Evaluation of KGBV Schools in Tamil Nadu

From 2013-14 onwards, Sixty one KGBV Residential Schools are functioning across the state

in 12 districts, out of which, 31 are Model I and 30 are Model II. Out of school girl children who

belong to Educationally Backward Blocks (EBBs) are enrolled in KGBV schools. There are some

reservation rules that are 75% seats for out of school girl children from SC, ST, OBC and minority

communities. KGBVs run by NGOs are attained a great success due to the resources prevailed to

being in empowerment oriented content.

In order to reduce the gender gap, KGBVs concentrate the out-of-school girl children in the

age group 10-14 years to complete their elementary education and continue their higher studies

KGBV schools have shown a positive improvement in all over developmental activities and

endeavors. The girls enrolled in KGBV Schools will appear for the Std. VIII examinations in the month

of April every year in the mainstreamed regular Schools.

KGBV School Management

NGOs working in the field of education and development of girls are involved in running in

the KGBVs. The selection of NGO is conducted by having a field visit directly to the concern center by

the committee members headed by the Additional Chief Educational Officer. By observing the

activities and the performance, the selection of NGO is done.

The selection committee report is submitted to the chair person (the District Collector)

after the field visit. The chairperson decides and concludes the process by sending the selection

report to GAIC for their final approval.

After the approval get in GIAC, Memorandum of Understanding (MoU) will be signed by DEC

chairman, Addl. CEO& NGO, as a mutual concern in written. By the end of the year, their

performance is satisfactory and the collector gives permission to proceed, the MoU for the

particular NGO could be renewed for three years. In Tamil Nadu, services of 38 NGOs are utilized

for running of 61 KGBV schools.

Out of 4534 girls in the age group of 10+ to 14 years enrolled in 61 KGBV residential schools

1133 girls belong to SC and 1089 girls belong to ST community.

Among the 12 districts, Cuddalore shows the highest enrolment of girls from SC community

48.67%. The percentage of ST girls' enrolment in Thiruvannamalai and Namakkal Districts are

86.29 % and 80.20% respectively.

Functioning of Residential School

NGOs are responsible for running KGBV schools. The Warden cum Head Mistress and the

teachers take the responsibility of the safe and security of the children and also the quality of the

food served. The teachers in KGBVs stay along with the children in rotation. They supervise the girls

and guide the girls to cultivate discipline. Regular Time table is followed to support the students in

Education and for their personal development.

Food maintenance

“A HEALTHY FOOD FOR A WEALTHY MOOD”

The Children of KGBV are afforded with quality food

and refreshment throughout the year. SSA Tamil Nadu is

always on vigil in rendering the food and the described

menu items in the KGBVs to make the adolescent children

stay healthy.

The cook and helper are trained periodically in

various aspects such as safe, healthy and hygienic

preparation of food in a compatible environment. Every month all the provisions and toiletries are thpurchased and supply to the KGBV within 5 date of every month by a committee consisting of the

following members:

Following the standardized Food Menu Chart, food is provided to the children in the KGBV.

Food samples are retained for about 12 hours. The visiting officials are keen by monitor the food is

being provided as per the menu. Continuous monitoring at different level helps to maintain the

quality of food in the KGBVs

Children are insisted to plant saplings in the garden. The needy vegetables like tomato,

drumsticks, brinjal and fresh greens for their daily use are plucked from the garden. Along with

their daily food, healthy snacks are also provided.

Sound mind in a sound body, to this saying to keep children healthy and hygienic toiletries

things which include bathing soap, toothpaste, brush, coconut oil, Talcum Powder, Washing Powder

and Soap, Bindi have been provided individually every month.

Distribution of Karate dress, Scouts and Guides Uniform, 2 Towels, Canvas Shoe and Socks

Apart from the regular uniform all Girls in KGBV Schools

are provided with Karate Dress, Scout and Guide uniform, 2 pair

of Towels, Shoes and socks, Sports uniform, Bucket and Mug

with good quality for their essential needs in the beginning of

the academic year.

State Governments' initiative of providing costless items to regular school going children

which includes school uniform, textbooks, notebooks, School bags, foot wear, geometry box, Atlas

has been provided to all the girls enrolled in KGBV schools.

In order to widen the knowledge of the girls in KGBV,

newspapers namely, The Indian express, The Hindu in English

half an hour in the morning after the breakfast is allotted to the

students to read newspapers and magazines which help them

to enhance reading. Through this Students know the current

affairs.

To create interest on reading periodically books are

purchased such as Gokulam, Chuttivigadan, Thulir,

Thannambikai, NamadhuNambikai, Wisdom, Magic pot, Issues

of Tamilnadu science forum namely scientific wing, wisdom,

magic pot and other magazines.Also it helps for extensive

reading. Materials to do project works under CCE FA (a) activities

are purchased under this head. Teachers do TLMs for their

effective teaching under this head.

Well qualified with basic degree in the subject and

bachelor degree in education, efficient female teachers are

selected by a team under the head of the District collector and

appointed NGOs. Only TET qualified teachers are eligible to be

appointed in KGBV Schools as per RTE 2009 guidelines. Warden

cum Headmistress must stay along with the girl's children for their

safety. She has the overall responsibility. Teachers in KGBV are

expected to be kind hearted and self dedicated in their profession.

NGOs have the responsibility to advertise the vacant

positions of concerned KGBVs in at least two daily newspapers.

Then applications are received and scrutinized. The applicants

would be called for an interview conducted by the selection

committee which comprises the ACEO, DEEO, APO and NGO.

Three part time teachers – one for physical education,

one for computer education and one for vocational

(tailoring/art &craft) have also been appointed. Non-academic

personnel like Office Accountant, Office Assistant, Head Cook,

Assistant cook and Night - watchman have been appointed. All

the appointments by NGOs are purely temporary on

consolidated payment. To ensure the safety of the girls, all the

staff are female except the night watchman.

From 2014-15 onwards, it is insisted that all teaching

staff and warden should be TET qualified. The existing unqualified teachers have been given one

final opportunity to clear the TET. Based on the result, decision will be taken as regards their

continuity by the NGOs.

