The TCC members reviewed the previous meeting minutes from the May 28, 2015 and the July 8, 2015 meetings. There was a motion to approve the minutes. The motion was seconded. The motion passed. The minutes of both previous meetings were approved.
SPOT Update- Brandie Crawford, KTRPO
A SPOT update was provided to members noting that the Kerr-Tar RPO submitted the list of
modifications to existing projects and anticipated intersection/interchange projects from P3.0
for Prioritization 4.0 to NCDOT on September 1, 2015. The next step was noted to be
submitting new candidate projects for the KTRPO. It was pointed out that there are 12
available slots for new projects to submit for each mode of transportation in KTRPO including:
12 Highway Project Submittals, 12 Aviation Project Submittals, 12 Transit Project Submittals, 12
Rail Project Submittals, and 12 Bike Project Submittals.
South East High Speed Rail Update- Brandie Crawford, KTRPO
An update was provided to TCC members: The U.S. Department of Transportation (DOT)’s
Federal Railroad Administration (FRA), the State of North Carolina and the Commonwealth of
Virginia announced that they have signed off on the Final Environmental Impact Statement
(FEIS) for the proposed Richmond to Raleigh (R2R) passenger rail line along the Southeast
Corridor. The completion of the FEIS is one of the final steps necessary before construction of
the project can move forward once funding is secured. To read the FEIS, visit

NC-56 Study Update- Brandie Crawford, KTRPO The NC 56 Corridor Study was recently completed and the draft report is now available: http://www.nc56corridorstudy. A possible presentation of the study will be made at the next KTRPO meeting by a core technical team member as well as an option to endorse the study by the RPO.
Planning Work Program Update- Brandie Crawford, KTRPO An update was provided that the KTRPO plans to submit a draft Planning Work Program (PWP)
for the next fiscal year to NCDOT by the December 31st deadline. RPO members were invited to
make any suggestions for additions to the draft PWP. A draft will be sent out to members
before the December deadline (the Draft PWP deadline has since been changed to February 29).

ACTION ITEM: Approve KTRPO Project Submittals for SPOT/Prioritization 4.0 The KTRPO draft list of project submittals was presented to members. The draft included 9 Highway projects for submittal, 7 aviation projects for submittal, and 3 new transit projects for

submittal. Members reviewed the draft list and were invited to make any additional project recommendations to add to the any of the lists. A request was made by Division 5 to consider submitting any or all 3 of their projects that they will otherwise be unable to submit. The three projects were included in the meeting packet. The three projects requested by Division 5 include: US 1 Capacity Improvements in Wake County, I-540 Auxiliary Lane in Wake County, and US 1 Operational Improvements in Wake County from I-440 to US1/US401 Split. The Division explained that the number of projects they can enter for P4.0 was 7 projects per transportation mode as opposed to 20 in the last round. A request was made to break project H111042 into two projects with the idea that it would score more competitively. A request was made to consider submitting two projects in Durham along I-85. A motion was made to break project H111042 into two projects, with one from NC 56 to the new road/26th Street overpass and the other then from that road down to Gate 2 road; as well as submitting 2 of the Division projects, the US 1 Capacity improvement project widening US 1 from Wake Union Church to Harris Road and the US 1 Capacity and Operational improvements from I-440 to US1/US401 split. The motion was seconded. The motion passed; with one vote against. A motion was made to update project H090152 to the original project description and project length. Prior to the meeting the project had been shortened, but there was interest in returning it to the original project. The motion was seconded. The motion passed. After some discussion, a motion was made to pass the aviation project list. The motion was seconded. The motion passed. After some discussion, a motion was made to pass the transit project list. The motion was seconded, and the motion passed with one against.
ACTION ITEM: Approve Resolution of Support for KTRPO CMAQ Project Submittals The TCC members were presented with the CMAQ prioritization process that KTRPO staff used
to prioritize the three applications received for CMAQ Funding for FFY 2017. The Prioritization
process was developed by a CMAQ committee to be used in the event that the RPO received
more application requests than available funding. From the prioritization process, there was a
top scoring project, the Roxboro, Person County Pedestrian & Bicycle Reconnect project, which
staff recommended to submit for CMAQ funding to NCDOT. Based on the cost of the project
and funding available, there was not enough remaining funding to fund a second project. A
resolution endorsing the candidate CMAQ project proposals was presented to TCC members. A
motion was made to submit and endorse the Roxboro, Person County Pedestrian & Bicycle
Reconnect project to NCDOT for CMAQ funding. The motion was seconded. The motion
passed.
NCDOT Reports- NCDOT Division 5 & NCDOT Transportation Planning Branch Division 5 provided updates on ongoing I-85 Rehab project, the East End Connector, and 501. He also spoke about the Budget Bill and additional revenue that will be available to NCDOT as a result. An update was provided that the General assembly didn’t buy into the transportation bond, but did increase revenues through HB 97.

