Lakbay Buhay Kalusugan (LBK) is a Public-Private Partnership for health promotion and basic health care services. It is made possible by a partnership among the Philippines Department of Health-National Center for Health Promotion, Local Government Units, United States Agency for International Development (USAID), and private partners such as the Dona Marta T. Hernandez Foundation of Victory Liner Inc., Melawares, Air21, OMF Literature Inc., Dakila – Philippine Collective for Modern Heroism, Manila Broadcasting Company, UNTV, Center for Community Journalism and Development, Philippine Press Institute, the Alliance of Young Nurse Leaders and Advocates International, Inc.

What is LBK?

Lakbay Buhay Kalusugan (LBK), or Journey to a Healthy Life, is an innovative public health initiative of the Department of Health (DOH) through the National Center for Health Promotion (NCHP).

LBK uses the concept of a health promotion caravan with a travelling bus as a platform for DOH and local government units to reach poor families and communities with messages on key healthy behaviors and basic health care services.

LBK is popularizing the Aquino Government ‘s health agenda to provide universal access to health care. It aims to increase awareness on healthy behaviors in maternal and child health and nutrition, tuberculosis, and family planning with the key message of “No One is Left Behind: We are All Drivers in this Journey to Health.”

More than that, the LBK is a fun and interactive way to teach mothers, fathers, and children how to stay healthy.

This health promotion caravan is yet another way to demonstrate your local government’s commitment to ensuring the physical well being of your communities.

LBK made its first historic stop in March 2011 in Capas, Tarlac, where at least 1,500 Aetas benefited from the LBK experience. In its first year, LBK made 13 stops in hard-to-reach areas across the Philippines, reaching over 38,000 individuals, including about 3,000 pregnant women and 10,000 children with basic health care services. In the coming years, LBK promises to reach more poor communities as it continues to bring basic health messages and services to the public.

The LBK is a festive health event that aims to bring essential health information and basic family health services to the people who need them most. It has three distinct features:

1. Mobile consultation and exam clinic

LBK uses a colorfully designed customized bus that doubles as a mobile maternal and child health clinic. It has a waiting area, consultation rooms and examination rooms for women and children where local health service providers offer antenatal, postpartum and child care with integrated family planning and nutrition counseling.

2. Interactive health promotion exhibit

LBK offers a guided tour of an interactive health exhibit, where people learn key health messages in maternal and child health, family planning, nutrition, tuberculosis, hand-washing, and healthy lifestyle. Specially trained local health volunteers manage the interactive exhibit.

3. Health classes

Local health workers can do their share in the conduct of the LBK by teaching the participating men and women basic health concepts and practices using job aids for health classes on maternal health, child health and family planning. The conduct of health education classes and entertain-educate activities on health-seeking practices makes LBK even more beneficial while being fun and exciting.

To complement its major components, LBK has:

A storytelling area for children on various health subjects;

Educational radio spots played before and during LBK event;

Educational video segments on the bus;

Special male involvement classes; and

A videoke station for those who want to sing their way to a healthy life.

What does it take to do LBK?

Behind the fun and festive setting of LBK is the work of many people. LBK has shown that public and private sectors can work together to bring health information and basic health care services closer to people.

Imagine a public bus about to go on a tour without fuel, a driver, passengers, and a clear and definite direction. Similarly, the LBK cannot run successfully without the following:

Map: Identify and clarify specific health goals for

your LBK and how you can reach them.

Passengers: Keep in mind that LBK is all about

the people you serve – and their health needs.

Driver: LBK needs commitment and support of

individuals and groups alike, including volunteers, to succeed.

Fuel: LBK needs resources, including people,

time and money, to run successfully.

How to conduct LBK?

Here are seven easy steps:

1 Introduce LBK to your local leaders and decision-makers

Meet with your Governor and/or Mayor(s) to

present the concept of LBK and its benefits.

Representatives from DOH’s National Center

for Health Promotion and Center for Health

Development can help you with your

presentation.

Use PowerPoint presentation and hand out an

LBK briefer. In your presentation, highlight the

following key points:

LBK is for people who need health

information and health care services the

most. You may consider those who live in

geographically isolated and disadvantaged

areas (GIDA) or communities with

beneficiaries of the government’s

Conditional Cash Transfer program.

