MEMORANDUM FOR ALL INSTRUCTORS DATE: March 22,2016

SUBJECT: 2016 Joint Services JROTC Review with Decorations and Awards

1. REFERENCES:

a. TC 3-21.5 dated January 2012b. CCR 145-2 dated February 2012

2. PURPOSE: This MOl establishes the goals, objectives, procedures, and responsibilities for theexecution of the 2016 Joint Services JROTC Review, with decorations and awards on12 May 2016, at 7:00 p.m., at the North Forsyth High Football Stadium, 5705 Shattalon Drive,Winston-Salem, NC 27105. The purpose of this review is to allow parents, educators, militarysupervisors, and the general public to observe the state of training that the cadets of theWinston-Salem Forsyth County Schools Joint Services JROTC program have achieved.

4. SEQUENCE OF EVENTS AND INDIVIDUAL ACTIONS:

A. FORMATION OF TROOPS

(1) Joint Services Corps in line with Battalions/Squadrons in Mass Formation.

(2) Units form on the final line, dressed and commanded to PARADE REST.

(3) To alert the units that the ceremony is to begin, the Adjutant (from his/her positionnear the band) directs, SOUND ATTENTION.

(4) The band sounds ATTENTION.

(5) Battalion commanders face about and bring their units (in sequence from right to left)to ATTENTION, and then face back to the front.

(6) When all units are at Attention, the adjutant directs SOUND ADJUTANT'S CALL

(a) The adjutant aligns the guides (if necessary) and immediately marches to aposition centered on the command and halfway between the posts of the commander oftroops and the final line. He halts and faces to the left, facing the line of troops.

(b) The adjutant directs BRING YOUR UNITS TO ATTENTION.

(7) Unit commanders face about and (in sequence starting with the right flank unit)command (Battalion), ATTENTION. The unit commander then faces about.

(8) When all units are at Attention, the adjutant faces about. That is the signal forthe commander of troops and his staff to move from their positions near the reviewingstand to their posts midway between the line of troops and the reviewing stand and facethe line of troops.

(9) When the commander of troops has halted at his post, the adjutant faces aboutand directs BRING YOUR UNITS TO PRESENT ARMS.

(10) Unit commanders face about and in sequence command Present, ARMS.They then face about and Salute.

(11) After all units are at Present Arms, the adjutant faces about, Salutes, andreports "Sir, the command isformed. "

(12) The commander of troops returns the Salute of the adjutant and directs TAKEYOUR POST. (The members of the staff do not salute.) The adjutant takes his post byfacing to the half left in marching, marches forward, halts at normal interval to the rightof the right flank staff member, and faces about. When the adjutant is in position, theCommander of troops directs BRING YOUR UNITS TO ORDER ARMS. UnitCommanders terminate their Salutes; faces about; commands Order, ARMS; and thenface about. When all units are at Order Arms, the left flank staff officer commands Right,FACE; Forward, MARCH; Column Left, MARCH; Column Left, MARCH; StaffHAL T; and Left, FACE. At that time, the staff should be centered on, and two steps infront of, the commander of troops (Figure 1).

(13) When the units have completed Order Arms and the staff has reversed, theCommander of troops then faces the reviewing stand and waits for the reviewing officerto take his post. If, for some reason, the reviewing officer has been delayed, or if a delayis prearranged, the commander of troops directs the units to Parade, REST and thendirects them to ATTENTION before the reviewing officer's arrival.

(1) When the reviewing officer has halted at his post, the commander of troop's facesabout and directs BRING YOUR UNITS TO PRESENT ARMS. Unit commandersface about; command Present, ARMS; face to the front; and salute. When the units havecompleted this movement, the commander of troops faces about and commands his staffand himself to Present, ARMS.

(2) Upon completion of the presentation and or honors, the commander oftroopscommands his staff to Order, ARMS; faces about; and directs BRING YOUR UNITSTO ORDER ARMS AND PARADE REST.

C. INSPECTION

(1) Unit commanders terminate their Salutes, face about, and command Order,ARMS and Parade, REST. They then face to the front and execute Parade Rest.(2) When all troops are at Parade Rest, the commander of troops faces about. He andhis staff remains at Attention.

(3) When the commander of troops has faced the reviewing stand, the reviewingOfficer and the host or host commander moves forward and halts three steps in front ofthe commander of troops. (See figure 2)

(4) The COT salutes and reports "Sir, the command is prepared/or inspection."

(4) The commander of troops guides the reviewing party to the right flank of theband. The commander of troops and the host or host commander march to the right of thereviewing officer. Whether marching or riding, the reviewing party passes between theline of brigade commanders and staffs, battalion commanders, and company commandersin division or similar-size reviews. In reviews for a battalion, or units of similar size, theinspecting party passes between the front rank of troops and the line of companycommanders, or they pass immediately in front of the platoon leaders when companiesare in a line formation.

