SECTION 1.1: INTRODUCTION

Agglomeration: Kells Waste Water Works

Licence No: D0127-01

Kells Waste Water Treatment Plant (WwTP) is operated and maintained by Meath County

Council. The facility has an engineered design capacity of 8,000 p.e but the plant is licensed

for and can provide satisfactory treatment at a loading of up to 8,221 p.e.

The WwTP comprises of screening, two aeration tanks (surface aeration), four clarifiers,

phosphorus removal, sludge thickening and dewatering. A storm water storage tank is also

included as part of the waste water works. The primary discharge is to the River Blackwater

(Kells).

The following Annual Environmental Report (AER) has been prepared as per Condition 6.10

of Meath County Council’s Discharge Licence D0127-01 and includes all information

requested under schedule D of this licence.

SECTION 2.1: FLOW REPORT.

Final Effluent Flow Meter

There is no final effluent flow meter at Kells WwTP. So for the purpose of AER and PRTR calculations,

Meath County Council, taking into account losses through sludge wasting, dewatering etc has

estimated the daily final effluent flow to be 95% of the total daily influent flow recorded at the plant.

SECTION 3.1: COMPLAINTS SUMMARY

There were no complaints recorded during the AER reporting period.

SECTION 3.2: INCIDENTS SUMMARY

The following incident reports were sent to the EPA. The reports include the Emission Limit

Value (ELV) exceedances and the reason for the exceedances. The reports also include the

corrective actions taken and the preventative measure put in place by Meath County Council

to ensure full compliance with Trim’s waste water discharge licence.

SECTION 4.1: STORM WATER OVERFLOWS IDENTIFICATION AND INSPECTION REPORT

As per Condition 4.12 of this licence an identification and inspection report was conducted and

submitted to the EPA on the June 15th

2010. Over flow has been deemed to be out of compliance with

DoEHLG Procedures and Criteria in Relation to Storm Water Overflows and additional works are

recommended including conducting a full examination of the Kells sewer network prior to carrying

out any works at SW3, and recording of the exact frequency of overflow using the new SCADA system.

SECTION 4.2: IMPROVEMENTS PROGRAMME (SCHEDULE C1 & C2)

Kells sewerage scheme is included in the present (2010 – 2012) Water Services Investment

Programme (WSiP). Meath County Council will address the issues raised in Schedule C1 and C2 and

carry out the necessary works as part of this Capital Scheme.

SECTION 4.3: DEVELOPMENT/INFRASTRUCTURE WORKS.

There were no developments or infrastructural works carried out by Meath County Council during the

AER period 22/07/2010 to 31/12/2010.

SECTION 5.1: STATEMENT OF MEASURES - ANNUAL STATEMENT.

Meath County Council will take all reasonable measures to prevent environmental damage. Meath

County Council is also reviewing its environmental liability pollution insurance to ensure the costs of

all remedial actions following an anticipated events, accidents or incidents associated with discharges

or overflows from the waste water works are covered.

SECTION 5.2: ENVIRONMENTAL LIABILITIES AND RISK ASSESSMENT (ELRA) REPORT.

As per condition 7.2.2 of the licence, Meath County Council arranged for the completion of a

comprehensive Environmental Liabilities Risk Assessment (ELRA) to address the liabilities from the

present or planned discharges of the Kells plant. The ELRA was conducted by Rowan Engineering

Consultants LTD and was submitted to the EPA on 27th

May 2011

SECTION 5.3: WATER ABSTRACTION POINT RISK ASSESSMENT REPORT.

As per condition 4.17 of the licence, Meath County Council had a risk assessment prepared for the

protection of the downstream drinking water abstraction points, in particular for the Liscarton

borehole abstraction point and was submitted to the EPA on June 15th

2011.

The risks to drinking water abstractions at the Kells area were deemed to be low and

recommendations were summarised in the report as follows:

� SCADA system to be used to monitor Storm Water overflows

� SCADA system to be used to monitor equipment failures at waste water treatment plant

� Water treatment plant to be contacted in case of significant discharges