Level fixing is done for the girls enrolled in KGBV by assessing

the reading, writing and arithmetic skill at the entry level based on

their achievements skills. Those who are not able to read and write

are put into SABL groups. The basic skills necessary for learning Tamil,

English and Mathematics are taught to the girls. The remaining girls

are divided according to their learning ability in 6, 7 and 8th Stds.

ALM is followed at the upper primary level. Required text

books are provided to the students. Children are taught in the ALM

activities such as underlining, mind map consolidation, presentation

etc., the personality, creativity and self confidence of the students is

considerably increased. They eagerly take part in the enrichment and

reinforcement activities. Evaluation is done based on Continuous and Comprehensive Evaluation.

Student specific trainings are given using worksheets framed giving individual attention.

As a special training center, KGBV is supplied with Educational materials such as, Map,

Atlas, Globes, SLM kit box & other stationery items. The subject teachers dealt the classes with self-

prepared TLMs as required to the topic to enhance their learning. The students are motivated to

To teach KGBV children a step ahead of regular school going children specific bridge course

materials (Mathematics, Teaching of numbers, Teaching of

Geometry, Teaching of Algebra, Ratio, Menstruation and Data

Handling English, Science ) from NCERT have been issued to each

KGBV.

The KGBV Bridge course material for science for upper

primary level covers the important areas of upper primary science.

The material deals with food, water and houses which are essential for understanding the concepts

required for learning higher level concepts. The material has a number of activities for making

students understanding the concepts. The activities suggested in the material would enable

students to construct knowledge and assimilate them.

The Mathematics material for Girls entering upper primary stage gives a full picture of all the

concepts dealt in the primary stage. This book provides the teacher to see the linkage between the

different Maths concepts dealt at the primary stage. The activities designed for each concept helps

teachers to have experience on the wide range of activities designed for teaching a particular

concept and at the same time give exposure on sequencing of those activities. The gradual

movement of concepts from concrete to abstract from familiar to unfamiliar is finely brought out in

these books.

The other three materials teaching of numbers teaching of Geometry and (Teaching of

Algebra, Ratio and Proportion, Menstruation) Data Handling and Annexure is helpful math material

for upper primary classes. These materials not only provide a holistic view of the upper primary

concepts but also provide scope for bridging it with primary and secondary level concept. In

Geometry use of diagram in the book is used as an excellent method for showing the common as

well as unique properties of each type of parallelogram.

Onsite academic support

The NCERT materials for Maths and Science are in English Version and now it is translated in

Tamil regional language. Strenuous efforts by the team makes the translated work very fruitful and

without missing any content in the source. KGBV and special training centre teachers training

package materials provide good stuff to even non-Maths teachers to deal with the subject area.

The concept has been floated through activities for the learners to catch and analyze. Each

subject area is the eye opener across the upper primary textbooks. Masculine image of mathematics

is demystified by such conscious efforts. Day to Day Mathematics concepts are explained with

customized activities. The pedagogical aspects focused in this module nurtures the teacher's

classroom activities to great extent. The translated materials are approved by SCERT.

Onsite academic support is given to KGBV children and teachers by BRTEs and SSA officials.

BRTEs visit KGBV regularly and during the visit they take classes to the girls. Teachers of KGBV

observe those classes and learn the methodologies and techniques used during the class and adopt

them in their classes in future. Teachers of KGBV also attend regular training programmes conducted

by SSA at BRC and CRC level to enhance their skills in teaching learning process.

SABL/ALM grading

CCE Evaluation and I, II Term Assessment:

Every month BRTE/Supervisor grade the SABL/ALM. This is

to ensure if the necessary steps in the methodology is followed.

As in the formal Schools, assessment of students has been

evaluated in both scholastic and co-scholastic skills respectively. Students' formative assessment

are conducted and entered in the CCE records as FA (a) & FA (b). Summative Assessments (SA) are

conducted as in the regular schools as Term I, II & III. Grades are entered Based on these

assessments, more concentration is given to low achievers and action has been taken to improve

their skills.

The assessment test was conducted to the students of KGBV centers in all subjects and they

are evaluated by the teachers of the centers. I term exam was conducted at the end of September

2016 and II term exam was conducted at December 2016.The graph shows that the student

achievement is increased from the I term to II term. The teachers in KGBV schools were asked to

devise a plan with the guidance of BRTEs to improve the performance level of the students who were

in average level to score more marks. Due to more attention and special coaching Girls scoring above

60 has been increased and consistency maintained in all Subjects. The Extra care has been taken for

girls in KGBV schools in English Subject. Later after the formulation and modification in the adoption

of the well-planned action plan the performance has been improved during the II term assessment.

Universalization of elementary education is one of the main objectives of SSA since its

inception from 2002.It's a great boon to the girls in

KGBVs, to complete their Elementary Education, who

were once the out of school children. It is mandatory that

RTE Act, 2009 recommends to complete elementary

education for the school age children (6-14 years.)

The Government of Tamil Nadu focuses on the

Out of School children too to complete their Elementary Education by providing opportunities like

KGBVs to attain its ultimate goal of UEE. The girls who are in VIII Std appear for common examination

in the Government school. After completion of VIII Std, the girls are mainstreamed in regular schools

to continue their studies in IX Std and hostel facilities are made through RMSA girls hostels and

welfare hostels

In order to bring out the inherent talents of each and every

girl in KGBVs, Girls are provided ample opportunities to expose to

the world by means of various trainings to them.

We can save the world from contamination by moving to use

Bio-organic and natural fertilizers. So, concentration is paid to Vermi compost training to KGBV

students with the help of district Agricultural Department and Women self-help group. They use the

kitchen waste, decomposed vegetables or food waste as bedding materials for vermicompost. They

use that in the kitchen garden they have in their KGBV.

This training keeps the school campus clean and the plants healthier. Vermicomposting is a safe, fun, educational, and earth friendly hobby that the students feel good about. The benefits are very rewarding.