LBK is an effective way to demonstrate

that your local government unit is

committed to addressing the basic health

needs of its constituents.

LBK is as much about providing health

services and promoting health awareness.

LBK needs the support of several agencies

and private partners to be most effective.

LBK improves relationship between health

workers and volunteers with communities

they serve.

To succeed, LBK needs additional financial

support ranging from PhP 50 to 75 per

person, or approximately PhP 50,000 to

75,000 to reach 1,000 beneficiaries during

a 1-day event. (Final estimates depend on

local government’s resources, cost of

meals, additional activities, cost of

medicine, etc.).

2 Set the date and find the site

Set the date for the conduct of LBK.

The date should be convenient to all

partners-organizers and LBK beneficiaries.

Check with NCHP on the availability of the

LBK bus.

Find your LBK site.

Choose a municipality/city/barangay that

meets the following criteria:

The site has large number of pregnant

or postpartum women and children

under 5 years old;

LBK bus can travel to the area;

The site has open-air or covered area

that can accommodate at least 1,000

people (If open-air, tents should be

provided);

The site has water and sanitation

facilities.

Select a venue (examples):

Basketball court and surrounding area

Open field

Town plaza

School ground (provided not disruptive

of school activities)

Be familiar with the LBK stations:

1. Registration and clients’ screening

2. Bus

4. Health classes

5. Pharmacy

3 Organize your LBK teams

Identify and invite individuals, groups and/or

agencies to participate in LBK. These include,

but are not limited to, the following:

Provincial/city/municipal health office Local NGOs or CBOs Local media professionals Health providers and volunteers Private sector

Hold meetings to orient your local LBK

partners and discuss roles and responsibilities.

Train health providers and volunteers in

interpersonal communication and counseling

for the interactive exhibit and health classes.

At least one day before LBK, conduct a dry

run with the following teams:

Participant Mobilization Team

identifies potential participants and

ensures their presence during LBK.

Logistics Team provides overall

logistical support.

Support-Raising and Media

Team taps potential partners and

ensures local media coverage.

Program Team prepares and runs

the program.

Implementation Team conducts

triage, provides health care services,

runs health exhibit and health classes.

4 Mobilize resources

Secure commitment from partners to sponsor any of the following items:

Meals for organizers during meetings and LBK event

Meals for participants and guests Tents (for outdoor venue) Chairs (minimum of 500) Tables (minimum of 30) Sound system Videoke machine Fiesta buntings (banderitas) Water stations Medicines and/or vitamins Basic medical equipment and supplies

for bus and triage Giveaways.

5 Promote your LBK

Mobilize your health workers and volunteers

to inform the beneficiaries about your LBK,

and to come up with a list of participants.

Coordinate with your Public Information

Officer for the distribution of press releases

and airing of the LBK radio spots in advance.

Hold a press conference for local media

professionals before or during your LBK event.

Send invitation letters to partners, schools,

organizations, and other local officials.

In December 2011, a total of 154 LBK beneficiaries from six provinces were randomly selected and interviewed in their households. Most of the respondents were from the lowest social-economic class (84%) with elementary education (50%). One in two (49%) of those interviewed liked LBK mostly for its information, followed by giveaways (32%), and free consultations (16%). Recall of health messages was highest for childcare (54%) and family planning (48%).

6 Roll out your LBK

Hold a dry run, or practice LBK flow at least

one day before your LBK event.

Discuss the program flow with all

organizers.

Do a walk-through or simulate clients’

flow through the stations.

Do a walk-through interactive health

exhibit.

Check out the venue and supplies.

Test your audio-visual/sound

equipment.

Do a “recorida” or mobile parade, announcing

the start of LBK event in the community.

Review your checklist and get ready to

undertake the LBK in your area.

7 Assess your LBK

Mobilize at least four barangay health

workers to administer the Quick Feedback

Survey among select beneficiaries.

Hold a meeting with all your organizers at the

end of each day of the LBK event. The

Municipal Health Officer may facilitate the

evaluation and the daily meetings.

Discuss what went well and what

could still be improved.

Discuss the next steps to pursue after

your initial foray into the LBK.

Document the discussion and prepare

a one-page report that you may share

with your local chief executive/s as

well as with the DOH.
