A total of 8,124 children in Los Baos were vaccinated with anti-measles in compliance with the Department of Healths (DOH) Free Measles Mass Immunization Drive on January 7 to February 3. According to Neng Dorado, child health care officer of the Los Baos Municipal Health Office (MHO), the measles immunization drive aimed to prevent the deadly virus from spreading further, given the reported measles outbreak in Metro Manila. In the DOH statistics released in January 14 , Region 4A recorded the second highest number of measles cases in the country. In Los Baos, there are eight patients in hospital and 15 patients from MHO who are under surveillance as of February 21 records. Dorado however, emphasized that there are no confirmed cases of measles in Los Baos based on MHO records. Dorado urged everyone to remember the 3Cs of measles, namely: cough, colds, and conjunctivitis. On March 6, the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD) will sign a Memorandum of Agreement (MOA) with the local government unit (LGU) of Los Baos for a project entitled Enhancing Gender-Sensitive Sustainable Agriculture and Aquatic Science and Technology (S&T)-based Livelihood Enterprises in Los Baos. With a budget of PhP 4.6M, the 15-month project will focus on enhancing gender sensitive S&T-based livelihood enterprises on organic vegetable and tilapia production. Through the project, PCAARRD and Los Baos LGU aim to empower farmers and fisherfolks through trainings on technical and entrepreneurial skills and to promote a sustainable livelihood for agriculture and aquatic production with the help of different institutions from the Los Baos Science Community (LBSC).

The Gender and Development (GAD) offices of PCAARRD and Los Baos LGU will manage the project. PCAARRD will provide the technical and financial support while Los Baos LGU, through the Municipal Agricultural Office (MAO) will lead the implementation. PCAARRD, through the GAD Technical Working Group, will then monitor and evaluate the project activities to be implemented by the Los Baos LGU. Two hundred twenty-five (225) farmers and fisher folks will benefit from the two-part program: an organic vegetable livelihood project to be offered to men and women farmers from Brgys. Bagong Silang, Maahas, Timugan, Lalakay, and Putho-Tuntungin; and a tilapia cage culture project for fish farmers from Brgys. Bayog, Mayondon, Malinta, Tadlac, and Bambang.

Mayondon, Malinta, Bayog, Bambang, and Putho-Tuntungin were the first batch of barangays to hold the anti-measles vaccination since 23 individuals suspected of having measles were from these areas. Ipinatupad noong ika-1 ng Enero ang Municipal Ordinance 2011-1078 na naglalayong magbigay ng insentibo sa mga manlalaro ng Los Baos na mananalo sa mga paligsahan mula probinsyal hanggang internasyunal na lebel. Ang mga insentibong ibibigay ay maaaring pera, medalya, o tropeyo. Kung ang napanalunang palaro ay probinsyal, makatatanggap na insentibo mula PhP 1,500 hanggang PhP 12,000; ang rehiyonal naman ay mula PhP 2,000 hanggang PhP 17,000; ang pambansang palaro ay PhP 5,000 hanggang PhP 25,000; at internasyunal na PhP 7,000 hanggang PhP 35,000. Ang insentibo na makukuha ng mga manlalarong mag-uuwi ng karangalan ay nakaayon sa bilang ng manlalaro na miyembro ng delegasyon or kupunang nagwagi sa palaro at kung ang karangalang nakamit ng mga manlalaro ay tanso, pilak, o ginto. Lahat ng residente ng Los Baos ay maaaring makakuha ng insentibo. Kailangan lamang magdala ng barangay certificate; kopya ng sertipiko ng napanalunan o sertipiko mula sa mga tagapamahala ng paligsahan; at mga litrato ng tropeyo, medalya, o ng lugar na pinaggapanan ng paligsahan. Ang mga nabanggit na dokumento ay ipapasa sa Sports and Development Office sa munisipyo ng Los Baos.

Ayon kay Alexander Bejosano, treasurer ng Los Baos MDT, nasa 2,400 ang inaasahan nilang magpoproseso ng business permit. Sa pamamagitan ng pagbubukas ng one-stop clearance shop, nilayon ng MDT na maagang makapagbigay ng mga dokumentong kailangan sa pagproseso ng business permit ang mga residente ng Los Baos. Ang pagsusumite naman kasi ng mas maaga ay makatutulong para sa lahat, paliwanag ni Bejosano. Ang one-stop clearance shop ay nagbukas noong ika-6 ng Enero at tumagal hanggang ika-20 ng Enero. Ang one-stop shop ay nanatiling bukas tuwing Sabado at Linggo. Ayon sa MDT, nasa 2,127 ang kabuuang bilang ng transaksiyon na naproseso sa halos dalawang linggong pagbukas ng shop. Sa one-stop clearance shop, nagagawang tapusin ang transaksiyon sa pagkuha ng

DOST Calabarzon visits Laguna GIA project sitesby Rae Marrie de Mesa and Arneth Abad

On January 17, the Department of Science and Technology (DOST) CALABARZON conducted site visits to five Grants in Aid (GIA) community-based projects in Laguna as part of its project monitoring activities. Among those visited were the Pandan weavers in Cavinti, resettled housewives in Calauan, farmers producing organic fertilizers in San Pablo, shoemakers in Liliw, and water hyacinth weavers in Brgy. Bayog, Los Baos. According to Janice Berris, DOST science research specialist I, the GIA program is part of the efforts to provide science and technology (S&T) assistance the livelihood of communities. Berris emphasized that GIA prioritizes members of the informal sectors who are microentrepreneurs. With GIA, DOST aims to allow these sectors to experience firsthand the benefits of reported economic growth in the country. DOSTs GIA provides S&T assistance through the provision of equipment, technology trainings, technology fora, consultancy services on manufacturing productivity extension (MPEX), consultancy for agricultural productivity enhancement (CAPE), energy audit (EA), cleaner production (CP), biogas technology and food safety. Eleven identified projects funded under the GIA Program are in line with current DOST priorities and thrusts. Among the areas funded by the program are community-based livelihood, health and nutrition, disaster prevention and mitigation, renewable energy projects, among others. Remia Adedoja, head of the Laguna Water Hyacinth Handicrafts Producers Association, Inc. (LWHHPA), shared that the Department of Trade and Industry (DTI) and Forest Products Research and Development Institute (FPRDI) endorsed their organization to DOST for the GIA program. Berris pointed out that most of the GIAs beneficiaries are cooperatives. Tapping cooperatives allows DOST to reach more households and help more community members in need by helping provide families with alternative or additional sources of income. Under GIA, DOST encourages the members of the cooperatives to participate in various fairs and exhibits to promote their products.

