Objective

• Caltrans, through an FAA Airport Improvement Program (AIP) grant, is seeking a qualified consultant to conduct the California Airport Pavement Management System (APMS) (aka Pavement Management and Maintenance Plan, PMMP, PMP)

• “A PMP is a set of defined procedures for collecting, analyzing, maintaining, and reporting pavement data. A PMP assists airports in finding optimum strategies for maintaining pavements in a safe serviceable condition over a given period for the least cost.” (AC 150/5380)

Definition

What Is APMS

• APMS is a pavement management system used to evaluate airport pavements, i.e. runways, taxiways, aprons, tie downs.

• APMS includes inventory, assessment of the pavement, data analysis, development of a pavement maintenance and rehabilitation strategy recommendation.

Goals

• To provide the airport manager with current and projected pavement conditions, projected maintenance/rehabilitation needs and cost

• To enable selected airports comply with FAA requirements for funding eligibility

• To provide Caltrans a statewide analysis of pavement conditions and a prioritized five year program of pavement projects to guide future pavement funding
