PREFACE

This is the twenty-eighth edition of the Lac La Ronge Indian Band Education Branch Handbook. The Vision, Mission, Goals and Objectives have been reviewed and revised by the administrators group, which are the school principals, the consultants in Central Office and the Director of Education. This handbook is intended to provide general information to the education staff, particularly new staff, the school board members, council members and visitors to the Band. The theme for this year, “Demonstrating the Virtues of Life Through Modelling and Living to Build Character” reflects the objective by working together and being creative, we can achieve excellence in the education program. In the two decades since the Band Control, the education system has experienced tremendous success. An example of this is the growing number of students completing high school and a Post-Secondary education. Each year more of our Post-Secondary graduates are working in our organizations ensuring that we continue to better the lives of more people in our communities. Please provide feedback. Your comments and suggestion will facilitate the 2013-2014 revision.

VISION The education of our children is based on the culture, values, skills, and pride of the Lac La Ronge Indian Band. Educational activities reflecting Woodland Cree culture and Cree language are to be integrated into the provincial curricula to provide the educational foundation from which the individual student can learn to live successfully and happily in any society.

MISSION STATEMENT The Lac La Ronge Indian Band, K-12 Education Program will provide educational opportunities that meets the unique needs of our children. Promoting and emphasizing the four goals of pride, culture, skills, and values; and that helps our children achieve academic excellence and proficiency with the Cree Language and all aspects of Education. By providing educational experiences that interconnect the child’s community, Cree language, history, and culture, the provincial curricula, and the world at large, our children will acquire the skills, knowledge, and strength to enable them to assume productive roles as adults.

DEFINITIONS

1. Culture: Language, seasonal gatherings, fishing, hunting, trapping, tanning, survival skills, entertainment, music, dance, sports, oral traditional stories, community role modeling, legends, spirituality, art, history, cooking and transportation.

2. Values: Respect for the Creator and all his/her creations, self-respect,

independence, respect for others, beliefs, morals, customs, knowledge, language, wisdom, identity, honesty, trust, endurance, patience, sharing, self-discipline, learning, respect for the environment: wildlife, fish, land, water, air, plant life; medicine wheel: emotions, mental, physical, and spiritual.

3. Skills: Safety, observation, positive judgment, communicating, listening,

historical and contemporary traditional skills: providing crafts, tanning, storytelling, survival; academics and technology.

4. Pride: Self-respect, community, kinship, achievement, accomplishments,

learning, Cree culture, history and language.

PRIORITY OBJECTIVES FOR 2012-2013

Daycare

1. Under the direction of the Daycare Coordinator and Managers are to promote more involvement with parents and Elders in Daycare.

2. To enhance and promote the Cree Language on a daily basis using a variety of

instructional approaches (Minimum required time: 20 minutes per day).

3. Under the direction of the Daycare Coordinator and Managers will promote and enhance the Culture Program utilizing an elder on a monthly basis to demonstrate crafts, story telling and hands on activities.

4. Under the direction of the Daycare Coordinator, A parent group is to be

formed for each site at the beginning of each year. Three parents from Daycare to form the group. Under the direction of Managers, parent groups are to make a news letter for each month for the community members and parents.

GOALS The goals of the Lac La Ronge Indian Band Education System are: 1. To provide a quality standardized educational program and levels of service that

is equal to the standards prescribed for education within the Province of Saskatchewan for all students, in a safe and caring environment.

2. To provide educational opportunities for all our students to learn and develop the

knowledge and the skills necessary to successfully participate in society. 3. To provide educational programs that will develop a sense of pride in our students. 4. To provide educational programs that promotes and upholds the traditional values

and culture of the members of the Lac La Ronge Indian Band. 5. To promote independence and lifelong learning. 6. To encourage and support eligible post secondary students to graduate with

qualifications and skills that will contribute to the achievement of self-government and economic self-reliance.

7. To provide the best possible care and education to the infants and toddlers

enrolled in the Daycare Programs by promoting all aspects of their development. 8. To promote and support recreational activities and programs that will contribute

to improving the students’ and community members overall fitness and health.

PRIORITY OBJECTIVES FOR 2012-2013

2012-2013 SCHOOL YEAR

1. Each school, under the direction of the guidance counselor or home/school

coordinator, will form a parent council for the purposes of promoting parental involvement and improving attendance in the school.

2. Each school will organize four major community events. These events will

include parents in the planning and activities and will be an addition to other school events that are to promote positive rapport between the school and community.

3. In September, each school under the direction of the student services coordinator

will develop a crisis response training team with the RCMP which will include the development of a crisis intervention plan.

4. Under the direction of the Principal, all instructional staff will receive classroom

assistance as required to implement Common Essential Learnings, Adaptive Dimensions, Instructional Techniques, , Resource Based Learning, Outcomes and Indicators and effective evaluation practices. Professional Development Committee to target in-service dates during the year.