Laguna Water Hyacinth Handicrafts Producers Association, Inc. (LWHHPA) Based in Brgy. Bayog of Los Baos, LWHHPA is one of the pioneers of the Laguna water hyacinth industry.

Adedoja explained that DOST made LWHHPA an industry partner through GIA, allowing the LWHHPA members to take part in various trainings. The organization supplies various water hyacinth products to big businesses in Laguna, including malls, hotels, resorts, among others. DOST provided LWHHPA with water hyacinth oven that enabled the association to continue with the drying process of water hyacinth even during the rainy season. With DOSTs support, LWHHPA is able to have a continuous and steady production of water hyacinth fibers for their handicrafts. The dryer reduced the whole-day drying time of water hyacinth to three hours.

Kababaihan Gabay ng Bayan (KAGABAY) Located in Southville Site 1 of Brgy. Dayao in Calauan, the Kababaihan Gabay ng Bayan (KAGABAY) has been implementing a project for 20 mothers. The cooperative is founded in 2008 by the mothers of students enrolled in Cabuyaos St. Marie Eugenie Kinder School. Emmanuel Patisucas, the master baker of Calauans Pan-Kabuhayan Bakeshop and Bakery Training Center, manages KAGABAYs bakery in Southville Site 1. Aside from conducting trainings, the KAGABAY bakery also provides part-time employment to students. Through GIA, KAGABAY members are able to attend trainings that help them have additional sources of income. The members underwent training on the basics of meat processing and baking as a follow up project for the training in food hygiene and sanitation.

Likhang Liliw Footwear Producers Cooperative (LLFPC) In Brgy. Ibabang Taykin of Liliw, the Likhang Liliw Footwear Producers Cooperative (LLFPC) was given a shoe machine courtesy of the DOST GIA project. Led by Chairperson Marietta Penaflor, LLFPC was established in 2009 composed of 25 small enterprises that aimed to supply quality footwear in Liliw and for traders in Manila. The organization supplies quality footwear to small shoe businesses around the area and provides consultant services to shoe makers in Marikina City. Currently, LLFPC has 27 primary members and 81 associate members, producing 400 to 600 pairs of footwear per week. LLFPC trains small-scale shoemakers to pass on the members shoe-making techniques. Kailangan matuto dahil kailangan may mapagsasalinan sa susunod na henerasyon, Peaflor explained.

Sama-Samang Saya sa Bagong Sigla ng Coco Festival, this was the theme of the 19th Coconut Festival in San Pablo City held on January 6 to 15. Held every second week of January, the Coco Festival is a two-week celebration in honor of Saint Paul, the citys patron saint. The festival, started in January 1996 when a group of San Pableos committed themselves to promoting arts and culture in the city through a festival now known as the Coco Festival. In October 2-5, 2013, San Pablo received the citation Pearl Award as city-level hall of famer during the 14th Association of Tourism Officers of the Philippines (ATOP) Department of Tourism (DOT) National Convention held in Legazpi City, Albay. San Pablo Citys Coco Festival was recognized for its undisputed best title wins in three years from 2010 to 2012. According to Donnabelle Eseo, head of the San Pablo City Tourism Council, the Coco Fest was selected as the best tourism event in the country alongside other colorful festivities in the Philippines such as Maskara Festival, Dinagyang Festival, and Ati-atihan Festival. The festival honors the coconut industry as the key contributor to the citys progress. The festival is San Pablos way of protecting the environment and promoting coconut farming as well as preserving local culture. Festivities for the Coco Festival include street parties, cooking contest, search for Lakan at Mutya ng San Pablo, street dancing competition, float parade, and coco trade fair. This year, the organizers added the search for Mr. & Ms. Coco Star, a showcase of local talents of San Pablo; the search for Munting Lakan at Mutya ng San Pablo for the kids; and the Miss Gay competition. While various events lined up for the festivities, the street dance competition remains to be the most anticipated part of the festival. Every year, tourists and locals alike look forward to the vibrant street dancing competition. San Pablo schools form teams to represent their institution for the annual street dance competition. The three best school teams for each division are selected to be street dance champions as well as teams with the best costume and choreography. Winners receive cash prizes and trophies.

This years Coco Festival broke records, having enlisted the biggest delegation for the street dance, with 17 competing teams for elementary, high school, and college divisions of the competition. On a drizzling morning, spectators filled the city plaza to witness the dance routines of 17 competing teams. Eunice Cubillo, a local of San Pablo City, shared that street dancing is her most awaited event in the celebration. Among the spectators were the parents who were present to cheer on their children during the street performances. Julie Miguel, a participant from Dalubhasaan ng Lungsod ng San Pablo, shared that they were declared as the grand slam winner because of their colorful costumes and unique routines. The undying support from their family, friends, and classmates also contributed to their victory. Miguel emphasized that the Coco Festival activities like the street dance is a great opportunity for San Pableos to share their talents. This years coco fest competition winners are as follows:

Aming nilibot ang 14 na barangay ng Los Baos upang kilalanin bagong halal na kapitan at para alamin ang kanilang mga proyekto sa kani-kanilang barangay.