(5) When the reviewing party approaches the right flank of each unit, the unitCommander faces about and commands BATTALION, ATTENTION and EyesRIGHT. (But neither he nor his staff salute or execute eyes right). On the command EyesRIGHT, the company commander, executive officer, and platoon leaders execute EyesRight and Salute. The guidon bearers execute Eyes Right and Present Guidons. Eachcadet turns his head to the right and, as the reviewing officer comes into his line ofvision, each cadet follows the officer with his head and eyes until the reviewing officerreaches the front. At that point, the head and eyes of each cadet remain to the front. Assoon as the reviewing officer has cleared the unit, the Battalion Commander commandsOrder, ARMS and Parade Rest. The left flank unit remains at Attention until thereviewing party has cleared the right rear of the unit. That Battalion will commandParade Rest, face to the front and command he and his staff to parade rest. OtherCommanders remain facing to the rear and command their units to ATTENTION as theparty passes to the rear of their units. They then command Parade, REST, face to thefront, and command himself and his staff Parade Rest.

(5) As the reviewing party approaches the Colors, the commander of troopsinconspicuously commands Present, ARMS (six steps from the Colors) and Order,ARMS (six steps beyond the Colors). They do not salute when passing to the rear of theColors. The Color guard and bearers execute Eyes Right. The organizational Color dips(salutes).

(6) After passing in front of the troops the inspection continues along the rear of thetroops and terminates at the right flank of the unit (no Band). The commander of troopscommands Party, HALT. The commander of troops faces to the half left in marching,

takes two steps, halts, and faces about. The host or host commander repositions himselfto the left of the reviewing officer. When the host or host commander is in position, thecommander of troops and the reviewing officer exchange salutes. Upon termination ofthe Salutes, the reviewing officer and host or host commander immediately face to thehalf left in marching and return to their posts. The commander of troops hesitatesmomentarily and then faces to the right in marching and returns to his post (figure 2).

THE HOSTIHOST COMMANDER AND COMMANDER OF TROOPSWILL HESITATE WHEN NECESSARY TO ALLOW THE REVIEWINGOFFICER TO PRECEDE THEM.

WHEN A DISTINGUISHED GUEST PARTICIPATES. HE MARCHESON THE RIGHT OF THE HOST/HOST COMMANDER DURING THEINSPECTION: OR THE HOST/HOST COMMANDER AND DIS-TINGUISHED GUEST MAY MARCH TO THE REAR OF THEREVIEWING OFFICER AND COMMANDER OF TROOPS.

D. PERSON TO BE HONORED AND COLORS CENTER

(1) When the reviewing party members have returned to their posts, the commanderof troops faces about and directs BRING YOUR UNITS TO ATTENTION. After allunits are at Attention, the commander of troops gives the command Personsto be honored and Colors center (pause), MARCH.

On the preparatory command Persons to be honored and Colors Center, the staff facesto the right. On the command of execution MARCH, the staff begins marching forwardto a position offset to the left front of the reviewing stand, halts, and faces to the left. TheColors take seven steps forward and halt. The commander of troops marches forwarduntil he is three steps in front of the color detail, halts, and then faces about.

(2) To move the Colors forward, the commander of troops commands move forward andtake his post five steps in front of, and center on the lead element. He faces about andcommand, FORWARD, MARCH. On the command of execution MARCH, thecommander of troops, detachment and color march forward and then halts when thecommander of troops has reached his original post. He command (DETACHMENT,HAL T). The commander of troops executes the Hand Salute and reportsto the host commander, "Sir, person to be honored and Colors are present. " The hostcommander then returns the salute. The Cadet Commander/DAl directs, PRESENTthe COMMAND.

E. HONOR TO THE NATION

(1) On this directive the commander of troops faces to the right in marching and marchesby the most direct route to his alternate post two steps in front of and centered on hisstaff, halts perpendicular to his staff, then face about and direct BRING YOUR UNITSTO PRESENT ARMS. The COT face about and command, DETCHMENT,PRESENT ARMS; he and staff come to present arms with the detachment.

(2) Upon completion of the National Anthem, the commander of troops, his staff, andthe Detachment will terminate their Salutes on his command DETACHMENT, ORDERARMS. He then faces about and directs BRING YOUR UNITS TO ORDER ARMSAND PARADE REST. (6) Unit commanders terminate their Salutes; face about;command ORDER, ARMS and Parade, REST; face about; and execute Parade Rest.

NOTE: This is where your battalion color guard and riflemen goes to order armsand parade rest.

F. PRESENTATION OF AWARDS

(1) The reviewing officer advances by the most direct route to the right front of the lineof persons to be honored. The Command Sergeant Major carrying the awards positionhimself one step to the rear and one fifteen inch step to the left of the reviewing officer.After the citation is read, the CSM immediately steps forward and allows the ReviewingOfficer to secure the award.

