This will !e the mostsuita!le orm o anal sis when the cost o a programme is known and the value o the outcomes thatare realised are also known, !ut there is no estimate o the impact o the intervention, or polic , onthe outcome.
This tool and accompan ing economic evaluation document provide a ramework to allowpartnerships to carr out !reak even anal sis o switching to IOM rom previous orms o ofendermanagement. +owever, the techni#ues and ramework can e#uall !e applied to assessing theadditional costs and !ene1ts o speci1c changes to IOM.
%or the purpose o this toolkit it will !e assumed that it should !e possi!le to estimate the costsassociated with the management o ofenders in the a!sence o IOM and those costs associated withIOM. %rom the costs o crime papers it is also possi!le to value the potential positive outcomes o IOMin terms o reduced crime. There ore, it should !e possi!le or IOM partnerships to carr out !reakeven anal sis. Thisanal sis will allow the estimation o how man additional crimes would have to !e saved in a giventimeperiod in order to make the investment in IOM worthwhile.

Cost )er Mana"e O&en er Analysis?ost per managed ofender anal sis will allow the user to compare the cost o the previousofender management arrangements and the associated volume o ofenders managed, over agiven time period, with the cost o ofender management and the associated volume o ofendersmanaged under IOM.
This will allow an assessment to !e made as to whether the cost per managed ofender hasincreased or decreased with the introduction o IOM. %or more in ormation on cost per managedofender anal sis, please consult the accompan ing economic evaluation document.