Nagsimula ang serbisyo publiko ni Balasoto bilang punong barangay noong 2010. Ilan sa mga proyektong kanyang isinulong sa unang termino ang pagtatayo ng lamp posts sa madidilim na bahagi ng barangay upang mas mapaayos ang seguridad at maiwasan ang kaso ng snatching o ano mang krimen. Ani Balasoto, mahalagang isama sa mga proyekto ang mga kabarangay.

Nagtulong-tulong ang konseho at mga residente ng Brgy. Anos na makumpleto ang pagtatayo ng 90 lamp posts sa pamamagitan ng pagbibigay ng materyales, pagtulong sa konstruksyon, at sa pagbabayad ng kuryente. Nagpagawa din ang barangay ng farm-to-market roads at nagpapatayo ng basketball court upang maengganyo ang kabataang maging aktibo sa isports sa halip na tumambay o uminom.

Sa kanyang ikalawang termino, nilalayon ni Balasoto na madagdagan ng isa pang palapag ang kanilang elemetary school. Pinaliwanag ng kapitan na sila na lamang ang natitirang mababang paaralan na walang pangalawang palapag. Nais niya ring mapalagyan ng bubong ang kasalukuyang covered court ng barangay para ito ay maging isang multi-purpose hall. Maliban sa mga ito, layon ding magkaroon ng sariling garbage truck ang barangay upang higit na mapaayos ang koleksyon ng basura at mapanatili ang kalinisan sa barangay; at magtayo ng mga lamp posts sa iba pang bahagi ng barangay.(Crispin Mahrion Abacan)

Ang pagsasaayos ng sistema para sa typhoon monitoring, long-term livelihood, at imprastraktura ang ilan sa mga pangunahing proyekto ni Manzanares na kasalukuyang nasa kanyang pangatlong termino.

Layon ng barangay na matulungan ang mga residente na magkaroon ng matagalang kabuhayan sa pamamagitan ng pagsasaayos ng industriya ng paggawa ng itlog na maalat at sardinas sa tulong ng Bureau of Fisheries and Aquatic Resources (BFAR) at ng TRACE College students of Laguna. Naniniwala si Manzanares na ang pagkakaroon ng kabuhayan sa barangay ay magpapababa ng krimen sa kanilang lugar.

Para sa kasalukuyang termino, nilalayon din ng konseho na makapagpatayo ng multi-purpose hall para sa Bambang Livelihood Petitioners Association. Ani Manzanes, ang multipurpose hall ang paggaganapan ng mga programa at ng mga training at seminar sa pangkabuhayan. (Christele Jao Amoyan)

Sa kanyang pangalawang termino bilang punong barangay, layon ni Lapiz na higit na mapaayos ang peace and order sa kanilang lugar sa pamamagitan ng pagpapalawig ng pagpapapatrol ng mga tanod at paglalagay ng mga closed-circuit television (CCTV) camera sa barangay.

Maliban sa seguridad, kabilang din sa pangunahing proyekto ng kapitan ang pagbibigay ng serbisyong pangkalusugan at ang pagkakaroon ng livelihood program sa barangay.

Kabilang sa mga proyektong pangkalusugan ang pagbibigay ng libreng konsultasyon, eksaminasyon, at gamot sa mga residente ng barangay. Ilan sa mga proyektong pangkalusugan ang pagbibigay ng libreng ultrasound sa buntis at sa may iba pang karamdaman. (Jil Danielle Caro)

Ang pamamahagi ng trabaho ang isa sa mga prayoridad ng barangay. Ito ay nagagawa sa pamamagitan ng aktibong paghahanap ng mapapasukang trabaho para sa mga taga Brgy. Baybayin. Iniuugnay ng barangay ang mga residente sa mga ahensyang nangangailangan ng empleyado. Nagbibigay din ng rekomendasyon ang barangay para sa mga residenteng naghahanap ng trabaho.

Sa ilalim ng kanyang panunungkulan, layon ni Lapitan na higit na maisaayos ang disiplina ng mga residente ng barangay. Ani kapitan, sa disiplina, may pag-unlad. (Jeremiah Dalman)

Imprakstraktura, seguridad, edukasyon, at kalusugan ang mga pangunahing proyekto ni Concepcion para sa barangay.

Para sa imprastraktura, layon ng barangay na makapagpatayo ng footbridge malapit sa paaralan at makapagpagawa ng sidewalk at mga waiting shed. Nais din ng konseho na makapagpatayo ng pangalawang palapag sa kasalukuyang covered court upang magsilbing evacuation center. Ipagpapatuloy din ng barangay ang implementasyon ng curfew sa kanilang lugar mula 10 pm - 4 am. Patuloy din ang ronda ng mga tanod sa kanilang barangay sa gabi upang mapanatili ang seguridad sa barangay.

Layon din ng kapitan na magkaroon ng zero out-of-school youth, ipagpatuloy ang mga feeding program, at pag-igtingin ang pagbibigay ng impormasyon tungkol sa proper waste management. Layunin ng bagong halal na kapitan ang isang malinis at mapayapang panunungkulan para sa Brgy. Lalakay sa pakikiisa at pakikipagtulungan ng mga kabarangay. (Noli Magsambol III)

Kabilang sa pngunahing proyekto ni Manarpaac ang peace and order at programang pangkabuhayan sa kanilang barangay. Mga highly-trained na tanod ang rumoronda para mapanatili ang katahimikan at seguridad sa barangay. Layon din ng barangay na makabuo ng mga programang pangkabuhayan at matulungan ang mga residenteng makabuo ng kooperatiba. Maliban sa pinansyal na aspeto, makakatulong din ang mga proyektong pangkabuhayan na mapababa ang krimen sa kanilang lugar. (Rae Marrie de Mesa)

Sa kanyang pag-upo bilang punong barangay ng Maahas, prayoridad ni Vargas ang pagkakaroon ng sariling fire truck ng barangay at higit na mapaayos ang serbisyong pangkalusugan sa barangay.

