DearIncomingGraduateStudents,Welcome to theMaster of Community and Regional Planning program at Iowa StateUniversity. The faculty and staff in the Community and Regional Planning (CRP)programarededicated tohelpingyouhavea productiveandenjoyable experience ingraduateschool.Aspartofthateffort,wehavepreparedthishandbooktohelpyougetsettled into life in the CRP department. The handbook covers topics ranging fromorientationthroughfacultycollaborationtograduation.Wealsoencourageyoutomeetfacultymemberstodiscussyourinterestsandyourcourseofstudy.The informationcontained inthishandbook is intendedtoexpandonbutnotreplaceotheruniversitydocumentssuchastheGraduateCollegeHandbook(http://www.grad-college.iastate.edu/common/handbook/. GettingStarted ISUCardThe first thing you should do upon arriving on campus is to obtain your universityidentificationcard(ISUCard).GototheISUCardOffice(0530BeardshearHall) toobtainyour card. Youwill need to takewith you a valid State or Federal issued ID (such as aPassport or Drivers’ License) in order to obtain an ISU Card. You will also need yourUniversityIDNumber(UID)orSocialSecurityNumber.Internationalstudentswhodonotknow theirUIDmust check inwith the International StudentsandScholarsofficebeforeobtaininganISUCard.YourfirstISUCardisfreeandthisisapermanentcardtobeusedwhileattendingIowaState.Thiscardprimarilyservesasyourlibrarycard,butitalsocanbeactivatedasanATMcardaswellasaswipecardforpurchasingproductsandservicesaroundcampus.You must report the loss of your card immediately to the ISU Card Office, who willinvalidate the lost card. There will be a charge for each replacement of an ISU Card.Disciplinary sanctionsmay be imposed for improper use of the ISUCard or attempts toobtain,byfraudulentmeans,anyformofidentification.YoumustalsonotifytheprogramifyouloseyourISUCard.WewillneedtoreprogramthedoorlocksonthestudiosandclassroomsintheCollegeofDesigntoacceptyournewcardnumber.E-mailAccountTo obtain an email account, go to https://old.it.iastate.edu/services/cymail. When youregisterforaNet-ID,yourCyMailaccountwillbecreatedforyouautomaticallyaspartofthat process. Your email address is a combination of your Net-ID and the domain"iastate.edu".So,ifyourNet-IDisjstudent,[email protected],gotoNet-IDServicesandclickon"NeedtoregisterforaNet-ID?"YouwillneedtoknowtheIDnumberonyourISUCard.WhenyouhaveanISUemailaddress,please inform theDOGEofyourusername.All studentsneedan ISU e-mail account.TheCRP department frequently makes announcements via e-mail that you would otherwisemiss.EnglishPlacementTestGraduate students whose native language is not English must demonstrate adequateknowledgeoftheEnglishlanguage.

TheEPTisinadditiontotheTOEFL(TestofEnglishasaForeignLanguage),whichistakenaspartoftheadmissionsprocess.RegistrationAllstudentswhoattendclassesatISUmustregisterandpayassessedtuitionandfees.Untilyouhaveselectedamajorprofessor(usuallydoneatthebeginningofthethirdsemester),the DOGE and/or your First Year Advisor will assist you in registering for classes.Registration for classes takes place via AccessPlus, ISU’s online resource for accessingimportant and confidential university information and web applications. Furtherinformation on AccessPlus is available via the Solution Center (a division of ISUInformation Technology) at www.it.iastate.edu. Visit http://classes.iastate.edu for thescheduleofclasses(whichwillgiveinformationoncurrentcourseofferings,meetingtimes,instructors, and course web sites). Visit http://catalog.iastate.edu/ to access the coursecatalog,whichwillgivecoursedescriptions,ofallthecoursesavailableatISU.GraduateHandbookThe Graduate College publishes a Handbook for all Iowa State University graduatestudents. The Handbook is a comprehensive resource for policies and procedures thatpertaintograduatestudentsandpostdoctoralscholars.Itcontainsimportantinformationandanswerstomanyofyourquestions,and isupdatedannually. It isperhapsthesinglemostusefulsourceofinformationaboutgraduatestudy.Membersofthegraduatefacultycraftpolicies through their elective representativeson theGraduateCouncil. Facultyandstaff in the Graduate College implement the policies as efficiently and fairly as possible.StudentsandfacultyareinvitedtocollaboratewiththeirrepresentativesontheGraduateCouncil to enact policy changes that may improve graduate education at Iowa StateUniversity. ProgressTowardYourDegreeFirstYearAdvisorAt the beginning of your first semester in the MCRP program, you will be assigned atemporary faculty advisor by the DoGE in consultation with the graduate admissionscommittee.Thatpersonwillprovideyouadviceandguidance regarding courseworkandclassesduringyourfirstyearintheprogram.Yourfirstyearadvisorwillalsobeasourceofinformation foryourtransitiontograduatestudy.However, inadditiontoyour firstyearadvisor, theDoGEwill also serve in an advisory role until youhave selected yourMajorProfessor.SelectingaMajorProfessorThe Major Professor (an official Iowa State term) is responsible for advising you onrequirementsneededtocompleteyourgraduatedegree(s),aswellashelpingyoudevelopandwriteyourcapstoneproject(thesis),ifyouselecttodoacapstoneproject.Duringyourfirst two semesters on campus, try to meet with different CRP faculty to discuss yourinterests. Ask for feedback and recommendations from your faculty advisor about whomightbeyourMajorProfessor.