Transportation Planning Branch provided an update that they are hoping to hire a new TPB coordinator very soon. An update was also mentioned that they hope to begin the process for updating the Granville County Comprehensive Transportation Plan soon.

motion was made by Mayor O’Geary to approve the TCC’s recommendation for transit projects. The motion was seconded by Tony King. The motion passed.
A request by the Town of Butner was presented to TAC members. Butner requested that the TAC consider updating two Butner projects’ descriptions on the P4.0 Highway Submittal list. The two projects are new projects that would construct a new roadway on a new location in the town of Butner. The current description is what was submitted in previous rounds of prioritization. Since the time the original project was submitted, the Town of Butner has completed a study that has more specific recommendations for the project and would like to update the two projects descriptions to read as described below:
“My only request would be to change the description from this:
This project is a segment of former project H111042. Construct Service Road Parallel to I-85 to Serve Commercial and Residential Developments.
This project is a segment of former project H111042. Construct Service Road Parallel to I-85 to Serve Commercial and Residential Developments.
To this: This project is a segment of former project H111042. Construct a new road adjacent to I-85 in accordance with the Butner Gateway Small Area Plan.
If that is not possible at this time, I would like to keep it to be changed at the next opportunity to update the project, or possibly if the TAC could adopt this description. The alignment is just not exactly parallel to I-85 in order to avoid some wetlands and due to the funded overpass that will be the dividing line, splitting this project into 2.”
After discussion, Tony King made a motion to approve the update for the description of the two Butner projects. The motion was seconded by Tony Cozart. The motion passed.

Other Business Mayor Lane and Mayor O’Geary both mentioned that this meeting would be their last meeting as TAC members. Brandie Crawford, KTRPO Secretary also stated that this would be her last meeting as well.

STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT
The State Transportation Improvement Program (STIP) is the North Carolina Department of Transportation’s (NCDOT) 10-year construction schedule for projects. The schedule is updated every two years based on a data-driven process called Prioritization, as well as the latest state and federal financial situation and the status of preconstruction activities. Schedule development must adhere to the Strategic Transportation Investments (STI) law which mandates ongoing evaluation and improvement to ensure the process continues to be responsive to North Carolina’s diverse needs. Developing a STIP is accomplished though ongoing collaboration with our regional planning partners—metropolitan and rural planning organizations—and public input is a key component.

STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT
STRATEGIC TRANSPORTATION INVESTMENTS LAWPassed in 2013, the Strategic Transportation Investments Law (STI) allows NCDOT to use its funding more efficiently and effectively to enhance the state’s infrastructure, while supporting economic growth, job creation and a higher quality of life. This process encourages thinking from a statewide and regional perspective, while also providing flexibility to address local needs.
STI established the Strategic Mobility Formula, which allocates available revenues based on data-driven scoring and local input. It was used for the first time to develop NCDOT’s the 2016–2025 State Transportation Improvement Program (STIP), which schedules the projects that will be funded during a 10-year period. While federal law requires it to be updated at least every four years, NCDOT updates the STIP every two years.
PRIORITIZATIONNCDOT uses a transparent, data-driven method for prioritizing transportation investment decisions. Through the process, called Prioritization, potential transportation improvement projects are submitted to NCDOT to be scored and ranked through the Strategic Mobility Formula at the statewide, regional and division levels, based on approved criteria such as safety, congestion, benefit-cost and local priorities. These scores and other factors are used to determine whether a project receives funding. Project prioritization occurs every two years. The current round of Prioritization is referred to as P4.0, because it is the fourth iteration of this process.
HOW THE STRATEGIC MOBILITY FORMULA WORKSThe Strategic Mobility Formula funds projects in three categories:
• Division Needs• Regional Impact• Statewide Mobility
Division NeedsProjects in this category receive 30 percent of the available revenue, shared equally over NCDOT’s 14 transportation divisions, which are groupings of local counties. Project scores are based 50 percent on data and 50 percent on rankings by local planning organizations and the NCDOT transportation divisions.
Highway projects in this category are analyzed according to five criteria:
• Congestion (15 percent)• Benefit/cost (15 percent)• Safety (10 percent)• Freight and military) (5 percent)• Accessibility/Connectivity (5 percent)
Regional ImpactProjects in this category receive 30 percent of available revenue. Projects on this level compete within regions made up of two NCDOT transportation divisions, with funding divided among the regions based on population. Data makes up 70 percent of the project scores in this category. Local rankings account for the remaining 30 percent.
Regional Impact projects are analyzed according to five criteria:
• Congestion (20 percent)• Benefit/cost (20 percent)• Safety (10 percent)• Accessibility/connectivity (10 percent)• Freight and military (10 percent)
Statewide MobilityProjects in this category receive 40 percent of available revenue. The project selection process is based 100 percent on data.
Statewide Mobility projects are analyzed according to six criteria:
• Congestion (30 percent)• Benefit/cost (25 percent)• Economic competitiveness (10 percent)• Safety (15 percent)• Multimodal and military (5 percent)• Freight and mobility (15 percent)
Alternate CriteriaTo provide more flexibility, STI allows regions and divisions to develop alternate criteria tailored to their individual needs. To do so, the metropolitan and rural planning organizations and the NCDOT divisions within the region must unanimously agree on the criteria.

The two Division 5 Projects on US 1(From Wake Union Church Road to Harris Road & I-440 to US 1/401 Split were submitted by CAMPO as requested by Divison 5 and the SPOT Office. Kerr-Tar allowed this as there were no comments back from our 11/6/15 E-mail to TCC/TAC Members.
The NC-56 & West Lyon Station Project was a double entry. Instead of being New Project H150774, it is H140487-C an existing Division 5 project.

Kerr-Tar Regional Transportation Planning Organization Prioritization 3.0 Project Solicitation, Local Point Assignment, and Ranking Process

Introduction: The North Carolina legislature and NC Department of Transportation (NCDOT) require all regional transportation planning organizations (rural and metropolitan) to develop a local ranking process for projects across all modes of transportation (highway, bicycle/pedestrian, public transit, aviation, rail, and ferry). The following local ranking process will be submitted to the NCDOT’s Strategic Prioritization Office of Transportation (SPOT) for their review and comment and then, the modifications will be presented for adoption by the Kerr-Tar RPO’s Transportation Advisory Committee (TAC) on February 25, 2016 to ensure compliance with the legislative mandate. The TAC approved methodology will be made available to the public for a period of public comment consistent with the KTRPO Public Involvement Plan (PIP).
Applicability: This process applies to all projects ranked by Kerr-Tar RPO in Person, Granville, Vance, Warren or Franklin counties that are ranked as “regional” or “division” funding level projects. Funding levels are defined in the 2013 Strategic Transportation Investments law.
SCHEDULE Local Point Assignment Methodologies: The KTRPO will submit its proposed modified P4.0 Prioritization methodology to NCDOT and to KTRPO TAC/TCC members in January and February, 2016. It is anticipated that comments on the modified methodology for P4.0 will be received from NCDOT in January 2016 and incorporated into the revision. A copy of the TAC approved (March 27, 2014) KTRPO P 3.0 methodology will be posted on the KTRPO website along with the methodology modifications for P4.0 and any NCDOT comments. It is anticipated that the revised document with NCDOT comments incorporated will be distributed to the TAC/TCC in late-January in time to be posted on the KTRPO website (www.ktrpo.com) for public comment. Pending NCDOT review and approval, the KTRPO TAC/TCC will approve the modified KTRPO point assignment methodologies described herein at the February 25, 2016 TAC/TCC meeting.
Project Ranking: The TCC and TAC evaluated the full list of new, existing and modified projects for our five counties from August to October 2015. Final approval, point assignment, and submission to the SPOT office occurs during November 2015 to August 2016 and the final P4.0 scores will be released in October 2016.