Although the field of education has made progress in the past 10 years vocational training seems to have lost its importance. Vocational training is important in today's rapidly evolving world. Keeping this in mind spiral binding and lamination machines were provided to all KGBVs. The students are exposed to

learning operation of different machines like photocopying, lamination, spiral binding, etc. Now students use those machines to bind their own books, notes and also they laminate their ID cards and certificates.

ICT – Information and Communication Technology, is the order of the day. We are in the urgent need to uplift & update ourselves with the modern communication Technology. Mastering the Online skills is one among them. Children in KGBV are trained how to book their tickets both in Train or Bus. They are enlightened to use the technology to save the man power. They were trained by the experts on how to open the website concerned by using the internet and the login and logout procedures.

Scouts & Guides training is given to the girls by the

field experts to do their best to the society in which they live.

Scout training would make them trustworthy loyal, human

friendly, courteous, disciplined, protector of public property,

courageous, thrifty and pure in thought, word and deed. Also

it inculcates the spirit of leadership quality, togetherness, life

skills, self confidence and promptness among the students. They are motivated through the training

to help the poor and the needy. In short they would become more fruitful to the society.

They have given information about scout and Guide history, flags, motto, symbols, songs,

troop formation, award details and camps. In this training, various activities like welcome claps,

simple exercises, March past, awareness on disaster management and first aid, prayer, flag songs,

pledge, prayer and flag ceremony, camp activities, environment education, tree plantation, traffic

control, vocational training, service at fair, etc has been taken place. This Guide camp was very

useful to all girls.

Topics for Session I (Lawyer)

First Aid Training in KGBVs is a valuable program as it provides

a life-saving skill to students. Any emergency can be handled

easily with adequate preparation including a medical one. So

training on First Aid was given to all KGBVs students as well as

teachers with the help of doctors from primary health centre.

They explained the do and don'ts at the time of emergency in

detail.

Every KGBV has a first aid kit. The time between any injury and

giving first aid is the golden window period so that maximum

benefit of the first aid is derived.

. The training was effective with hands-on techniques. Girls are

given awareness how to save a life in various situations before the

victim is sent to hospital. Experts explained about the first aid for

hazardous situations like injuries, accidents, insect bites, snake

bites, bee stings, fire accidents, drowning and electric shock.

They demonstrate on how to handle fractures, arrest bleeding

and also administer Cardio Pulmonary Resuscitation. This effort will make their students learn to

safeguard their own health and help others in emergency.

Being female children, the KGBV students should have the awareness of Gender

sensitization. Gender sensitization refers to the modification of behaviour by raising awareness of

gender equality concerns. This training has been given by experienced lawyers and doctors.

To enlighten students about, rights and beneficiaries of children, lawyers educate students

specifically about laws and acts supportive to them.

Doctors gave brief note to students about healthy diet and well being. As adolescent girls

are residing in our centres, basic hygiene, awareness about gender specific disease (Cervical

cancer, uterine infection) is highlighted to students. More over healthy food for teenage girls, rich

in iron and calcium, is need of the hour. They precisely explained Children about good touch and

bad touch. The Doctor clarified the topics such as Adolescence and Puberty, Menstrual Hygiene,

Anaemia, Importance of Nutritious Diet and Stress management. Needful guidance and

counselling was also given.

lives peacefully. The topics dealt in the training personality

development, developing leadership quality, punctuality,

sincerity, problem solving, decision making, goal setting,

behavioural changes and developing optimistic thoughts. A

module “Peenkan Thattil Parakkalama” exclusively developed

for life skill training is used for the training.

One day training on 'Society and Me" has been given to KGBV students to motivate them and

to achieve their higher order thinking. Especially the former KGBV students who came out with

flying colors have been invited for sharing their endeavours and how they mastered over their

problems in their life.

It elevated the students who are trying to achieve at

present. Member of well functioning Self Help Group near

KGBV School was invited to deliver a talk on hard work, self

determination and progress they made to refine their life in

the society.

Besides, interesting grandma stories and the experience of a

good teacher was shared among the students by the

concerned persons. This training makes the students to better advocate for their rights and have a

bright future.

To develop self confidence and to make self dependent, co curricular activities are given to

the KGBV children. Dance teachers are appointed especially to coach the dance to the children. A

part time teacher skilled in “ Baratha Natiya” teaches dance for KGBV girls 5 hours in a week. KGBV

girls are eagerly participated in dance programme.

Karnatic Music also taught 6 hours in a week. The music teachers teach the patriotic songs,

devotional songs and folk songs to the students. Now the KGBV girls have improved their capability

in singing. The Annual day celebrations facilitated by the full efforts of our students with vocal music

and simple instrumental music.

A drawing master is also appointed in KGBV schools. The basic drawing practices are given to

the students and encourage their drawing skills. Also, training to enrich the knowledge in the field of

tailoring and embroidery works, arts and crafts work, pot painting, glass painting, making gorgeous

flowers garland, soft toys, wire basket knitting, handicrafts, greeting card preparation, yogasanas,

silambattam, oilattam, mayilattam, etc., given to the girls. The specific skills are helping the girls for

Yoga is practiced in KGBV school students in order to

develop a sense of well-being, and increase their capacity of

mental concentration, harmony between the mind and the body.

Students will develop proper breathing habits. Yoga creates a

group cooperation & vocabulary in a playful manner.

Vocational education programs have made a real difference in the lives of countless young

people nationwide; they build self-confidence and leadership skills by allowing students to utilize

their unique gifts and talents. Vocational education consists basically of practical course through

which one gains knowledge and skills and experience directly linked to the future. A part time teacher

for tailoring has been appointed in every KGBV. Training on tailoring is given to students for 12 days

in a month. Students are taught how to handle the sewing machine, make kaja, and tie buttons and to

make embroidering. The girls enthusiastically involved in stitching pillow covers, chudithars,

handkerchief, skirts and also Jute bags. Since the machines are available at the centre, students can

stitch their own clothes. These types of trainings pave way to earn for their own life in future and

increase the level of their self confidence.

