The EBO employs several collaborative methods to engage industry, academia and other government agencies, depending upon stakeholder requirements, some of those methods are listed below. The EBO Government Group identifies and cultivates new, collaborative projects opportunities with US Army Stakeholders, the greater Department of Defense, and Federal, State and Local Government Agencies. TARDEC’s objective is to stretch its funds and resources by pooling with Other Government Agencies to develop and deploy technologies of mutual interest more rapidly and cost-effectively than any single agency could without collaboration.

CommercialThe EBO Commercial Group identifies and cultivates new opportunities, and expands upon existing business relationships with Industry and Academia.

The EBO International Group identifies and cultivates new, collaborative science and technology opportunities throughout the world with allies, international corporations and academia. Its focus is on coordinating between the US government and the International Defense Community (IDC), serving as TARDEC’s conduit and primary facilitator in the integration of military ground vehicle technology from the global defense marketplace.

International

The EBO Mechanisms Group are the process experts in support of TARDEC’s engagements with Industry, Academia and Other Government Agencies. This group develops, maintains and improves processes for engagement methods and mechanisms, business data and information resources. It is also the EBO communications hub.

Mechanisms

Industry stakeholders include: domestic Automotive, Non-Automotive and Military Ground Vehicle OEMs; Major Tier Suppliers; and adjunct businesses. TARDEC’s objective is to collaborate with Industry to develop and deploy technologies of mutual interest more rapidly and cost-effectively than any single entity.

The National Automotive Center (NAC), now integrated into the EBO, continues its 20-year affiliation with the automotive industry, acting as the government’s center of expertise for linking automotive technology into the defense marketplace.

In the Academia focus area, the objective is outreach to colleges and universities. Connecting, coordinating and establishing programs throughout the global academic community, topics include ground vehicle technology, STEM and encouraging talented scientists to work with the federal government.

► Ground Vehicle Systems Other Transaction Agreement (OTA): The OTA is designed to attract non-traditional defensecompanies/industries, who are interested in doing business with DoD agencies to develop prototype efforts to best support ground vehicle system technologies.

► U.S. Army Manufacturing Technology (MANTECH): Army ManTech program submissions focus on products and processes that reduce manufacturing costs and production risks in key technology areas. Life cycle cost reduction and sustainability improvement of current systems support critical S&T efforts unique to the Army’s Advanced Manufacturing Technology Initiatives (AMI).

► Transition Maturation Initiatives (TMI) also called Budget Activity Four (BA4): Projects using Integration or 6.4 funds

► Rapid Innovation Fund (RIF): The goal of RIF is to accelerate transition of innovative technologies that resolveoperational challenges or save significant costs for acquisition programs.

► Educational Partnership Agreements (EPA): Encourages institutions to enhance study in scientific disciplines at all levels of education.

The Ground Vehicle Gateway serves as the central point for external communications into TARDEC, providing a process for evaluation of submissions by government subject matter experts, and a resource for questions or guidance when working with the federal government.

The Vehicle and Robotics Alliance (VRA) manages the Ground Vehicle Systems Other Transaction Agreement (OTA) mechanism. The VRA team facilitates the activities of a specific contract that cost- effectively accelerates the process of source selection and project start-up. The VRA works in close conjunction with TARDEC’s Strategic Planning & Communications and Business Management Offices.