Nais din ng konseho na matulungan ang mga residente ng barangay na magkaroon ng dagdag o alternatibong kabuhayan sa pamamagitan ng pagpapalaganap ng entrepreneurship sa kanilang lugar. (Jeyneth Ann Mariano)

Labis ang pasasalamat ni Erroba para sa pangalawang pagkakataong ibinigay sa kanya ng mga kabarangay upang manilbihan bilang punong barangay.

Sa kanyang pangalawang termino, kasama sa mga pangunahing proyekto ni Erroba ang imprastraktura at edukasyon. Layon ng kapitan na makapagpatayo ng maayos na drainage system sa kanilang barangay lalo nat isa ang Malinta sa mga pinakaapektado ng pagbabaha sa Los Baos. (Rachel Nuez)

Kabilang sa mga pangunahing proyekto ni Reyes ang paghahanda ng barangay para sa mga kalamidad at bagyo, pagsasaayos ng imprastraktura, at pagbibigay ng serbisyong pangkalusugan sa kanilang lugar.

Layon ng barangay na makapaghanap ng lote at makapagpatayo ng building na magsisilbing evacuation center. Sa kasalukuyan, ang Mayondon Elementary School ang nagsisilbing evacuation center ng barangay.

Bahagi ng disaster preparedness program ang pagkakaroon ng trained personnel at nakahandang stock at equipment para sa kalamidad.

Para sa serbisyong pangkalusugan, sinisiguro ng barangay na mayroong alokasyon sa budget para sa gamot sa kanilang barangay health center. (Nicole Prieto)

Sa ilalim ng kanyang pangatlong termino, layon ni Maloles na mapanatili ang kaligtasan ng mga nasasakupan at ipagpatuloy ang pagbabantay ng lupang sakop ng Bagong Silang nang maiwasan ang pagkasira ng mga likas na yamang napapaloob dito.

Sa nakaraang dalawang termino, naging pangunahing proyekto ng barangay ang pagpapatayo ng mga istruktura tulad ng sementadong kalsada at sidewalk, silid paaralan, basketball court, at mga linya ng tubig.

Sa kkasalukuyang termino, nais ng kapitan makumpleto ang konstruksyon ng mga farm-to-market roads na mag-uugnay ng mga produkto ng Bagong Silang sa mga palengke. Sa ganitong paraan, masisimulan ang direktang pakikipagkalakal ng kanilang mga magsasaka sa mga tindera sa palengke. Layon din ng kapitan na makapagtayo ng tulay sa Kabulosan Creek para matulungan ang mga magsasaka sa barangay. (Rose Jeanette Agustin)

Mainam na maging pamilyar sa mga programa ng ibat ibang barangay sa Los Baos upang ating malaman kung paano tayo makikibahagi sa mga proyektong ito.

Sa kanyang pangalawang termino bilang punong barangay, prayoridad ni Oate ang pangangalaga sa kapaligiran, pagsasaayos ng imprastraktura, pagpapaigting ng seguridad, at edukasyon para sa Brgy. Putho-Tuntungin.

Bahagi ng pangangalaga sa kapaligiran ang mga proyekto laban sa iligal na pagpuputol ng puno at coal mining. Layon din ng kapitan na mapanatili ang kalinisan ng ilog sa barangay. Ipagpapatuloy rin ang clean up activities sa barangay.

Layon din ng kapitan na maisaayos ang irigasyon at pagtatayo ng poste ng ilaw sa kanilang lugar. Maliban sa mga ito, tinitingnan rin ang posibilidad ng paglalagay ng CCTV at ang pagkakaroon ng regular na ronda patrol upang mapanatili ang katahimikan at seguridad sa barangay.

Nais ng barangay na makabuo ng program sa edukasyon para sa out-of-school youth. Ani Oate, mahalagang mabigyan ng eduksyon ang kabataan dahil sa kanila nakasalalay ang kinabukasan ng komunidad. Plano din ng barangay na magsagawa ng fund raiser para makapangalap ng school supplies at masuportahan ang feeding program sa kanilang paaralan. (Arneth Abad)

Para sa kasalukuyang termino, ilan sa prayoridad na proyekto ni Magsino ang pagbuo ng barangay information center, programang pangkabuhayan, rehabilitasyon ng riverbanks, peace and order, at programa para sa senior citizen at persons with disabilities (PWD). Ani Kapitan Magsino, ang buwis ng tao ay kailangang masuklian ng tamang serbisyo. (Mae Santos)

Sa ilalim ng kanyang kasalukuyang termino, prayoridad ng konseho ng barangay ang pangangalaga sa kapaligiran at seguridad sa barangay. Patuloy ang pagpapalaganap sa barangay ng wastong paraan ng waste segregation. Mayroon ding training para sa miyembro ng barangay peace and security officers.

Hiniling ng konseho na makipagtulungan ang mga residente upang maayos na maimplementa ang mga proyekto sa barangay. (Ana Catalina Paje)

Sa kanyang pangalawang termino bilang punong barangay, ipagpapatuloy ni Bautista ang kanyang mga nasimulang programang pang-imprastraktura tulad ng pagpapatayo ng covered court, gusaling may dalawang palapag na magbibigay ng karagdagang silid aralan, pagsasaayos ng dalawang tulay na nasira ng mga nagdaang bagyo, at konstruksyon ng mga kalsada sa kanilang lugar. Dapat prepared tayo at alamin ang disaster risk reduction system ng bansa. Magkaroon sana ng teamwork ang gobyerno at mamayan. Dahil sa oras ng sakuna at pinapalikas yung mga tao, sobrang tigas ng ulo ng iba, ayaw iwan ang mga ari-arian kaya napapahamak. Madaming buhay ang nawawala at isisisi sa gobyerno ang pagkukulang. Dapat siguraduhin ng gobyerno magkaroon ng sapat na gamit at pagkain ang bawat pamilya, magkaroon ng ligtas at maayos na evacuation centers, communication, and mobility in times of crisis/calamity.