Computer education is an important factor in

this century. Computer skills are the basic

requirement for a large number of jobs. Basic

computer training provides a foundation on which

students can build new skills. So every KGBV is

provided with 2 desktop computers, 1 LCD projector

and a Printer. The computer instructor trains the

students on basics of computer. Month wise and

class wise syllabus have been given to KGBV schools. Computer Education is given three days in a

week. Students are also taught about the parts of the computer, application of the computer,

painting and MS office. Now the students are able to create their own files and to take printouts.

KGBV is well equipped with sport materials to

brace the physical activities. Properly implemented

physical education has been demonstrated to have a

positive impact on the fitness levels and motor skill

development of students, and such education may lead

to the habituation of lifelong physical activity. Hence,

qualified part time physical education teachers have

been appointed in all KGBV schools. The KGBV girls are

involved into the sports and games. Students participate in Rural Sports (PYKKA), Block, District and

Zonal Level Sports meet. Participation in such competitions and sports would develop a sportive skill

among the students that enable them to perform better both academic and non-academic arena.

Medical Checkup – personal Hygiene & Health care

Preparatory camp activities

Periodical medical checkup is being done regularly in tie-up with the nearest Primary Health

Centre/Govt. Hospital and is recorded. Separate Register is maintained for monitoring girls' health

conditions. Teacher and field experts are taking classes then and there about the need for personal hygiene

and health care to the students' nutrition. The girls are provided with Iron and Folic tablets, de-worming

tablets and sanitary Napkins from Primary Health Centre. BMI (Body Mass Index) of each girl is

recorded and updated every month medical report card is maintained for each girl having blood

group, deficiency and necessary advise.

Girls are covered under Group Insurance @ Rs.62/-(per girl) during their stay in residential

school providing coverage comprising of

(I) Accidental death for 24 hours cover anywhere in India (ii) Student – One lakh – Accidental death (iii) Parent – [earning / non-earning] – one lakh – Accidental death (iv) In patient hospitalization limit up to Rs.25000/- (per student due to accident) and (v) Additional benefit of Carriage of dead body of student to place of residence (2% of sum

insured or Rs.1000/- whichever is less)

A preparatory camp is conducted in the months of April to June 2016. A convergence meeting is held to discuss the strategies to identify the out of school children. All the elected members like Block chairman, Panchayat president, NGOs, BRCS and BRTEs took part in it.

An awareness rally and campaign is conducted. SSA officials, KGBV students, Teachers and

NGO participated in the rally. Awareness is also created through various Medias and by issuing of

pamphlets to the public, banners, TV advertisement. Survey is carried out covering the nook and

cranny of the habitations to find Drop outs and never enrolled. During the VEC, SMC and

Gramasabha meeting, the importance of girls' education is being discussed with community and

parents are highly motivated to send their drop out girl children to KGBV. The deprived groups are

mainly focused in this camp.

The main aim of conducting parent teacher association is to have close contact between the

society and the school KGBV. It is like a bridge, because through this meeting parents come to know

about the educational status of their children by attending PTA meeting. During these meetings, all

aspects regarding the over-all administration of KGBV, observance of the prevailing infra structure

facilities, the intruding hindrances etc., have been reported to the NGO, which in turn, recorded in

the visit note for further improvement activities in schools.

Mothers of children studying VI – VIII class have formed a group and this group will visit the

school at any working day. The essential functions of this group are to inspect the quality of food

provided to girls and to check the cleanliness and maintenance of toilets. This group will visit all the

components like kitchen, toilet, drinking water, lab facility, library, sport facilities and class rooms.

Their visit will be registered in the visit book. As the children are at puberty stage it's most important

to educate them about Menstrual Hygiene and Management. The Mother's Association is

periodically insisted the importance of MHM among students

To implement Rashtriya Avishkar Abhiyan (RAA) and to focus on connecting school based

knowledge with life outside the schools club activities are followed in KGBV schools. Various clubs

like Science club, Math club, Eco club, and literary associations and student's parliament are

functioning in all KGBVs. Students participate in the activities, share their ideas with the peers

while club meeting held. This makes learning of Science and Maths joyful creating an interest

among the KGBV students.

Science Club organized for the students in KGBV has created

interest in science .This club serves as the arena where the students

have the chance to meet, exchange their experiences, discuss various

science topics and broaden their knowledge and horizons. This offers

children the chance to do science-related activities that extend and

enhance the science they experience in the classroom. An opportunity to explore areas of science

and a plenty of opportunities to do practical science is provided for the students.

The objective of the Math club is to stimulate children's mathematical curiosity. The

children experience the wonders of math that results in a positive attitude toward the subject and

serves them well throughout their formal education and beyond.

The main objective to form Science & Maths clubs is to create

awareness among girls to understand the important contribution of

many scientists, mathematicians and inventors for the welfare of humanity, to realize the

important role of Mathematics in day today life and to preserve the nature.

ECO club is formed in KGBV schools to realize the value of environment upon which depends

the survival of life. The club members manage green activities, such as growing trees and medicinal

plants and cleaning up activities. The students are also responsible for keeping classrooms free from

paper and plastic carry bags.

Literary Club:

The literacy club formed aims in inculcating fondness for language among the students and

enhance their literary skills. The students are practiced to read books both in English and Tamil which

develops their vocabulary. Supplementary readers are used by the students for these activities. This

provides a platform for debating, speech, eliciting essay and drama. The club also promotes team

work among the students and ability to speak among the audience.

The KGBV teachers are given training at CRC and BRC level SSA training as regular teachers at the respective centres. The trainings very well help them to teach with modern teaching methodologies such as SABL, SALM and ALM. The teachers actively participate in the training and apply the learned aspects in their classroom which are frequently monitored and supported by the visiting officials.