PUBLIC INPUT PROCESS Local Methodology: KTRPO will release the methodology for a 30-day public comment period in mid to late January (anticipated). This 30-day period will be advertised on the RPO website (www.ktrpo.com) a process conducted in accordance with KTRPO’s Public Involvement Plan. The results of the public comment period will be presented to the TCC and TAC at their February 25 meeting for final approval. All public comment will be documented and reasonable edits to the methodology may be made prior to final approval by the TAC and submission to the Strategic Prioritization Office of Transportation.
Project Ranking: The RPO will present the recommended local points assignments and total scores of all projects to the TCC and TAC at a meeting before the NCDOT deadlines. Upon approval of the TAC, the RPO will release the recommended projects and points assignments for a 30-day public comment period. This 30-day period will be advertised on the RPO website and all relevant documents will be available on the RPO website. The process will be conducted in accordance with KTRPO’s Public Involvement Plan. The results of the public comment period will be presented to the TCC and TAC for their consideration at the May 26 and August 25 meeting, during which the public will also be permitted to submit comments. All public comment will be documented. In May 2016, the TAC will be asked to approve the project list for Regional Impact Projects and in August 2016 the TAC will be asked to approve the project list for Division Needs. The lists and assignments will be available on the RPO website. Projects will be scored based on the criteria established regardless of the eligible funding category (statewide, regional or division) and then segregated by eligible funding category into Regional and Division projects.
● Statewide Projects: Entirely determined by quantitative score. For KTRPO, the types of projects that arestatewide category are highway and one rail project. The statewide routes in KTRPO are US401, US1, US158and I-85. Any project that scores well enough will be removed from the process before KTRPO assigns localinput points. All other routes will be included in the Regional level process.
● Regional Level Projects: US501, US15, all NC routes, and Kerr Area Regional Transportation System (KARTS)are evaluated on the Regional Level.
● Division Level Projects: Projects involving SR routes, bicycle and pedestrian, Person Area TransportationSystem (PATS) transit, and two airports are evaluated at the Division Level.
RANKING Ranked List Development: Kerr-Tar RPO receives 1,300 points at the Regional Level and 1,300 points at the Division Level to allocate to projects for local prioritization. The maximum number of points any project can receive is 100.
KTRPO staff will use the following process to create a pool of the top projects from across all tiers. KTRPO will then filter out projects into separate lists by tier. To rank all projects, staff will add together the SPOT quantitative score and the score from ranking process outlined on the next several pages. Final projects scores will reflect 100% (NCDOT) SPOT Office score at Statewide Level; 70% SPOT Office score at Regional and 50% SPOT Office score at Division.
The top two projects in each county from the Regional list will be assigned 100 points for a total of 1000 points. Three more projects will come from the next highest ranked projects regardless of county. Those projects will also be assigned 100 points each for a total of 1300 points.

Only projects that originate at the Statewide or Regional Level are eligible for scoring and local point’s allocation under this methodology.
The same process will be used for the Division level with the exception that at least one of the thirteen (13) ranked projects on the draft Division Ranked Priority list must be non-highway mode.