I-educate yung mga tao tungkol dun sa mga sakuna para di matulad doon sa nangyari sa Yolanda. Siguro dapat ituro kung ano yung mga dapat gawin. Tapos yung pagrereport nila, hindi dapat sa salitang banyaga. Yung talagang atin para mas madaling maintindihan. Tulad nung sabi nila, yung sa storm surge, hindi namin alam kung ano yun, akala namin basta alon lang.

Sa tingin ko ay dapat ayusin ang mga drainage, kanal, at ilog. Alisin na yung mga pwedeng bumara sa pinagdadaluyan ng tubig baha. Katulad niyang Laguna de Bay, bumababa galing bundok ang putik dahil sa kakulangan ng puno. Kaya yung panukala na dapat tanggalan ng burak ang ilog ay hindi pa naman ginagawa. Wilfredo DC. SolasBrgy. Ano ang dapat gawin ng lokal na pamahalaanupang mapagpaghandaan ang posibleng pagdating ng mga kalamidad at sakuna?

EDITORYALMalakas. Mapaminsala. Nakamamatay. Ito ay ilan lang sa mga salitang maaring ikabit kapag napag uusapan ang mga kalamidad tulad ng bagyo, lindol, baha at sunog. Humigit kumulang 20 bagyo ang tumatama sa Pilipinas taun-taon. Ang mga bagyong ito ay kumikitil ng mga buhay at sumisira ng mga ari-arian.

Umabot sa 6,190 ang bilang ng mga nasawing buhay noong bagyong Yolanda ng nakaraang taon at kulang kulang na 40 bilyong piso ang halaga ng pinsala ng nasabing bagyo sa Visayas ayon sa huling tala ng National Disaster Risk Reduction Management Council (NDRRMC).

Noong nakaraang 2012, isa ang bayan ng Los Baos sa labis na napinsala ng malakas na pag-ulan dulot na hanging Habagat kung saan ilang barangay dito ang nalubog sa baha. Ang bahang ito ay tumagal ng kulang kulang na apat na buwan. Marami ang bilang ng nagkasakit at marami ring bahay ang nasira.

Nabalot ng takot ang mga residente ng Los Baos sa ganitong uri ng kalamidad at nangangamba na maaaring maulit muli ang paglubog ng kanilang bahay sa tubig. Marami na rin ang nagtatanong kung handa na nga ba ang munisipalidad ng Los Baos sa mga kalamidad gaya ng bagyo at pagbaha. Sa katotohanang walang makapipigil sa mga ganitong uri ng kalamidad, maaari pa ring mabawasan ang mga mapaminsalang epekto nito sa buhay ng tao.

Masasabing handa na ang Los Banos sa mga mapanirang bagyo tulad ng Yolanda. Ayon sa ulat ng Municipal Disaster Risk Reduction o MDRRMC, iba- ibang cleaning drive ang ginagawa ng Los Baos. Noong nakaraang ika-26 ng Enero, nagkaroon ng programang Linis Kaunlaran ang Los Baos Group, isang organisayon na naglalayon na maipagpatuloy ang pagkakaroon ng malinis at maayos na kapaligiran. Ang nasabing programa ay ginawa sa Dampalit Falls sa Brgy. Lalakay. Ang lugar na ito ay maituturing na disaster prone area dahil

sa madalas na pagkakaroon ng baha na kaugnay ng mabilis na pag apaw ng tubig mula sa talon. Nilinisan na rin ang mga lugar sa Los Baos na malapit sa Laguna de Bay tulad ng Brgy. Bayog at Brgy. Mayondon. Maliban sa mga cleaning drive programs na ito, patuloy din ang proyekto ng MDRRMC sa pagpapagawa ng elevated pathways at pagsasaayos ng mga kanal.

Kaugnay ng mga paghahanda ng pamahalaang lokal ng Los Baos, pinapalano na rin ng pamahalaan na makapagpatayo ng mga tent cities sa mga Bargy. Tadlac, Bayog, at Malinta kung saan nangangailangan din ang mga lugar na ito ng palikuran at malinis na tubig. Inaayos na rin ng lokal na pamahalaan ng Los Baos ang pagkakaroon ng doktor na maaaring umikot sa mga apektadong lugar tuwing disaster season.

Magkakaroon din ng pagpupulong ngayong unang bahagi ng 2014 tungkol sa Basic Life Support at Water Rescue sa pangunguna ng Bureau of Fire Protection of Los Baos at ng Red Cross Los Baos.

Kaisa rin ng munisipalidad ng Los Baos ang mga institusyon kagaya ng University of the Philippines Los Baos (UPLB) at University of the Philippines Open University (UPOU) sa paghahanda sa mga maaaring dumating na kalamidad. Nagkaroon ng pagpupulong ang lokal na pamahalaan ng Los Baos at ang pamunuan ng UPOU kaugnay sa pagkakaroon ng maayos na pagpapabatid ng impormasyon sa mga tao tuwing may kalamidad. Ang UPLB naman ay may imbensiyon sa pagkakaroon ng early warning device. Ang imbensiyong ito ay pauna nang inilagay sa unibersidad na sakop ng Brgy. Batong Malake.

Sa mga programa at planong paghahandang ito, nararapat lamang na maging handa rin ang mga tao. Tandaan na sa mga oras ng sakuna, mahalaga ang MAKIISA, MAKIALAM, at MAKILAHOK.

ULAT BAYAN: MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC)

Ang pagkakaroon ng landslide sa Brgy. Bagong Silang noong Bagyong Millenyo (Setyembre 2006) ay naging dahilan upang pag-aralan ang ibat ibang klase ng lupa sa Los Baos upang matukoy ang mga lugar na madaling gumuho ang lupa.