KGBV Capacity Building Training -Guidance & Counseling:

Thr ee days resident

ial training on Guidance and Counseling was organized by the state for KGBV warden and a teacher

from each KGBV. The focus of the training was to become good teacher counselor. Keeping in mind

that the girls enrolled in KGBV need the support of both psychological and academic skill enrichment

they planned this training in the name of “Mounam Pesinal” through this

training the teachers and wardens of all KGBV schools were made aware of

certain aspects like understanding and respecting on what girls feel and

handling the girls who are in a state of extreme fear. Consolidating their

problems and giving solution after hearing their issues. How to make the

girls speak out by asking open-ended questions very important aspect dealt

in the training is how a teacher should be a role model to the girls enrolled

there. Teachers were involved in role plays and they were evaluated by the work sheets provided to

them after each role plays and sessions.

They explained that a teacher is not only a teacher she is a mentor, counselor and guide and

elaborated the qualities of a counselor. A good counselor should be a good listener; she should be

unbiased, non-judgmental and open-minded who respects the rights of the patients. She should be

empathetic so as to understand the real situation or the issue of the child. This wonderful training is

very useful to handle the children who are dropouts and enrolled in KGBV's.

The importance of girl child is as important as protecting a society. This importance has been felt quite long ago and necessary steps such as providing counseling to girl child and creating awareness programme was incorporated. Training is given covering the topics of RTE- 2009, Child Rights, Laws of Women Rights, Human Rights, Impact of the media, Woman in History, Refusing Skills against violence and Welfare Schemes for Students. As the syllabus is included in Value Education in this academic year,

th thit has included in the time table twice in a week for the children from 7 to 9 std. 2 teachers in each KGBVs were trained for 3 days in the district level training.

Simple Science Experiments- Science Exhibition:

RAA focuses on awareness in science among the children. Education tours are very

important for the overall development of a student. Simply reading books produces only book

worms. Tour gives them an opportunity to learn from their own experiences and from the

experience of others. Hence, the students of KGBV are taken for one day educational field trip to the

Science Centres, Planetarium, Agricultural Research stations, Horticulture Development Domain,

Diary process unit, Fisheries Development unit and knew the scientific facts The Scientists in the

centre demonstrated the variety of paddy, weather identifying devices, the measurement of rainfall,

hybrid vegetation and seedless fruits vegetation in details.

It served a platform for the KGBV students to meet out their thirst in the scientific attitude.

The students enjoyed each and every moment and eagerly learnt the classes by raising many

questions. Teachers those who accompanied the children explained the characteristics and the uses

of the things that the children observed during their trip. The students were insisted to take notes on

the scientific observations. After the successful tour programme, competitions were also held and

the students exhibited their scientific observations through drawings, essays, models quiz and

dramas.

To inculcate scientific attitude and temperament in the young minds of girl students and also

to provide a platform for them to exhibit their innate creative talents, science exhibitions were

organised in all KGBV schools with financial support of SSA.

IMPACT OF SCIENCE EXHIBITION:

Capacity Building (Self Defence Training)

Science exhibition is an event involving students who present the results of their

investigations. Inquiry is a process that engages students to learn in more meaningful ways. Its

purpose is to help students understand their world by using real-life experiences. The purpose of

these expositions was to promote and popularize science to the public. Science is such an exciting

and interesting field of study. Knowing how to use scientific inquiry in everyday problem solving is an

important life skill.

Self defense programme teaches the KGBV girls how to handle the potentially dangerous

situations they could face in school, at home, around their neighborhoods, with their friends, in

their extracurricular activities, and everywhere they go. They learn how to recognize bad situations,

how to get out of them, and how to get help. The programme includes valuable self-defense

lessons, and training on how to recognize the danger, the problem of bigger, smaller attacker

confidence, speaking up and physical skill through karate, martial arts etc.

A trainer in karate is appointed. Minimum educational qualification required for him is X STD

completion. The professional qualification required is he must have completed Diploma in karate or

he must be a holder of Black belt in karate.

Well scheduled syllabus is framed for conducting the classes. Twice a week the classes are

conducted with the duration of 1 ½ hours. The total number of classes scheduled is 40. After the

completion of the training, feed – back from the children are collected to assess the outcome of the

training.

Monitoring and Supervision

Honorable Education Minister's visit to KGBV –Narikudi

State and District SSA Officials Visit:

Our Honorable Education Minister made a surprise visit to inspect the KGBV Residential

School Narikudi in Virudhunagar district on 31.10.2016. He discussed with the children regarding

the facilities of building, accommodation, quality of food, teaching and vocational trainings. Also, he

verified the free goods supply to KGBV School, provided by the Tamil Nadu state government. When

discussing with the teachers he encouraged them for teaching and advised them to increase their

reading habit.

The children were trained on different vocational skills and displayed the toys and craft items

during the inspection. Our Minister appreciated the children who involved in making these items.

Also, he appreciated the NGO leader for the successful implementation and donated Rs.20000 to

the NGO leader. With his donation 3 sets of benches and desks are purchased for Narikudi KGBV

School. Finally he advised us to monitor and to take follow-up action for the children to continue

education after completing VIII standard in KGBV School.

The schools are regularly supervised by the State and District officials. The Quality of

Education provided in KGBV is monitored by all the officials. The visit the centers frequently to

ensure that the best are given to the students.

Suggestions are given then and there for the improvement. They also check the reading,

writing skills and interact with the students to motivate them. The officials pay special focus on these

centres to ensure the proper functioning, safety & security, utilization of the resources etc during

their visits. This special attention paid by the officials, dedicated work by the teachers creates an

amicable environment for the girls to feel at home.

State's Intervention to ensure Safety and Security of Girls in KGBV:

They supervise and monitor the progress of the girls during their visits. They also give

suggestions and onsite academic support for better improvement and enrichment of the education

of girls. Such kind of monitoring will help in running the schools efficiently.

The block and district Accountant visit the KGBVs and monitor the expenditure and verify the

cash, passbook and vouchers. They ensure that the fund realized is utilized properly. After the

monitoring, they submit the report to the CEO. The reports of all the visiting officials are sent to the

State Project Office every month.

Besides the Head teacher of nearby school, Members of KGBV PTA and Mother's association

are regularly visit the KGBV and give their suggestions which are taken to be rectified.

