    The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

    The Association and its Board of Directors control and are responsible for the contents of the Herald.

    The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

    The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verification of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

    Materials submitted for publication are to be given to the receptionist in Highland House. All materials submitted must be signed, but signatures will be withheld upon request. Communications to the Herald should be in writing. No material will be accepted for publication in the upcoming issue after the 20th of the month.

    The fortieth annual meeting of the Board of Directors and Membership of Highland Lakes Condominium Association was held at the principal office of the Association in the Township of Northville, State of Michigan, on the 18th day of May, 2015, in accordance with the By-Laws of the Association. President Kathy Baldwin called the meeting to order at 7:30 p.m.AttendanceThe following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Guy Balok, Kathleen Connor, and Judy Nakdimen. Also present were Joe Poma, Property Manager; and Ken Wiewiora, Maintenance Superintendent. Approximately 13 Co-Owners were also present.

    Presidents Annual ReportKathy Baldwin welcomed Co-Owners and thanked all members of the Board for the time and dedication they have put forth over the past year. See pages 8-9 of the June Herald for the entire report.

    Treasurers Annual ReportTom Byrne reviewed the financial condition of the Association. See pages 10-12 of the June Herald for the entire report.

    Election ResultsDonna McNally announced the election results thanking all Election Committee members for assisting in counting the ballots and for their hard work: Terry McNally, Judy and Ilio Alessandri, Vitor and Beth Imbuzeiro, Anne Ostroth, and Dianne Pittaway.

    Donna reiterated the importance of returning the proxies in order to have a quorum for the annual meetings. Even though there werent any new people running, it is still very important to vote.

    Donna reported that there were a total of 217 correct ballots counted, representing 31.4% of the co-owners. See the Election results on page 13 of the June Herald. The Committee made a resolution to destroy the ballots in 30 days.

    Board Action: Motion by Tom Byrne, support by Michelle Todorov, to accept the Election Committees request to destroy the ballots in 30 days. All in favor. Motion passed.

    Board members went into closed session to elect officers and assign committee liaisons.

    Engineering Committee Report page 16

    The Board approved #1, patio, with instructions for the co-owner to get specifications for the steps and railing and submit the proper paperwork to the Engineering Committee. This allows the co-owner to get his patio going and he will know he has to come back and touch base on those two open items.

    Board Action: Motion by Tom Byrne, support by Kathleen Connor, to approve items #2 through #12 as recommended, and approve item #1 with instructions of the Grounds Committee report of May 11, 2015. All in favor. Motion passed.

    Lakes Ecology Committee Report page 19

    Starting June 1, boats without updated stickers will be ticketed.

    Earl commented that there is a well and a swans nest where the committee is recommending more boat storage to be added.

    Board Action: Motion by Tom Byrne, support by Guy Balok, to approve the Lakes Ecology Committee report, with the recommendations, of May 5, 2015. All in favor. Motion passed.

    Co-Owner Forum

    1.) Election Process: Donna McNally said that during the election there was still a lot of confusion about the proxy and that next election the proxy could be made a little clearer. Joe said that the proxy and designated voter form instructions are in bold print already. 99% of this is that people are not even reading the ballot. A default is even put in. So if people leave it blank, Kathy is the default proxy.

    2.) 8 Mile Entrances: Donna McNally asked why they would get rid of the trees on the island since they are alive. Kathy Baldwin said that the Committee is still discussing the issue.

    3.) Garlic Mustard Pull: Joel Lutz said they pulled out 60 bags of garlic mustard. Garlic mustard is starting to grow where people arent attending to their front gardens. Kathy Baldwin said that Kathy Watkins suggested we plant some ferns in the areas where they have been picking.

    4.) Community Garden: Kathy Baldwin reported that the garden had been enlarged and requested the Board to consider paying $300 for good-grade top soil which has been added. The 14 residents are going to buy fence to go around the entire perimeter instead of each of them having their own fence, and thats going to cost around $200. Maintenance is going to loan them the poles for the fence.

    Board Action: Motion by Michelle Todorov, support by Judy Nakdimen, to pay for top soil to the extent of $300. All in favor. Motion passed.

    Property Managers Report

    Joe reported that the pool should be open on time this Friday. Joe said to enjoy the weekend at the pool and the pool opening party.

