    IUSIL contains 115 indicators, formed into 37 categories inorder to better structure the indicators within 4 sustainabledevelopment dimensions: environmental, economic, social andgovernance.

    The List IUSIL is used to assist in conducting compartive analysis

    between available cases. (Shen, L-Y, et, al., 2006). Due to the the fact thatindicators can be described or measured in different ways, therefore for

    the purpose of proper analysis the description and units of measurement for

    the indicators included in IUSIL must be clear and distinct indicators in

    order to avoid repetitions

    The International Urban Sustainability

    Indicators List (IUSIL) is such a holistic andvery detailed framework as shown by thelong list and could be implemented in the city

    that has completed and availability ofdata. This list is more a quantitative approachand almost all the data should be measured.

    Through the Rotterdam Sustainability programme, the Rotterdam Municipal executive has set out its ambition to make the city a clean, greenand healthy city where sustainability contributes to a strong economy. Reducing carbon emissions by half, preparing for the consequencesof climate change, improving air quality and reducing noise are the main topics of the programme, which the Municipal Executive hascommitted to spending 31 million euros on in order to achieve their green ambitions.

    Programme

    This programme is complemented by the Rotterdam Climate Initiative (RCI). The RCI is a public-

    private partnership consisting of the City of Rotterdam, the Port of Rotterdam, the DCMREnvironmental Protection Agency Rijnmond, and Deltalinqs. Together these partners aim toensure that Rotterdam is the most sustainable port city in the world. In order to achievethis, the ambition is to realise a 50% reduction in CO2 by 2025 compared to 1990 and to be100% climate proof.

    By tackling both the causes and the consequences of climate change, Rotterdam is working towards realising the entire sustainabilityprogramme. This Rotterdam approach is refl ected in ten sustainability tasks :

    3. To switch to sustainable energy and biomass as a raw material

    4. To stimulate sustainable mobility and transport
