amend the Civil Engineering Law. Civil Engineers Carry Huge Responsibility In the previous hearing that yours truly was invited to this hall, after the great East Japan Earthquake of the 11 th of March of this year, it was to testify on the structural and geotechnical vulnerability of our existing buildings in Metro Manila and the Philippines. Sinabi po natin noon, at muli nating sasabihin ngayon, na ang mga civil engineer ay may napakalaking responsibilidad na tinutupad nang sa ganoon ang ating mga bahay, gusali, tulay at iba pang pagawaing bayan ay maging ligtas sa lindol, bagyo, baha at iba pang pwersa ng kalikasan. At hindi po lamang pwersa ng kalikasan ang ating tinitimbang; binabalanse rin po natin ang mga isyung pang- lipunan at pang-ekonomiya. Civil engineers are constantly challenged to design, build and maintain physical developments in a manner that is technically advanced, environmentally sound, socially acceptable, and economically competitive.

Ang sabi po ng iba, bakit meron pa ring nasisirang bahay, gusali, tulay o ibang pagawaing bayan? Ang sabi po natin naman, bakit meron pa ring nasisirang bahay, gusali, tulay o ibang pagawain sa ating bayan at sa ibang bansa? Bakit maging Japan ay nasisira ng lindol at tsunami; bakit maging Amerika ay nasisira ng mga Katrina? Habang ginagawa po ng mga civil engineer ang isinasaad ng mga Building Code at mga Construction Specification, patuloy nga ang paglago ng teknolohiya, ang paglaki ng pangangailangan ng lipunan, ang paglawak ng pangdaigdigang kompetisyon, at ang pagiging delikado ng kalikasan. Now, more than ever, Mr. Chairman, our country needs to reinforce civil engineering. Civil Engineering Needs Urgent Reinforcement and Upgrade After more than 55 years of well-established practice of the civil engineering profession, numerous improvements can be realized by the present legislative initiatives. Bayaan po ninyong banggitin ko ang tatlong (3) unang mahahalagang pagbabagong magagawa ng mga panukalang batas ngayon. 1. Pagsali ng lahat ng rehistradong Civil Engineer sa natatanging Accredited

Professional Organization of Civil Engineers, at aktibong pagtalima sa lahat ng gawain at alituntunin nito;

2. Pagbuo at pagbago ng Manual of Professional Practice of Civil Engineers & Civil Engineering Code, na siyang palagiang aangkop sa mga paglago ng teknolohiya, paglawak ng pandaigdigang kompetisyon, at pagbabago ng kalikasan;

3. Pagkilala sa mga espesyalisasyon sa iba’t ibang gawain ng civil engineering. The above three (3) are the most fundamental improvements; we, the Philippine Institute of Civil Engineers, support these unanimously. Without a doubt, many other refinements may be wished upon the practice of civil engineering. And we thank the Honorable Senators for considering those. The Philippine Institute of Civil Engineers, as resolved by its National Board of Directors, earnestly requests the passage of line amendments by Senate Bill No. 2109. Alas, as Senate Bill No. 2770 requires much more extensive studies and discussions among civil engineers ourselves, and with our allied professionals, the Philippine Institute of Civil Engineers respectfully requests the Committee and the Sponsor to defer Senate Bill No. 2770. Again, we express our gratitude to the Chairperson of the committee and the Senators who are generously sponsoring these legislative measures to update the profession of civil engineering.