    HIGHLAND LAKES CONDOMINIUM ASSOCIATION PRESIDENTS ANNUAL REPORT

    MAY 18, 2015 The purpose of the annual meeting is to announce the results of our Election for the Board of Directors and provide information concerning the state of the Association. It is my privilege to give you an overview of our community. It is with a great deal of pride and confidence that, on behalf of the Board, I thank and congratulate our staff for their commitment during the past year. Our Maintenance Department works hard year round. I think all would agree that, although winter seems to go on forever, our guys do an outstanding job of clearing the snow and, in the spring, restoring the areas damaged by the snow and salt. Ken Wiewiora continues to work with Roof One on our roofing project. It is also worth noting that Ken negotiated a contract with Wide Open West and we have received two payments from them totaling $69,000. He also oversees all of Highland Lakes' technology and is in the process of updating both our computer and telephone systems. Thank you, Ken, and your staff for all you do. Of course, the Association could not operate efficiently without our administrative staff. Thanks to Joe Poma, our Property Manager, for his continued efforts to maintain a financially stable Association. His legal knowledge is a real asset and has facilitated the collection. Here are a few interesting facts: The high-water mark for the receivables balance was $209,189 in August, 2009. Since that time receivables has dropped to $54,491 as of April 30, 2015. This is a collections gain of $154,698 overall. Since April 30, 2014 (one year), the receivables balance has dropped $43,876 Over the last year, Joe has sent 15 Notices of Intent to file liens or commenced collection actions that resulted in payment. Over the last year, Joe has filed 5 liens and releases, most of which have yielded payment. Additionally, we are privileged to have such dedicated workers as Sharon Englund, Bookkeeper, Julie Dykstra, Administrative Assistant, and Guin Eatmon and Cathy Loy, Secretary Receptionists.

    The following committees play an ongoing role in the quality of life in our community: Clubhouse, Grounds, Court Liaison, Herald, Lakes Ecology, Pool, Community Social, Engineering, and Finance. The RV and Tennis Committees require less time, but also are important, as are organizations such as the Womens Club, euchre and pinochle groups, and crafters. Thanks to all of you who assist in projects and activities and devote your time and expertise when needed. One of the factors that have made Highland Lakes unique among condominium developments is the participation of the Co-Owners. Over the years we have seen membership in these committees dwindle, and the Association faces a challenge to encourage new members to discover the rewards of contributing to the activities in their community. We must remember our community is 43 years old. We intend to preserve our property values. The Board of Directors has faced many difficult decisions in our efforts to maintain and improve our buildings, roads, and grounds. Thanks to Donna and Terry McNally for serving as Co-Inspectors of the Election this year. In conclusion, I would like to express my gratitude to my fellow Board members. Without their dedication and concern for the welfare of this Association, Highland Lakes would not be what it is. I can report that the Board and the Management of Highland Lakes take their fiduciary responsibilities very seriously.     Planning to plant begonias in our traditional flower locations, but not till June as last year the May plantings suf-fered some cold weather damage.

    Assignments made for flower areas planting, weeding and watering for this year.

    8 Mile Entrance: grass has grown past the plastic edging; weeding is already needed; Pear trees are still just getting started, next year they should achieve their full potential, Jeff Fidge noted that the type of pear trees planted typi-cally have about a 20 year life; two additional hydrangeas to be added.

    Discussion of locations for starting a Monarch Waystation. Voted to recommend northwest edge of Swan Harbor Lake where the broken concrete has been placed to shore up the shoreline.

    Discussion of request to plant a garden area on common grounds. Co-owner clarified the intent was not neces-sarily to create a butterfly garden, but to replace an area that has been planted with myrtle. Co-owner willing to adjust plants to support butterfly habitation. Area for garden is a not walkable steep slope down to lake. Voted to approve request as a butterfly habitat..

    Discussion of invasive common buckthorn removal. It has to be removed in its entirety if its progression is to be stopped on our property.

    Discussion of replacing the crabapples with Cleveland Pears like those in the 8 Mile entrance on the entrances islands. To be explored further.

    RECOMMENDATIONS TO THE BOARD: Recommend using the northwest shoreline of Swan Harbor Lake along edge with the broken concrete between the boat storage area and the beach area for a Monarch Waystation.

    Recommend allowing Co-owner of unit 434 to plant a butterfly garden on common grounds in front of their unit. Site has already been planted by a previous co-owner with a ground cover type plant, and is a non-walk-able slope down to lake.