Nagkaroon din ng pagtaas ng tubig sa lawa na tumagal ng tatlo hanggang apat na buwan noong Bagyong Milenyo. Dahil rito ay naapektuhan ang Napindan Channel na nag-uugnay sa Laguna de Bay at Manila Bay.

Sinasabing ang sanhi nito ay ang pagbara ng mga water lilies at dahil na rin sa mga informal settlers. Tulad ng nabanggit, nagkaroon muli ng pagtaas ng tubig noong Agusto 2012 dahil sa Habagat na tumagal ng tatlo hanggang apat na buwan kaya marami ang inilikas sa mga paaralan.

Paghahanda ng lokal na pamahalaan

Bahagi ng paghahanda para sa mga sakuna ang mga sumusunod na proyekto ng lokal na pamahalaan:

Riprapping projects sa Saran Creek (Anos at Malinta) kung saan pinapalitadahan ang slope upang mapigilan ang pagguho ng lupa

Paglilimita ng tinatayong imprastrakutura sa mga lugar na malapit sa lawa o sa mga coastal barangays

Patuloy na paglilinis ng mga kanal upang maging maayos ang pag-agos

ng tubig at malimitahan ang epekto ng pagbaha

Pagpapalaki ng mga kanal upang maiwasan ang biglaang pagtaas ng tubig

Patuloy na paglilinis ng mga palikuran at pagtitiyak na sapat ang tubig sa mga paaralan na nagsisilbing evacuation centers ng mga mamamayan tuwing may sakuna

Pagpapatayo ng mga tent cities sa Barangay Tadlac, Malinta, at Bayog kung saan nangangailangan ng palikuran, malinis na pagkukunan ng tubig, pakikiisa ng Regional Health Unit, at pag-iikot ng mga doktor tuwing disaster season.

Mensahe para sa mga mamamayan ng Los Baos

Sana maging mas interesado ang mga tao na makiisa dahil sa lahat tayo ay maaaring maging biktima at maapektuhan ng mga kalamidad. Minsan kulang pa din ang paghahanda kaya kailangan nating magkapit-bisig at maging proactive hindi reactive. Laging isipin ng bawat isa na mas mahalaga ang buhay kaysa sa ari-arian. Dapat may contingency plan -- hindi lamang nakaasa sa gobyerno. Makilahok sa information dissemination.

Huwag magsawalang bahala, makinig at maging bukas sa pakikipag-tulungan.

Aming kinapanayam si Ricky Estopace ng Municipal Disaster Risk Reduction and Management Council upang malaman kung papaano pinaghahandaan ng lokal napamahalaan ang posibleng pagdating mga sakuna at kalamidad.

PNP nagsanay ng mga brgy tanodMula sa pahina 1

Nagkaroon ng workshop sa tamang pagsasagawa ng police blotter at kung paano dapat magresponde sa mga insidente sa barangay. Ipinaliwanag din ang RA 9262 o mas kilala bilang Anti-violence Against Women and their Children Act (VAWC) upang mas maintindihan lalo ng mga kalalakihan ang epekto ng pang-aabuso sa kababaihan. Tinalakay din sa nasabing pagsasanay ang basic intelligence at kung paano dapat magmasid sa mga kahina-hinalang insidente sa komunidad. Natutunan namin ang mga pamamaraan kung papaano mo tutuparin ang tungkulin mo bilang BPSO at ang lahat ng pamamaraan sa pagpapatupad ng batas sa isang barangay, ayon kay Mario Menia, deputy chief BPSO ng Brgy. Bayog. Ang pinakamahalagang natutunan namin dito ay disiplina. Kapag ang isang tao ay nagkaroon ng uniporme, yayabang at gagamitin yung kanyang kapangyarihan sa barangay. Yung disiplina yun ang malaking bagay. Kung anong trabaho ng pulis, yun din ang trabaho ng isang barangay tanod.

Lumiit lang ang jurisdiction niya. Kung gusto mong igalang ka ng kapwa mo, yun munang sarili mo ang igalang mo, dagdag ni Menia. Nang tanungin kung papaano niya gagamitin ang natutunan niya sa kanilang barangay, Maraming kabataan na medyo matitigas ang ulo. Kung kailangang dalhin sila sa barangay, gagawin natin para pangaralan at turuan, dagdag ni Menia. Pinaalala ni Salinas na kailangan ng mga tanod magamit ng kanilang mga natutunan sa kani-kanilang barangay. Mahalaga rin na magtanong ang mga tanod sa PNP kung may nais silang linawin o kakailanganing tulong. Ani Salinas, nakahanda ang PNP na tumulong sa mga BPSO. Ninais ng PNP na isagawa ang pagsasanay sa maliliit na grupo. Sa ganitong paraan, masisigurong makakapagtanong ang mga kalahok upang higit na maintindihan ang mga diskusyon sa seminar. Ayon sa PNP ang susunod na seminar ng BPSO ay nakatakdang ganapin sa Marso 7.

Caring for Children with Cerebral PalsyBy Crispin Mahrion Abacan and Rose Jeanette Agustin

In 2012, the Autism Society of the Philippines (ASP) screened more than 100 children from different barangays in Los Baos for possible developmental problems. Out of the 100, 63 underwent formal developmental assessment. The ASP development pediatrician recommended six children, aged 2-5, to undergo therapy. Only two of the children were not diagnosed with cerebral palsy but they exhibited developmental problems as well The doctor said that he would be needing a life-long medication, Rose shared, referring to her son. However, Rose added that they had to stop the medication because their family could not afford it. Rose is only one of mothers whose lives changed after their child was diagnosed with cerebral palsy. From feeding to understanding the dos and donts in caring for them, the struggle for adjustment is shared by the family. Deborah Klaudine Sanchez of the Autism Resource Center (ARC) explained that cerebral palsy is a movement and posture