Monthly review meeting for NGOs has been conducted by Additional CEO, SSA The sole

responsibility of catering the out of school children in special interventions is highlighted in addition

to the detailed account of functioning and utilization of funds allotted. Maintenance of records and

suggestions for hygienic and quality food, students educational achievement, role of KGBV teachers

on their part, the online tracking on the progress of out of school children were also discussed in this

monthly review meeting. Suggestions for Food quality, Educational achievement, Teacher's role,

tracking, discussed. Appreciations and suggestions are given for better performance.

SSA, Tamil Nadu, plays a significant role in ensuring the safety of the KGBV students by

putting in standards of safety to protect students from any threats and assaults physically, socially

and psychologically. In order to ensure safety and security of the children in Residential schools &

Hostels of Tamil Nadu, a separate Government Order G.O.Ms.No.31 dated 26.06.2014 has been

issued which gives importance and top priority to areas like safety building, safety from fire and

electric accidents, safe & pure drinking water, toilets, seating, first aid, nutritious food, medical

checkup, facing emergency situations, school visit committee, Physical, mental harassment and

punishment for children, negligence, hurting or teasing, sexual harassment.

Based on the G.O., detailed guidelines from State Project Directorate, SSA has been issued to

all KGBV Schools to ensure safety and security for girls.

The following safety measures are followed in all KGBV residential Schools.

1. The KGBV schools are managed through Non-profit making Non Governmental

Organizations selected by District Level Committee under the chairmanship of the

District Collector and approved by state level Grants-In-Aid-Committee (GIAC).

2. All the KGBV Schools are functioning in a permanent building with two way entrance,

adequate number of classrooms with proper lighting and clean toilets, septic tank, etc.,

3. Though hostels are secured by boundary wall, some of the KGBVs have incomplete

boundary walls. The state government is sanctioning funds from its own budget to

complete the boundary walls

4. R.O. plant has been set up in all KGBV Schools to provide safe drinking water to all the

children and schools have adequate supply of water

5. Fire safety system is maintained in the KGBVs. Fire extinguisher and sand filled buckets

are placed where needed and the periodical renewal is done.

6. The door to terrace of the building is always closed.

7. Periodical maintenance for non insulated electric wires and repaired switch boxes are

done.

8. Circuit breakers are provided in all KGBVs to avoid electrical fire.

9. The campus is kept clean by removing the weeds & bushes.

10. As it is a residential school for girls, incinerator is constructed and used properly.

11. CC TV camera has been installed in the entrance of the building in all KGBVs.

12. Well trained wardens are appointed in all the hostels. In addition to Warden, two

teachers are staying in the centres at night, for helping the girls in emergency.

13. Watch man is appointed in all KGBVs for day and night security.

14. Well qualified teachers are appointed to impart Quality Education

15. Except Watchman all other staff is female in all KGBV Schools.

16. Parents and guardians are given identity card and the same should produce when they

come to meet their wards

17. The girls are sent out only with their parents or the person authorised by their parents.

18. No male is allowed in the KGBV hostels apart from the officials and parents. Male

officials' visit is restricted between 7.00 p.m. to 8.a.m.

24. Periodical medical checkup is being done regularly in tie-up with the nearest Primary Health Centre/Govt. Hospital and is recorded. The girls are provided with Iron and Folic tablets, de-worming tablets and sanitary Napkins from Primary Health Centre.

25. Group Insurance Coverage for the girls is provided26. Nutritious and proper hygienic food is ensured in all KGBV hostels. Menu chart is followed

in all the KGBV Schools. Every month all the provisions and toiletries are purchased by a committee consisting of nearby government school HM, Block Supervisor, Block KGBV Coordinator, NGO, KGBV School Warden cum HM and KGBV School Accountant.

27. Food samples are retained for about 12 hours.28. PTA/SMC and Mothers' Association have been formed in all KGBV Schools. The

meetings of these committees are conducted periodically. 29. Mother's Association visits the school on any working day. This group will inspect all the

components like kitchen, toilet, drinking water, lab facility, library, sport facilities and class rooms and their visit will be registered in the visitor's book.

Considering the safety of students in all KGBV schools of Tamil Nadu, a safety purpose visit

was conducted. A district level team, comprising the Addl.CEO, APO, District KGBV Coordinator,

Block Supervisor and SSA Civil Engineer was formed.

w The team inspects the KGBVs from the point of view of Safety and Hygienic atmosphere of

the students. They visit every KGBV, once every three months. The team inspects all the

critical areas viz., Toilets, Bathrooms, Over Head Tank, Kitchen, Septic tank, Ground level

sump, fire extinguishers, electrical connections, Condition of open well (Whether it is closed

by grill) flooring, colour wash and Other facilities for safety. The team provides a report to the

SPO, Chennai.

If any discrepancies are found in centers all officials take collective responsibility to rectify the

situation.

English enhancement progrmmes in KGBVs by Ashok Leyland (CSR):

Krishnagiri District: During fiscal year 2016-17 Ashok

Leyland has come forward to extend its CSR activities in the

EBBs of the district. It has appointed teachers in many single

teacher schools.

As an extension programme, it has offered to conduct

Spoken English classes in all the KGBVs. It conducts 2 classes every

week and closely monitors the progress of children in English speech enhancement.

The district encourages and supports such initiatives in the KGBVs for the benefit of children.

In Salem district all the students are registered in the District library .The subscription is paid

to the district central library and library cards are issued to he students.Every 15 days the books are

brought to KGBV centres by the central library staff.The students in turn read the lending books

brought to the centre and in a cyclic order the books are circulated from library to KGBV centres.

KGBV girls participated in summer festival held at Kalvarayan hills reiterating the theme of

women education, dowry system, awareness on women harassment etc., who in turn were

appreciated and awarded by the District Collector.

Karur District Collector visited KGBV, Tharagampatti and praised

the performance of KGBV students. On that visit, district collector

knew the needs of KGBV students. Immediately, He took the

necessary steps to provide the needy of bench, desk and mattressess

by the sponsors SBI & IOB.