    1. Billiard Room Blinds. Maintenance staff measured the windows and obtained an estimate for roller shades to fit. There are sufficient funds in the Committees budget to cover the cost. Members voted unanimously to recommend installation of the blinds.

    2. Civic Concern Collection Competition. Boxes labeled for each committee have been set up in the Billiard Room. A large sign will be created to remind people to donate.

    3. Memorial Plaque. Engraving of brass plates for Myra Santoni and Dorothy Gay is complete and plates were installed on the plaque.

    4. Renovation of Billiard Room. Ilio will draw up a plan which will be discussed at the next meeting.

    5. Work Orders. Work orders will be submitted requesting that the brass on the front doors be cleaned and that the back door be painted.

    SUBJECTS DISCUSSED:

    Recommendation was made that the Heralds need to be delivered as soon as possible to support encourag-ing co-owners to submit their ballots for the board of Directors election by May 15th. If there are not enough proxies to create a quorum the process would have to be repeated and this would be an added cost to the association, and, therefore to us, the co-owners.

    There is currently a contest among the Highland Lakes committees to see which committee can earn the most points by donating non-perishable food items, cash, and/or household paper products to the Northville Civic Concern. There are boxes labeled for each committee in the clubhouse. The winning com-mittee wins a meal prepared by Judy Nakdimen.

    The Smoke Detector program that we discussed last month will be re-visited at a later date

    We have not yet replaced the New Neighbors reporter previously held by Diane Pittaway. This was dis-cussed again briefly. We have still not come up with a viable solution for replacing the column.

    Joel brought up that since the onset of Thursday night yoga sessions that have been impinging on our meet-ing time in the Highland Room that maybe we should move our start time to 7:30. That was not popular. Joe volunteered to set up tables in the main room for us as an alternate to meeting in the library which has not been a good fit for the size of our committee.

    The new Security Guards name is Kevin Bouche and he will be working Wednesday Sunday from 6:00 p.m. -2:00 A.M.

    Joe touched on the subject of certain vehicles that have been compromised within our community and ad-vised that certain makes and models are the victims of the crime.

    Joe is still waiting for information in regards to the pedestals for the pet pals in the trash receptacles.

    SUBJECTS DISCUSSED:Joe stated that there are now six lifeguards hired for the season. He has been interviewing and expects to hire two more. Pool prep is on schedule and pool should open as planned on May 22nd at noon.

    Pool Opening Party is May 24th at 4:30pm. Please bring a dish to share by 4:15pm.

    Hot Dog Daze with a Detroit Tigers theme will be June 13, from noon - 2 p.m. Volunteers are appreciated

    Adult Luau/Beach party and late night swim will be July 11th. Festivities will begin at 5pm with dinner served at 6pm. There will be entertainment, great food and a fun time. Ticket information will be coming soon.

    Civic Concern Food Challenge. Please bring a donation to the Pool Opening Party (or anytime during the month of May) to support Civic Concern.

    Boat Storage. Joe reported that the Board has not made a decision about boat storage as the need and location for boat stor-age on Crystal Lake has not been determined. It was decided that the recommendation to the Board for boat storage on the other two lakes should proceed.

    Advertising for the two-hour fishing seminar provided by Jim Delaney on 5/14 at 6:30 pm with an RSVP date of 5/12. Joe reported that the sandwich boards will be utilized to get votes for the annual election and for the Garlic Mustard weed pull. These were scheduled before the date of the seminar. Joe offered to attach the fliers to the front of the Herald. There was discussion that the weed pull and fishing seminar could possibly share a sandwich board.

    New Business

    Acting Chair forgot to send out an agenda prior to the meeting. This might explain the light attendance.

    Information from inland lakes workshop provided by Anne was discussed.The booklets from the MSU extension are really nice and cost $25.00. Joe offered to see if we can get some for free or receive a discount. A lot of the materials on plantings that are healthy for the lakes also attract butter-flies and desirable wild life. Joe has some of these materials which can be copied and shared with the grounds committee. Based on the information available it appears that our lakes are in the late middle age stage of lake life which ends in a swamp. There are steps that we can begin to take to forestall the aging process but first we need to do an assessment. Toward that goal, Jim has offered to use materials available to make a map of the lakes and their surrounding vegetation. Anne has offered to take pictures of the shoreline from the water on Silver Spring Lake and Swan Harbor Lake.