(2) When the last award has been presented, The Reviewing Officer and his party returnto their post, the commander of troops brings his staff and Detachment to Attention, facesabout, and directs BRING YOUR UNITS TO ATTENTION.Unit commanders face about and command Battalion, ATTENTION, and thenface about. The commander of troops faces about and commands Detachment, POST(Pause), MARCH. On the command POST, the following actions occur simultaneously:(a) Colors Reverse March and halt.(b) Awardees execute a Right Face

(3) On the command MARCH, Colors and awardees step off and the music beginsto play.(a) Persons who were decorated march forward execute two Column Lefts, halt online (six steps to the left ofthe reviewing officer), and execute a Left Face. Thecommands HALT and Left, FACE are given by the last man in the file.(b) Colors step off and return to their original posts.

(4) As the Colors pass his position, the commander of troops faces himself and hisstaff to the left, marches his staff back to the center of the field, and faces them to theright. The commander of troops faces to the left; when the Colors are in position he thenfaces the reviewing officer.

G. MARCH IN REVIEW.

(1) When the commander of troops has faced the reviewing officer, the host or hostCommander directs PASS IN REVIEW.

(2) The commander of troops faces about and directs PASS IN REVIEW.

(3) Unit commanders face to the right when the commander of troops directs PASSIN REVIEW, command Column of Platoons, Right Platoon, Column Right, andMARCH. (loud enough for the next unit to hear). Music will begin to play when theunit begins to march. The other units will move out in procession in the same manner andfollow in column at the prescribe distance. (Figures 3,4 & 5)

(4) Units change direction at the point indicated by the markers.

(5) The band and each following unit change direction at points indicated by markers.The commander commands, Left turn, MARCH. The commander faces about whilemarching as his unit is making the turn. When his unit has completed the turn, theCommander commands, Forward MARCH, and faces back to the front.(6) All commanders, except the commander of troops, move with their staff intopositions in the column and at the head of their respective units just before turning ontothe reviewing line (Figure 4).

(7) The commander of troops and his staff move forward and execute turningmovements to arrive at a position 12 steps in front ofthe drum major on thereviewing line.

(8) On command, the commander of troops, the brigade and battalion commanders,their staffs, and the command sergeant major execute Eyes, RIGHT and salute at theEyes Right marker. The commander commands Ready, FRONT and terminates theSalute when the staffs have reached the Ready Front marker.

(9) The reviewing officer returns only the Salute of the commander of troops.(The return of the Salute by the reviewing officer represents the Salute for all subordinateCommanders. This enables the reviewing officer to observe the review without beinginterrupted by frequent Salutes.) The reviewing officer, the host or host commander, theirstaffs and military spectators salute the National Color when it passes.

(10) After terminating the Salute, the commander of troops and his staff (withoutcommand) executes three wheeling movements and takes their post with the commanderof troops on line with and to the right of the reviewing officer.

(11) Cadet units execute Eyes Right on command from their company commanderCommanders give the preparatory command Eyes over their right shoulder two steps

from the marker as the right foot strikes the marching surface. The command ofexecution RIGHT is given when the right foot strikes the marching surface again and online with the marker. On the preparatory command, the guidon bearer executes RaisedGuidon. On the command of execution, the company commander, executive officer, andplatoon leaders execute Eyes Right and the Hand Salute. The Guidon bearer executesEyes Right and Present Guidon. The company first sergeant only executes Eyes Right.The right file continues to look straight forward and maintains correct distance. All othermembers execute Eyes Right and maintain alignment. When the rear of the unit haspassed six steps beyond the reviewing officer, company commanders command Ready asthe left foot strikes the marching surface and FRONT the next time the left foot strikesthe marching surface. Unit personnel end their Salutes and turn their heads and eyes tothe front. The Guidon bearer executes Raised Guidon on the command Ready and returnsto the Carry position on the command FRONT.

three left turns into a position in front of and facing the reviewing officer and at least 12steps from the left flank of the m arching troops. As the Colors pass, the bandmaster anddrum major salute while the band continues to play marching music without interruption.

(13) As the Color guard passes the reviewing officer, each member, except theright flank man, executes Eyes Right on the command of the senior Color sergeant. Theorganizational color is dipped in Salute.

(14) As the Color Guard passes the Reviewing Officer, each member, except the rightflank man executes EYES RIGHT on the command of the senior Color Sergeant. TheOrganizational Color (only) is dropped.

H. CONCLUSION

(1) When the last element of cadets have passed the reviewing stand and have executedReady Front, marching music will cease playing and the official version of the AirForce and Army song will be played.

(2) At the completion of the Air Force and Army song, the commander of troops and thereviewing officer face each other and exchange Salutes, thus officially terminating theceremony.