ON THE ROLE OF THE SCHOOL BOARD Each school will be guided by an elected and appointed (1 member) school board. To be eligible to vote or to be elected to School Board members must meet the criteria determined by Chief and Council. No education employee can run for school board. School Board members provide advice on community needs, problems, and strengths to individual schools. School Board members provide and assist principals in decision-making with respect to school programs. School Board members promote awareness and interest in the community about the school and the Education programs. The School Board must receive written reports from the principal and/or vice principal and other staff as required at each regular meeting of the board. Request for approval of Band Council regarding education matters must be made in the form of a motion passed at a board meeting and formally recorded in the minutes. In summary, the Band Council has authorized the School Board to guide their particular school’s activities with the stipulation that all their recommendations proceed through the Education Board to Band Council for approval.

THE ROLE OF THE PRINCIPAL POSITION TITLE: Principal REPORTS TO: K-12 Superintendent, Training & Employment Branch PURPOSE OF POSITION: To assume responsibility for the overall operation of the school. DUTIES AND RESPONSIBILITIES: Under the direction of the Director and K-12 Superintendent, the Principal administers the school program, organizes and conducts staff evaluations, staff meetings and in-service sessions in order that an effective educational program is implemented in the school and, more particularly:

1. Initiates effective communication with the community, School Board and Band Councillors, provides for parental involvement in the school program through home visitation, parent-teacher interviews, education curriculum committees, CELS [Common Essential Learnings], involves the community in developing local strategies to encourage regular attendance and reduce the drop-out rate.

2. Assigns, in consultation with the staff, duties to professional and support staff.

3. Provides guidelines and directions to staff, by preparing goals and objectives for

the school education program that support the Band goals and objectives.

4. Ensures that all subject and grade areas are adequately covered, if and when emergencies result in a teacher’s absence from the classroom, to ensure that the teaching assignment and supervisory duties are covered until an appropriate substitute is in place or until the teacher returns.

5. Acts as a resource person to the School Board and staff on curricula and

programs, both provincial and Band.

6. Initiates goal setting as well as long and short term policy and program planning for the school.

7. Develops, in consultation with the staff, School Board and Education Department,

an effective school discipline policy and ensures that it is posted, distributed or otherwise disseminated to the stakeholders and that it is consistently implemented and periodically reviewed.

THE ROLE OF THE PRINCIPAL

8. Directs maintenance and janitorial/custodial staff at the school.

9. Formally and informally evaluates professional and support staff in accordance with the annual supervision/evaluation plan and more often as required for purposes of probation and/or discipline.

10. Conducts classroom visitations in order to assess teacher performance; teaching

methodologies and program effectiveness, identifies strengths and weaknesses in program delivery and classroom management and develops strategies to improve both as required.

11. Develops and maintains procedures for evaluating and monitoring student

achievement and progress and ensures that student support services including academic, career and personal counselling are provided to the students.

12. Establishes the school as an integral component of the community, provides

accessibility to school facilities for school and community functions, course and workshops as approved by the School Board.

13. Ensures that the extra curricular program is active and comprehensive.

14. Ensures that adequate administrative records are established and maintained,

maintains a current time-table for each student; establishes a database that tracks enrolment, attendance and student progress, maintains student cumulative record files.

15. Maintains a list of active, qualified substitute teachers and provides in-service

training for those on the list.

16. Ensures that all pertinent staff information and documentation is kept on file including copies of evaluations, disciplinary action [including anecdotal records], incident reports, etc.

17. Participates in professional workshops and facilitates staff involvement at in-

service training offered by the Band, Prince Albert Grand Council and Saskatchewan Education.

18. Cooperates with teacher training institutions in programs to train teachers.

THE ROLE OF THE PRINCIPAL

19. Carries out teaching duties as required.

20. Ensures that the Department of Indian and Northern Affairs Canada nominal rolls are accurate and submitted in a timely fashion.

21. Adheres to Band and Department policies, guidelines and directives.

22. Carries out other work-related duties as assigned by the K-12 Superintendent.

THE ROLE OF TEACHERS POSITION TITLE: Classroom Teacher REPORTS TO: Principal PURPOSE OF POSITION: To assume responsibility for the education of the students in assigned classrooms, grade and/or subjects. Duties and Responsibilities: Under the direction of the Principal, provides a program that, although based on Provincial requirements, contains meaningful relevant First Nations content, as determined by the community and the Band Education Branch by: 1. Using appropriate teaching aides and techniques, in order to meet basic

curriculum standards of the province of Saskatchewan. 2. Evaluating and monitoring students’ progress through measures and testing

which, while eliminating cultural bias to the maximum extent possible, provides an accurate assessment of individual academic growth; employing effective remedial techniques in order that learning deficiencies may be corrected and progress assured.