An over view of Reading Corner-Karur District

For this activity, they set reading corner in KGBV school.

They have collected specimen copy books from nearby matric

school and some books from the BRTEs of all the blocks. These

books are arranged in a small book shelf in the corner. This

corner is set like a small table with chairs and book shelf. This

reading corner is liked by all the girls because, they feel very

happy to sit in the chair with table and read the books.

The reading corner also consists of newspapers,

Gokulam, chuttyvikadan and newspaper cutting books. The

books issuing is maintained by the girls with the help of a

register. Girls like to use the reading corner because it gives them

unknown and astonishing messages. Girls are the persons who

make the booklets of newspaper cuttings.

KGBV Children are involved in the cultivation of Greens in their garden

The girl children their KGBV centre are involved in making of beautiful garden and

succeeded in it. They cleaned the unused through site of KGBV centre and sowed the greens and

vegetables after adopting various processer in a regular intervals. The joined venture of girl

children have planted in sucha way to cultivate vegetables such as tomato, brinjals, ladies fingers,

chillis and pumpkins, and greens.

Nutri – Garden is a special initiative of Salem District, undertaken with a view to create a

model for all KGBV schools in the district. It is created under the aegis of the SBGF – State Balanced

Growth fund, with the guidance of Mr.Jaganmohan, State planning commission and the KVK, (Krishi

Vigyan Kendra) Coimbatore. Green house frame and seed bags case were provided by KVK at KGBV

school, Periyakrishnapuram, Pethanaickenpalayam Block. In a span of 2 months Tomatoes, Beans,

Brinjal, Ladies finger and greens were harvested. The vegetables are totally organic and hand grown

by the students who show great interest in gardening , watering the plants and weeding the garden.

¶ National Means – cum – Merit Scholarship (NMMS) Scheme:

The National Means-cum- Merit Scholarship Examination (NMMS) is conducted

every year by Science Branch of Directorate of Education, Delhi to meritorious student of

economically weaker section to avoid dropout at class VIII and encourage them to continue the

study at secondary stage with their aim in mind.

This exams consist of two types of tests in three hours of duration.

Paper I – Mental Ability Test - 90 Marks

Paper II – Scholastic Aptitude Test – 90 Marks

After passed this NMMS exam the KGBV students will have been getting scholarship of th thRs.500/- for every month from 9 to 12 standard.

As a result in the year 2014-15(34 girls) and 2015-16(34 girls) sixty eight KGBV girls have

cleared NMMS exam. It is indeed an appreciable achievement and this result motivates the other

Design for Change: Project works in 'You Tube”

Mobile Counselling Van- Guidance and Counselling:

Design For change is a global programme that empowers children to bring about a desirable

change in the existing situation, problem or atmosphere. This programme involves four stages

namely FEEL, IMAGINE, DO and SHARE to design for change the students first should FEEL about any

problem that torments them, IMAGNE a solution to rectify it, Do an appropriate act of change and

SHARE their success story of change with the world.

DFC can bring changes in the minds of the students and make them believe themselves as they

have the concept of “we can”. KGBV Students work together and do projects happily and joyfully

which bring positive result in the work they involve. KGBV teachers are also given DFC training at

District level as like regular teachers.

As a motivation and appreciation of the performances of the girls in KGBV centres, innovative

projects of them are prized by the officials. They are also uploaded in “You Tube”.

The Tamil Nadu Government School Education Department has pressed into service a

“mobile counseling centre” equipped with educational aids and a qualified psychologist to reach out

to schools that have abysmal public examination results and suggest corrective measures to

improve their performance.

The mobile centre will cover as many schools as possible. The psychologist will interact with

students and teachers to find out the causes for the poor results and come out with solutions. The

students' personal problems are counseled.

The van carries audio-visual gadgets to screen education-oriented compact discs. It would

visit all the identified schools to mentally and psychologically prepare the students to confidently

face examinations. “Dogged by problems such as disturbed family situation and lack of confidence,

the students are faring badly in examinations.

The counseling is aimed at bringing about changes in their behavioral pattern and mental

make-up.” The psychiatrist addressed the students on self development, motivation, developing

inter and intra personal communication skill, decision making and problem solving techniques,

improving their concentration, changing their attitudes, and such topics. The exposure of the

guidance cell brought a considerable change in the attitude and behavior of the girl children in

common

State level achievement survey has been conducted every year

in all kgbv schools for VIII standard children. To identify the

achievement of children in subjects such as Tamil, English and Science

SLAS test has been administered to class VIII. The result 61 KGBV

schools in SLAS for the year 2015-16 is given below:

The overall performance of girls in KGBV indicates that in all the subjects, KGBVs are equal to

the State average performance of schools.

Fund is released by State Project Office, directly to the concerned KGBV School account. This

fund is released periodically in quarters. The vouchers for expenses incurred by the concerned

school are being checked by a team consisting of Block Accountant, BRTE, Block Supervisor and

District Officials. Every quarter Utilization Certificate(UC) prepared by NGO and verified by Block

Supervisor and Block Accountant will have to be produced to Additional Chief Educational Officer.

Only after the submission of the utilization certificate, the next installment fund is released to the

KGBV centers from State Project Office. Finally, KGBV accounts for the current financial year will be

audited by a Charted Accountant. The Utilization Certificate signed by the Auditor and KGBV NGO

will be submitted to State Project Director.

Team effort will always yield success. Convergence of various departments of NCLP, DCPO,

Medical, Police, Child line and other relevant departments with the dept. of education has really

helped the children studying in KGBV schools in our district.

v NCLP has helped through the volunteers in identifying the child labour in our district. We also provide to training NCLP volunteers to help them to discharge their duties in a more efficient way.

v DCPO has been helping by providing the counseling programme to girl children in solving their psychological issues and helps them through awareness programmes of their child rights.

v The Health department periodically conducts the medical checkup and gives Iron tablets, sanitary napkins and takes care for the girls.

v The Police department actually provides the security even during holidays apart from a watchman to the school and also helps the NGO's in identifying the vulnerable dropout in selected regions.

v The child line 1098 helps the district by having a continuous watch out for the dropout children who have been absent for long period.

v In addition to this the Department of Education is supplying all type freebies of government like uniform, textbooks, notebooks, etc., like regular school students besides getting KGBV facilities.

v The SSA personnel take the initiative of mainstreaming admitted the girls in Welfare / RMSA Girls hostels. The continuity of education by these students is continuously monitored by BRTEs.

