November 2007- Host city status May 2008- GCC Executive Committee

authorised the use of compulsory purchase powers to secure full ownership of the CPO Site

June 2008- The Glasgow Commonwealth Games Bill granted Royal Assent as The Glasgow Commonwealth Games Act 2008

Late 2008 – Start of voluntary acquisition negotiations

January 2009- Council made the Glasgow Commonwealth Games Village and Legacy Compulsory Purchase Order 2009 (“CPO”);

Early 2008- summer 2009-  voluntary acquisition of significant plots of land within the CPO site and corresponding withdrawal of objections to CPO 

13 February 2009- the CPO sent for approval to the Scottish Government

Early September 2009- conclusion of agreement between the Council and the remaining major commercial land owner

7 October 2009- CPO public hearing took place in respect of remaining statutory objections

January 2010- August 2010 - confirmation by Scottish Government CPO Site in three phases

June- December 2010- Council completes title to whole of the CPO Site

September 2010- CPO site handed over to City Legacy Limited

What assisted the process ?

• High Profile, Politically supported project

• Additional legislation - the Glasgow Commonwealth Games Act 2008

• Early engagement and good working relationships with the Scottish Government and the Registers of Scotland

• Early action by the Council to acquire land prior to CPO (60% by the time of CPO in January 2009)

What assisted the process ?

• Local Authority knowledge of Land Owners/property owners assisted in negotiations

• In house GCC knowledge & expertise of CPO Process & negotiation skills

• Good working relationship between the Council and the developer City Legacy Limited

owners who had significant interests in the CPO Site, particularly in relation to payment of compensation

At the time, CPO Technical Check Service did not exist