disorder. It is a condition caused by damage to a persons brain that affects his/her posture and muscle movement. According to Sanchez, cerebral palsy is a disorder that is brought by deficiencies during the mothers pregnancy. Most of the time, it is caused by infection during pregnancy, insufficient oxygen or poor blood flow to the fetal or newborn brain, blood type incompatibility, or premature birth. A patient diagnosed with cerebral palsy would need life-long medication. People diagnosed with cerebral palsy need to regularly undergo therapy to develop muscle control. Medication and therapy can be costly not something everyone can afford to maintain as with the case of Roses and her son. Helping families dealing with cerebral palsy in Laguna, the (ASP) Laguna Chapter was established in 1997. It is currently headed by Rizalinda Cansanay. In 2008, the ASP established the Autism Resource Center at Brgy. Batong Malake in Los Baos. The center was constructed

through funding from the 2nd Angels Cup Golf Tournament of the Philippine National Police Maritime Group headed by General Angelo Sunglao. With the help of the Canada Fund for Local Initiatives, ASP has established a project to grant free therapy sessions to children with cerebral palsy - a great help for families with limited financial resources.These therapy sessions are facilitated by Dr. Araceli Estoce at the Hong Children Center for Cerebral Palsy (HCCCP) in Ortigas Center at Mandaluyong City. Six kids, together with their guardians, travel for about three hours from Los Baos to Ortigas in Mandaluyong City every Monday for the free therapy sessions. According to Sanchez, the HCCCP offers free medical help as part of their charity program. Through the assistance of ARC and the Los Baos local government, children diagnosed with cerebral palsy, as well as their parents or guardians, are transported to HCCCP in Mandaluyong. Through the regular therapy sessions, the children have shown significant progress in their conditions after almost a year of therapy. Roses son is now able to cry louder unlike before when his cries were mere whimpers. Another five-year-old beneficiary can now sit for a longer time as well. He can also balance himself when sitting and eat or hold chips/crackers on his own as well. Melvin*, who used to have a hard time eating by himselfcan now sit for a longer period of time and close his mouth when asked. He can hold crackers or chips and eat them on his own. Whenever he would eat, he would like to hold the utensils by himself even if he couldnt eat alone yet while sitting, his grandmother said. *Lester, who had difficulty in maintaining head posture, has developed more control when moving his neck in different directions. He can now also walk with his hands down and feed himself, though still a bit messy. He can also change his clothes with minimal assistance and has improved in following instructions. Raising children with cerebral palsy is a challenging task for any parent. Since cerebral palsy is rare, parents were at first

clueless as to how they were going to raise their kids. They say they consider a lot of things for the safety and benefit of their kids. And for many, it was hard to accept at first. Bumagsak ang mundo ko kasi first apo, [tapos] sinisi [ko] yung mag-asawa. [Tinatanong ko kung] bakit ganun ang ginawa nila? Jomalyn Ignacio, the grandmother of John Glenn, said when asked how she has felt upon discovering that her grandson had cerebral palsy. The mother of *Leon, also had the same sentiment. Tinanggap na lang namin kasi nandyan na yan eh. Ginagabayan na lang naming siya na makalakad, she said. Meanwhile, the mother of Joe*, said that she also had difficultiy managing the interests of his son. Since Joe loves to play with water, they had to close their water barrel to prevent possible drowning. And whenever they would go out, Joe would always love to go with them. However, bringing Joe in a public place with many people is very tedious. Sanchez of the ARC said that parents involvement is important in the therapy process. We make it a point to make the parents knowledgeable and aware about the dos and donts. Once a week, the therapist will give a session and a series of follow-up activities. The parents now have a role to work with their kids at home. And more importantly, if the assistance provided by the center ends, they should be able to sustain the therapeutic activities, she explained. The mothers now have learned so much during the therapies they had in Hong Center. Remaining strong for their kids is what mothers. Rose shared that during pregnancy, a mother has to take care of herself not only for herself and the baby. Caring for children diagnosed with cerebral palsy is never easy for parents. It takes courage, the strength of will, and perseverance to go through therapy and maintain medication. For a condition considered rare in the Philippines, having the assistance of the local government and organization likes ARC and HCCCP is a great help for families dealing with cerebral palsy.

Beneficiaries in Brgys. Putho-Tuntungin and Bagong Silang were already identified. According to Karen Mercado, LB GAD Office head, conducted an analysis on the Harmonized Gender and Development Guidelines and will give equal opportunities to both men and women to ensure that the project will be gender-sensitive. The LB GAD Office also created forms by which possible beneficiaries will accomplish to employ participatory selection and characterization. There were existing local farmers organizations in the barangays. While we make it clear that not all of them would be included, the farmers said that as an organization, those who would be chosen would simply re-echo the learning to others, said Mercado. Meanwhile, a landownder in Brgy. Putho-Tuntungin lent her 2,000-square-foot land for the project through a representative, Sister Laura Chavez of Ang Tahanan ng Ama, a retreat house. According to Chavez, Ang Tahanan ng Ama has an organization called Sisters Club where members children become scholars. The parents will be some of the beneficiaries in the barangay. For the organic farming component, the project will focus on a one crop per barangay. Crops to be cultivated include squash, tomato, bitter gourd (ampalaya), lettuce, and stringbeans. We visit the barangays and try to see whats appropriate to grow in there. For example in Brgy. Bagong Silang,

they have large land areas. It would be fit for them to grow squash as it would allow the plant to crawl and expand, said Mercado. According to Mercado, organic farming does not utilize any chemicals such as urea. Instead, it employs vermicomposting where worm manure called vermicast will be used as plant fertilizer. Brgy. Putho-Tuntungin has volunteered to produce vermicast for the different barangays. Los Baos LGU will provide a dump truck and a specific site for vermicomposting while DOST will provide the shredders. Aside from the livelihood projects, the program also aims to form a Vegetable Growers Association in Los Baos, establish a science and technology-based demonstration plot on vegetable farming and tilapia grow out cages, and establish a weekend organic market along the national high way near the Los Baos Municipal Building. Once the farmers produce organic goods, we wanted them to have a market already where they could bring their goods. Were coordinating with the Organic Vegetable Association of the Philippines for negotiations with regard to the market, said Mercado.