State's Special initiative

State Balanced Growth Fund (SBGF) under State Planning Commission

State Balanced Growth Fund has been constituted in Tamil Nadu with a view to make Tamil

Nadu the Number one State in India in terms of socio-economic indicators and to achieve the

present levels of Human Development attained by the developed countries. This SBGF is scheduled

to fulfill Tamil Nadu Vision 2023 as the. The key areas of development needed to achieve are in

sectors like Education, health, poverty and unemployment.

To increase the literacy rate of girl children (exclusively the school drop-outs) in 45

Educationally Backward Blocks, SSA has initiated to establish 61 KGBV Residential Schools in

Tamilnadu.

In addition to the support provided by the Central Government, State Planning Commission

of Tamilnadu assists financial support by provided fund in the name of SBGF for strengthening the

basic infrastructure(Non-recurring items ) of KGBV Schools in the most backward areas where girl

children's literacy rate is very low.

Sofar, State Planning Commission has sanctioned Rs.602.307 lakh under SBGF for the benefit of

23 KGBV schools. Also Rs. 437.503 lakhs has been proposed for 14 KGBV schools which will be

approved shortly.

The funds are utilized for the following provisions and activities.

F Secondary Education continuing girl's story

Ø Erode District

I am Jothi, My family is residing at Sanarmedu Erode district. My father left

our family .in addition to that my mother was mentally affected. My family lags

behind economically .due to my family circumstances, I could not continue my

school education after V std .I became the breadwinner of my family and

earned fifty rupees per day by working as house hold host. Then the KGBV

teachers of SSA identified me as a drop out from school

while conducting OSC survey. As they have taken much effort ,I was admitted in

VI std KGBV, Kurichi , Aammapet Block, Erode and I continue my study happily.

Along with curricular activities ,I learn extracurricular activities such as

computer education ,tailoring ,self defense training. I also learn paper quelling,

embroidering, mat, workbasket making, wall hanging and related hand crafts,

which gives motivation and courage. Now I have the confidence that I can come out with flying

colors.

Ø Salem District

I am S. Sripriya. My native place is Uppukkallur, Kannamoochi. I belong to a

very poor family; I have one elder sister and brother. They got married and

they live separately. My mother already expired when I was studying IV Std. I

had no one to look after and so I was assisting my father in house hold work

and grazing the cattle. BRTEs identified me and insisted my father, the need

of educating the girl child and let me continue my studies in a nearby school.

Now I am studying VI std in our KGBV (Kannamoochi) and getting first marks in all the subject.

Apart from academic side, I am also doing learning in Yoga, karate, Dace, Singing and

storytelling. I hope, I will continue her studies upto college after the completion of VIII Std.

Ø Cuddalore District

She is Subi from Sirupakkam in Veppur taluk. She has two young sisters. Her father and

mother expired at her young age. She went to kerala. She also worked as a house keeper. When, she

went to her native place in sirupakkam, KGBV teachers approached her for admission KGBV.

Teachers over there took great care and taught very well. She was trained

with some extra curricular activities like karate, yoga, craft etc., she completed her VIIIand continued her IX in govt school. Now, she is in X std, She is sure that

She would score good marks. She expressed Thanks for opportunity given to

continue studies.

Ø Karur District

Gokila is born with three sisters to her parents. Due to poverty and sibbling care her parent

was not interested to send her to the school. She was identified and enrolled in KGBV School,

Tharagampatti. She was enrolled in VI Std in the year 2011. All the

teachers were taken care and taught very nicely and innovatively.

She adopted her to the hostel situation and studied well. She was

mainstreamed in IX Std in Palaviduthi Government higher

secondary school, after completing VIII Std. She scored 462

marks out of 500 marks, in X Std on March 2016 public exam. Now

she is studying XI Std in the same school.

She is M. Saraswathi. She had completed her primary education in

Athinatham village Since there is no access to study upper classes as well as

my parents were not willing to send as a day scholar, She dropped out in class 6.

BRTEs identified her. In 2008 She joined in KGBV Bennangur, Kelamangalam

block and completed VIII std., The KGBV teachers took efforts to enrol her in

GGHS Thally. Their she studied hard to obtain 427 marks in X std and 879 marks in XII std. Now she is

studying BE (EEE) in Varuvan Vadivelan Engineering College, Dharmapuri.

T.Radhika was identified as drop out child in class V at OSC survey in 2007. She

was admitted in KGBVRS Amattankollai after convincing her parents. Her

parents came to know about the facilities provided in KGBV Residential

schools for girls. She was trained in vocational field also. She participated in

all sports and extracurricular activities too. She was mainstreamed in class IX

on Sports quota after completion her class 8. She has successfully completed her XII in

Thiruvannamalai and scored 928/1200 in March 2016 public examination. Now, She is doing EEE 1st

year at JRR Engineering College at Chennai.

Success Story of a girl with job settlement

R.Kokila hailed in the village of kulathukuli in kollihills block. She studied at Karumur primary

school till her fifth grade. She joined in GTR higher secondary school in Semmedu. She has to walk a

long distance to school which made her to drop out in class 6 from school. BRTEs identified her and

informed her parents about the KGBV residential school which is functioning especially for the poor

drop out girls.

She was enrolled in Puraanikadu KGBV School in class 7.After completing her eighth grade

she joined in GTR higher secondary in class 9. She also completed higher secondary classes there and

after completion she joined in Subiksha nursing centre at Namakkal with the support from KGBV

Outcome: She is working as a nurse in Priya hospital at Erode.