DevelopingYourProgramofStudyCompleting an approved program of study (POS) is necessary in order to receive agraduatedegreefromIowaState.Itis,quitesimply,alistofallthecoursesthatyoutaketocompleteyourdegree.Itisimportantfortworeasons.First,thePOSshowsthatyouhavecompleted the requiredcoursesandnumberof elective credits to completeyourdegree.Second, if you intend to specialize in a particular subfield of planning (such as land use,transportation, community design, environmental planning, preservation planning, etc.),your POS reflects that you have developed expertise in that subfield. After you haveselectedyourmajorprofessor,youshouldarrangeameetingtimetobegindevelopingyourPOS.AssemblingYourProgramofStudyCommitteeThe Program of Study Committee (POSC) is responsible for approving your program ofstudy(POS),aswellasthecapstonerequirementtoreceivetheMCRP.Forthosestudentswho choose todo a capstone project, the POSC assists in the choice of project topic andprovidesguidance in thedevelopmentandwritingof the capstoneproject (thesis).Onceyou’ve identifiedyourMajorProfessor,consultwiththemaboutwhoelsemightserveonyour POS Committee. See the Graduate College Handbook (http://www.grad-college.iastate.edu/handbook/) formoredetailed requirementsabout the compositionofyourPOSC.Onceyouhaveestablishedwhowillbeonyourcommittee,youwillneedtocompletethePOSCform,whichisavailablethroughAccessPlus.Onceyouhavecompletedandsubmittedthisform,itwillbeautomaticallyroutedtoyourmajorprofessorandcommitteemembersforapproval.Youwillbenotifiedviaemail if thereareanyproblemswith the form thatrequireyourattention.Onceapproved,youwillbenotified,andtheformwillremainonfileand accessible throughAccessPlus during thedurationof your graduate studies at IowaState.CurriculumRequirementsTheMCRPprogramisaccreditedbythePlanningAccreditationBoard inassociationwiththe American Institute of Certified Planners and the Association of Collegiate Schools ofPlanning.TheMCRPrequirescompletionof48totalcredits.Ofthese48,24creditsconsistofcoreclasseswhiletheremaining24consistofelectivesandresearchorcomprehensiveexampreparationcredits.Studentsshouldregisterfor12creditspersemestertocompletethedegreewithinafour-semestertimeframe.Duringtheacademicyear,graduatestudentsmustberegistered foraminimumof9creditspersemester tobeconsideredfull-time. ComprehensiveExamorCapstoneProject(Thesis)?Forstudentsentering theMCRPprogram in2020, a comprehensiveexam is theprimarycapstone requirement to demonstrate their planning knowledge and their eligibility forgraduation.Athesisoptionisavailableforthosestudentswhohaveathesisrequirementaspart of their dual degree programs orwho have a strong desire to complete a researchproject.ForstudentswhoenteredtheMCRPprogrampriorto2020,theyhavetheoptionoftakingthecomprehensiveexamorcompletingathesisorprofessionalreport.ComprehensiveExamAcomprehensiveexamistheprimarycapstonerequirementfortheMCRPdegree(startingin 2020). The structure of the comprehensive examwill consist of 120multiple choicequestions and three short answer questions, to be completed in a four-hour proctoredformat.Theexamisstructuredintofoursectionsincluding:

1. Fundamentalknowledge(25%)–consistsof30multiplechoicequestionsand1 short answer question related to the knowledge, purpose and history ofplanning,aswellasplanningtheory,ethics,equityandsocialjustice.

2. Foundationsofpractice(25%)–consistsof30multiplechoicequestionsand1shortanswerquestionrelatedtoplanninglawandlocalgovernmentinstitutionsandhowplansandpoliciesaredevelopedandimplemented,inadditiontobeingable to evaluate a planning process, critically analyze how social, cultural andeconomicforcesinfluenceland-usechangesandcreatealternativescenariosforthefuture.

3. AnalysisandImplementation(30%)–consistsof36multiplechoicequestionsand1shortanswerquestionrelatedtoqualitativeandquantitativemethodsanda student’s ability to demonstrate their ability to apply these methods, makestrategicdecisions,evaluateprojectsandanalyzepolicies.

4. Areas of practice (20%) – consists of 24multiple choice questions. Studentswill be able to select two areas of practice for the exam from the following:HousingandCommunityDevelopment,EconomicDevelopment,Transportation,Environmental Planning, Historic Preservation, InternationalPlanning/DevelopmentandSpatialAnalysis.

The exam is administered twice a year, typically during Thanksgiving break or springbreak, so that students can take the exam without the distraction of other courserequirements. A three- credit exam preparation course (CRP 598) will be offered eachspring semester to assist students in their preparation to take the exam. Students mayattempt the comprehensive exam three times. HumanSubjectsResearchApprovalAt Iowa State University, the Institutional Review Board (IRB) reviews all researchinvolving human subjects, including proposals to gather data from subjects for theses,dissertations,andotherstudentprojects.Someprofessionalreportandthesisprojectswillbe required to obtain Human Subjects Research Approval, (see policy athttps://www.compliance.iastate.edu/committees/irb).AcademicStandingIf a graduate student at Iowa State does notmaintain a cumulative 3.0 (B) grade pointaverageonallcourseworktaken,he/shemaybeplacedonacademicprobationbytheDeanof theGraduateCollege.Whileonacademicprobationa studentwillnotbeadmitted forcandidacyforadegreeandifappointedtoagraduateassistantship,he/shewillnotreceivea tuition scholarship.