3. Managing the classroom environment so that interference with a positive learning

climate may be minimized, while pupil participation in individual and small group learning activities is maximized.

4. Involving the community through home visitations and encouraging parents to

observe and participate in classroom learning activities as well as to become parent volunteers.

5. Maintaining discipline through understanding of the child and application of fair,

equitable and firm behavioural guidelines as outlined in the school discipline policy.

6. Attending staff / community / School Board / parent-teacher meetings and in-

service workshops to develop a greater understanding of community aspirations and improvement of personal teaching competencies.

THE ROLE OF TEACHERS 7. Reading, subscribing to professional publications and attending educational

workshops and courses to develop a broader knowledge of his/her specialty, or to achieve a higher level of competence as a generalist Teacher.

8. Participating in the school supervision schedule. 9. Providing a minimum of 40 hours to the school extracurricular program. 10. Maintaining such records as: - Cumulative and pupil’s personal histories - Daily register - Daily lesson plan book - Timetable - Classroom inventory - Copies of reports submitted on enrolments, attendance, as well as other educational topics as required - Long/short range programs plans. 11. Adhere to Band policies, guidelines and directives as they apply to classroom Teachers. 12. Carrying out other work-related duties that may be assigned by the Principal. The position of Teacher will require a particularly sound knowledge of First Nation culture and values combined with a willingness to accept and understand the particular needs and aspirations of First Nations people. The Teacher must have or develop an understanding and appreciation of the First Nation community in which he/she works, its leadership, its formal and informal social and economic structures, and its communication patterns, in order to achieve the goal of involving the community in the activities of the school. The Teacher must be aware of and be accepting of cultural differences in order to maintain a rapport with and gain the respect of, the community.

ROLE OF THE ELDER

1. Will do the morning opening prayer over the intercom every morning.

2. Will assist the classroom teacher with holistic world view, storytelling, Cree language, tipi teachings etc.

3. Helping to foster an atmosphere and environment of pride, respect and

trust.

4. Assisting with the preservation of traditional knowledge and oral tradition.

5. Assisting classroom teachers with First Nations and Métis knowledge,

language and traditional skills.

6. Assist in teaching traditional and cultural skills such as trapping, fishing, beading and storytelling.

7. Assisting with parent support groups (Discipline Committee).

8. To be an ambassador for all the school and community events.

9. To promote and implement the teachings the “Virtues Project” and the

“Circle of Courage” programs.

10. The elder will be the initial contact for the “at-risk youth” in the school.

ROLE OF THE GUIDANCE COUNSELOR/HOME SCHOOL COORDINATOR

1. Aware of student records and their cumulative files.

2. Monitor student attendance.

3. Be responsible for student allowances.

4. Supervision schedule.

5. Home visits.

6. Counseling.

7. Assist with the administration team with student registration.

8. Coordinate and schedule discipline cycle/ committee meetings.

9. Career Education.

10. Referrals for outside agencies.

11. Help with summer programming with the direction from the Post Secondary and Administration staff.

12. Be an active participant with parent group.

STUDENTS

Every pupil shall attend school regularly and punctually. Absences will be considered legitimate if the reason is illness or involvement in the traditional pursuits. Unexcused absences of more that one day shall be investigated by the Guidance Counsellor and reported to the principal and appropriate teacher. Persistent absences will be reported to the school board for remedy. If none is found by the school board, Band Council shall be consulted. Every student shall be subjected to the general discipline of the school. Damages caused to the school property are the responsibility of the parents.

THE COMMUNICATION

PROCESS

THE COMMUNICATION PROCESS The need for regular meetings has been acknowledged although informal interpersonal communication is still advocated and emphasized. The Central Office staff invites Chief and Council to visit the schools, daycare, the Boarding Home in La Ronge, and Central Office. The following regular meetings have been established to facilitate better communications: 1. Education Day at the Band Council Meetings The Director of Education will report to the Band Council on educational issues. Major educational decisions are made at this time. All motions from the Education Board will be presented to Chief and Council for ratification. 2. Education Day at the Band Council Meetings

3. Regular School Board Meetings in each Community

Each school board meets regularly to accept regular reports from the principal, guidance counsellor and occasional reports from support staff. As well, individual teachers may request through their principals to meet with the school board. The recommendations from these meetings are taken to the Education Board meetings for approval. School boards will also meet from time to time for interviews of prospective personnel. The Director of Education or her designate will attend all School Board Meetings.