Use of Public Input and Comments in Final Methodologies and Rankings: The TCC and TAC will review all public comment received. Public comments will be documented, filed by the RPO, and distributed to appropriate local entities to inform future Prioritization processes and transportation plans. No new projects will be added to the current Prioritization 4.0 list; however, as the NCDOT deadline for submitting new projects will have passed.
Final Ranking and Local Points Assignment: The TAC and TCC will consider the public comments. They will be able to make changes to the draft Ranked Priority lists at the Regional and Division level where they can decide to delete up to 2 projects in each list and replace them with projects from the project lists or, donate the points to a project outside of KTRPO.
The TAC has the final discretion regarding assignment of local points and retains the flexibility to make changes to these point assignments if it is able to document a reason for doing so.
Policy addressing project split across another MPO/RPO and left over points: In the event that extra points are left over if a project falls partially into another MPO/RPO, these remaining points may be donated to the MPO/RPO to assign points on behalf of KTRPO. If the MPO/RPO has also set aside points for the project, the points may be allocated to the next highest KTRPO project to help boost its score. If this project has received the maximum number of points, the remaining points will go down the line to the next available project that has not received the maximum number of points.

The results of the public comment period will be presented to the TCC and TAC for their consideration at the May 26 and August 25 meeting, during which the public will also be permitted to submit comments. All public comment will be documented. In May 2016, the TAC will be asked to approve the project list for Regional Impact Projects and in August 2016 the TAC will be asked to approve the project list for Division Needs. The lists and assignments will be available on the RPO website. Projects will be scored based on the criteria established regardless of the eligible funding category (statewide, regional or division) and then segregated by eligible funding category into Regional and Division projects.
● Statewide Projects: Entirely determined by quantitative score. For KTRPO, the types of projects that arestatewide category are highway and one rail project. The statewide routes in KTRPO are US401, US1, US158and I-85. Any project that scores well enough will be removed from the process before KTRPO assigns localinput points. All other routes will be included in the Regional level process.
● Regional Level Projects: US501, US15, all NC routes, and Kerr Area Regional Transportation System (KARTS)are evaluated on the Regional Level.
● Division Level Projects: Projects involving SR routes, bicycle and pedestrian, Person Area TransportationSystem (PATS) transit, and two airports are evaluated at the Division Level.
RANKING Ranked List Development: Kerr-Tar RPO receives 1,300 points at the Regional Level and 1,300 points at the Division Level to allocate to projects for local prioritization. The maximum number of points any project can receive is 100.
KTRPO staff will use the following process to create a pool of the top projects from across all tiers. KTRPO will then filter out projects into separate lists by tier. To rank all projects, staff will add together the SPOT quantitative score and the score from ranking process outlined on the next several pages. Final projects scores will reflect 100% (NCDOT) SPOT Office score at Statewide Level; 70% SPOT Office score at Regional and 50% SPOT Office score at Division.
The top two projects in each county from the Regional list will be assigned 100 points for a total of 1000 points. Three more projects will come from the next highest ranked projects regardless of county. Those projects will also be assigned 100 points each for a total of 1300 points.

Use of Public Input and Comments in Final Methodologies and Rankings: The TCC and TAC will review all public comment received. Public comments will be documented, filed by the RPO, and distributed to appropriate local entities to inform future Prioritization processes and transportation plans. No new projects will be added to the current Prioritization 4.0 list; however, as the NCDOT deadline for submitting new projects will have passed.
Final Ranking and Local Points Assignment: The TAC and TCC will consider the public comments. They will be able to make changes to the draft Ranked Priority lists at the Regional and Division level where they can decide to delete up to 2 projects in each list and replace them with projects from the project lists or, donate the points to a project outside of KTRPO.
The TAC has the final discretion regarding assignment of local points and retains the flexibility to make changes to these point assignments if it is able to document a reason for doing so.
Policy addressing project split across another MPO/RPO and left over points: In the event that extra points are left over if a project falls partially into another MPO/RPO, these remaining points may be donated to the MPO/RPO to assign points on behalf of KTRPO. If the MPO/RPO has also set aside points for the project, the points may be allocated to the next highest KTRPO project to help boost its score. If this project has received the maximum number of points, the remaining points will go down the line to the next available project that has not received the maximum number of points.