These cooperatives are just some of the cooperatives that were given equipment and provided technical assistance to upgrade and expand their market, in the process helping families improve their quality of life. While a number of GIA grants have been considered as successful, there are also cases where the operations of the GIA-supported projects were not sustained. Berris explained that DOST can pull out support for GIA projects if organizations were not able to deliver their end of the agreement. DOST then re-assigns their resources to other organizations. Interested organizations, as long as recognized by the Cooperative Development Authority can apply for the GIA program by submitting a letter of intent to DOST provincial offices. The provincial directors will then conduct a technology needs assessment to determine the S&T intervention needed by the organization. The proposal will be endorsed and submitted to the regional office for evaluation. Once approved, a Memorandum of Agreement between DOST CALABARZON and the beneficiary will be facilitated. at Linggo sa Enchanted Kingdom sa Sta. Rosa. Si Patricia at Lamuel ay ilan lamang sa mga batang nagsilahok sa libreng Dance Sport Clinic noong Mayo 2012. Ang dance sport training ay tumagal ng buong buwan ng Mayo kung saan sila ay nagsanay ng tatlong beses sa isang linggo.

Sa pagtatapos ng programa ay pumili ng anim na pares na nakitaan ng potensyal upang ipagpatuloy ang pagsasanay at sumali sa mas malaking kumpetisyon. Isa sa anim na napili ay sina Lamuel at Patricia. Magkaklase ang dalawa simula pa sa ikatlong baitang bagamat may sari-sariling grupo ng kaibigan. Naging malapit lamang sila sa isat isa simula noong naging magkapareha sila sa dancesport. Ang pagiging malapit ng dalawa ay naging dahilan din ng pagiging magkaibigan ng kanilang mga nanay na sina Raquel Pulpulaan na ina ni Lamuel at Sherlit Ramos na nanay naman ni Patricia. Lubos na ipinagmamalaki sila ng kanilang mga magulang at tuwing sila ay may kompetisyon ay mas apektado pa sila kaysa sa mga bata. Kapag lumalaban sila, hindi kami makapag-focus, para bang hinuhugot yung puso namin... nakakahinga na lang kami kapag tapos na silang sumayaw, ani Gng. Pulpulaan. Ang magkapareha ay regular na nagsasanay tuwing Sabado at Linggo. Kapag mayroon naman silang sasalihang kompetisyon, sila ay nag-eensayo apat na beses sa isang linggo. Dahil sa disiplina ng dalawang batang atleta sa pag-eensayo, ang pareha ay nakapag-ipon ng mga parangal kabilang ang pagiging kampyon sa:

1st Geraldine Darvins Cup sa kategoryang Juvenile Latin 3 Dance (Chacha, Rumba, at Jive);

Lilian Maquilans Cup 2013 sa kategoryang 2-Dance Juvenile Syllabus Latin American Discipline; at

UP Diliman Sports Cup 2013 sa kategoryang Interprimary Latin Syllabus Chacha, Rumba, Jive at Open 2-Dance Chacha at Rumba.

Maliban sa mga ito ay naging semi-finalist na din sila sa 1st Brillante International Dancesport Championship na ginanap sa Orchard Hotel Grand Ballroom sa Singapore noong 2013. Sa kabila ng kanilang mga sinasalihang kompetisyon ay hindi nila pinapabayaan ang kanilang pag-aaral. Kahit galing sa laban ay gumagawa pa rin ng mga gawaing pang-eskwelahan ang dalawa. Si Patricia at Lamuel din ang tanging natanggap mula sa Los Baos para sa 2013 Annual Nationwide Search for Young Arts Scholars ng Philippine High School of the Arts sa kategoryang folk dance. Ang scholarship ay itinuturing ng pareha na isang malaking hakbang sa katuparan ng kanilnang pangarap na maging propesyunal na mananayaw.

In 1973, a then 20 years old Claudia Castillo Africa first walked into the Los Baos Municipal Hall as a casual employee earning PhP 8 a day. It was her first job. Forty-two years later, Africa, or Mommy A as she is more known to friends and colleagues, now holds the longest government service record among the Los Baos Municipal Hall employees. Mommy A has worked under six mayors in her more than four decades stay in the municipal hall. From being a casual employee under the then Mayor Lorenzo Meneses Jr., Mommy A now heads the Civil Registrar Department of Los Baos. As a civil registrar, Mommy A deals with complaints on personal records, errors and inconsistencies, processing document requests, explaining the procedure that clients need to undergo to correct and/or update personal records, among others. Mommy A shared, Ang laki ng responsibilidad ng posisyon na ito. From birth to death, the Civil Registrar Department handles all legal documents of former and current Los Baos residents. From birth certifications, application for marriage license, to death certifications - all these pass through Mommy As desk.

Mommy A: Celebrating more than four decades of service at the Los Baos Municipal Hall Mommy As department deals with a wide range of clients ranging from the patient to the not-so-nice ones. Their team regulary handles criticisms and even blame for document errors even if their unit was not the one who made the errors. Kahit maganda ang pakiharap mo sa tao, gumawa ka man ng maganda, di pa rin mawawala ang mga pula sa iyo, Mommy A explained. All these, Mommy A takes as part of the job. A job in a workplace she has grown to love and remain loyal to. Mommy A is one of the motherly figures in the municpal hall. It is a role she has mastered from having four children of her own with businessman husband Danilo. Mommy As family makes it a point to spend time together through travels. She also enjoys her latest role as grandmother. Family and career, it takes a great deal of dedication to build these. Moreso to maintain or further strengthen that level of commitment to last more than four decades.Then again, that will not be any concern for Mommy A who has two or so more years in her desk as a civil registrar.