4. Regular Educational Administrators Meetings Principals meet with the Central Office Staff once each month. At the meeting, information is shared and recommendations are prepared for the Education Board. This meeting is considered the major vehicle for information sharing between the schools and the office. A two-day retreat to discuss the future direction of the Education Program is held each spring. 5. P.A. Grand Council Throughout the school year, there are four District Principals Meetings that are coordinated by the District Education Committee staff. The Assistant Director will attend all of these meetings on behalf of the La Ronge principals, minimizing the time that the principal has to be away from the school. The information from these district principals meetings will be distributed at the monthly La Ronge Band Education Administrators meetings.

Professional Development Committee Meetings The Professional Development Committee meets several times throughout the school year to share information and coordinate the professional development activities for the school staff. 7. Central Office Staff Meetings

The Central Office Staff meets once each month to share plans and discuss issues that concern each program under the Education, Training and Employment Branch.

8. School Staff Meetings

Formal school staff meetings are held at least once during each month the schools are in session. A copy of the minutes of each monthly staff meetings will be forwarded to the Director of Education.

1. The Boarding Home Program is only provided to students residing in

Grandmother’s Bay, who do not have a high school in their community. All students in the Boarding Home program must be residents of Grandmother's Bay.

a) We operate a boarding home at Vicker’s Crescent in Air Ronge. This home is equipped to accommodate 14 students ages 15 to 18 who are supervised by two qualified boarding home parents.

b) There are also private homes that meet the policy standards within the communities of Air Ronge, La Ronge and on reserve.

LAC LA RONGE INDIAN BAND YOUTH HAVEN

2012-2013

The teachings that occur at the Youth Haven strive to promote and revitalize Woodland Cree Culture. The Elders and community leaders of the Lac La Ronge Indian Band take pride in the Woodland Cree Culture and Language and they encourage LLRIB members to practice living cultural traditions.

THE COMMUNITIES

THE COMMUNITIES The 9,359 members of the Lac La Ronge Indian Band are spread through out a triangle of Woodlands north of Prince Albert, Saskatchewan. Little Red River Reserve at the northern edge of the Saskatchewan grasslands marks the most southerly point and Stanley Mission, downstream on the Churchill River from Otter Lake, the most north-easterly point. Every three years, the members of the Lac La Ronge Indian Band elect one Chief and twelve Councillors to control the affairs of the Band. Presently, the Council administers its Welfare, Economic Development, Housing, Recreation, Infrastructure, Health, Post Secondary, and K-12 Education Programs through the Financial Transfer Agreement. The Band Council has established a central office Education Training and Employment Branch to administer the K-12 Education Program, the Post Secondary Education Program and the Daycare Program. These offices are located in the main Band Office in La Ronge, the largest and most central community of the Lac La Ronge Indian Band. The Band Council authorized the communities where the Band schools are located to elect School Boards. The school boards work directly with their principals, their Education Board and central office staff to implement the Band’s educational vision and goals. Over the last few years, some of the communities have begun administering their programs and services in their own communities. In the community of Little Red, there is an elected Education Authority that provides leadership and direction for the K-12 education programs. In Stanley Mission, the school committee and Band Councillors oversee the education programs. Grandmother's Bay took over the administration of their programs during the 2001-2002 school year; at this time for the 2012-2013 school year, Grandmother’s Bay will be a part of the La Ronge Education Central Office. The La Ronge Central Office administers the K-12 education programs for the communities of Sucker River, La Ronge and Hall Lake; as well as the post secondary and adult training programs and Daycare for all communities. The post secondary education program provides financial assistance to qualified Band members who reside on and off-reserve.

LA RONGE (Population - on reserve: 2,667) Senator Myles Venne School is a grade 5 to grade 12 school which offers a variety of programs. The 2012-2013 school enrolment is approximately 233 students. There are 26 professional staff, 19 support staff, and 9 paraprofessionals. Bell’s Point Elementary School, named for its location, is a new nursery to grade 4 school which offers a variety of programs. The 2012-2013 school enrolment is approximately 238 students. There are 15 professional staff, 8 support staff, and 8 paraprofessionals. SUCKER RIVER (Population - on reserve: 405) Chief Moses Ratt School is located in the scenic community of Sucker River (Namīpith Sīpiy). The 2012-2013 school enrolment is approximately 57 students. There are 5 professional staff, 4 support staff, and 2 paraprofessionals. HALL LAKE (Population – on reserve: 552) Sally Ross School is located in the in the community of Hall Lake. The 2012-2013 school enrolment is approximately 214 students. There are 13 Professional staff, 9 support staff and 8 paraprofessional staff.

GRANDMOTHERS BAY (Population – on reserve: 378) Nihithow Awasis School is located in the community of Grandmothers Bay. The 2012-2013 enrolment is approximately 82 students. There are 5 Professional staff, 3 support staff and 2 paraprofessional staff.
