In 2003, Courtney, labeled the Toxic Pharmacist by the New YorkTimes, admitted watering down cancer chemotherapy drugs 158 timesfor 34 cancer patients and acknowledged that over a period of 9 yearshe diluted 72 different parenteral drugs for thousands of patients;personal profit was the apparent motive. Wrongdoing was initially

suspected in 1998 when an Eli Lilly sales representative thought thatCourtney was selling more of LilysGemzar than he was buying fromthe company. The company investigated but could not identify anothersupplier. The Federal Bureau of Investigation and Food and DrugAdministration (FDA) became involved after a physician, alerted to theissue, ordered some chemotherapy drugs, had the prepared dosages

analyzed, and discovered the dilution. Courtney pleaded guilty totampering and adulterating or misbranding Taxol and Gemzar and wassentenced to 17.5 to 30 years in federal prison. His pharmacist licenseswere revoked, and he faced additional wrongful death litigation.

Pharmacy code of ethics

The foundation of ethical pharmacy behavior isthe premise that the welfare of humanity is thepharmacistsprimary consideration.

The declaration that every pharmacist shalldevote himself carefully and diligently to his taskso that the sick and suffering are not neglectedand no harm is done to them was made by agroup of pharmacists in 1456.

The document containing this statement isconsidered one of the oldest known ethicalcommitments made by a group of pharmacists.
