Kansas Department of Health and Environment –Deputy Director/Manager, PMO – 8/28/2005-7/1/2014 Deputy Director for the Division of Information Technology operations. Direction provided to Infrastructure, GIS and Customer

Support Unit managers and staff. Created and managed the PMO to effectively manage 70 application development projects with four staff members. Continued

to maintain the on-schedule percentage over 95% and ensured projects were successfully delivered on time, within budget and met specified requirements. Projects varied in size and range in cost from $10,000 to over $8,000,000.

Effectively managed numerous projects simultaneously using Agile and Waterfall project management. This included project concept, planning, startup, execution and closeout. Adhered to project planning and reporting requirements established by state statute and the Information Technology Executive Council (ITEC).

Kansas Public Employees Retirement System – Management System Analyst – 6/10/2001 – 8/27/2005 Lead KPERS’ information technology planning effort. Worked with senior agency management in developing strategic and

tactical information technology plans in support of the agency’s mission and business plan. Acted as Security Compliance Advisor for the Division. Developed and recommended to upper management new or revised

policies pertaining to the functions of the agency. This included all security policies and procedures and the disaster recovery plan for KPERS.

Acted as liaison to consultants for technological integration and system coordination with vendors. Coordinated planning and implementation of new projects and system enhancements. Administered project reporting method

used for coordinating and planning all KPERS’ system enhancements and modifications. Coordinated, prepared and presented all reports monthly to the Priority Steering Committee.

Lead KPERS’ effort to become, and remain, fully compliant with COBIT standards. Audited information technology processes regularly for quality and compliance. Ensured conformance with established procedures and policies.

Redesigned and developed a new web site for KPERS (http://www.kpers.org) ensuring ADA compliance and conformance with ITEC policies, standards and guidelines.

Kansas Information Technology Office (KITO) - Information Resource Specialist –10/04/1998 – 6/9/2001 Evaluated state agency budgets and project proposals for support of state objectives and resources in preparation, writing and

publication of the State of Kansas Summary of Agency Information Technology Management and Budget Plans. Plans were reviewed for consistency with agency strategies and objectives, conformance with technology directions and standards, and other factors as provided in legislation or policy and direction of the Chief Information Architect, Chief Information Technology Officer and ITEC.

Independently conducted complex audits of state agencies with failing or troubled information technology projects. Computer systems and business processes were analyzed and test work conducted to determine conformance with generally accepted audit standards as well as policies and guidelines established by ITEC including the State of Kansas, Project Management Methodology. Recommendations were made to improve management of state projects as well as improve the effectiveness of the system.

Designed, constructed and maintained the web site for the State of Kansas Information Technology Office. Ensured web site was ADA compliant and conformed to ITEC policies, standards and guidelines.

Organized and implemented cost effective IT contracts, reviewed bid specifications and assisted agencies with their procurement of IT resources in accordance with CITO and ITEC requirements.

Served on the Procurement Negotiating Committee for all State of Kansas IT projects over $250,000. Evaluated state agency Y2K reports for consistency with ITEC policies, standards and guidelines. Assisted agency Y2K

coordinators to correct reporting deficiencies and approved Y2K contingency plans for all state agencies.

Kansas Department of Revenue, Internal Audit Unit - State Auditor – 10/23/1987 –10/3/1998 Independently conducted technical and complex audits involving internal work processes, records and controls. Reviewed and

evaluated established systems and processes to ensure compliance with applicable laws, regulations and policies. Documented and analyzed internal business rules or work processes to eliminate non-value added activities and streamline processes.

Evaluated efficiency of operating procedures for compliance with laws, regulations and policies. Made recommendations to the auditee and Secretary of Revenue that increased efficiency, created a better work environment, increased production and saved taxpayers money be reducing costs in state government.