It is also recommended that boat storage at Swan Harbor Lake be increased using the same criteria and located by the dead tree stumps.

    MAINTENANCE REPORTTO: Board of Directors, Property Manager, Co-Owners RE: Maintenance Report

    DATE: May 18, 2015

    Please review the proper disposal procedures of trash, compost, and building materials,And Paints, located on all of the trash corrals on the property.

    Waste Management our trash hauler WILL NOT PICK UP IMPROPERLY BAGGED COMPOST OR TRASH, AND IMPROPERLY PLACED BUILDING MATERIALS.

    Lets all step-up to keep our community clean, & please report trash violators to the clubhouse.

    1. Unit / Building repair: Normal repairs have been flowing in, roof leaks, loose siding, paint and caulking

    requests, we have over 12 roof leak requests that came in from the last storm, all co-owners have been contacted and repairs are in the works.

    2. Pool: Pool opening on the mechanical was completed last week. All is working at this time. We had minorrepairs to the mechanical equipment in the basement.

    3. Equipment: All of our summer equipment is up and running at this time. All grounds equipment including trucks has been gone through preventive maintenance. We have experienced multiple breakdownson the lawn equipment. These break downs, although minor are expected during the first few weeks eachyear, which will extend the grass cutting time throughout the week.

    4. Lawn Spraying: Our first lawn application was applied last week this application include pre emergent, weedcontrol and feed. Additionally the application company did a lot of spot treatment across, the property on theharder to control weeds. Also they will be spot treating areas as needed over the next month.

    5. Boat registration stickers: Reminder that all boats need to stickered yearly. This year we will wait until June1st to start impounding and unregistered boats. Also note that the boats must be stored in a way as not tocollect water, this will help prevent mosquito breeding and nesting.

    6. Old Car Batteries: B&F Auto (NAPA) in Plymouth 1-734-453-7200 does recycle used car batteries at nocharge. Co-Owners are free to bring in batteries ant time of the year.

    HOW TO COOK A HUSBAND (condensed from an 1800 cookbook) A good many husbands are utterly spoiled by mismanagement in cooking and so are not tender and good. Some women keep them constantly in hot water; others let them freeze by their carelessness and indif-ference. Some keep them in a stew with irritating ways and words. Some wives keep them pickled, while others waste them shamefully. Husbands can be really delicious when prepared properly .Make a clear, steady flame of love, warmth and cheerfulness and he will never fly out of the kettle or be-come burned or crusty.If he sputters, do not be anxious for some husbands do this until they are quite done. Add a little sugar in what confectioners call kisses, but use no pepper or vinegar under any circumstances. Do season to taste with spices, good humor and gaiety preferred.Seasoning must always be used with great discretion and caution. Avoid sharpness in testing him for ten-derness. Stir him gently, lest he lie too flat and close to the kettle and so become useless.

    You cannot fail to know when he is done. If so treated, you will find him very digestible, agreeing with you perfectly.     HIGHLAND LAKES CONDOMINIUM ASSOCCIATIONPOOL RULES AND REGULATIONS

    1. Only Members in good standing with a current H.L.C.A. ID, with annual sticker, and their accompanied guests may use the pools.

    2. Absolutely NO pool usage until Lifeguards are on duty and indicate the pool is safe to use.

    3. Everyone must shower before entering the pool and shower again after the application of lotions and/or oils prior to re-entering the pool.

    4. Only one person on the diving board at a time.5. Children in the wading pool must be supervised by an adult within the wading pool

    enclosure.6. No loitering in the shower or locker rooms.7. No Eating, No Smoking, No Drinking (except water in plastic bottles) within the pool

    enclosures.8. No shoes in the pool enclosure.9. No running or rough playing.10. No glass containers of any type at the pool or terrace.11. Children under 10 must be accompanied by an adult.12. Children 10 to 12 years of age must be accompanied by an adult unless they have

    passed the swim test and received a Dolphin Patch.13. Children fewer than 42 inches in height must be in direct custody of an adult while in

    the large pool. Exception: A child wearing an U.S.C.G. (United States Coast Guard) approved life vest may swim, while being supervised by an adult within the pool enclosure.

    14. Only U.S. Coast Guard approved and labeled floatation devices are allowed. Inflatable toys or devices are not allowed at any time.

    15. Lifeguards have full authority over the pool area; all pool users must obey the instructions of the Lifeguards.
